1.0 BACKGROUND
Everglades National Park covers more than 1.5 million acres across three counties in South Florida.
Approximately 19 to 24 individual locations, 28 systems, and 225 portable fire extinguishers require annual inspection, testing, and maintenance of fire protection systems to ensure employee and visitor safety.
The National Park Service (NPS) is requesting to contract these duties out to a non-NPS contractor who would be responsible for completing these tasks.
2.0 OBJECTIVES
The NPS seeks to hire a contractor to provide supervision, labor, materials, tools, and equipment to inspect, test, and maintain systems and sub-systems annually as outlined herein; existing fire protection systems are listed in Section 8: Government Furnished Equipment.
3.0 PLACE OF PERFORMANCE
The work will take place at multiple locations within Everglades National Park, in Miami-Dade County, Collier County, and Monroe County. Park Headquarters is located at 40001 State Road 9336, Homestead, Florida, 33034. A pre-award site visit is strongly recommended.

4.0 PERIOD OF PERFORMANCE
All tasks and deliverables are 90 days from date of award and must begin no later than 30 days from contract award. Days listed herein refer to calendar days.

The primary and approved work schedule is Monday through Friday between the hours of 7:00 AM and 4:30 PM, Eastern Standard Time (EST).
No work will be performed on weekends or federal holidays without prior approval from the Contracting Officer’s Representative (COR). Any days or hours outside the primary work schedule must be scheduled in advance and approved by the COR in advance. If there are any schedule delays due to lead time of materials, the COR should be notified immediately.
Contract Periods:
Base Year: August 2025 to July 2026 Option Year One (1): August 2026 to July 2027 Option Year Two (2): August 2027 to July 2028 Option Year Three (3): August 2028 to July 2029 Option Year Four (4): August 2029 to July 2030
5.0 GENERAL SCOPE
The contractor shall deliver the following service and provide a cost breakdown to include materials/equipment, labor, administrative, mobilization, and other fees. In accordance with the terms and conditions herein, the prime contractor or their sub-contractors shall perform the work of this contract for the NPS.
The contractor and all sub-contractors shall:
5.1 Have an on-site superintendent/foreman present at all times while work is being performed; there will always be an English-speaking person in a position of authority at the job site.
5.2 Furnish all labor, materials, equipment, tools, and supplies needed to perform fire protection system inspection, testing, and maintenance as described herein.
5.3 Provide cost estimating in conformity with the requirements herein.
5.4 Perform all work in accordance with applicable National Fire Protection Association
(NFPA) and Occupational Safety and Health administration (OSHA) codes and standards.
5.5 Employ at least one (1) National Institute for Certification in Engineering Technologies (NICET) Level II Certified Inspector to be on-site for each inspection.
5.5.1 Proof of certification must be provided by the Contractor upon the COR’s request.
5.6 Possess proven experience and expertise inspecting, testing, maintaining, and cost estimating fire protection systems.
5.7 Familiarize contracted and sub-contracted employees with existing systems, the components to be inspected, and critical exhibits and Park systems to be maintained during inspections and testing.
5.8 Verify the quantity of materials needed to complete the task identified.
5.9 Clean up worksite daily and rectify any damage caused by the application or the workmanship. It is suggested that before the commencement of work, the contractor together with the COR walk the project and make a list of all existing damage. Each party should keep a dated copy.
5.10 Maintain confidentiality: The information devolved herein is the property of the United

