EVALUATION FACTORS: Award will be made to the offeror whose proposal offers the best value to the Government, considering technical approach, past performance and price. Additional evaluation criteria is defined in the following sections. The Government will evaluate information based on the following evaluation criteria: (1) technical approach and (2) past performance. The CO may use information from other sources to evaluate past performance. This includes, but is not limited to, Past Performance Information Retrieval System. Proposals will be ranked by total overall price, from lowest to highest; the lowest price quote will then be reviewed for technical acceptability.
If the lowest price quote is determined to be unacceptable, the next lowest price quote will be reviewed. This will continue until an award is made to the lowest price quote found technically acceptable. After determination of the lowest price technically acceptable quote is made, any remaining higher-priced quotes will not be reviewed for technical acceptability.
Offeror must not be excluded from conducting business with the federal Government or be delinquent on a federal debt.
Evaluation Factors
1. Technical Capability
a. Subfactor 1 – Experience
1. Provide proof that offeror possesses experience removing derelict vessels and marine debris within the last five years. This proof may include subcontractors. Proof shall include contract numbers as well as points of contact to include mailto:Scott_Achin@nps.gov current phone numbers of the individual(s) who can verify this proof.
2. Provide proof that the company has removed hazardous material on a minimum of three projects within the past five years of marine debris or vessels.
3. Provide a list of all key personnel to include boat captain(s) and divers.
4. Provide proof that the Boat Captain(s) has had a valid Captain’s License for the last 3 years commensurate to the tonnage and of the vessels proposed on this project.
5. Provide proof of the proposed Boat Captain(s)’s first aid and CPR certification.
6. Provide proof the proposed Diver has a valid diver’s license.
b. Subfactor 2 – Technical Approach
The technical approach shall include at least the minimum following details:
1. Describe how the offeror shall complete the work at each site as identified in Attachment 0004, Inventory.
2. Describe the steps the offer shall take to work at sites where endangered species are known to breed.
3. Describe the steps/methods the offeror shall take to minimize impacts to seagrass beds at each site.
4. Describe steps the offeror shall take to minimize impacts to emergent vegetation (i.e. mangrove trees)
5. Describe methods the offeror shall take to maintain communications with NPS representatives prior to and during removal activities.
6. Provide a proposed project schedule.
Evaluation of this factor will be based on the offeror's description of their technical approach to the project. Offerer’s are encouraged to provide detailed specific information (i.e. the number and types of vessels, etc.). Failure to provide the requested information so that the evaluation team can discern if the offeror has a thorough understanding of the work in question may lead to the proposal being deemed technically unacceptable. Information provided in the Technical Proposal shall be relevant to the Statement of Work. The Government will evaluate the offeror's means and methods to complete the work at each site, including selection of subcontractor(s) and their role in the project. Failure to provide proof of offeror’s experience and technical capability will render the offeror’s proposal technically unacceptable and will no longer be considered for award.
2. Past Performance
This criterion will evaluate the Offeror’s past performance based on feedback from previous clients. The recency and relevancy of the Contractor’s past performance will be considered. The Offeror shall provide at least three past projects similar in scope and complexity as the contemplated contract and have been completed within five years from the issuance of this solicitation. Offeror shall include contract numbers as well as points of contact to include current phone numbers of the individual(s) who can verify this proof. The Government may also use past performance information gathered from other sources in its evaluation. Offerors shall have an opportunity to address adverse past performance information if the offeror has not had a previous opportunity to respond to the information. In the case of an Offeror without a record of relevant past performance, the Offeror may not be evaluated favorably or unfavorably on past performance. With the exception of those offerors without a record of relevant past performance, failure to provide the required evidence to meet the minimum requirements as described in this evaluation factor will result in the proposal being deemed technically unacceptable. See evaluation factors section for additional detail. In order to achieve a technically acceptable rating, evidence of past performance shall include at a minimum:
1) Experience removing marine vessels and debris.
2) Experience working in nesting/breeding areas of endangered species
3) Experience working in shallow areas; minimizing impacts to seagrass beds.
4) Experience working in remote, difficult to access areas.
PRICE PROPOSAL
Evaluation of this factor will be based on the reasonableness of the detailed cost proposal. Prices will be evaluated for reasonableness through a comprehensive comparison of each proposal received.
Reasonableness will be determined based on prices submitted by the competition, current market conditions, and comparison to the Government estimate. Offerors shall provide a cost breakout to include all costs associated with their proposal.
