EXHIBIT FABRICATION SERVICES
LINCOLN MEMORIAL - UNDERCROFT
1. PROJECT BACKGROUND
This project is part of a program to rehabilitate the Lincoln Memorial in Washington, DC. The rehabilitation provides expanded visitor services, support spaces, accessibility, a security screening facility, and new exhibit areas, including an AV presentation using the undercroft space. The work will occur substantially within the structure below the memorial chamber known as the “Undercroft,” which is under construction and renovation for public access and exhibits.
The purpose of this contract is to provide exhibit fabrication and audiovisual (AV) production services and installation for the Lincoln Memorial Undercroft exhibits.
2. GENERAL REQUIREMENTS
The project shall be the fabrication and installation of new exhibits and AV programs for the Lincoln Memorial Undercroft, Washington, DC. The project includes coordination with the Contracting Officer (CO), Contracting Officer’s Representative (COR), park staff, The General contractor, and Denver Service center construction team.
The contractor shall provide all services including labor, materials, facilities, and travel necessary to detail, fabricate, produce and install to full operation, all AV media and control systems, transport to the site, and install all exhibit elements in accordance with the specifications as detailed in this task order and its attachments.
The contractor shall be responsible for the exhibit space preparations, building coordination installation of exhibit lighting, show control systems, and AV equipment, connectivity of power and data to all audiovisual media and control systems, building signage and exhibit elements as specified in the contract attachments.
The contractor shall purchase and install all exhibit lighting, including all fixtures, fittings, track, components, adapters, control systems, and all the components and accessories required to complete the lighting installation as specified in the scope of work and the Attachments.
Including final aiming, balancing, focus, and establishing light levels for the exhibits, Undercroft View areas, and Immersive Forum; and aim, focus, and balance of exhibit lighting in the exhibit galleries, Undercroft View areas, and Immersive Forum.
This task order includes AV production included in Attachment C, LINC AV Treatments. AV production includes audio programs, video programs, digital interactive programs, theatrical lighting programs, real time data display and signage, show control systems, and coordination with building systems where specified. The contractor shall be responsible for producing new video footage and audio recordings, acquiring and licensing archival and stock assets, and completing all AV post-production tasks as required to complete the AV exhibits as specified in Attachment C, LINC AV Treatments. The contractor shall provide all AV equipment, connectivity and integration with and to the building systems as specified in Attachment A, LINC AV Systems Design Package.pdf. The contractor shall recommend to the COR, replacement equipment if the specified equipment is no longer available.
Included in this contract:
1. Coordination with the building general contractor to run power and control cabling to all exhibit lighting and equipment, including theatrical lighting fixtures installed on the floor of the undercroft, through existing rigid conduit, with pull strings by the General contractor.
2. Fabrication of custom gobos, and design and programming of theatrical lighting effects that shall be synchronized with the Immersive Forum AV program, as specified in Attachment C, LINC AV Treatments.pdf, and Attachment D, LINC Lighting Design Package.pdf
All work under this task order shall be performed in accordance with the terms herein, including all attachments. The government will furnish, as appropriate, required data, materials, and access to project information necessary to perform the production of work as required.
Critically, this project shall be complete and open to the public for the 250th Anniversary Celebrations, to be held on July 4th, 2026. All work herein must be coordinated and scheduled to be completed as specified in Section 10. Period of Performance.
2.1. Point of Contact
The Project Manager (PM) shall be the primary point of contact between the contractor and COR. The PM shall have full authority to act for the contractor on all matters relating to this task order, and shall perform the following work:
1. Be available to take or respond to telephone calls or electronic mail messages during normal hours of operation (8:30 am–5:00 pm local time).
2. Establish office procedures to ensure that messages are relayed to the Project Manager when out of the office or because of time zone differences.
3. Respond to emergency messages from the COR on the same day they are received. All non-urgent messages from the COR will be responded to within two (2) business days.
