Blanket Purchase Agreement (BPA)
C.0 NATIONAL PARK SERVICE
The National Park Service (NPS) is a bureau of the U.S. Department of the Interior (DOI) that has been entrusted with the care of our national parks since 1916. The National Park System currently has 433 units (often referred to as parks), covering more than 85 million acres in all 50 states, the District of Columbia, and US territories.
The NPS also has more than 150 related areas that are linked in importance and purpose to places managed directly by the National Park Service by preserving important segments of the nation's natural and cultural heritage. They are designated by acts of Congress or by the Secretary of the Interior (affiliated areas). The majority of related areas are not units of the National Park Service and are managed by other government agencies or non-government organizations and landowners. The National Park Service is involved in related areas by directly managing the entire or sections of a related area, or by providing technical or financial assistance.
The NPS preserves unimpaired natural and cultural resources, and values of the National Park System for the enjoyment, education, and inspiration of this and future generations. The NPS cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world.
The NPS – Business Service Contracting Division (BSCD) – Contracting Operations – Northeast Region – Philadephia MABO. The NPS – BSCD-Northeast issues contracts through the Federal Acquisition Regulation’s (FAR) for supplies, services, construction, A&E for Northeast Regional Parks only.
C.1 INDEPENDENCE NATIONAL HISTORICAL PARK (INDE)
Independence National Historical Park (INDE) is a park that represents the founding ideals of the nation and preserves national and international symbols of freedom and democracy, located in Philadelphia, PA. INDE is the home of the Liberty Bell Center, which houses the famous Liberty Bell. The Liberty Bell cracked with its first ring and later became a symbol of liberty in the 19th century.
INDE is also home to Independence Square, which includes the notable Independence Hall and Congress Hall. Congress Hall was the home to the U.S. Congress from 1790 to 1800 when Philadelphia served as the temporary capital of the United States. Independence Hall, is the location where both The Declaration of Independence and US Constitution were debated and signed and is also designated as a UNESCO World Heritage Site.
Besides the two most notable structures stated above, you can visit the Old City Hall which was the home to the Supreme Court from 1791-1800, the Merchants’ Exchange Building, Franklin Court Sites, and Declaration House where Thomas Jefferson drafted the Declaration of Independence and Washington Square to name a few. INDE also includes several gardens that you can walk through and enjoy, including the 18th Century Garden, Rose Garden, Magnolia Garden and the Benjamin Rush Garden. For more information, please visits INDE’s website at: Independence National Historical Park (U.S. National Park Service)
C.2 BACKGROUND
The purpose of this requirement is to award a Blanket Purchase Agreement (BPA) for hazardous tree removal and pruning services at Independence National Historical Park (INDE) . Due to the nature of the requirement where the Government cannot clearly predetermine all the work that may be required, the Government has determined that a single Blanket Purchase Agreement (BPA) will be awarded. The BPA contract will include a one-year base period and four (4) one-year option periods, which may be reduced if the maximum aggregate value of the base BPA is reached first or there is no longer a need.
The requirement is for a single award BPA and will include one (1) seed project for tree removal and pruning during the solicitation process that is considered part of the process for the base BPA. Once the award is made on the base BPA, Seed Project 1 - Tree Removal and Pruning will also be awarded. The seed project includes:

Hazard tree removal and pruning shall be conducted within all National Parks of Philadelphia sites (Independence National Historical Park – including Germantown properties, Thaddeus Kosciuszko National Memorial, Gloria Dei National Historic Site, and Edgar Allan Poe National Historic Site).
C.3 SUMMARY OF WORK
The Contractor shall:
• Remove hazard trees based on contract specifications
• Prune hazardous or unhealthy branches based on contract specifications.
• Keep an accurate count of the amount, species and diameter of trees removed
• Submit written (printed/signed or emailed) daily report of work completed to the COR
• Trees and limbs that are felled shall be removed unless otherwise specified by the COR. Remaining stumps will be ground down no more than 2 inches below grade, excess debris removed, then backfilled with soil and reseeded with Lesco Contractor’s Seed Mixture Quality Select or approved equal mix. Seed mixture tags must be submitted to the COR after reseeding is complete.
• Exterior block areas/near road corridors: Fell all trees away from roadway, if possible.
• If trees must be felled within roadway, all safety precautions to protect the public and
• property should be taken. Trees felled within the roadway must follow safety procedures identified in Section G. Contractor shall be responsible for acquiring the required City of Philadelphia, lane or street closure permits, and providing any signage needed to direct pedestrian and vehicular traffic.
