Replace Furnace and Clean Ducts – Mount Rainier National Park, WA

Background: Mount Rainier National Park has a visitor facility in need of a complete furnace replacement and associated duct cleaning. The facility is open to the public during periods of cold weather and a clean functioning heat system is necessary for visitor comfort and safety. This project will replace one furnace and clean all ductwork connected to the new furnace.

Location: The work of this contract takes place at Ohanapecosh, on the east side of Mount Rainier

National Park, Washington at an elevation of 1,900 feet. Ohanapecosh is located approximately three miles north of Highway 12 on Highway 123. During certain times of the year, the area is not accessible to the public due to locked gates. For this work, the contractor will need to coordinate access through the gate with park.

A Site Visit for all potential bidders to view this requirement is scheduled for 4/26/2023. Contractors who wish to participate in the site visit must meet at the South Boundary entrance on Wednesday the 26th of April at Ten O’clock, 10:00 AM. Site visitors will be escorted to the site of the requirement and questions will be answered by NPS staff. The site visit is expected to last around 2 hours. The South

Boundary entrance is located off HWY 123, which must be accessed from HWY 12 for the site visit.

Requirement: Awardee will provide all equipment, materials and labor necessary to complete the work.

The work consists of the following: removal and replacement of the 280,000 BTU propane fired forced air furnace. Required tasks include:

• Disconnect forced air furnace from existing supply and return ductwork and exhaust stack

• Disconnect furnace from propane fuel lines, electric supply and thermostat conductors

• Remove and dispose of all replaced furnace components outside of NPS property

• Clean existing supply and return ductwork with vacuum equipment

• Clean exhaust flue

• Supply and install the new 280,000 BTU propane fired furnace in the same location as the removed unit.

• Connect the new furnace to cleaned existing ductwork and exhaust flue

• Connect the new furnace to existing electric supply switch box, retaining or replacing switch according to existing switch conditions and new equipment specifications.

• Connect the new furnace to existing propane fuel lines

• Retain and reconnect thermostat wiring

The forced air furnace supplied shall be of equal heat output to the existing unit, 280,000 BTU. It shall have HSPF >8, bels < 7.6 and a AFUE rating of no less than 85.9.

All ductwork joints shall be sealed including: longitudinal seams, connections between plenum and furnace, return and furnace, and all connections between trunk duct and branches. Sealing will be accomplished with mastic and scrim tape.

All work shall follow the guidelines established in the manufacturer’s installation manuals. All work must comply with NFPA/ANSI 58-1992 and all local, State and Federal Codes.

Delivery: Because this furnace heats a public building scheduled to open in late May, NPS is requesting that this furnace replacement be completed by 5/23/2023. Provide completion date in your quote.

( d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph ( d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at

52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4. 7, Contractor Records Retention, of the other clauses of this contract.

If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the

1452.201-70 AUTHORITIES AND DELEGATIONS (Sep 2011)

(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries.

The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor.

Changes to this delegation will be made by Hal Hoversten written changes to the existing appointment or by issuance of a new appointment. The COR for this contract will be: Jim Ziolkowski

(c) The COR is not authorized to perform, formally or informally, any of the following actions:

(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;

(2) Waive or agree to modification of the delivery schedule;

(3) Make any final decision on any contract matter subject to the Disputes Clause;

(4) Terminate, for any reason, the Contractor's right to proceed;

(5) Obligate in any way, the payment of money by the Government.

(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The

Contractor need not proceed with direction that it considers to have been issued without proper authority. The

Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR’s appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.

(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.

(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.

(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor’s risk.

Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (Apr 2013)

Payment requests must be submitted electronically through the U.S. Department of the Treasury's Internet

Payment Platform System (IPP; https://www.ipp.gov).

"Payment request" means any request for contract financing payment or invoice payment by the

Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: Vendor’s standard business invoice (upload your business invoice as an attachment to the IPP invoice before you click “submit” in IPP).