States Federal Government and shall be kept in strict confidence. All work generated by the contractor during this task order will remain the property of the government and must be returned to the government before final payment.
5.11 Provide a worksite and environment that is safe for employees, park visitors, and NPS staff. If necessary, the work area will be cordoned off and secured.
5.12 Notify the COR of any schedule changes or delays.
5.13 Not install or display company signs on government property.
5.14 Eat and smoke in areas designated by the COR.
5.15 Always wear appropriate clothing and will refrain from the use of profanity within the earshot of visitors and employees.
5.16 Obey all posted speed limits.
5.17 Notify COR of scheduled site visits to ensure access to secured areas.
5.18 Be knowledgeable of the site and required tasks and hazards prior to submitting a quote for the project.
6.0 TASKS
Under this contract the contractor shall complete the following tasks and requirements:
6.1 Confine the staging of materials, equipment, and vehicles, and all other operations in connection with this contract to the area designated by the COR. The contractor shall return all equipment and supplies to this agreed upon area daily throughout the workday and at the close of business.
6.1.1 The staging area is to be maintained free of trash, rubbish, derelict equipment, or other items deemed by the Park to be a potential hazard or eyesore. The contractor is responsible for the security of any project vehicles, equipment, and materials kept in the Park for the duration of the project.
6.2 Inspect, test, and maintain all fire protection systems and components in accordance with NFPA code/standards. See Appendix 1: Work Locations and Proposed Quantities.
6.3 Inspect and test all portable fire extinguishers. See Appendix 3: Portable Fire Extinguisher Inventory.
6.4 Provide the Park with written inspection and testing reports for each system in accordance with the National Fire Protection Association (NFPA) code and standards.
6.5 Provide the Park with corrective action reports, as needed, to include the following:
6.5.1 Cost to repair, replace, and/or install additional equipment, as recommended, with a high-quality common brand that is easy to purchase and install.
6.5.2 Indicate as needed, fire protection systems that should be reviewed for possible upgrade and/or replacement.
6.5.3 Notification of any additional NFPA-required system inspections not listed herein that need to be performed. A list of existing systems is included in Section 8: Government Furnished Property.
6.6 Properly dispose of offsite all equipment material and waste generated by the work of this contract unless otherwise directed by the COR.
6.7 Following each inspection, return the surrounding work site area to pre-inspection conditions.

FIRE ALARMS: ANNUAL INSPECTON, TESTING, AND MAINTENANCE
6.8 Scheduling: Schedule inspection with NPS COR prior to performing inspection. Ensure the fire alarm is in test mode prior to beginning testing.
6.9 Forms: Inspector/technician is required to provide the NPS with a final report utilizing the form identified in the 2016 NFPA 72, National Fire Alarm and Signaling Code, chapter 7, section 7.6 or an equivalent form containing the same information.
6.10 Performance: The annual fire alarm inspection, testing and maintenance shall be performed in accordance with 2016 NFPA 72, National Fire Alarm and Signaling Code, chapter 14. These tasks shall be performed by personnel who have developed competence through training and experience and have been licensed or certified by the state and have obtained NICET Level II certification or higher.
6.11 Documentation: The annual fire alarm inspection, testing and maintenance documentation shall be prepared in accordance with 2016 NFPA 72, National Fire Alarm and Signaling Code, Chapter 7, and shall be submitted to the Park Facility Manager.
6.12 Deficiencies: Shall be reported to the Park Facility Manager.
6.12.1 Deficiencies determined to be imminent threats to persons, or the resource shall be addressed immediately.
6.13 Close Out: Completed inspection forms shall be provided to the facility manager not later than fourteen days following the completion date of the testing.
EXTINGUISHING SYSTEMS: CLEAN AGENT: ANNUAL INSPECTION, TESTING, AND
MAINTENANCE
6.14 Scheduling: Schedule inspection with NPS prior to performing inspection.
6.15 Forms: Inspector/technician is required to provide the NPS with a final report meeting the criteria of 2015 NFPA 2001, Standard on Clean Agent Fire Extinguishing Systems, Chapter 7.
6.16 Performance: These tasks shall be performed by personnel who have developed competence through training and experience and have been licensed or certified by the state and have obtained NICET Level II certification or higher.
6.17 Inspection and Testing: The annual clean agent extinguishing system inspection, testing and maintenance shall be performed in accordance with the 2015 NFPA 2001, Standard on Clean Agent Fire Extinguishing Systems, Chapter 7.
6.18 Documentation: Inspector/technician is required to provide the NPS with a final report meeting the criteria of 2015 NFPA 2001, Standard on Clean Agent Fire Extinguishing Systems, Chapter 7
6.19 Deficiencies: Shall be reported to the Facility Manager.
6.19.1 Deficiencies determined to be imminent threats to persons, or the resource shall be addressed immediately.
6.20 Close Out: Completed inspection forms shall be provided to the Facility Manager not later than fourteen days following the completion date of the testing.

