This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation. The solicitation number is 140P8121Q0013 and is issued as a Request for Quote (RFQ) under Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures.
This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-02 / 11-23-2020.
The RFQ is solicited as a Total Set-Aside for Small Business Concerns under NAICS Code with a small business size standard of .
We reserve the right to cancel this RFQ. Quoters are required to have an active registration in SAM at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements of FAR 52.212-3. Annual representations and certifications must be current in the System for Award Management (SAM) at the time of quote submission. Quoters who do not have an active SAM registration will be considered either ineligible or non-responsive and will not be considered for award.
The U. S. Department of Labor Service Contract Act is applicable to this solicitation: DOL Wage Determination 2015-5593 (Rev.13) dated 07/02/2020 for Clark County, Nevada and DOL Wage Determination 2015-5467 (Rev.13) dated 07/01/2020 for Mohave County, Arizona. A current Contractor registration is required on the System for Award Management (SAM) website, https://www.sam.gov.
REQUIREMENT
The supply and replacement of butterfly valves on the existing valve trees at Cottonwood Cove and Temple Bar Water Treatment Plants. All tools and equipment shall meet current ANSI and OSHA safety standards;
in accordance with the attached Statement of Work.
SCHEDULE & PLACE OF PERFORMANCE
It is anticipated that an award will be made on or around January 10, 2021. The work is to be completed 120 days from contract award.
Place of performance is at Cottonwood Cove Water Treatment Plant, Lake Mead National Recreation Area, in Clark County, Nevada and Temple Bar Water Treatment Plant, Lake Mead National Recreation Area in Mohave County, Arizona.
EVALUATION CRITERIA
The Government intends to make a Firm Fixed Price purchase order based on a Best Value determination IAW FAR 13.106. It is anticipated that award of a purchase order will be made to the quote that overall represents the best value to the Government. To determine the best value, the evaluation team will review price, product features, experience, and past performance.
SITE VISIT
(i) An organized, non-mandatory site visit is scheduled for Thursday, December 17, 2020 at 9:00am PST. Interested contractors shall meet at Lake Mead National Recreation Area, 101 Katzenbach Drive, Boulder City, Nevada 89005 at the walk-though security gate. We will caravan to Cottonwood Cove Water Treatment Plant and to Temple Bar Water Treatment Plant if time allows.
(ii) During the site visit, it is expected that all parties shall comply with applicable federal, state, and local safety occupational health laws and regulations, including adherence to any local government health orders in effect to reduce the transmission of Novel Coronavirus Disease 2019 (Covid-19).
Therefore, for any confined areas, it is anticipated that contractors abide by the required regulations, wear their masks and follow social distancing protocols.
(iii) The site visit POC will be Michelle Bennett (702) 293-8909.
INSTRUCTIONS TO QUOTERS
Quoters shall submit the following information in its entirety:
(i) Price quote on SF-18 or company letterhead.
(ii) Signed acknowledgement of SF-18.
(iii) Signed amendments if applicable.
(iv) Provide specifications sheet of proposed items.
(v) Provide three (3) examples demonstrating the quoter’s experience successfully performing and managing projects similar in size, scope and complexity to this project’s requirements.
Demonstrated experience shall include work completed no more than five (5) years earlier than the date on which the solicitation was issued.
(vi) Provide past performance references from previous customers for a minimum of three (3) projects completed within the past five (5) years as examples of successfully completed projects similar in scope and complexity to this project. The Government may call references to confirm the responses provided. The Government may consider past performance information obtained through various sources, including the Federal Awardee Performance and Integrity Information System (FAPIIS).

CONTRACT CLAUSES
Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (Apr 2013) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice. Upload copy of business invoice to IPP system when requesting payment through IPP.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(a) Definitions. As used in this clause— “Race or sex scapegoating” means assigning fault, blame, or bias to a race or sex, or to members of a race or sex because of their race or sex.
“Race or sex stereotyping” means ascribing character traits, values, moral and ethical codes, privileges, status, or beliefs to a race or sex, or to an individual because of his or her race or sex.
(b) Exemptions. The exemptions that apply to Executive Order (E.O.) 11246 (see FAR 22.807) also apply to E.O. 13950 and the requirements of this clause.
(c) Compliance with E.O. 13950, Combating Race and Sex Stereotyping. Unless exempted under paragraph (b) of this clause, the Contractor shall not use any workplace training that inculcates in its employees any form of race or sex stereotyping or any form of race or sex scapegoating, including the concepts that—
(1) One race or sex is inherently superior to another race or sex;
(2) An individual, by virtue of his or her race or sex, is inherently racist, sexist, or oppressive, whether consciously or unconsciously;
(3) An individual should be discriminated against or receive adverse treatment solely or partly because of his or her race or sex;

(e) Noncompliance. In the event it is determined that the Contractor is not in compliance with this clause or any rule, regulation, or order of the Secretary of Labor, this contract may be canceled, terminated, or suspended in whole or in part, and the Contractor may be declared ineligible for further Government contracts, under the procedures authorized in E.O. 11246, as amended. In addition, sanctions may be imposed and remedies invoked against the Contractor as provided in E.O. 11246, as amended; in the rules, regulations, and orders of the Secretary of Labor; or as otherwise provided by law.
(f) Subcontracts. (1) The Contractor shall include the substance of this clause, including this paragraph (f), in all subcontracts that exceed $10,000 and are not exempted by the rules, regulations, or orders of the Secretary of Labor issued under E.O. 11246, as amended, so that these terms and conditions will be binding upon each subcontractor.
(2) The Contractor shall take such action with respect to any subcontract as the Director of OFCCP may direct as a means of enforcing these terms and conditions, including sanctions for noncompliance, provided, that if the Contractor becomes involved in, or is threatened with, litigation with a subcontractor as a result of such direction, the Contractor may request the United States to enter into the litigation to protect the interests of the United States.

Veteran-owned small business concern means a small business concern—