2.2. Quality Control
The contractor shall provide quality control to ensure that all elements of project work meet the requirements of the task order and base contract specifications and that all contract modifications are implemented. The Project Manager shall provide routine inspections of in-house and subcontracted work to ensure it meets specifications and shall oversee the quality of work produced and implemented at all phases of the project. Any work found not acceptable or compliant with the specifications shall be corrected prior to inspection or review by the COR.
The contractor shall oversee all work during installation to ensure that it adheres to task order and base contract specifications and schedule for completion. It is the project managers responsibility to ensure that all work not acceptable or compliant with the specifications is corrected prior to inspection or review by the COR.
2.3. Government Furnished Property
The contractor shall receive, inspect, and inventory all government-furnished materials and ensure that this material is forwarded to the appropriate unit or person within the contractor’s organization for use in the project. The Project Manager shall notify the COR via email within seven (7) days after receipt if government-furnished materials are not satisfactory for their intended purpose. The Project Manager shall notify the COR via email as soon as possible, but no later than three (3) business days, if government- furnished materials are lost or damaged while in the contractor’s possession. The contractor shall be responsible for the security and protection of government-furnished property or materials in connection with this task order.
Following acceptance of all work by the government, the contractor shall return to the COR all government-furnished property.
2.3.1. Post Award Meeting
The following listed government-furnished property shall be provided at the post award meeting:

2. 3D CAD Models for reference only
3. Park provided AV Media for use in the exhibit.
2.3.2. Exhibit Fabrication
There is no government-furnished property to be provided during exhibit fabrication for installation.
2.4. Schedule
The contractor shall schedule, coordinate, oversee, and manage work produced and installed under this task order; track work progress to ensure that the project is completed according to the schedule; and coordinate and confirm the dates for all submittals and meetings with the
COR.
2.4.1. Status Reports
The contractor shall provide a monthly status report to the COR that includes the status of the project, issues that affect the schedule and budget, and an updated schedule based on the information at hand.
2.4.2. Project Schedule
The contractor shall produce a detailed, and complete project schedule listing all required project submittals and their review times. The project schedule shall include, AV Media Production, Hardware Installation, shop inspections, site visits, installation activities, and closeout submittals.
The contractor shall submit a preliminary project schedule to the COR for review and acceptance seven (7) working days prior to the post award meeting. The contractor shall update the accepted schedule and resubmit to the COR three (3) working days prior to every project status meeting for the life of the project.
2.4.3. Installation Schedule
The contractor shall coordinate and confirm dates for the onsite installation with the COR for the shipment, delivery, and installation of exhibits to the project site. Prior to beginning installation of the exhibits, the contractor shall provide a schedule indicating the day to day installation schedule, including start and end times for on-site installation for the exhibit, and any constraints that may affect the installation.
2.5. Meetings, Travel, and Presentations
The contractor shall meet with the CO, COR, and park staff as specified below. The contractor shall document all issues discussed and decisions made relative to the project. The contractor shall prepare and distribute to the COR a trip report or meeting minutes of all telephone conversations, site visits, in-person meetings, or other discussions related to the project.

2.6. Submittals
At any point in the exhibit fabrication process the COR may require informal submittals of the contractor’s work-in-progress to document the current status and level of production of the project.
The contractor shall coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with task order and base contract requirements. Forward all submittals to the COR for review and acceptance. Receive all reviewed submittals and take appropriate action according to the acceptance or rejection by the COR, as follows:
2.6.1. Acceptances and Rejections
1. Accepted Submittals – The contractor shall ensure that all changes, revisions, or additions required by the review comments are addressed and incorporated into future and final submittals.