6.21 Scheduling: Schedule inspection with NPS COR prior to performing inspection.
6.22 Forms: Inspector/technician is required to provide the NPS with a final report meeting the criteria of 2017 NFPA 25, Standard for the Inspection, Testing, and Maintenance of Water- Based Fire Protection Systems.
6.23 Performance: These tasks shall be performed by personnel who have developed competence through training and experience and have been licensed or certified by the state and have obtained NICET Level II certification or higher.
6.24 Inspection and Testing: The annual fire pump inspection, testing and maintenance shall be performed in accordance with the 2017 NFPA 25, Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems.
6.25 Close Out: Completed inspection forms shall be provided to the Facility Manager not

MAINTENANCE
6.26 Scheduling: Schedule inspection with NPS COR prior to performing inspection.
6.27 Forms: Inspector/technician is required to provide the NPS with a final report meeting the criteria of 2017 NFPA 25, Standard for the Inspection, Testing, and Maintenance of Water- Based Fire Protection Systems.
6.28 Performance: These tasks shall be performed by personnel who have developed competence through training and experience and have been licensed or certified by the state and have obtained NICET Level II certification or higher.
6.29 Inspection and Testing: The annual fire pump inspection, testing and maintenance shall be performed in accordance with the 2017 NFPA 25, Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems.
6.30 Close Out: Completed inspection forms shall be provided to the facility manager not
PORTABLE FIRE EXTINGUISHERS: ANNUAL INSPECTION, TESTING, AND
MAINTENANCE
6.31 Scheduling: Schedule inspection with COR prior to performing inspection.
6.32 Forms: Inspector/technician is required to provide the NPS with a final report meeting the criteria of 2018 NFPA 10, Standard for Portable Fire Extinguishers and any State of Florida required certifications.
6.33 Performance: These tasks shall be performed by personnel who have developed competence through training and experience and have been licensed or certified by the state and have obtained NICET Level II certification or higher.
6.34 Inspection and Testing: The annual fire pump inspection, testing and maintenance shall be performed in accordance with the 2017 NFPA 25, Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems.
6.35 Close Out: Completed inspection forms shall be provided to the facility manager not

7.0 DELIVERABLES
Before Performance
7.1 Provide a written narrative summary of how the contractor will execute the project within a timeline. The document will be referred to as the Annual Fire Protection Systems Inspection, Testing, and Maintenance Implementation Plan.
7.2 Provide a complete set of submittal samples at least one week prior to commencement of work. Submittals will require Park approval prior to the Contractor purchasing supplies for the project.
7.3 After award of the contract and prior to work starting, the contractor will participate in an on-site meeting to review the scope of the project, including where the work shall be conducted, the timing of the work, where the staging areas will be, tasks to be completed, and to identify landscape features, for example, structures or native vegetation, which shall be avoided and protected. The planning meeting will include site visits to view project locations. Project objectives, logistics, methods, equipment, staffing, scheduling, and regulations/guidance for working within the park will be discussed. The planning meeting should be attended by essential personnel from the contracting team.
7.4 Provide a safety plan as identified in Section 9: Safety
7.5 Provide proof of insurance and NICET Level II Certification.
Before Contract Close-Out
7.6 Provide one hard-bound copy of Operation and Maintenance (O&M) manuals to the park for all new equipment installed. Manuals are to include the manufacturer’s specifications and instructions for all new equipment.
7.7 Provide one hard-bound copy of all warranty information for new equipment installed, to include a list of all model and serial numbers.
7.8 Conduct a minimum one (1) day of training on new equipment and systems for Park personnel.
7.9 Provide extra specialty materials purchased to Park COR; extra materials will be packaged and labeled for storage.
Invoices and Payments
7.10 The contractor shall supply a complete invoice to the COR in a timely manner for payment. Payment shall be made through the government electronic payment system and may take up to 30 days.
7.10.1 The contractor must use the United States Department of the Treasury’s Invoicing Processing Platform (IPP).

