Part III- Contract Document, Exhibits, and Attachments
Move Petersburg National Battlefield’s Museum Collection
Statement of Work
Background
Petersburg National Battlefield was established in 1926 to preserve the sites and battlefields associated with the 1864-1865 military campaign between United States military forces overseen by Lieutenant General Ulysses S. Grant and Confederate military forces commanded by General Robert E. Lee. The 292-day campaign consisted of numerous battles that ultimately resulted in a breakthrough of the Confederate lines on April 2, 1865. This forced Lee’s Confederate army to retreat west from Petersburg and one week later forced him to surrender at Appomattox Court House.
Petersburg National Battlefield lacks a museum storage facility within its lands and since 2004 has housed its collection at Fort Lee military base adjacent to a portion of Petersburg National Battlefield. This facility has recently received a grant to become a Department of Defense only facility and Petersburg National Battlefield’s museum collection must be relocated to a facility that meets NPS Museum standards.
https://www.ipp.gov/
A museum collection move is far different than a household move or an office move. It is far more complex as each item may have specific requirements in handling and in storage. It involves the examination of each item and documenting condition, documenting of current storage locations for each artifact or archival document. The contractor’s staff must be composed of museum professionals and registrars who understand the importance of clear documentation and collection stewardship. The team must include highly skilled art handlers and art technicians who specialize in the areas of packing, crate fabrication, installation, transportation, and registration/paperwork. Staff must also be skilled in unpacking of the collection items as directed by the park’s museum staff.
An inventory must be created identifying item locations for all objects in the moving process including boxes, furniture, and art. Each item must be evaluated for the best packing method (against shock or vibration) then packed for transport. Transport must be on climate-controlled, air-ride trucks with life-gates. Upon arrival at the new facility, the unloading of the truck and relocation of objects to new the new shelving will be overseen by the Park’s museum staff. A detailed inventory of locations must be kept.
To move such a collection requires a uniquely qualified and experienced staff with specialized training in how to pack, move and store historic and archeological artifacts, historic documents, and artworks. Anything less than this high level and detailed care could mean the loss of or damage to a piece of our nation’s history. Trying to replace a damaged or lost piece, if possible, could be far more costly than these additional steps taken to protect the collection.
Purpose
The purpose of this contract is to move Petersburg National Battlefield’s museum collection to a leased off-site facility ensuring the collection’s preservation from two locations:
1. Fort Lee Archeological Curation Facility at 22nd St. and Shop Rd. Building 5222. Fort Lee, VA 23801
2. Grant’s Headquarters at City Point unit of Petersburg National Battlefield at 1001 Pecan Avenue, Hopewell, Virginia 23860
For the duration of the project, the Contractor shall be responsible for all labor, materials, supplies, equipment, fuel, and transport for the moving of museum objects to 11052 Lakeridge Parkway, Ashland, Virginia 23005.
Objects are to be moved into a private vault within the facility by the Contractor. National Park Service personnel will be present to oversee the move, but it is the Contractor’s responsibility to do the moving. Handling of boxes and furniture shall follow standards set forth in the NPS Museum Handbook, and all contents shall be handled as “fragile.”
Transport to 11052 Lakeridge Parkway, Ashland, Virginia 23005 must be on climate-controlled, air-ride trucks with lift-gates. Upon arrival at the new facility, the unloading of the truck and relocation of objects to the new shelving will be overseen by the Park’s museum staff. A detailed inventory of locations must be kept.
Scope of Work

The Petersburg National Battlefield curator (or delegated NPS employee) shall follow the Contractor’s loaded truck nonstop to the leased storage facility.
10. NPS staff will receive an inventory list at time of departure from Fort Lee and the Grant’s Headquarters at City Point unit of Petersburg National Battlefield accounting for all contents loaded onto the truck.
11. Contractor must place all items on appropriate shelving units once delivered to the storage facility. It is the Contractor’s responsibility to provide the necessary ladders, moving carts, and other equipment for the safe transport of the museum artifacts.
12. Moving shall not be conducted during a period of inclement weather. Inclement weather shall mean the existence of rain or abnormal climatic conditions (whether they be those of hail, snow, high wind, severe dust storm, extreme high or low temperature of the like or any combination thereof) by virtue of which there is a high potential of damage or impacts to museum collections and/or the crates and boxes. Objects shall not be exposed to any forms of precipitation during this move. If, within forty-eight hours of a scheduled move, there is a forecast of any severe weather system in Petersburg, VA area by the NOAA’s National Weather Service, the move shall be rescheduled at no additional cost to the Government.