2. Accepted as noted – When submittals are accepted as noted, the COR will notify the contractor, in writing, identifying where comments are made. The contractor shall ensure that the submittal is completed and/or revised as required and resubmitted within the time scheduled by the COR
3. Rejected Submittals - When submittals are rejected, the COR will notify the contractor within five days, in writing, identifying the reasons for rejection. The contractor shall ensure that the submittal is completed and/or revised as required and resubmitted within the time scheduled by the COR. Reasons for rejection include:
• Incomplete Submittals – Acceptance of the submittal is delayed because required elements are missing. The contractor shall submit all missing elements.
• Unacceptable Submittals – The submittal is rejected due to poor quality of work or work that does not otherwise meet the established project goals. The contractor shall submit new material.
2.6.2. Submittal Format
Electronic copies of all documents shall be submitted to the COR and reviewed for completeness prior to submittal of hardcopies. The contractor shall upload electronic copies for review to the designated LINC Fabrication SharePoint site.
1. One (1) electronic PDF copy of each document submittal is required.
2. One (1) electronic .mp4 file of each video submittal is required.
3. One (1) electronic .mp3 file of each audio submittal is required.
4. One (1) electronic file of each digital interactive program submittal is required.
Digital interactive files shall be playable on both PC and Mac.
5. Two (2) copies of graphic prints and material samples are required.
6. One (1) physical sample of models, mock-ups, and prototypes is required.
7. Submittals shall be sent via overnight delivery service unless otherwise specified in the scope of work below.
8. Two USB drives shall be provided with every hard copy submittal. USB drives shall contain an electronic copy of each submittal required.
2.6.3. Transmittal Sheet
The contractor shall include a transmittal in the form of a printed letter, PDF document, e-mail, or fax cover sheet along with all samples, proofs, prints, reports, digital files, digital images, and multimedia files, sent from the contractor to the COR. This includes all copies sent to the park or other copied recipients.
The transmittal shall include the following information:
• "From" (contractor's name and contact information);
• "To" (COR's name);
• Date submittal was shipped;
• Project name and park name;
• Itemized list of contents; and
• List of copied recipients who received the same submittals.
2.7. Accessibility
Exhibits planned, designed, and fabricated for the National Park Service shall comply with the latest published version of Attachment 3, Architectural Barriers Act (ABA) Standards, and Attachment 4, Programmatic Accessibility Guidelines for National Park Service Interpretive Media. These Guidelines are a combination of best practices, NPS and Department of the Interior directives, and federal laws. Federal laws include the Architectural Barriers Act, Sections 504 and 508 of the Rehabilitation Act as amended, and the 21st Century Communications and Video Accessibility Act, and requirements in the 2024 International Building Code (IBC) and International Existing Building Code (IEBC).
The contractor shall be aware of and pursue principles of universal design throughout all phases of the fabrication process. Universally designed exhibits and environments can be accessed, understood, utilized, and appreciated to the greatest extent possible by all users regardless of ability. Universal design reflects not only accommodations to select groups, but approaches that are broadly inclusive and integrated into a larger whole to the benefit of all users. Principles of universal design are detailed in Appendix C of Attachment 4, Programmatic Accessibility Guidelines for National Park Service Interpretive Media.
Accessibility requirements for visitors with specific disabilities shall be addressed within the designed and built exhibits. If design decisions pose challenges to accessibility (such as artifacts or objects behind glass), a full description of required corrective actions shall be provided to the COR for review and approval. Work shall be performed in accordance with Attachment 3, Architectural Barriers Act (ABA) Standards, and Attachment 4, Programmatic Accessibility Guidelines for National Park Service Interpretive Media, for requirements addressed under specific disabilities.
The contractor shall bring to the attention of the COR any exhibits proposed in the attachments that do not comply with Attachment 4, Programmatic Accessibility Guidelines for National Park Service Interpretive Media, and coordinate remedies with the COR.
