1 DESCRIPTION AND SPECIFICATIONS
The contractor shall provide the necessary personnel, equipment and incidentals to provide septic hauling, pumping, and disposal services at Valley Forge National Historical Park as described in the attached Scope of Work.
2 INSTRUCTIONS TO OFFERORS
This Request for Quote (RFP) is subject to Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures.
Detailed Instructions on Submitting Your Quote:
1) Review all documents for the Request for Quotes (RFQ), including clauses.
2) Award will be made on a firm fixed price basis to the contractor meeting the required specifications and any evaluated factors.
3) All questions concerning this solicitation are due in writing by 3:00 PM ET, February 14, 2024, to the Contract Specialist, Ellie Delerme by email at Ellie_Delerme@nps.gov.
4) Electronic quote submittal shall be accepted for this RFQ. FAXED SUBMISSIONS WILL NOT BE ACCEPTED. Quotes shall be submitted to Ellie_Delerme@nps.gov by 5PM ET, February 23, 2024, with a complete quote package as described below.
6) A complete package will include a signed SF-1449 and all amendments (as applicable), a completed Price Schedule including SAM Unique Entity ID (UEI), Pricing Sheet (Attachment 4), and documentation to demonstrate the ability to meet the requirements described in the attached Statement Of Work and the Evaluated Factors as described in Section 6, Solicitation Provisions, under provision 52.212-2 Evaluation – Commercial Items.
7) Documentation shall include, at a minimum, a list of three references to document successful past performance for projects completed within the last five (5) years that are similar in scope, technique, and skill to this project, and resumes for key personnel to demonstrate experience in work relevant and similar to this requirement. References shall include customer name, contact information, contract price, a brief description of the action, and completion date.
8) Quotes that fail to furnish representation or information, or reject the terms and conditions of the solicitation may be excluded from consideration. Signature of a responsible person who can legally bind the company must be submitted.
9) All contractors must be currently registered in the System for Award Management at www.SAM.gov, and have completed representations and certifications in order for quotes to be considered.
10) Post award, contractors must register with the U.S Treasury’s Financial Management Service (FMS) Internet Payment Platform (IPP). Payment will be an electronic funds transfer. Billed in arrears. No advance payment is http://www.sam.gov/ authorized.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within three (3) days (72 hours).

FAR 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within _____45 days of contract expiration __; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least _60____ days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed ___66 months________ (months) (years).
52.223-5 POLLUTION PREVENTION AND RIGHT-TO-KNOW INFORMATION (MAY 2011)
52.228-5 INSURANCE - WORK ON A GOVERNMENT INSTALLATION. (JAN 1997)
(a) The Contractor shall, at its own expense, provide and maintain during the entire performance of this contract, at least the kinds and minimum amounts of insurance required in the schedule or elsewhere in the contract.
(b) Before commencing work under this contract, the Contractor shall notify the Contracting Officer in writing that the required insurance has been obtained. The policies evidencing required insurance shall contain an endorsement to the effect that any cancellation or any material change adversely affecting the Government's interest shall not be effective (1) for such period as the laws of the State in which this contract is to be performed prescribe, or (2) until 30 days after the insurer or the Contractor gives written notice to the Contracting Officer, whichever period is longer.
(c) The Contractor shall insert the substance of this clause, including this paragraph (c), in subcontracts under this contract that require work on a Government installation and shall require subcontractors to provide and maintain the insurance required in the Schedule or elsewhere in the contract. The Contractor shall maintain a copy of all subcontractors' proofs of required insurance, and shall make copies available to the Contracting Officer upon request.
