The contractor is responsible for delivering and positioning containers at government-designated locations while avoiding obstruction of emergency access routes, visitor movement interference, and damage to historic structures, landscapes, pavement, masonry, or ground surfaces. Upon notification for removal, the contractor shall remove the full container, transport contents to an approved and permitted disposal facility, and return an empty 20-yard container within a recommended 24–48 hour response time. No automatic or scheduled pickups are authorized unless approved in writing. The contractor shall dispose of all waste at licensed and permitted solid waste disposal facilities in compliance with federal, Commonwealth of Puerto Rico, and local environmental regulations, and provide disposal documentation or weight tickets upon request. The contractor is not responsible for disposal of hazardous waste, regulated medical waste, petroleum-contaminated materials, or special regulated waste streams, which the government will ensure are not placed in containers.

The contract period consists of one base year (12 months from award) plus four optional 12-month option years, for a total potential five-year performance period. Performance standards require the contractor to respond within contractually specified timeframes, immediately clean up debris or spills caused during servicing, prevent leakage or contamination, maintain containers in sanitary condition, comply with OSHA safety standards, and coordinate access with the COR prior to each service event. Due to the nationally significant historic character of the site, contractor personnel must avoid contact with historic walls and structures, protect cultural landscapes, immediately report any damage, use care when maneuvering trucks in confined areas, comply with National Park Service access and security procedures, and coordinate with park staff prior to each service event. Failure to meet response times or safety standards may result in corrective action. The estimated quantity is two 20-yard containers continuously staged on-site, with the number of removals per year to be determined by park usage and operational demand, varying seasonally with visitation and maintenance activities.

Scope of Work

Sanitation Waste Removal Services San Juan National Historic Site

San Juan, PR 00901

1. Project Overview

This Scope of Work (SOW) establishes requirements for sanitation waste removal services utilizing two (2) 20-cubic-yard roll-off containers at San Juan National Historic Site.

Containers will remain on-site and be serviced on a will-call basis throughout the contract period.

The contract will consist of:

• One (1) Base Year (12 months)

• Four (4) Option Years (12 months each) Total potential period of performance: Five (5) years

Services will support park operations, maintenance activities, visitor services, and preservation efforts while ensuring compliance with all applicable federal, territorial, and local environmental regulations.

2. Scope of Services

The Contractor shall provide all labor, equipment, materials, supervision, transportation, and disposal services necessary to perform sanitation removal services as described below.

A. Container Provision (Base + Each Option Year)

• Furnish two (2) 20-cubic-yard roll-off containers.

• Containers must be:

o Structurally sound and watertight.

o Equipped with operable doors and secure locking mechanisms.

o Free from excessive rust, holes, or structural damage.

o Clearly labeled and maintained in good working condition.

• Containers shall remain on-site for the duration of each performance year unless otherwise directed.

B. Placement Requirements

• Deliver and position containers at Government-designated locations.

• Placement must:

o Avoid obstruction of emergency access routes.

o Avoid interference with visitor movement.

o Protect historic structures and landscapes.

o Prevent drainage impacts.

• Contractor shall take protective measures to prevent pavement, masonry, or ground surface damage.

C. Will-Call Removal and Replacement

• Containers will be serviced only upon notification by the Contracting Officer’s Representative (COR).

• Upon notification, the Contractor shall:

1. Remove the full container.

2. Transport contents to an approved and permitted disposal facility.

3. Return an empty 20-yard container.

• Recommended response time: 24–48 hours from notification, unless otherwise specified in contract terms.

• No automatic or scheduled pickups are authorized unless approved in writing.

D. Disposal Requirements

• Dispose of all waste at a licensed and permitted solid waste disposal facility.

• Comply with:

o Federal regulations o Commonwealth of Puerto Rico regulations o Local environmental and solid waste requirements

• Provide disposal documentation or weight tickets upon request.

E. Prohibited Materials

The Contractor shall not be responsible for disposal of:

• Hazardous waste

• Regulated medical waste

• Petroleum-contaminated materials

• Special or regulated waste streams

The Government will ensure such materials are not placed in the containers.

3. Performance Standards

The Contractor shall:

• Respond within contractually required timeframe to will-call requests.

• Immediately clean up debris or spills caused during servicing.

• Prevent leakage or contamination.

• Maintain containers in sanitary and serviceable condition.

• Comply with OSHA safety standards.

• Coordinate access with the COR prior to servicing.

Failure to meet response times or safety standards may result in corrective action in accordance with contract terms.

4. Historic and Environmental Protection

Due to the nationally significant historic character of the site, the Contractor shall:

• Avoid contact with historic walls, fortifications, and structures.

• Protect masonry, paved surfaces, and cultural landscapes.

• Immediately report any damage to the COR.

• Use care when maneuvering trucks within confined historic areas.

5. Access, Security, and Coordination

• Contractor personnel must comply with National Park Service access and security procedures.

• Work may need to occur during specific hours to reduce visitor disruption.

• Coordination with park staff is required prior to each service event.

6. Period of Performance

• Base Year: 12 months from date of award

• Option Year 1: 12 months

• Option Year 2: 12 months

• Option Year 3: 12 months

• Option Year 4: 12 months

Option years may be exercised at the sole discretion of the Government and are subject to availability of funds.

7. Estimated Quantities (Planning Purposes Only)

• Two (2) 20-yard roll-off containers continuously staged on-site.

• Estimated number of removals per year: To be determined by park usage and operational demand.

• Will-call frequency may vary seasonally depending on visitation and maintenance activities.

8. Deliverables

For each performance year (Base + Options), the Contractor shall provide:

• Continuous provision of two (2) 20-yard roll-off containers.

• Will-call removal and replacement services.

• Disposal documentation upon request.

• Compliance with all regulatory and safety requirements.
