140P8322Q0082 SPECIFICATIONS AND CLAUSES Lake Roosevelt National Recreation Area (LARO)

1. Boom Log Specifications: The contractor shall furnish all boom logs and deliver the following quantity to the designated sites located within Lake Roosevelt National Recreation Area (LARO) in Washington State:

• QTY: 21 Boom Logs shall be delivered to Kettle Falls; Address: 1368 Kettle Park Road, Kettle Falls, Washington, 99141

• QTY: 21 Boom Logs shall be delivered to Coulee Dam; Address: 1008 Crest Drive, Coulee Dam, Washington 99116

• QTY: 42 Boom Logs shall be delivered to Fort Spokane; Address: 44150 District Office Lane, Davenport, Washington 99122

TOTAL: Boom Logs: QTY 84

(a) Provide only new boom logs not previously used for any other purpose. All boom logs shall be cut from live timber, shall be Douglas fir, and shall be unseasoned, shall be sound, and free of bird holes, splits, hollow pitch centers, and short crooks. Decay shall not exceed 2%. Removal of the bark is not necessary.

(b) The sweep of each log shall be in only one plane and shall not exceed 6 inches in 33 feet of length.

The measurement of sweep, for this contract, will be done by placing a line from one end of the log to the other end. Logs with sweep in more than one plane, even if the 6-inch maximum is not exceeded in either plane, shall not be acceptable. Note: Other customary industry measurement systems are not acceptable substitutes for the above specified method.

(c) Length: The logs shall be 33 feet in length, plus or minus 3 inches. Length is critical because this standard size facilitates replacement of individual, damaged boom logs, without affecting the total length of the boom logs.

(d) Minimum Diameter: 14 inches as measured with a 14-inch diameter circle template placed at the small end of the log, after determining that the cut was made in accordance with the noted length. Logs must have work (not bark) contacting the template around the entire circumference to meet this requirement.

Since trees are not round, contractors are required to use logs with an average diameter exceeding 14 inches. Note: Other customary industry measurement systems are not acceptable substitutes for the above specified method.

(e) Maximum Diameter: A nominal 24 inches. Exceeding the maximum diameter of 24 inches maybe exceeded by 10% as long as the maximum sweep requirement is met.

(f) The contractor shall determine how each log floats in the water.

2. DELIVERY AND INSPECTION PROCESS

The contractor shall furnish all equipment necessary for unloading boom logs at the designated delivery site. Unloading shall be performed by the contractor or his agent, as no government personnel nor appropriate equipment are available at the delivery site.

The contractor will contact each Point of Contact for each location to schedule the delivery of the inspection (for each location) and final destination delivery for each location.

Kettle Falls: POC (TBD) Coulee Dam: POC (TBD) Davenport: POC (TBD)

1st: Boom logs shall be unloaded into the lake and floated for inspection. The logs will be marked on the top-side while floating to identify heavy side down and light side up. After inspection, the logs will be reloaded onto the truck and delivered to each destinations log storage yard. If the log(s) are not floatable, NPS will not accept the log(s) and the contractor will be responsible for return.

2nd: Logs that have been inspected and have been deemed acceptable for purchase, the Boom logs will be unloaded, decked off the ground, side by side, in an opposing pattern (butt to top, and top to butt) at each of the destinations noted in each of the addresses provide above.

3. Period of Performance. Deliver by October 31, 2022.

4. Small Business Set-Aside. This is a small business set aside with associated NAICS code 113310, Logging, small business size standard: 500 employees.

5. Price Schedule. The price quoted shall include a total price for the boom logs as noted in the specifications that include, material, supplies, labor, tools, equipment and delivery.
