Wayside Exhibit Planning & Design for Antietam National Battlefield

Page

1. PROJECT BACKGROUND

This project will plan and design new wayside exhibits throughout Antietam National Battlefield. It will replace existing 20-year-old wayside exhibits and create new wayside exhibits. It is the capstone of a comprehensive effort to provide a holistic, current, inclusive, and unified visitor experience to improve understanding of the battlefield and its legacy. The new wayside exhibits will work in harmony with recently completed visitor center exhibits and park film.

Antietam National Battlefield was established in 1890 to commemorate the bloodiest single-day battle in American history, which led to the preliminary Emancipation Proclamation. It is one of the best-restored Civil War areas in the National Park Service.

The battlefield is in a rural area of southern Washington County, Maryland. Agriculture is the predominant land use, and the area appears much as it did on the eve of battle.

Antietam National Battlefield comprises 3,000 acres and is three miles long by one-mile wide. An eight-mile driving tour covers 10 stops that takes visitors through areas of historical interest. Additional interpretation is provided at the visitor center. Fourteen miles of trails currently run through the park and expanded trail opportunities are planned.

Antietam attracts approximately 350,000 visitors per year. A significant number of visitors come directly from Harpers Ferry, WV, and Gettysburg, PA, while touring Civil War sites, but a lot of accidental visitors arrive having no idea about the site. Visitors are mostly regional, from the area between Baltimore, MD, and Richmond, VA.

2. SCOPE AND OBJECTIVES

The project shall be for the planning and design of wayside exhibits for Antietam National Battlefield in Sharpsburg, Maryland. The project includes interpretive wayside exhibits, trailheads, and tactile models. The project includes coordination with the National Park Service’s Contracting Officer (CO), Contracting Officer’s Representative (COR), and park staff. Specific planning and design work includes:

• Forty-two (42) Wayside Exhibit Panels o Four (4), 36” x 48” wayside exhibit panels o Thirty-eight (38), 42” x 24” wayside exhibit panels

• Forty-nine (49) Wayside Exhibit Bases o Four (4), 36” x 48” upright wayside exhibit bases o Five (5): Designing custom base solutions to incorporate exhibit panel, tactile map, and/or interpretive tactile model into one holistic wayside exhibit.

o Seven (7), 24” x 36” tactile map table bases o Thirty-three (33), 42” x 24” low-profile wayside exhibit bases

• Fifteen (15) 3D Tactile Models o Three (3) approximately 6” x 6” interpretive tactile models to be attached directly to the wayside panel.

Document Title:

Wayside Exhibit Planning & Design for Antietam National Battlefield o Twelve (12) 24” x 36” maps to be mounted on tables or in one of the designed custom base solutions.

Subject matter for interpretive tactile models Scope and approach of map models, which will depict park orientation, hiking trails, topographic relief, battle scenes, and troop movements Options for durable, cost-effective materials and approaches

There are graphic resources available, including the park’s historic photograph collection, historic and modern maps in the park’s museum collection, NP Gallery, and the HFC collection. Approximately 25% of wayside exhibits will use existing Alexander Gardener historic photographs. Any new photography will be completed by National Park Service staff. The contractor shall:

• Acquire some photographic resources, excluding new photography.

• Use a cartographer to create trail maps and battle maps/legends that are fully accessible and clearly understandable by the public.

• Include an illustrator to create up to three (3) original illustrations.

Coordinate all contractor and subcontractor submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements prior to submitting to the COR. Forward all submittals to the COR for distribution, review, and approval. The review timeline shall begin on the date the COR receives both the electronic and hardcopy files.

It is critical to present clear direction and requirements for each wayside, to understand goals, purpose, and what is to come later in the design phase. A well-structured and clear proposal will also determine if the project is within schedule and budget and other specific parameters. See Attachment C, Wayside Proposal Sample & Attachment D, Wayside Exhibit Planner.

3.5 Wayside Design Development

The Wayside Design Development phase develops the Wayside Proposal into the Wayside Design by drafting and revising wayside exhibit design layouts with graphics and content integrated for each wayside panel. The work in this phase is organized into three

(3) sub-phases: Design Development 1 (DD1), Design Development 2 (DD2), and Design Development 3 (DD3). Each phase incorporates the work of the preceding phase and its review comments.
