STATEMENT OF WORK
1.0 BACKGROUND
The Park (Lowell National Historical Park, in Lowell, MA) owns three replica rail trolleys, each with two accessible lifts (one on each end of the trolley, on opposite sides of the carriage).
2.0 SCOPE
The work is to purchase and install (replace in kind) six (6) undercarriage electric accessible lifts – two (2) for each trolley. The manufacturer is Ricon and the model number is Mirage F9TF Wheelchair Lift. The existing units are to be removed, dimensions confirmed and then replace in kind. The lifts shall be designed to lift 660 pounds.
3.0 OBJECTIVES
To purchase and install two accessible wheelchair lifts and installed in Lowell, MA, at a location coordinated with National Park staff, for each of the three rail trolleys.
4.0 TASKS
Specification: Refer to item 10.0 below.
Site visit highly recommended to determine/confirm:
A. Site visit recommended.
B. Submittal for the one closed trolley and two open trolleys, with notations if any differences.
C. Purchase, ship, and install.
D. Provide all parts and labor with site supervision to install.
E. Coordinate with Trolley Staff to schedule work.
F. Remove existing units, and recycle or dispose.
G. Install new units.
H. Test for operation.
I. Provide Operations Manual, operation demonstration to Trolley staff.
J. 2-year warranty on the battery and all other manufactured parts and 1-year warranty on labor.
Shipping:
Coordinate delivery, and unloading with Pat Egan, Trolley Maintenance Supervisor, 978-275-1759 (Phone).
Twenty-four-hour notice must be given prior to delivery of the product. Delivery of the product must occur between 7:00 am and 3:30 pm, Monday – Friday, to the place of performance listed below.
Schedule of Work:
Installation of the product must occur within 28 weeks of the award of the contract. Contact the CO if any delay is anticipated.
5.0 DELIVERY

Work shall be done within the stated schedule. Delivery may be to the contractor or to the Park.
6.0 GOVERNMENT-FURNISHED PROPERTY
No property to be furnished. However, electricity shall be provided to the contractor as noted in the specifications.
7.0 SECURITY
Protection of the product and installation is under the responsibility of the supply vendor. The park will require either utility staff to be escort to the contractor, or the contractor site superintendent will require background check and security clearance. Forms to be provided upon contract award, or by request at bidding.
8.0 PLACE OF PERFORMANCE
Work will be done inside the Coal Pocket Trolley Storage Facility (and outside on the tracks) located in the Boott Cotton Mills Museum, at the 400 Foot of John St. (Alongside the canal at Boott Cotton Mill on John St), Lowell, MA 01852.
9.0 PERIOD OF PERFORMANCE
October 15, 2025 – April 29, 2026.
10.0 SPECIFICATION FOR THE WHEELCHAIR ACCESSIBLE TROLLEY LIFTS
1.0 General
The Work consists of the design and installation of six ADA/ABAAS compliant wheelchair accessible lifts, one at each end of three trolley cars which consist of one closed and two open cars. This specification describes the performance and design requirements for the modifications required to achieve accessibility on the three trolleys.
2.0 Item Definition
The lifts and ramps shall transport wheelchair passengers from ground level to the trolley cab/floor level. The lifts provide accessible access to the museum trolleys which move visitors around the Park. The items shall be designed to integrate with the existing historical trolleys. Lifts are to be mounted at each end of each trolley on the undercarriage as shown on the drawings with no impact on operation of trolleys and minimal impact on historic aesthetics.
3.0 Requirements & Interface Requirements
All items shall be designed and built to interface with the existing trolleys.
3.1 Modifications Required