Adjustments for Inadequate Performance
7.11 Routine inspection shall be performed to minimize work improperly performed. Such inspections are designed only to assure that the NPS pays only for those services, which have been specified, and adequately competed by the contractor; and
7.12 In the event the contractor fails to successfully perform the required work, the NPS has the right to withhold partial payment.
Park Responsibilities and Point of Contact
7.13 The COR will be announced at the time the contract is awarded. The COR is responsible for:
7.13.1 Monitoring the vendor’s technical progress including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements.
7.13.2 Interpreting the Scope of Work.
7.13.3 Performing technical evaluation as required.
7.13.4 Performing technical inspections and acceptances required by this contract.
7.13.5 Assisting in the resolution of technical problems encountered during performance.
7.13.6 Approving invoices.
8.0 GOVERNMENT FURNISHED PROPERTY (GFP), MATERIAL (GFM), EQUIPMENT
(GFE), OR INFORMATION (GFI)
The Government will not supply any property, labor, materials, tools, or equipment to complete this project.
The Contractor is expected to provide and have an adequate amount of hand tools and other associated equipment that may be required to perform inspections, testing, and maintenance appropriately. As described by specific task order, flow testing is required of structural fire water systems. The contractor must provide the appropriate equipment to meet the requirements of this contact.

9.0 SAFETY
9.1 Before onsite work begins the contractor must submit a site/project specific written safety and accident prevention program containing the following:
9.1.1 Name of responsible supervisor to carry out the program.
9.1.2 Site-specific information including emergency response contact information and emergency response protocols.
9.1.3 Provide and submit a safety plan outlining your safety program specific to this site.
9.1.4 Outline each phase of work, the hazards associated with each major phase, and the methods proposed to ensure property protection and safety of the public, NPS personnel, and contractor’s employees.
9.1.5 Hazardous materials (HAZMAT) to be used:
9.1.5.1 Copies of Safety Data Sheets (SDS) must be provided to the COR
9.1.5.2 Proper storage of hazmat
9.1.6 Personal Protective Equipment (PPE)
9.2 The contractor shall provide a safe and healthful workspace for all employees while on

9.3 The contractor shall follow all Occupational Safety and Health Administration (OSHA) requirements, Environmental Protection Agency (EPA), Federal, State, and local safety and health requirements.
9.4 The contractor shall report all accidents to the Contracting Officer or Contract Specialist assigned to the contract immediately and assist the Contracting personnel and other officials as requested in the investigation of the accident. Accidents that occur outside of the allowed maintenance area, and cause damage to natural resources or museum collections shall be reported.
9.5 The contractor shall provide a level of public safety commensurate with exposure at a NPS worksite.
9.6 The contractor shall comply in rectifying all unsafe or unhealthful conditions called to their attention by the Contracting Officer; and
9.7 Job safety is the responsibility of the Contractor. The contractor shall allow for informal and formal, announced, and unannounced safety inspections by the COR, NPS Construction Inspector, and/or appropriate Safety Officer at the worksite.
10.0 SECURITY CONSIDERATIONS
10.1 The information developed in this Statement of Work is the property of the United States Government and shall be kept in strict confidence. Proprietary or copyrighted material may not be included into the contract unless otherwise approved by the Contracting Officer.
10.2 The United States Government shall provide a Security Escort for all personnel as required for the duration of the scheduled inspections/work.
11.0 TRAVEL
The contractor shall be responsible for all travel related expenses for this project, including mobilization of equipment, tools, materials, manpower, lodging, meals, and per diem.
12.0 SPECIAL MATERIAL OR OTHER UNIQUE REQUIREMENTS
12.1 Smoking is prohibited inside any government-owned facility and is not permitted within 25 feet of any facility entrance or exit points.
12.2 Firearms are not permitted inside any government facility.
12.3 The Contractor will be required to visit each identified asset to conduct the necessary condition assessment required for a comprehensive asset assessment.
12.4 The Contractor will be required to visit the locations identified in Appendix 3: Portable
Fire Extinguisher Inventory for portable fire extinguisher inspection, testing, and maintenance.
12.5 The Contractor shall work with designated staff to schedule the inspections of visitor occupied, administrative, and employee housing spaces to minimize disruptions.
12.5.1 To minimize conflicts with housing residents, the contractor shall provide the park a minimum 72 business hours advanced notice to allow park staff adequate time to notify and prepare residents.
12.6 The assessments may involve physical activities during extreme weather conditions and in harsh natural environments.
12.7 Responsibility regarding existing structures, utilities, existing plant material, and other landscape features:

