SCOPE OF WORK
For Inspection, Testing and Maintenance of Fire Suppression Systems and For Monitoring and Testing of Fire and Intrusion Alarm Systems at Richmond National Battlefield Park And Maggie L. Walker National Historic Site
PART 1: INSPECTION, TESTING AND MAINTENANCE OF FIRE SUPPRESSION SYSTEMS
1.A. GENERAL INFORMATION
1.A.1. Description of Work
The contractor shall provide the necessary equipment, supervision, and staff to perform the annual inspection, testing and maintenance of fire suppression systems in accordance with applicable sections of the National Fire Protection Association (NFPA) codes and standards; the identification of system deficiencies and the development of cost estimates for repairs; and the possible completion of repairs as a modification to the contract. Service includes inspection, testing, and preventative maintenance of all mechanical devices including valves, sprinklers, couplings, piping and connections, water motor gongs and alerting devices, tamper switches, pressure switches, water-flow switches, standpipes, backflow preventers, private fire service mains, pumps, and test headers.
1.A.2. Location
The systems are located at facilities which are part of the Richmond National Battlefield Park (RICH) and Maggie L. Walker National Historic Site (MAWA) located in the City of Richmond, VA, and the surrounding area.
1.A.3. Regular Working Hours
Regular working hours at the parks are from 7:30 a. m. to 4:00 p.m., Monday through Friday, excluding federal holidays. All work shall be scheduled during regular working Hours.
1.A.4. Notification
The Contractor shall notify the Contracting Officer (CO) and the Contracting Officers Representative (COR) who serves as the single point of contact, refer to Part 6 of this document, at least 48 hours in advance for all work in occupied housing units or other facilities located within the park.
1.A.5. Work Restrictions
Mandatory 48-hour notification to the CO and the COR for entry into occupied government housing and any other security sensitive areas, these areas will be identified at the pre-construction meeting.
A.1.6. Qualifications and Experience
The Contractor shall be qualified in the inspection, testing and repair related to their field of experience. The Contractor shall have continuously performed inspection and testing in their field of experience in the State of Virginia for the past five (5) years. The Contractor shall be factory trained and currently certified for the applicable system and shall provide documentation of this certification to the CO. All documentation shall be provided prior to commencing work under this contract.
1.A.7. Waste Disposal
The Contractor shall properly dispose of solid waste materials offsite. If applicable, the Contractor shall make provisions for the proper collection, transportation, and off-site disposal of antifreeze solutions or other fluid additives used for flushing during system testing. Disposal of these fluids into the ground, waterways, or park wastewater systems will not be permitted. The Contractor shall dispose of water used for testing in a manner that is consistent with the park protocol for disposal of gray water.
1.B. REFERENCE CODES AND STANDARDS
The following is a list of NFPA codes and standards that may apply to this scope of work. The Contractor shall use the latest version of the NFPA codes and standards listed below for the Inspection, Testing, and repair of specified fire suppression systems.
• NFPA 13 (Standard for the installation of Sprinkler Systems).
• NFPA 13D (Standard for the Installation of Sprinkler Systems).
• NFPA 13R (Standard for the Installation of Sprinkler Systems in Residential Occupancies up to and Including Four Stories in Height).
• NFPA 14 (Standard for the Installation of Standpipes and Hose Systems).
• NFPA 20 (Standard for the Installation of Stationary Pumps for Fire Protection).
• NFPA 22 (Standard for Water Tanks for Private Fire Protection).
• NFPA 24 (Standard for the Installation of Private Service Mains and Their Appurtenances).
• NFPA 25 (Standard for the Inspection, Testing, and Maintenance of Water Based Fire Protection
Systems).
• NFPA 70 (National Electrical Code).
• NFPA 101 (Life Safety Code).
• NFPA 291 (Recommended Practice for Fire Flow Testing and Marking of Hydrants).
• International Building Code (Latest Edition).
• International Fire Code (Latest Edition).
• International Mechanical Code (Latest Edition).
• International Plumbing Code (Latest Edition).
1.C. SCOPE OF SERVICES
1.C.1. Verify Fire Protection Systems
The contractor shall travel to the park and verify the location of each fire protection system addressed Table 3.1 and ensure all components of the system requiring inspection are included in the Scope of Work.
This will be the only organized site visit, scheduled for:

1.C.2 Inspection & Testing of Fire Protection Systems
The work shall be completed by qualified personnel as outlined in Section 1.7. Perform all annual inspections, testing and maintenance in accordance with NFPA 25. All quarterly and semi-annual inspections/ tests shall also be performed during annual testing.