1. The Work includes modifying existing trolley cars and installation of new Ricon Mirage F9 wheelchair lift, or equal make and model, and any peripheral operational devices, i.e. Battery boxes. The following are anticipated changes to the trolleys.
A. Open Trolley Cars Modifications: Steps to be cut and fitted with hinge mechanism to swing open steps for use of lift. Steps must be equipped with locking device to secure steps in full closed position when wheelchair lift not in use. Frame for cowcatcher to be modified for installation of lift. Confirm/verify as conditions are already in existence, ready for the replacement in kind units.
B. Closed Trolley Car Modifications: New ADA/ABAAS compliant ramp to be installed to bring wheelchair user from cab area to coach. Ramp to be bring passenger to inner floor height to be stowed in existing door pocket when not in use. Bench seats, one at each end and on opposing sides, to be hinged to flip up to accommodate wheelchair. Confirm/verify as conditions are already in existence, ready for the replacement in kind units.
2. The trolleys are located at: Lowell National Historical Park, Boott Mill #6, Lowell, Massachusetts. The trolleys are normally stored in the coal pocket and installation of lifts will be performed there. Electricity will be provided by the government for the selected contractor.
3.2 Components required
A. Wheelchair accessible lift at each end of each trolley.
B. Interior ramp at closed trolley, if lift configuration requires one due to any differences than the one in existence, to provide access into the car.
C. All required equipment, connections, batteries, etc. to make a complete and functional installation.
3.3 Performance Requirements
A. The items shall be designed to conform with the following:
1. Weather conditions as normally encountered at the site.
2. The lift must be generally out of sight when not in use.
3. Accessible in accordance with current ADA/ABAAS.
4. Lifts must transfer wheelchair occupants from ground level to cab level.
3.4 Design Requirements
A. The structural items shall have a design life of 30 years minimum.
B. The items shall be designed, and materials used that minimize maintenance.
C. The items shall handle 100 pounds per square foot loading.
D. The items shall be designed to conform to the current Americans with Disabilities Act and Architectural
Barriers Act Accessibility Standard.
E. The lift platform shall be slip resistant even when wet.
F. The deck shall be finished in the factory.
G. All fastening hardware shall be marine grade stainless steel.
H. The mechanical items, under normal use, shall have a minimum warranty from the supplier for 2 years

against material defects and workmanship.
4.0 Delivery
The items shall be delivered and installed at the Coal Pocket site.
4.1 Installation
A. The GCC shall provide persons knowledgeable with the design and equipment to install the lifts.
B. The work is to be performed Monday through Fridays between the hours of 7:30 a.m. and 5pm unless otherwise coordinated with the COR. All work is to be done in the Trolley Barn located at Boott Mill No. 6, Lowell, Massachusetts. Contractor must work closely with the COT on all work done in the barn and coordinate with the operation of the other trolley cars. General OSHA regulations and OSHA specific regulations on electrical lock-out tag-out are to be followed while working in the Barn.
C. Park will provide 220 volts outlets for welders if required. Trolley Barn is equipped with air lines, 110-volt outlets and bathroom access in the main building.
5.0 Submittal Procedures
A. General: Electronic copies of the CAD Drawings or PDFs of the Contract Drawings will be provided by the Manufacturer for Contractor's use in preparing submittals.
B. Processing Time: Time for review shall commence on COR receipt of submittal.
C. Initial Review: Allow 10 days for initial review of each submittal.
D. Identification: Provide the following information, as applicable, on each submittal:
1. Indicate name of firm or entity that prepared each submittal.
2. Project name and contract number.
3. Date.
4. Name and address of Contracting Officer’s Representative (COR).
5. Name and address of Contractor.
6. Name and address of subcontractor.
7. Name and address of supplier.
8. Name of manufacturer.
9. Other necessary identification.
10. Deviations: Identify deviations from the Contract Documents on submittals.
11. Include Contractor’s certification stating that information submitted complies with requirements of the Contract Documents.
12. Transmittal Form: Use NPS Transmittal Form that is available from the CO/COR.
13. Distribution: Furnish copies of final approved submittals to manufacturers, subcontractors, suppliers, fabricators, installers, authorities having jurisdiction, and others as necessary for performance of construction activities. Show distribution on transmittal forms.
14. Use for Construction: Use only final submittals with mark indicating action taken by COR in connection with construction.

