Construct five wooden cannon carriages to display reproduction 18th century cannon at Castillo de San Marcos and Fort Matanzas

National Monuments

NPS PMIS #336666

Castillo de San Marcos National Monument and Fort Matanzas National Monument Saint Augustine, Florida

SECTION 1—STATEMENT OF WORK INTRODUCTION

1.1. Project Location and Identification. This project for which supplies are contracted is at two locations 14 miles apart. These locations are Castillo de San Marcos and Fort Matanzas National Monuments both located in Saint Augustine, Florida.

1.2. Site Background.

Castillo de San Marcos and Fort Matanzas National Monuments are nationally significant because their historic features and significance in the pre and post-colonial history of the United States. Castillo de San Marcos is the oldest masonry fortification in the continental United States and Fort Matanzas is the only example of a fortified watchtower of Spanish design within the United States. The purpose of these forts was to protect the city from attack. Fort Matanzas is only accessible by boat.

1.3. Required Services. The purpose of this contract is to provide supplies necessary for the reproduction of FIVE (5) garrison cannon carriages for the reproduction of six-pounder cannons exhibited on the gundecks of the parks. THREE (3) garrison carriages are for Castillo de San Marcos and TWO (2) garrison carriages are for Fort Matanzas. (ATTACHMENTS A & B).

The Contractor shall provide all project management, labor, tools, equipment, shipping, transport, and materials required to execute the work as described in this SOW. The work area and work requirements for this contract are described herein.

1.4. Project Background. Current reproduction six-pounder cannons are used for firing demonstrations. This type of cannon was used both on warships and fortresses. Traditionally, cannons like this would have been mounted on wooden garrison cannon carriages. Three cannons are located at Castillo de San Marcos and two cannons are at Fort Matanzas. These cannons need new garrison carriages for proper display to more accurately represent how they were used historically. Iron banding was commonly used for the wheels of garrison cannon carriages, this is different from cannon carriages traditionally used on vessels.

NOTE: The five cannons for which the carriages will be made are similar, however, they are not identical. The cannons have slight differences in both their dimensions and weights.

1.5. Situation Analysis as of 2023

The carriages currently supporting the guns are observed to be poorly constructed.

The wood has begun to buckle and split. Some of the hardware is experiencing separations at the welded joints. New carriages to be built will be expected to stand up to the deteriorating effects of nature and will be subjected to constant direct exposure to salt air, rain, tropical sun, and hurricanes. All metal parts will need custom fabrication and should be treated or primed before top-coat painting.
