About this file

This document is an amendment to a solicitation for the removal of marine debris and derelict vessels from Everglades and Biscayne National Parks.

The amendment clarifies the due date for proposals, extends both the question deadline to September 4th and the proposal deadline to September 11th, provides additional evaluation criteria regarding experience requirements, and includes responses to bidder questions. The opportunity involves the removal of debris from 30 sites, with experience in similar scope and hazardous waste disposal required. The National Park Service Southeast Region is the contracting agency, with an anticipated period of performance from October 2020 to April 2021.

The amendment addresses key dates and requirements to provide bidders additional time to prepare responsive proposals for this marine debris and vessel removal project across two national parks.

2. When were the marine debris/derelict vessels documented and photographed? The reason for this question is if it has been quite a long time, some of these sites may be overgrown, or sunk into the sediment and be difficult to locate. We understand a formal site visit will not be conducted, but this information will helpful as to what conditions may or may not be expected in the field.

Answer:

EVER 1 and 3 were photographed in February, 2019.

EVER 33 through 134 were photographed between

June and July of 2019.

EVER 136, and 139 were photographed in February

EVER 158 was photographed in July 2020.

3. Can we extend the date to ask any additional questions?

Answer: The deadline for receipt of questions will be extended to 5:00 PM EST on 4 September

2020.

4. Can we extend the date to submit pricing for the project? We would like the opportunity to visit as many sites as possible to determine our method and launch points.

Answer: The deadline for receipt of proposals will be extended to 4:00 PM EST on 11 September

2020.

5. Can we modify the bid tabulation sheet to just submit pricing as a per item basis?

Answer: Yes; however, the Government reserves the right to seek clarifications on any part of the offeror¿s proposal.

6. Would there be a plan holders list available to be posted?

Answer: A plan holders list is not available.
