Replace Wheelchair Lifts on Historic Trolley Cars for Accessibility Compliance

Lowell National Historical Park

(I) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number 140P4325Q0050.

(III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03, January 17, 2025.

(IV) This solicitation is being issued as a Total Small Business Set-Aside, under NAICS code, 485119, Other Urban Transit Systems, with a small business size standard of $37.5 million.

The Government anticipates award of one (1) Firm-Fixed-Price Purchase Order with.

(VI) Description of requirements is as follows:

A detailed description can be found in the attached Scope of Work (SOW).

(VII) Period of performance for the base year is anticipated to begin 15 October 2025 and end 29 April 2026.

(VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (NOV 2021), applies to this acquisition.

(IX) FAR 52.212-2, Evaluation – Commercial Products and Commercial Services (NOV 2021), applies to this acquisition.

(X) The Government will award a purchase order resulting from this solicitation to the lowest-priced, responsible Offeror whose offer conforms to the solicitation requirements for technical acceptability considering the stated technical factors, past performance, and price. All evaluation factors other than price, when combined, are equal to price. The following factors shall be used to evaluate offers.

1. Technical:

a. Key Personnel Qualifications and Certifications:

Wheelchair Lift Installer technicians’ licenses or certificates, for one or more of their workers who will be involved with the work under this contract, and all requirements listed in the Scope of Work.

2. Experience:

a. A brief description for minimum 2 projects or contracts that they have performed within the last 5 years of similar or larger scope and cost and include installation of wheelchair lifts and any required attachments. For each contract/project referenced the bidder will include the following: Brief description of the work, dates performed, final contract value, contact information for the person or entity who hired them.

3. Past performance.

a. Past Performance is the factual documentation or narrative of a firm’s experience, qualifications, and capability, along with providing two (2) examples of their firm’s most recent projects within the past five (5) years of similar size and scope.

Information may be regarding the offeror's firm and/or its proposed subcontractors performing key trades and other repair and maintenance activities. Subcontractor past performance will only be considered if it correlates to the work the subcontractor will be performing on this requirement. Include the following:

1. Narrative description of the referenced contract

2. Location, and vessel name if a vessel related contract

3. Dollar value

4. Client name

5. Project POC title, name, email, phone number

6. 2-3 photos.

4. Price:

Quote shall include a firm-fixed-price for CLIN 00010:

i. CLIN 00010 – Six Wheelchair Lifts (Firm-Fixed-Price Line Item)

ii. CLIN 00020 - Service Freight = $_______

(II) The Government will evaluate Past Performance by reviewing information available on the internet and other trusted Government sources on relevant project completed within the past five (5) years. The quoter must receive a satisfactory confidence rating where, based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort. A satisfactory confidence rating is defined as demonstrated performance that meets/met contractual requirements. The contractual performance of the element or sub-element contains/contained some minor problems for which corrective actions taken by the contractor appear or were satisfactory. The NPS may evaluate Quoters' past performance based on contacting references provided by the quoter; the Government's knowledge of Quoter's past performance; and / or references obtained from any other source. The Government reserves the right to limit the number of references it ultimately contacts and to contact references or use sources other than those provided by Quoters to obtain information related to past performance. Other sources include, but are not limited to Federal, State, or local governmental agencies, and private sector businesses.

(III) Technical and Past Performance Qualifications will be evaluated utilizing the table as shown below.

- All information provided is recent and relevant

- Offeror demonstrated capability to handle projects of similar size and scope of the requirements of the solicitation.

- Key Personnel possess the appropriate licenses, certifications, and experience

Unacceptable ANY of the following will result in an Unacceptable rating:

- Offeror did not provide all required information

- Information provided is not recent and/or relevant

- Offeror did not demonstrate capability to handle projects of similar size and scope of the requirements of the solicitation.

- Key Personnel do not possess the appropriate licenses, certifications, and/or experience

(IV) The Government will evaluate offers for award purposes by evaluating the total price on CLIN 01 & CLIN 02. The Government may determine that an offer is unacceptable if it not within the reasonably acceptable range.

(V) Any offer that does not address any of the requirements of this solicitation may be considered unacceptable for award. The Government reserves the rights to open discussions with all offers if needed. All pricing shall be valid for a period of 60 days from the date of receipt of proposal.

(VI) The Government intends to award a Firm-Fixed-Price purchase order.

(VII) Quotes are required to be received in the contracting office no later than 1200 EDT 27 June 2025. All quotes must be emailed to the attention of Melvin Gartrell. The email address is melvin_gartrell@nps.gov.

(VIII) Site Visit. Offerors may examine the work site to determine the exact conditions and details of the project; contractor is responsible for taking exact measurements. A pre-bid site visit will be held on Monday 0900 EDT 09 June 2025 for potential offerors @ 115 John St Lowell, MA 01850. Meet along canal at the trolley stop.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. 52.217-8 Option to Extend Services (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor.

The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

52.217-9 Option to Extend the Term of the Contract (Mar 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days of expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3 years and 6 months.