• Perform all 5-year inspections, testing and maintenance in accordance with NFPA 25).
• Perform 3-year air leakage test on dry pipe sprinkler systems per NFPA 25).
• Perform annual service on diesel fire pump and have mechanic on hand for testing if adjustment is needed under load.
• Perform an oil analysis if not needing changed and provide report. Service air compressors on dry systems, change oil, look for leaks, check air filter, belt tension and wear, safety relief valves, breather vent, drain tank, and any other requirements for fire sprinkler air compressors.
• Test, repair, or replace backflow devices that fail annually both domestic and fire supply.
FDC inspect and repair as needed, replace broken or missing caps.
1.C.3 Identify System Deficiencies
The Contractor shall identify the deficiencies in each system. Each deficiency shall include the applicable code and/or standard citation(s) that warrant the repair, and shall be identified as “minor”, “essential” or “critical” (posting an imminent hazard or threat to employees, visitors, or the resource). Repairs deemed to be “critical” shall immediately be brought to the attention of the
CO/COR.
1.C.4 Develop Cost Estimates
The Contractor shall develop Class C cost estimate to remedy the deficiencies and complete the repairs. In addition to fire protection related costs, the cost estimate shall include any patching, painting, trenching, re-vegetation, clean-up, or other trade work necessary to complete the work and provide a fully inspected system.
1.D. DELIVERABLES
The Contractor shall complete and submit the following deliverable in a timely fashion (not to exceed 10 calendar days) to the CO.
• Annual Inspection Forms for each fire protection system (refer to Table 3.2.)
• Class C cost estimate (Refer to Section 3.4)
1.E. GOVERNMENT FURNISHED MATERIALS AND SERVICES
1.E.1. Materials
The NPS will furnish the following materials in support of this contract:
• Construction or as-built drawings of facilities, if available.
• Photos of the facilities and/or fire protection systems, upon request.
1.E.2. Services
The NPS will furnish the following services in support of this contract:
• Provide additional background information, if necessary.
• Furnish additional government materials upon request.
• Review and approve vendor product submittals.
1.F. NPS ROLES AND CONTACT INFORMATION

PART 2: MONITORING AND TESTING OF FIRE AND INTRUSION ALARM SYSTEMS
2.A. GENERAL INFORMATION
2.A.1 Description of Work
An alarm monitoring and testing service agreement is required for fire and intrusion alarm systems at Richmond National Battlefield Park (RICH) and Maggie L. Walker National Historic Site (MAWA).
The period of performance from the date of award and each performance period will be twelve
(12) months. The proposed award will include a base period and two option periods. The option periods will be exercised at the discretion of the government.
2.A.2. Location
The alarm systems are located at facilities in the City of Richmond, Hanover, and Henrico, Counties, VA.
2.A.3 Regular Working Hours
Regular working hours at the parks are from 8:30 a.m. to 5:00 p.m., Monday through Friday, excluding federal holidays. All work shall be scheduled during regular working Hours.
2.A.4. Notification
The Contractor shall notify the Contracting Officer (CO) and the Contracting Officers Representative (COR) who serves as the single point of contact, refer to Part 6 of this document, at least 48 hours in advance for all work in occupied housing units or other facilities located within the park.

2.B. FIRE AND INTRUSION ALARM SYSTEMS MONITORING
2.B.1. Description of Work
The contractor shall provide the necessary equipment, supervision, and staff to monitor multiple fire and intrusion alarm systems, conduct annual testing and identify system deficiencies.
The MAWA cell module shall be modified or replaced to ensure communication with monitoring station.
The contractor shall install cell line modules at the following locations in order to effectively communicate with the monitoring station.
• Maintenance Building, 1990 Maintenance Way, Henrico, VA 23231
• Fort Harrison Ranger Office Maintenance Building, 1900 Maintenance Way, Henrico, VA
23231
• Fort Harrison Visitor Center Maintenance Building, 8621 Battleground Park Rd, Henrico, VA
23231
2.B.2 Qualifications and Experience
• Monitoring station services shall utilize UL approved equipment and employ certified service technicians.
• Contractor must employ certified technicians that are proficient in the installation, testing and maintenance of “Ademco”, “Honeywell” and “Radionics/Bosch” equipment.
