Valley Forge National Historical Park

King of Prussia, Pennsylvania

SCOPE OF WORK

Backlog Cataloging for VAFO Archival Collections

SCOPE

In accordance with the terms and conditions of the Contract, the Contractor shall perform the work of this task order for the National Park Service (NPS) as described below.

PERFORMANCE PERIOD

The work shall begin following issuance of the delivery/task order on July 30, 2021; the work shall be completed at the service provider’s location no later than July 29, 2022.

GENERAL INFORMATION

Background

Valley Forge National Historical Park (NHP) is nationally significant as the site of the 1777-78 winter encampment of the Continental Army under General George Washington. The historic landscapes, structures, objects, and archeological and natural resources at Valley Forge NHP are tangible links to one of the most defining events in our nation's history. The 3,500-acres of monuments, meadows, and woodlands commemorate the sacrifices and perseverance of the Revolutionary War generation. The park is one of the few, large, contiguous, protected areas in southeastern Pennsylvania that has a variety of habitat types including a river, numerous streams and forested wetlands, eastern deciduous forest, and tall-grass meadows. The park is surrounded by residential, commercial, and industrial developments of Montgomery and Chester Counties on all sides, thus it is an oasis for native wildlife.

Archival materials at Valley Forge NHP encompass NPS management records and manuscript collections. Within these collections are personal letters, business correspondence and financial records, resource management project records, research data, reports, architectural drawings and plans, maps, photographs, photographic slides, aerial photographs, printed materials, oral history tapes and transcriptions, and electronic records including GIS data.

Project Description:

This project will prepare a processing plan, evaluate documents, determine disposition, catalog and re-house documents determined to be records for retention in the archives at Valley Forge NHP (VAFO). Cataloging would be input into the ICMS archives cataloging module, and finding aids produced for intellectual access. This project will catalog, rehouse, and make publicly accessible approximately 120 linear feet of park resource management records documenting compliance, long-range plans, reports, surveys, general management files, partnership agreements, architectural drawings, and correspondence for Valley Forge NHP. The records will be cataloged into the NPS Interior Collections Management System (ICMS). The contractor will develop a processing plan and a detailed file level finding aid for the cataloged records. The finding aid shall comply with Section 508 Accessibility Standards for posting on the internet. An ICMS inventory control number and a separate catalogue number will be assigned. Data will include detailed identification, condition, and storage location, as well as accession information. The project will also include the purchase of acid-free archival supplies to replace current folders and photo sleeves and boxes.

SCOPE OF WORK

1. Inventory and survey the collections: Review and survey a total 120 linear feet of park resource management records that document natural and cultural resource projects, general management, and long-range planning files.

2. Develop a processing plan: The processing plan must include a tentative collection hierarchy, subject to revision based on subsequent processing. The plan will be developed in coordination with the COR and VAFO staff and will be reviewed and approved by them. Contractor shall incorporate changes, as requested.

3. Physically reorganize the collections: The contractors will implement the physical reorganization and rearrangement of the approximately 120 linear feet of park resource management records based on the submitted and approved processing plan.

Contractor will catalog (describe) the collection for every hierarchical level above the file unit level (i.e., the collection level, the series level, the subseries level, the sub-subseries level, etc., as appropriate), plus prepare container lists for each collection.

Contractor will consult regularly with the COR and designated VAFO staff as the project progresses regarding any questions related to the arrangement and identification of materials. Contractor will follow the express instructions of designated VAFO staff regarding the handling and cataloging of photographs, drawings, plans, maps, and other related materials.

4. Rehouse the collections: Contractor will complete the physical processing (rehousing) of the archival materials. Contractor will purchase the necessary acid-free, museum quality archival processing supplies such as archival storage boxes, file folders and jackets, oversize storage folders, etc. Contractor will consult with the COR and VAFO staff regarding the sizes and arrangement of these materials. Contractor will use box and folder labeling formats previously developed by VAFO staff, which will be provided.

Other standards to be followed include:

Cleaning: Documents will be surface cleaned as necessary.

Conservation needs: Evidence of infestation, mold, or mildew, and all documents with apparent conservation needs will be documented in a “Conservation Concerns” appendix to the project’s completion report.

Fasteners: All pins, paper clips, twine, brads, rubber bands, rusted staples, and other fasteners will be removed without causing damage to the materials. When necessary to maintain connections between items found attached to each other by a paper clip or other such fastener, those items will be placed in an acid free folder insert inside the main folder.

Folded documents: Folded documents will be unfolded and left in place or removed to oversize storage and cross-referenced with a separation sheet.

Fragile and highly acidic items: Items in delicate condition and of high acidic composition, such as newspaper clippings, will be removed from close contact with other items by interleaving with acid-free paper where appropriate. If condition permits, photocopies will be made of these items for inclusion in the folders.

Photographs: Photographs that are glued or otherwise attached to pages of reports will be interleaved with unbuffered paper where appropriate.

5. Create a Finding Aid for the records: The contractors will provide intellectual access through the creation of a finding aid in accordance with the submitted and approved processing plan for the Resource Management records. The finding aid shall comply with Section 508 Accessibility Standards for posting on the internet. The finding aid will be developed in coordination with the COR and VAFO staff and will be reviewed and approved by them and the Park’s Contact. Contractor shall incorporate changes, as requested.

The finding aid will include:

a collection description including a scope and content note for the entire group of materials and an outline of the organization of the records individual scope notes for each series a note re: provenance a historical note a note re: the processing history a box and folder listing appropriate appendices

6. Account for the records: The contractor will provide accountability and automated access by creating a catalog record in ICMS for both the Archives Module and Cultural Resources Module using the numbers assigned by the park.