12.7.1 The Contractor will be held responsible for any damages to, and for maintenance and protection of existing structures, and utilities.
12.7.2 The Contractor shall patch, repair or replace portions of sidewalks, curbs, gutters, streets, manholes, and the like that are damaged in connection with work under this contract or because of operations thereunder.
12.7.2.1 Materials and methods shall conform to the current standards for the area damaged, match existing on-site materials, shall meet the approval of all cognizant officials and the COR.
12.7.2.2 The vendor shall make all transitions to damaged areas smooth, satisfactory, and imperceptible transitions to existing adjacent work, and shall be performed without additional expense to the government.
12.8 Cleanup and Restoration:
12.8.1 The Contractor will be required to furnish all labor, materials, and equipment for daily cleanup and restoration of all disturbed areas or features, which have been damaged during this contract.
12.9 Salvage/Recycle Requirements:
12.9.1 It is the Government’s goal to salvage and recycle as much non-hazardous demolition waste as possible.
13.0 QUALITY ASSURANCE REQUIREMENT
13.1 The government will periodically evaluate the contractor’s performance in accordance with this statement of work.
13.2 The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.
13.3 All new equipment must conform to the manufacturer’s instructions and guidelines for installation and start-up.
13.4 The contractor shall develop and maintain a quality control program to ensure services are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. At a minimum, the contractor shall develop quality control procedures addressing the critical areas identified in this statement of work.
13.5 While performing work, the contractor shall develop and maintain a quality control program to ensure services are performed in accordance with commonly accepted commercial practices as well as comply with the latest applicable versions of the following:
13.5.1 Work included within shall comply with applicable portions of the codes and standards below, unless otherwise specified by the COR. The following publications or applicable portions thereof are requirements of this section:
13.5.1.1 The Contractor must have the knowledge, skills, education, and experience, equal to that of a Fire Protection Engineer. They must be capable of conducting a comprehensive fire and life safety inspection, test, and maintenance in NPS buildings. They will be required to complete a standardized inspection form developed by NPS using NPS standards. They must be familiar with the current edition of the NFPA standards.
13.5.1.2 Conflicts: Where the applicable codes and standards differ, the more stringent requirement shall be applied. Where codes and

13.5.1.3 Some requirements of this specification are more than those states in the applicable codes and standards. These additional requirements are intentional, and shall be adhered to
13.5.1.4 Where items from the referenced Codes and Standards are repeated in this section, it is intended to call attention to them. It is not intended that other parts of the referenced Codes and Standards shall be assumed to be omitted if not repeated in this section.
13.6 Additional requirements:
13.6.1 Any damages, including natural and cultural resources impacts, by the contractor will be corrected and repaired where reasonable at no additional cost to the government.
