The contractor shall provide all services including labor, equipment, and tools required to remove identified high risk trees, trim the roadsides, protect the resource while accessing the work sites, and complete the work in accordance with the requirements in the scope of work. The estimated total number of trees to be removed is 181.

Work shall be completed within 90 days of award.

All work shall be under the direction and general supervision of an Arborist(s) certified by the

International Society of Arboriculture (ISA), or equivalent state certification, who, possess verifiable experience and technical competence in tree physiology, identification, diagnosis of disorders, and current tree care and safety practices in accordance with accepted industry standards.

The NPS anticipates awarding a Firm-Fixed-Price

(FFP) order resulting from this RFQ.

A site visit is scheduled for August 12th at

10:00 AM. The meeting will take place at 207

1 DESCRIPTION AND SPECIFICATIONS

2 INSTRUCTIONS TO OFFERORS

This Request for Quote (RFQ) is subject to Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures.

Detailed Instructions on Submitting Your Quote:

1) Review all documents for the Request for Quotes (RFQ), including clauses.

2) Award will be made on a firm fixed price basis to the contractor meeting the required specifications and any evaluated factors.

3) All questions concerning this solicitation are due in writing by 1PM EDT, August 14, 2025, to the Contract Specialist, Ellie Delerme, by email at Ellie_Delerme@nps.gov.

4) Electronic quote submittal shall be accepted for this RFQ. FAXED SUBMISSIONS WILL NOT BE ACCEPTED. Quotes shall be submitted to Ellie_Delerme@nps.gov by 5PM EDT, August 22, 2025, with a complete quote package as described below. Subject line should be “FRSP Tree Removal – 140P4225Q0052”

6) A complete package will include a signed SF-1449 and all amendments (as applicable), a completed Price Schedule including SAM Unique Entity ID (UEI), and documentation to demonstrate the ability to meet the requirements described in the attached Statement Of Work and the Evaluated Factors as described in Section 6, Solicitation Provisions, under provision 52.212-2 Evaluation – Commercial Items.

(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), and (c), of this clause, the Contractor is not required to flow down any FAR clause in a subcontract for commercial products or commercial services, other than—
