About this file

This document is a Questions and Answers (Q&A) file for Request for Quote (RFQ) 140P5425Q0026 for Inspection, Testing, and Maintenance of Fire Protection Systems for the National Park Service. The Q&A addresses several key clarifications regarding the fire protection services contract, including scope of work details, building inclusions, and inspection requirements. Major points include confirmation that quotes for fire extinguishers and other fire protection services must be combined, acknowledgment of missing buildings to be included (such as Pine Island facilities), and clarification on inspection frequencies for clean agent systems, which must be performed semi-annually in accordance with NFPA codes. Additional details cover elevator fire systems, UL certification requirements (not applicable in this case), and acceptance of building reports for documentation. The document also addresses specific issues with residential building sprinkler systems, such as flow signage and unmonitored waterflow and tamper switches, with the park indicating they will obtain necessary data plates and accept inspections with current system limitations.

Questions for the COR – RFQ 140P5425Q0026- Inspection, Testing, and Maintenance of Fire Protection Systems

1. Quote Clarification o Can the quote for the fire extinguisher portion be submitted separately from the rest of the fire protection services? In other words, would two separate quotes—one for extinguishers and one for all other services—be acceptable?

Both quotes shall be combined.

2. Scope of Work Discrepancies o There are inconsistencies in the system counts listed in the SOW. Some systems/devices are either missing or listed in error. Will there be an opportunity to revise the SOW based on the site survey findings? SOW updated.

o Should we submit corrected counts and site conditions in our quote response, or will the RFQ be amended to reflect accurate information? RFQ be amended to reflect accurate information.

3. Missing Buildings o Three buildings near Pine Island housing (Maintenance, Supply/Procurement, and Law Enforcement) have fire systems but are not listed in the RFQ. Should these be included in the quote? Yes o Buildings 498 and 499 in the Flamingo housing area also appear to be missing from the RFQ. Should we include these in our scope of work? Yes

4. Elevator Fire Systems o At the Flamingo Visitor Center, fire devices tied to the elevators require inspection. Since coordination is needed with the elevator service provider, does the park currently have a contract in place with an elevator company?

Yes, there is a contract in place for elevator service.

o If yes, can you provide the contact information for that vendor, or should we expect the park to coordinate access during our inspection? 111 NW 1st ST, Miami Fl, 33128 / 305-379-5787

5. Clean Agent System Inspection Frequency o Per NFPA 2001, clean agent systems (e.g., FM200 and Fluoro systems) require semi-annual inspections. The RFQ only indicates annual inspections.

Should the quote include semi-annual inspections to remain code-compliant? Annual contracted services must be performed in accordance with NFPA codes and standards: the quote should include semi-annual inspections to maintain all dry agent fire suppression systems.

6. UL Certification for Fire Alarm Systems o Miami-Dade County requires UL Certification for fire alarm systems. Are any of the facilities under this RFQ located within Miami-Dade County, and do they require UL certification? No, we do not fall under the jurisdiction of Miami- Dade county.

o If certification is required, can you confirm whether the existing systems are UL certified, or will certification be part of the contractor’s scope

7. Use of Building Reports in Lieu of NFPA Standard Format o Under the previous contract, Building Reports were accepted in place of the standard NFPA-compliant inspection report. This method provides consistency in reporting, streamlines electronic documentation, and facilitates recordkeeping for both inspections and repairs.

Request: Will the government continue to accept Building Reports as a compliant reporting format under this contract? Yes.

8. Contract Coverage for Pine Island Facilities o Request: Please confirm whether the following Pine Island facilities will be included under the scope of the new contract:

• Pine Island Maintenance Building Yes.

• Pine Island Supply Building Yes.

• Pine Island LEO Building Yes.

9. Residential Buildings – Sprinkler Flow Signage o Some newly added residential buildings scheduled for sprinkler inspections lack signage or data necessary to conduct accurate flow calculations.

Request: How should the inspecting contractor proceed in conducting or documenting these tests in the absence of design criteria indicators? The park will obtain the data plates from installer.

10. Residential Buildings – Unmonitored Waterflow and Tamper Switches o Several of the residential facilities being added to the scope have unmonitored waterflow and tamper switches. These deficiencies will result in failed annual inspections based on standard criteria.

Request: Will these systems be upgraded with fire alarm panels, or will the government accept annual inspection reports citing these failures? The park will accept inspections with unmonitored flow and tamper switches.
