This is a combined synopsis and solicitation (Request for Quotation) issued by the National Park Service for the United States Park Police to procure IDEMIA LiveScan fingerprint biometric systems and related equipment. The RFQ number is 140P2126Q0200, and this announcement constitutes the only solicitation—no separate written solicitation will be issued. The solicitation is a 100% Total Small Business Set Aside under NAICS 334118 (Computer Peripheral Equipment Manufacturing) with a size standard of 1,000 employees. The procurement requires four contract line items (CLINs): three IDEMIA (or equal) LiveScan System Cabinets with Tenprint/Palm capture capability, three color duplexer printers compatible with the system, and annual maintenance plans for both the cabinets and printers for years two and three. Equipment must include FBI Appendix F certification, Moisture Discriminating Optics scanner technology, mugshot capture modules, and seamless integration with Washington D.C. Metropolitan Police Department AFIS and FBI NGI/EBTS standards. Delivery must be completed within 60 calendar days after receipt of order to two specified U.S. Park Police locations in Washington, D.C. (two units to District 5 Anacostia Station and one unit to District 1 Central District), with installation, on-site training, and one-year on-site warranty included. Offerors must submit technical documentation in Volume I (not exceeding five pages plus attachments) and pricing in Volume II by the specified deadline. Quotes must be submitted electronically to Michelle Shoshone, Contracting Officer, at michelle_shoshone@ios.doi.gov. Payment will be processed electronically through the Department of Treasury's Invoice Processing Platform (IPP), and invoices require email certification from Captain Daniel Wavra confirming receipt, inspection, and acceptance of all items.

52.212-2 Evaluation—Commercial Products and Commercial Services NOV 2021
(a)
Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
PROVISIONS
I - Contract Clauses
OFFER SUBMISSION REQUIREMENTS AND BASIS OF AWARD
1.0 OVERVIEW
1.1. Interested firms or joint venture entities (hereafter referred to as Offerors) must submit quotes demonstrating their capability to successfully execute the work as outlined in the SOW in accordance with the criteria described herein.
1.2. The anticipated award is a Firm Fixed Price contract for mobile security / video surveillance trailers for the National Park Service, United States Park Police. The Government will evaluate quotes in accordance with the criteria described herein, and award a firm fixed price contract to the responsible offeror whose offer is determined by the source selection authority to conform to the solicitation, is fair and reasonable, and quotes the best overall value to the Government. 2.0 BASIS FOR AWARD
2.1 The Contracting Officer intends to award a single firm fixed price contract to the responsible Offeror whose quote is determined by the source selection authority to conform to the solicitation, is fair and reasonable, and quotes the best overall value to the Government, considering all non-price factors described herein, and price. All evaluation factors, other than price, when combined are considered significantly more important than price. Quotes receiving a rating of “Marginal” or “Unacceptable” are considered unawardable and ineligible for trade-off unless exchanges, clarifications or communications are held. The intent of this solicitation is to obtain the best valued quote. The Government will evaluate quotes in accordance with the criteria described in the solicitation. The Government reserves the right to use streamlined exchanges or clarifications. The Government further reserves the right to accept other than the lowest priced offer or to reject all quotes. The Government will not award a contract to an Offeror whose quote fails to meet mandatory requirements or contains a material omission. If a lower-priced, conforming offer exists, the source selection authority will compare quotes to determine if the added technical merit of a higher-priced awardable quote justifies the price premium.
3.0 GENERAL INSTRUCTIONS
3.1. The Government intends to evaluate quotes and award a contract without exchanges, clarifications or communications. However, the Government reserves the right to hold exchanges, clarifications or communications if it determines exchanges, clarifications or communications are necessary. Therefore, quotes should be submitted on the most favorable terms from a price and technical standpoint the offeror can submit to the Government. Do not assume offerors will be contacted or afforded an opportunity to clarify, discuss or revise their offer.
the sole responsibility of the offeror. The Government may reject incomplete quotes immediately upon receipt without further evaluation.
To be considered for award, quotes must meet the requirements identified in the solicitation.