2.7.1. Audiovisual Accessibility for Exhibits
Each audio, silent video, electronic interactive, and audiovisual program in every exhibit is required to provide descriptive audio, hearing assistance, captions, and/or navigation buttons, as follows:
2.7.1.0. Audio-only Programs
Audio-only programs require hearing assist for the hard of hearing and captions for the deaf. The hearing assist requirement may be met using either sound wands with volume control and reset, or an FM transmitter and handheld receiver. Captions for the deaf are displayed on a monitor synched with the audio or provided via a contractor supplied and programmed ConnectBox.
2.7.1.1. Silent Video Programs
Silent videos require descriptive audio for people who are blind or have low vision, and notification, via on-screen caption or label adjacent to the monitor, for the deaf or hard of hearing that the video is silent. Delivery of descriptive audio is provided in the exhibit through a headset jack, a sound wand, or via Wi-Fi streaming in conjunction with the Exhibit Audio Description Tour app. When descriptive audio is delivered via headset jack, a label with the raised AD symbol and headset icon is required.
2.7.1.2. Audiovisual Programs
Audiovisual programs in exhibits require descriptive audio for people who are blind or have low vision, hearing assist for the hard of hearing, and subtitles for the deaf and hard of hearing. Subject to COR acceptance, any of the delivery methods for audio-only programs and silent video programs may be used to meet these requirements.
2.7.1.3. Navigation Buttons & Computer Interactives
In addition to the requirements outlined in Section 2.7.1.2, Audiovisual Programs, touch screen user interfaces require external control navigation buttons for people with limited mobility. Exhibits shall feature EZ-Access Nav pads as shown in Attachment which features a plug-in audio jack for access to audio described content.
Where descriptive audio is delivered via headset jack, a label with the raised AD symbol and headset icon is required.
3. FABRICATION AND INSTALLATION SERVICES
3.1. General
The contractor shall provide all technical, professional, non-personal services, including all labor, materials, equipment, supplies, facilities, travel, management, and supervision necessary to provide LINC with exhibit fabrication and installation, and AV production and installation services for the Lincoln Memorial Undercroft, as documented in the project Attachments. Work includes production of exhibits (including Pre-Fabrication submittals, and Fabrication); Shop Inspections (Preliminary and Final); Building Preparation, including installation or power and data cables, and lighting and Theatrical lighting fixtures; Installation (including Primary Installation, Punch List, and Audio Description); and Closeout. Work includes travel to the park to meet with the park staff, exhibit site inspection, assessment, and evaluation for rehabilitation plans and/or scope of work, preparation of cost estimates, provide or confirm measurements to exhibit areas, and objects, and fabricate and install exhibits.
The contractor is responsible for providing all equipment as specified in Attachment B, LINC AV Equipment Cut Sheets.pdf, and Attachment D, LINC Lighting Design Package.pdf, and shall make recommendations for replacement equipment if the specified equipment is no longer available, obsolete, or not available with a warranty.
3.2. Specifications
The contractor shall perform all services required hereunder in accordance with this Statement of Work (SOW) and all attachments.
3.3. Design Control
In fabricating exhibitions hereunder, the contractor shall take into account as essential design and production considerations the following:
• life safety;
• barrier-free design;
• accessibility/universal and programmatically accessible design;
• sustainability;
• energy conservation;
• artifact conservation including daylight modulation from skylights, windows, and doors , if applicable;
• control of sound-spill from AV programs;
• security provisions,
• integration and compliance with existing architecture where relevant;
• functionality, maintenance, durability, and other lifecycle requirements; and
• exhibit lighting which shall:
o address artifact and energy conservation o address sustainability and maintenance;
o meet the functional needs of visitors in the exhibits space; and o be by default LED track lighting unless otherwise indicated by design or functional requirements and approved by the COR.
3.4. Codes and Standards
All exhibits shall be produced and installed in accordance with applicable codes, standards, parameters, or regulations noted in this or other sections of this task order or the base contract, and in the location in which the exhibit shall be installed. In case of conflict between codes, standards, or regulations, the most stringent requirement shall apply.
