1. PARK INTRODUCTION

Christiansted National Historic Site was established in 1952 as the first unit of the National Park Service in the Virgin Islands of the United States. Covering over seven acres the park tells the stories about Danish economy and ways of life, and the interaction and interdependence of people in Europe, Africa, West Indies, and North America during the Danish era of occupation of the Virgin Islands (1734-1917). Its five historic buildings, constructed between 1740 and 1856, were built using materials as varied as yellow bricks made in Denmark and brought to the Caribbean as ship ballast, local stone rubble, and large blocks of coral cut from the reefs surrounding Christiansted’s harbor. Fort Christiansvaern was completed in 1749. It served as the anchor to an island-wide military defense network, protecting the harbor of the new capital of the Danish West Indies. It also served as the town jail, and played host to a young woman named Rachel Faucett Lavien, who, upon her release in 1750, would leave St. Croix, meet a young man named James Hamilton, and become mother to one Alexander Hamilton, who would return to the island with his family in 1765. What drove the establishment of the colony and what required the building of the fort was trade and commerce, the potential wealth to be derived from sugar agriculture. The historic wharf and its associated buildings – the Steeple Building (1753), the Scale House (1856), Customs House (1841), and the Danish West India and Guinea Company Warehouse (1749) – was the center of action for the Danish economy of the West Indies.

Through these gates and on these scales came and went the life blood of the colony.

2. PROJECT INTRODUCTION AND OVERVIEW

This project is to procure reproduction historic hardware for three (3) historic buildings. Fort Christiansvaern, the Scale House, and the Steeple Buildings that are all part of the NPS Christiansted National Historic Site (CHRI). The hardware will be used to attach historic reproduction wooden windows, doors, and shutters to the buildings. Hardware shall match historic hardware specifications, not new contractor developed designs.

Offerors are encouraged to propose process improvements and industry best practices in their proposals.

3. REQUIRED SERVICES

The Contractor shall provide all labor, tools, equipment, materials and supervision required to:

After project award, the contractor shall complete field measurements and confirm weights via a site visit for physical measurements of each piece of hardware, and also identifying all example hardware needed, if available for lending, for the project. Final completed field measurements shall be submitted as a post award submittal, for review and approval prior to starting any tooling or casting work.

Cast the required pieces of hardware. For total parts and dimensional requirements refer to Attachment A: Tables of Hardware & Dimension Requirements.

Complete any remaining machining or other finishing of the hardware including cutting threads or any other requirements for the hardware to be used to install the shutters, doors, and windows.

4. OTHER CONTRACTOR RESPONSIBILITIES

Hardware shall be made and cast from C95400 aluminum-bronze, or similar casting grade of aluminum bronze such as Mil-B-16033, QQ-C-390 G5, QQ-B-671, Class 3, SAE J461 or J462, ASTM B505 or B505M for strength and maximum corrosion resistance. Chemical Composition: Cu - 83.0% minimum; Fe – 3to5%; Ni(including Co)

– 1.5%; Al – 10to11.5%; Mn – 0.5%. Density: 0.269 lbs/cubic inch.

All historically wrought nails shall be converted to a threaded fastener with a nut. Shutter and door plate threaded fastener shall be 4-inch long, ¼-inch diameter shank, carriage bolts for use with square holes for carriage bolt square section to rest and be secured.

All smaller shutter straps and door plates shall be a minimum of ¼-inch in thickness.

All shutter straps and door plate holes shall be square for use with carriage bolts for tightening and securing. Most shutter strap and plate fasteners shall be ¼-inch carriage bolts and nuts. Larger door shutter strap and plate fasteners shall be 5/16-inch carriage bolts and nuts.

All pintle attachment points shall have 4-inch long shank and be threaded to 5/16-inch standard course wood thread to provide adequate holding force during hurricane winds.

Casting Tolerance and Quality Assurance Plan is required. This shall incorporate all tolerances and any mitigation to vary from those tolerances during the casting and machining process.

Contractor is responsible for all shipping and customs review and release to get the hardware delivered to the CHRI Park property.

Die casting plates developed under this project requirement shall be owned by the NPS for future castings of these historic hardware sets.

5. GOVERNMENT FURNISHED PROPERTY, MATERIALS & SUPPLIES

Example historic hardware sets may be lent out for reproduction purposes. These hardware sets shall be tracked and shall be returned to the park upon completion of use. A Hardware Lending Plan is required and shall be submitted for review and approval prior to lending any hardware sets.

6. PERIOD OF PERFORMANCE

Work shall be completed within 90 days after Contracting Officer issues notice to proceed.

7. SUBMITTAL REQUIREMENTS LIST (POST-AWARD)

The following items are to be submitted after the contract award.

Contractor shall deliver past-completed example pieces of casted hardware for review and acceptance. Prior to starting the hardware production work, contractor shall receive approval for a review of these casting example pieces.

Technical Proposal to complete the work. The Technical Proposal submittal shall be approved by the COR prior to starting any work.

Casting Tolerance Plan is required.

Hardware Lending Plan is required for loaning out hardware sets.