4.0 EVALUATION FACTORS
4.1 The Government will evaluate quotes using the following factors:
Factor 1 – Manufacturer Authorization Letter (Brand-Name or Equal verification)
Factor 2 – Technical Acceptability and System Performance
Factor 3 – Total Evaluated Price
4.2 Relative Importance of Factors
4.2.1 Non-price factors (Factors 1 and 2), when combined, are significantly more important than Price (Factor 3).
4.2.2 Factor 1 is of equal importance to Factor 2; both must be rated acceptable for a quote to be considered awardable.
4.2.3 As technical merit between quotes approaches equality, price will become more important in the award determination. The Government will not pay an unreasonable price premium for technical features or capabilities that provide little or no operational benefit.
5.0 SUBMISSION REQUIREMENTS 5.1
Offerors shall submit quotes organized into two separate volumes:Volume I: Technical Quote (addressing Factor 1 and Factor 2)Volume II:
Price Quote (addressing Factor 3) 5.2 Volume I:

6.0 EVALUATION CRITERIA6.1 Factor 1 – Manufacturer Authorization Letter 6.1.1 The Government will evaluate the submitted Manufacturer Authorization Letter (or equivalent channel partner documentation) on a Pass/Fail basis to verify that the offeror is an authorized, legitimate channel partner capable of legally supplying genuine hardware, software licenses, and manufacturer-backed warranties and maintenance support. Quotes lacking valid authorization documentation will be rated Unacceptable.6.2 Factor 2 – Technical Acceptability and System Performance
6.2.1 The Government will evaluate the technical quote to ensure the proposed hardware, software, and configuration fully meet all salient characteristics and technical requirements outlined in the specifications, including the IDEMIA (or equal) LiveScan System model, FBI Appendix F Certification with MDO Block Technology, Mugshot Capture Module, and seamless interoperability with the Washington, D.C.
MPD AFIS, FBI NGI/EBTS, and ANSI/NIST image standards.
6.2.2 The Government will evaluate the delivery plan to ensure compliance with the mandatory 60 calendar days ARO delivery window to the designated USPP station locations in Washington, D.C., as well as provisions for inspection, acceptance, and on-site training.
6.2.3 Quotations failing to demonstrate full compliance with the salient technical characteristics or channel requirements will be rated unacceptable and will not be considered for award. 6.3 Factor 3 – Price
6.3.1 Price will not receive an adjectival or numerical score.
6.3.2 The Government will evaluate total price for fairness and reasonableness using price analysis techniques in accordance with FAR guidelines.
6.3.3 Pricing will be evaluated based on the total price for all CLINs across the base year and optional maintenance periods.
6.3.4 Quoted line items will be reviewed for mathematical accuracy and evaluated for the presence of unbalanced pricing.
7.0 EVALUATION PROCEDURES
7.1 The Government will evaluate quotations against the factors specified in Section 6.0 of this solicitation.
7.1.1 The Government intends to evaluate quotes and make award without exchanges or communications. However, the Government reserves the right to hold communications or clarifications if determined necessary by the Contracting Officer. Offerors should submit their best technical terms and price initially, as they should not assume an opportunity to clarify or revise will be provided.
7.2 Technical Evaluation and Rating Method
7.2.1 Factors 1 and 2 will be evaluated for technical compliance, capability, and performance risk. Factor 1 will be evaluated on a Pass/Fail basis. Factor 2 will be assigned a consensus adjectival rating.
7.2.2 Adjectival Ratings for Factor 2: An adjectival rating of Outstanding, Good, Acceptable, Marginal, or Unacceptable will be assigned using standard source selection criteria where Acceptable indicates the quote meets requirements and presents no worse than moderate performance risk.
7.2.3 Quotes that fail to provide an acceptable Manufacturer Authorization Letter under Factor 1 or fail to demonstrate technical compliance under Factor 2 will be assessed a deficiency resulting in an Unacceptable rating and will be ineligible for award.
7.3 Best Value Determination
7.3.1 Award will be made to the responsible offeror whose quote represents the best overall value to the Government, factoring in channel authorization, technical capability, and total evaluated price.
7.3.2 Non-price factors (Factors 1 and 2 combined) are significantly more important than price. However, if two or more offerors submit quotes with substantially equal technical merit, price will become the determining factor in the source selection.
