This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.5, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed-price contract as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P4224Q0085. A WRITTEN
SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2023-04 and are available in full text through internet access at http://www.acquisition.gov/far/.
This acquisition is in support of Petersburg National Battlefield.
This is a 100% Total Small Business Set-Aside. The North American Industry Classification Systems (NAICS) code is 561621. The small business size standard is $15,000,000.00.
1 DESCRIPTION AND SPECIFICATIONS
The contractor shall provide the necessary equipment, supervision, and staff to perform the annual inspection, testing and maintenance of fire suppression systems in accordance with applicable sections of the National Fire Protection Association (NFPA) codes and standards; the identification of system deficiencies and the development of cost estimates for repairs; and the possible completion of repairs as a modification to the contract. Service includes inspection, testing, and preventative maintenance of all mechanical devices including valves, sprinklers, couplings, piping and connections, water motor gongs and alerting devices, tamper switches, pressure switches, water-flow switches, standpipes, backflow preventers, private fire service mains, pumps, and test headers. All work will be done In Accordance with the Statement of Work (SOW).
2 INSTRUCTIONS TO OFFERORS
This Request for Quote (RFQ) is subject to Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures. Quotes must be in accordance with and in the order detailed in this section. Failure to submit quotes according to the instructions provided within the solicitation may result in the respondent’s quote not being considered for award.
Detailed Instructions on Submitting Your Quote:
1) Review all documents for the Request for Quotes (RFQ), including clauses.
2) Award will be made on a firm fixed-price basis to the contractor meeting the required specifications and any evaluated factors.
3) All questions concerning this solicitation are due in writing by 1200 EDT 31 July 2024, to Contracting Officer, Melvin Gartrell, by email at melvin_gartrell@nps.gov. Any questions received after this date and time is at the discretion of the Contracting Officer to accept and or respond.
4) Electronic quote submittal shall be accepted for this RFQ. FAXED SUBMISSIONS WILL NOT BE ACCEPTED. Quotes shall be submitted to melvin_gartrell@nps.gov by 1200 EDT, 06 August 2024, with a complete quote package as described below.

6) A complete package will include a signed SF-1449 and all amendments (as applicable), a completed Price Schedule including SAM Unique Entity ID (UEI), completed provisions (including 52.204-24, 52.204-26, and others as applicable, and documentation to demonstrate the ability to meet the requirements described in the attached Statement Of Work and the Evaluated Factors as described in Section 6, Solicitation Provisions, under provision 52.212-2 Evaluation – Commercial Items.
7) Documentation shall include, at a minimum, a list of three references to document successful past performance for projects completed within the last three (3) years that are similar in scope, technique, and skill to this project.
References shall include customer name, contact information, contract price, a brief description of the action, and completion date.
8) Quotes that fail to furnish representation/information or reject the terms and conditions of the solicitation may be excluded from consideration. Signature of a responsible person who can legally bind the company must be submitted.
9) All contractors must be currently registered in the System for Award Management at www.sam.gov and have completed representations and certifications in order to consider submitted quotes.
10) Post award, contractors must register with the U.S Treasury’s Financial Management Service (FMS) Internet Payment Platform (IPP). Payment will be an electronic funds transfer. Billed in arrears. No advance payment is authorized.
11) Note that the attached Wage Determination is subject to change based upon the location at which work will be performed. Information for your location can be found by searching Wage Determinations on SAM.gov.
3 EVALUATION
1. The Government shall evaluate quotes for completeness in accordance with the instructions to offerors as stated above.
2. The Government shall order quotes from lowest to highest price, Lowest Quote Technically Acceptable.
3. The Government shall conduct a technical evaluation which comprises of the following:
In order to be considered technically acceptable the contractor’s quote must demonstrate past performance both recent and relevant to the contemplated contract action.
4. The contractor with an evaluated quote that is determined fair and reasonable, is determined technically acceptable, and represents the best value to the Government in accordance with FAR 13.106-2 shall be considered the best value and award shall be made to that firm.
5. Contractor shall provide not more than three (3) previously performed contracts as examples of your ability to perform this work. These may be Federal or Private Industry contracts. Recent is defined as taking place within 3 years of this notice. Relevant means the work is related in part or in whole to this requirement.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services.