3.4.1. Reference to standard specifications of any technical society, organization, or association, or to codes, manuals, or regulations of Federal or local authorities shall mean the latest standard, code manual, regulation, specification, or tentative specification adopted and published at least thirty (30) days prior to submittal of proposals, unless specifically stated otherwise.
3.4.2. Any code, standard, regulation, or specification listed below, in the attachments or otherwise referenced herein, that references the “authority having jurisdiction”, “local authority”, or “governmental authority” shall be interpreted to refer to the Contracting Officer as being this authority for purposes of interpreting/clarifying codes, standards, regulations, and specifications.
3.5. Post-award Conference Call
Upon award, the contractor’s Project Manager shall participate in a project kick-off conference call to review contracting requirements and procedures with the project CO and COR.
3.6. Production Support
Production support is not part of this task order. The COR and LINC park staff, and representatives from the designer shall provide continuity and resolve questions regarding any design decisions or discrepancies in the Planning and Design documents.
3.7. Production
Work in this phase shall include production of all exhibit elements in accordance with the design intent as described in the project Attachments. Work in this phase is organized into two
(2) sub-phases: Pre-Fabrication Submittals and Fabrication. Pre-Fabrication includes the development of project documents that must be accepted before production can occur.
Fabrication includes all tasks required to complete the production of exhibit elements.
3.7.1. Pre-Fabrication Submittals
During this phase, the contractor shall:
1. Attend a post-award meeting at the park as follows:
a. Submit a meeting agenda to the COR for review and acceptance not later than seven (7) days prior to the post award meeting.
b. Travel to LINC, Washington DC, to attend a post award meeting with the
COR and park personnel. The meeting shall be Three (3) eight-hour working days. The date of the meeting shall be determined within three (3) weeks of the task order award.
c. Orient to the site and review existing site conditions and construction documents.
d. Conduct general project review, including the exhibit design drawings and work requirements.
e. Receive, review, inspect, document, and secure all government-furnished material, including drawings, planning documents, reference and source materials, and other project-related material.
2. Prepare and submit an Exhibit Production Plan, reflected in the schedule as follows:
a. Establish key project milestones and timeframes for review for 25%, 40%, 80%, and 95% completion.
b. At each milestone, the contractor shall provide a revised exhibit production plan that reflects the current status of production.
3. Provide Fabrication Shop Drawings.
Submittal of drawings from Attachment E, LINC Production Design Package.pdf as shop drawings shall be clearly labelled as “for reference only” and shall not be used for construction of exhibits. Design documents are intended as design intent and are not to be used as shop drawings. The fabricator shall provide shop drawings illustrating their solutions and proposed methodologies for fabrication of the exhibit using their tools, equipment and facilities and subcontractors.
a. Modifications. The general design requirements shown in Attachment E, LINC Production Design Package.pdf establish design intent, including basic dimensions of units or modules, to establish profiles, and sight lines of features. Within these limitations, the contractor shall be responsible for any modifications or additions as required to meet requirements for accessibility, durability, and safety standards as outlined in Attachment 1, Exhibit Planning, Design, and Fabrication Specifications. The contractor shall submit proposed modifications to the COR in the form of shop drawings for review and acceptance prior to implementing changes. The contractor shall maintain the visual design concept and operational features as shown, including features, sizes, profiles, and alignment of components.
b. Formatting. All Shop Drawings and 3D illustrations including sketches, and photo compositions, schematics, diagrams, and tactile models shall be formatted for printing on tabloid size paper (11x17). Each page shall be numbered and include the project title, a sheet title, the relevant exhibit key number, and a shall have a unique page number.
c. Key Numbers Key numbers shall be included in all Drawings and Illustrations of exhibits and shall match the exhibit key number found in the production documents and content reports and be annotated on the drawing next to the component it references (ST, CA). Key number shall include graphic layouts (GL), custom elements (CE, AO), and electronic programs (EP, EE).