Contractor must provide proof of “Incipient” fire alarm protection system repair experience.
• Selected contractor will have at least three years’ experience in monitoring and servicing Ademco/Honeywell and Radionics/Bosch systems/equipment.
2.B.3. Alarm Monitoring
• Monitoring station must have the capabilities to arm, disarm, bypass, change codes, and reprogram control panels remotely from the monitoring station where system are capable* upon request from the Contracting Officer’s Technical Representative (COTR).
* The contractor shall install cell modules at the following three locations to employ capability to arm, disarm, bypass, change codes, and reprogram control panels remotely from the monitoring station: Maintenance Building, Fort Harrison Ranger Office, Fort Harrison Visitor Center. The MAWA cell module shall be modified or replaced to ensure communication with monitoring station.
• 24-hour monitoring and immediate notice of all alarms will be made to the individuals and agencies listed on the “Call Out List”. This list will be provided to the contractor.
• Enhanced monitoring capabilities will be maintained to permit the monitoring station to provide the specific sensor and specific building that has been activated to the individuals and agencies listed on the Call Out List.
2.B.4. Elevator Account Monitoring
The contractor shall provide the necessary equipment, supervision, and staff to monitor a single elevator phone line at Maggie L. Walker NHS.
2.B.5. Deliverables
Opening and closing reports, which includes monthly status reports, will be provided to the COTR, or designee on request.
2.B.6. Programming
Initial programming, inspection and monitoring connections must be compatible with present systems and completed prior to October 1 of a new fiscal year or the first day of transition when newly awarded. System(s) will be programmed with each user having a separate and unique pin number, which includes, twice annually, changes/updates to users pins at no additional charge.

Contractor will provide, at the time of their offer, a list of three references for similar monitoring and testing services previously performed on Ademco/Honeywell and Radionics/Bosch equipment.
Additional information regarding Incipient and FCI/DMP experience or goals will be provided by the government.
2.B.8. Continuity of Access
Contractor will ensure access to alarm system(s) upon expiration of termination of this service contract without additional cost to the Government. Access will include all programming information remaining in place including zone information, employee pass codes, alarm panels including default lock codes, and will ensure the systems report as a local alarm at the time of expiration/termination. The only programming information that will be removed is the current contractor’s receiving account numbers, receiver telephone numbers, and remote lock out codes.
2.B.9. Invoicing
The government requires electronic submission of all invoices via IPP.gov. Invoice(s) must itemize charges per park site so that the park and service being billed is easily identified as covered by the contract.
2.C. FIRE AND INTRUSION ALARM SYSTEM INSPECTION AND TESTING SERVICES
2.C.1. Description of Work
The contractor shall provide the necessary equipment, supervision, and staff to perform inspection and testing of various fire detection and life safety systems and components in accordance with applicable sections of the National Fire Protection Association (NFPA) codes and standards, the identification of system deficiencies. Service includes inspection, testing, and recommendations for preventative maintenance of all fire detection devices including alarm panels, smoke detectors, heat detectors, and alerting devices such as strobe lights, sirens, and alarm bells.
2.C.2. Qualifications and Experience
The Contractor shall be qualified in the inspection and testing related to their field of experience.
The Contractor shall have continuously performed inspection and testing in their field of experience in the State of Virginia for the past five (5) years.
2.C.3. Reference Codes and Standards
Current NFPA codes and standards apply to this scope of work. The Contractor shall adhere to the latest version of the NFPA codes and standards for the inspection, testing, and repair of specified fire detection systems.
2.C.4. Inspection and Testing of Fire Detection Systems
The work shall be completed by qualified personnel as outlined in Section 3.2. This work shall be based on the minimum annual requirements as outlines in the applicable NFPA requirements for the type of system installed and the frequency of inspection from Table 3.2. Within 30 days of receiving the delivery order the Contractor shall submit to the CO a proposed work schedule for each Fire Suppression System. The Contractor shall complete and submit inspection forms (which cover the minimum requirements of the NFPA forms) and any pertinent NFPA testing forms for each system within 14 days.
2.C.5. Identify System Deficiencies
The Contractor shall identify the deficiencies in each system. Each deficiency shall include the applicable code and/or standard citation(s) that warrant repair, and shall be identified as “minor”, “essential” or “critical” (posting an imminent hazard or threat to employees, visitors, or the resource). Repairs deemed to be “critical” shall immediately be brought to the attention of the
CO/COR.
2.C.7. Deliverables
