About this file

This is an Amendment (Amendment 0001) to Solicitation 140P2125R0041 for Wayside Exhibit Planning & Design at Antietam National Battlefield. The amendment responds to 13 vendor questions, clarifying key project details. The project involves planning and designing wayside exhibits, including four upright exhibits (three at trailheads), 12 maps depicting park orientation, hiking trails, topographic relief, battle scenes, and troop movements, and 15 tactile models/maps with braille elements.

Key specifications include developing 508-compliant accessible PDFs for each wayside exhibit, with unique alt text and logical reading order, and creating three black and white illustrations depicting historic scenes with people. The project does not include developing audio descriptions, individual trail signs, GIS deliverables, or assessing parking and trail accessibility. Proposals are due by 10:00 AM EDT on June 9, 2025. The budget will be determined based on the design of items in the Scope of Work, with specific details to be finalized during the planning and design phases.

Solicitation Number 140P2125R0041 Amendment 00001

Description of Amendment Wayside Exhibit Planning & Design for

Antietam National Battlefield

The purpose of this amendment is to respond to questions received by the date and time specified in Solicitation Number 140P2125R0041 – Wayside Exhibit Planning & Design for Antietam National Battlefield. The government response is provided below each question.

1. Could you please clarify if the Wayside Exhibit Planning & Design for Antietam National Battlefield project is design-only or design-build?

RESPONSE: This requirement if for the planning and design of wayside exhibits.

2. Would you be able to disclose a budget for the project at this stage?

RESPONSE: The budget shall be determined based on the design of the items listed in the Scope of Work.

3. Audio Description: The solicitation asks for an accessibility plan to be included in Wayside Proposal 1, which includes an approach to audio descriptions, however audio descriptions are not included in the scope of work. Would you like this quote to include the development of an audio description of each of the wayside exhibits and tactile maps?

RESPONSE: No. Audio descriptions shall be planned for but there will not be any scripts developed as part of this requirement.

4. Accessible PDFs: The close-out deliverables include 508-compliant accessible PDF for each wayside exhibit. Is it acceptable to format these documents as standard 8.5”x11” text pages, with embedded media and captions, formatted in a logical reading order? This would be instead of the final designed 24”x42” wayside as a single page.

RESPONSE: Text pages are not acceptable. Accessible PDFs for each wayside exhibit shall include: All images shall have unique alt text. Reading order shall follow a logical order. At a minimum, each PDF shall pass Adobe Acrobat’s Accessibility Full Check.

Section 508-compliant final PDFs shall not contain any printer’s marks or extraneous information.

5. Brail and textured graphics: Attachment A: Wayside Exhibit Specifications states that braille should be included with tactile elements on wayside exhibits (p. 10), in this case there are 15 tactile models/maps. Are you expecting braille or textural elements on any of the other wayside exhibits? Could we include a not-to-exceed allowance in the proposal for these translation and design services?

RESPONSE: Braille and textural elements shall be included on 15 tactile models/maps and no other wayside exhibits.

6. Trail Access Information: Does the park staff already have trail access information

(ABA 1017.10) or will the offeror need to assess the trails? If the latter, which phase would the assessment fall into? Would a separate on-site visit for the assessment be permissible?

RESPONSE: NPS to provide trail access information.

7. The solicitation calls for four upright wayside exhibits, are these intended to be trail heads? Is the expectation that these four trailheads will cover the ten named trails?

RESPONSE: Three are trailheads. Scope and approach of waysides to be determined during planning and design.

8. Would individual trail access information signs for trails be considered as options for the locations where trails converge? They could help visitors confirm they are traveling down the trail they want to be on. See the example at https://www.access-board.gov/aba/guides/chapter-7-signs/#trailhead-signs.

RESPONSE: No. Signs are not a part of this project. Trail access information to be provided on wayside exhibits.

9. Mapping and Assessment: Can you provide an estimate for the number of trail maps and the number of battle maps? How many trails need to be mapped, the website lists ten, but the solicitation seem to imply only four trail heads?

RESPONSE: The scope and approach of 12 maps, which will depict park orientation, hiking trails, topographic relief, battle scenes, and troop movements, will be determined during planning and design.

10. How is accessibility of parking, access routes from the parking lot to the trailheads, and accessibility of features along the trails (e.g., benches, restrooms, other signs) being addressed—are these being assessed in a separate project or is the offeror expected to assess these? Is the offeror expected to show the locations of accessible parking and features on the maps? If the offeror is expected to assess these items, how many of each feature are there (accessible parking spaces, curb ramps, benches, restrooms, signs, etc.)?

RESPONSE: Accessibility of parking, access routes, and features are outside the scope of work. Specific details of what is included on each map to be determined during planning and design. Offeror is not expected to access these items.

11. Would the park be interested in a GIS deliverable related to the trail access information? The park could turn this into an online map for the public or use it internally for asset management.

RESPONSE: GIS deliverable is not part of this project. Trail access information shall be included on trailhead wayside exhibits.

12. Illustrations: Can the NPS provide further clarification about the three requested illustrations? Are there specific subjects in mind? Most of the example illustrations are of landscapes, should we assume these three will be landscapes as well? Is there a reason for requesting black and white?

RESPONSE: Subjects to be determined during planning and design. Contractor to provide three (3) images representative of the breadth of work of the proposed illustrator, that include depictions of people in historic scenes that breathes life into farms, agriculture, and/or military activities such as troop movements, battlelines, and artillery activities. Example illustrations shall be similar in style to those in Attachment M Sample Illustrations. Black and white illustrations are requested only as part of Design Development 1 phase.

13. Budget: Is there a target production budget that these exhibitions should be designed to meet?

RESPONSE: The budget shall be determined based on the design of the items listed in the Scope of Work.