d. Revisions. When drawings are re-submitted or changes are made to a drawing previously submitted, revisions shall be indicated on the drawing using the Architectural Graphic standard convention, of a red triangle containing the revision number, and a cloud drawn around the area that was revised. The revision shall be recorded in a revision in a table to be included on the drawing that shows the revision number, date, and a description of the revision that was made to that item. Drawings may be returned and not accepted for review when revisions are not highlighted as requested.
e. Electrical. The contractor shall provide equipment specifications, and electrical wiring diagrams for all exhibits, lighting, AV equipment, control systems, and any required building systems interfaces, and building prep work where power, and control cables shall be run through existing conduit, and as specified in Attachment A, LINC AV Systems Design Package.pdf, Attachment D, LINC Lighting Design Package.pdf, and Attachment E, LINC Production Design Package.pdf. Exhibits shall be connected to power locations provided by the park, such as Junction boxes, Wired in Place (WIPS) to be routed through or connected to exhibit structures, the contractor shall field verify all power locations, methods and connectivity types, and coordinate the exhibit requirements with the building provided Power. The contractor shall ensure that all physical loads required by the exhibit equipment are supported by the electrical work provided under the building contract, as defined by local state electrical codes of the state of SD.
f. Engineering. The contractor shall provide engineering services for exhibit components to be installed that may pose a risk to life safety or mounting of critical exhibit and AV equipment. A certified professional engineer (PE) shall review the design documents and provide solutions in the form of certified and stamped shop drawings to be produced by the fabricator.
4. Provide Electronic Equipment submittals. Plan drawings, wiring diagrams, and catalog cuts, for AV/IT exhibits and lighting systems.
5. Provide two (2) physical copies of Material Sample Boards for delivery to:
National Park Service Harpers Ferry Center IDC Building, 67 Mather Place Harpers Ferry, WV 25425
3.7.2. Fabrication
Each fabrication task may require a sub-series of steps to complete, and the contractor is not required to complete tasks in the order outlined below. All tasks shall be completed in accordance with Attachment 1, Exhibit Planning, Design, and Fabrication Specifications—Section 27, Quality and Safety Standards for Fabrication. Fabrication tasks include the following:
3.7.2.1. Content Specialties
Content Specialties under this task order include architectural models, natural and cultural history models, reproduction historic objects, tactile maps and raised relief models, dioramas, immersive environments, new photography, and electronic programs, and integrated show control systems.
1. Architectural Models. Custom Architectural models are required under this task order, and shall be produced with a high degree of realism and durability. Specific details and a full list of models can be found in Attachment G, LINC Content Specialties.pdf. The production process shall be as follows:
a. In accordance with Attachment G, LINC Content Specialties.pdf, for design intent, purpose, style, and other production details for

b. Submit a rough pencil sketch, or other style of 3D development of the model in the accepted style, for review and acceptance.
c. Submit a more refined sketch, or other style of 3D development that shall incorporate all corrections, changes, modifications, or deficiencies identified by the COR.
d. Submit a revision that shall incorporate any additional corrections, changes, modifications, or deficiencies identified by the COR.
e. Submit one (1) positive or other 3D draft of the model. Model samples shall be adequately sized to provide review of materials, colors, and finishes; and shall incorporate all corrections, changes, modifications, or deficiencies identified by the COR during iterative review of the sketches.
f. Submit the final model that shall incorporate all corrections, changes, modifications, or deficiencies identified by the COR.
2. Cultural History and Natural History Models, and other Tactile Models.
Cultural history, Natural History and other Tactile models, are to be produced in materials as specified in Attachment G, LINC Content Specialties.pdf, are required under this task order, and shall be produced with a high degree of realism and durability. Specific details and a full list of models can be found in Attachment G, LINC Content Specialties.pdf.