• Remaining stumps shall be cut level with the ground at a height of no more than 4 inches. If structural or utility features in the immediate area preclude complete grinding of stumps under this specification the contractor will communicate those restrictions to the COR.
• Prune by removal of dead, dying, diseased, interfering, objectionable, weakly attached, or low vigor branches, one-half inch in diameter and greater, not taking more than 25% of live foliage. Dead wood greater than 1 foot in length shall be removed regardless of diameter. Pruning also includes the removal of adventitious (sucker) branches and anything else that will improve the quality of the tree, unless otherwise stated by COR. Pruning of any trees that overhang roads, sidewalks, or trails shall also include removal of any branches necessary to achieve minimum clearance heights specified by the COR. Pruning shall take place to manage risk, manage health, develop structure, provide clearance, manage size and shape, and improve aesthetics. All pruning shall follow ANSI standards for proper pruning. All limbs pruned will be pruned back to next living material that has enough photosynthetic material to biologically support the entire limb. Any limbs that do not have enough photosynthetic material to support the limb will be pruned back to the truck/main leader.
• All felled material must be removed/hauled away unless otherwise stated by the COR. No mechanical devices will be attached to adjacent trees to assist with work unless approved by the COR. The contractor is responsible for replacing/repairing any damage to park property caused during operations, including turf, and shall notify the COR of any damage caused while working on site.
• Must be available within 24-hours to respond to address urgent hazardous tree and limb removal.
C.4 OBJECTIVES/TASKS
1. Mobilization
• Mobilization is complete when 100% of the personnel, equipment, and materials necessary to complete the work have been moved to the project site. Mobilization is expected within 24 hours of a BPA Call being issued unless specified by the COR/CO.
• All work will be completed within the grounds of the National Parks of Philadelphia. All equipment and/or vehicles needed to support the mobilization of equipment listed in the SCHEDULE OF ITEMS will be incidental to those pay items.
• Mobilization of equipment beyond that identified as necessary for the purposes of contractor efficiency shall not be paid unless agreed to by Contracting Officer.
• Mobilization is acceptable when all equipment, personnel, and materials are moved to the project site and

work has been started.
• Demobilization shall be considered complete when all contractor equipment and personnel, and all debris generated by pruning or removal, have been removed from the park. Voids created by stump grinding may be backfilled with wood chips. Any excess debris shall be removed from the jobsite by the contractor.
2. Equipment
• Furnish and operate equipment with such auxiliary attachments, as are usually needed for efficient operation of the equipment.
• Make equipment available for inspection and approval before use. The Contractor must satisfy all applicable
OSHA and DOT requirements or certifications for the operation of offered equipment.
• The Contractor must provide/prove to the park that all equipment is certified and safe to operate before performing work on property. It is the contractor’s responsibility to provide all needed documentation to prove that all equipment is certified, in good working condition, and OSHA/ANSI compliant. This includes providing any documentation of inspection of equipment brought to be used for any of the jobs (e.g. yearly ANSI/OSHA inspection for aerial lifts, DOT inspection of trailers, etc..).
3. Material Removal
• 100% of felled trees, material and debris shall be removed and hauled to an offsite disposal site selected by the contractor.
• Contractor shall account for weights or other quantities of material removed from the park and classify those amounts as either landfill waste or recyclables. Documentation of the same shall be provided to the COR as part of closing out each BPA call, for use in the park’s solid waste accounting reports.
4. Damage, Erosion, and Pollution Control
• It is the responsibility of the contractor to provide submittals to the COR for all heavy machinery being utilized during operations and shall make every attempt to limit equipment from exceeding 10,000lbs.
• Contractor shall not use any equipment exceeding 10,000lbs without prior approval from the COR. If equipment exceeding 10,000lbs is to be used, pavement and turf surfaces must be protected using commercial panels designed for that purpose, rated at the weight or ground pressure of the vehicle.
• During all operations under this contract, the Contractor shall exercise reasonable measures to prevent or minimize soil erosion and pollution of water and soil.
• All refuse, including rubbish and liquid wastes from the Contractor's operations shall be collected and stored in a sanitary, nuisance-free manner and disposed of in a State-approved sanitary landfill or as approved by the Contracting Officer.
• Oil from crankcases or gear boxes, equipment waste, spilled or excess fuel shall be placed in containers and removed from the work site and disposed of as approved and required by Federal, State and Local laws. In the occurrence of a petroleum product or hazardous substance spill in excess of a small leak as stated previously, COR shall be notified immediately. The products shall be remediated based on park and EPA guidance.