6.0 Product/Equipment Submittals
A. General: submit be email, and COR will review and return with notations, if required, approve, or approve with notations, or disproved shall be noted, and certified signature to be applied. This shall be the Project Record Document.
B. Product Data: Provide product information on lift equipment and on ramp materials if needed.
If information must be specially prepared for submittal because standard printed data are not suitable for use, submit as Shop Drawings, not as Product Data.
Include the following information, as applicable:
Manufacturer's written recommendations.
Manufacturer's product specifications.
Manufacturer's installation instructions.
Standard product operating and maintenance manuals.
Compliance with recognized trade association standards.
Compliance with recognized testing agency standards.
Compliance with the current ADA/ABAAS.
Shop Drawings: Prepare Project-specific information, drawn accurately to scale. Include mounting methods for lift, ramp design and operation and all modifications to Trolley Cars. Do not base Shop Drawings on reproductions of the Contract Documents or standard printed data.
Preparation: Include the following information, as applicable:
Dimensions.
Identification of products.
Detailed modifications to Trolley Cars.
Fabrication and installation drawings.
Roughing-in and setting diagrams.
Wiring diagrams showing field-installed wiring, including power, signal, and control wiring.
Shop work manufacturing instructions.
Templates and patterns.
Schedule.
Design calculations.
Compliance with specified standards.
Notation of dimensions established by field measurement.
Sheet Size: Submit Shop Drawings on sheets at least 8-1/2 by 11 inches but no larger than 30 by 40 inches. Submit in PDF format, by email.
Contractor's Construction Schedule: Submit bar chart construction schedule. Modify and resubmit schedule if changes occur.
Submit Safety Plan/Accident & Hazards Plan. This can be a simplified plan stating conditions to be aware of, and project specific.
6.1 Certification/Quality Control Documents
A. Welding Certificates: Prepare written certification that welding procedures and personnel comply with American Welding Society (AWS)requirements. Submit record of Welding Procedure Specification

(WPS) and Procedure Qualification Record (PQR) on AWS forms. Include names of firms and personnel certified.
Installer Certificates: Prepare written statements on manufacturer's letterhead certifying that Installer is authorized for this type of Project. This is only required if welding is within the method and means of the work.
Manufacturer Certificates: Prepare written statements on manufacturer's letterhead certifying that manufacturer complies with requirements.
Maintenance Manual: Prepare written and graphic instructions and procedures for operation and normal maintenance of products and equipment
6.2 Submittal Process
A. Contractor’s Review Review each submittal and check for compliance with the Contract Documents. Note corrections and field dimensions. Mark with approval stamp before submitting to COR.
Approval Stamp: Stamp each submittal with a uniform, approval stamp. Include Project name and location, submittal number, Specification Section title and number, name of reviewer, date of Contractor's approval, and statement certifying that submittal has been reviewed, checked, and approved for compliance with the Contract Documents.
B. Contracting Officer’s Representative (COR) Generally, COR will not review submittals that do not bear Contractor's approval stamp and will return them without action.
7.0 Contract Administration
A. The project will be contracted under a Design-Build contract with a Firm-Fixed Price.
1. The General Construction Contractor (GCC) is directly responsible to the Contracting Officer and is the prime contractor.
2. Any Architect-Engineer and or trades required by the GCC to perform the work will become sub-contractors to the GCC.
3. The contract will be based upon one bid item, which will include design verification, ordering and installation of the wheelchair lifts.
4. If design modifications are to occur from the manufacturer’s standard product, these shall be noted in the submittal.
5. There will be a site visit to encourage all bidders to see the trolleys.
6. The Contracting Officer’s Technical Representative (COR) will inspect the construction work on a daily basis. Any changes must be approved by the Contracting Officer of the Park and may become change-orders. The goal of this work is to not have any modifications (change orders).