The production process for Natural History, cultural history, and other Tactile models shall be as follows:
a. In accordance with Attachment G, LINC Content Specialties.pdf for design intent, purpose, style, and other production details.

Model samples shall be adequately sized to provide review of materials, colors, level of detail textures and finishes; and shall incorporate all corrections, changes, modifications, or deficiencies identified by the COR during iterative review of the sketches.
f. Submit the final model that shall incorporate all corrections, changes, modifications, or deficiencies identified by the COR.
3. Tactile Maps and Topographic Models. Maps and custom topographic relief models are required under this task order. The production process for maps and topographic relief models shall be as follows:
a. In accordance with Attachment G, LINC Content Specialties.pdf, and
Attachment F, LINC Graphics Design Package.pdf for lists of Tactile maps, and Models, and for design intent, purpose, style, and other production details for the following:
• CE-01-01-600 Exhibit Tactile Map & Base Frame
• CE-01-02-100 Reader Rail with Tactile of Wall Mural
• CE-02-00-600 Exhibit Tactile Map & Base Frame
b. Submit one (1) full-sized paper proof for the production design of the tactile map, Topographic, and Tactile Model. The proof shall include geologic and topographical features, where appropriate, and any specified labels.
c. Submit three (1) foam mock-ups of a minimum 12”x12” section of the map, including a difference vertical exaggeration on each sample, where applicable, or a location indicative of the level of detail required.
d. Submit one (1) 12”x12” full color sample of the map that depicts an actual 12”x12” area of the map, Topographic model, and Tactile Model.
e. Submit a minimum of five (5) photographs of work-in-progress as the topographic map or model is in production, prior to clear-coat or final finish application.
f. Submit the final tactile, topographic map or model that shall incorporate all corrections, changes, and modifications identified by the COR in the previous map samples.
4. Electronic Programs. As part of the Exhibit Production Plan, the Contractor shall submit an AV Production Plan that describes the production process required to produce each Electronic Program for review and acceptance by the COR. Specific details and a full list of Electronic Programs can be found in Attachment C, LINC AV Treatments, and Attachment O, LINC Table of Final Deliverables for Electronic Programs.
The Contractor shall follow all processes for AV Production as outlined in Attachment 5, National Park Service Standard Specifications for Planning, Design, Production, and Installation of Electronic Programs and as follows:
a. Pre-Production
i. Review themes, goals, objectives, program content, and accessibility requirements for each program.
ii. Review Park resources and materials for possible inclusion in program. Identify additional sources for research and materials for each program.
iii. Submit an AV Production Plan and an AV Treatment for the following programs: EP-01-02-500 (Construction of the Lincoln Memorial), EP-03-00-500 (Immersive Forum Theater Show), EP- 03-00-510 (Immersive Forum Attract Loop), EP-04-01-500 (Mural Exploration Interactive), EP-04-03-500 (Gettysburg Address Exploration Interactive), EP-04-03-510 (Second Inaugural Exploration Interactive), EP-04-03-520 (Gettysburg Address Audio Station), EP-04-03-530 (Second Inaugural Address Audio Station), EP-04-04-500 (Expressions Interactive), EP-05-00-500 (Conclusion Balcony Interactive), and Translation Monitors (EP-
04-01-600, EP-04-02-600, EP-04-03-600, EP-04-04-600, EP-04-
05-600, and EP-04-06-600). The Treatments shall include an inventory of all proposed photos, video footage, audio recordings and/or other archival and stock assets to be used in each program, including the proposed sources for those assets. All Treatments shall be in accordance with program descriptions in Attachment C, LINC AV Treatments. Multiple submissions may be required until approved by the COR.
iv. Upon COR approval of the AV Production Plan and AV Treatments, submit First Draft Scripts for EP-01-02-500 (Construction of the Lincoln Memorial), EP-03-00-500 (Immersive Forum Theater Show), and EP-03-00-510 (Immersive Forum Attract Loop) in accordance with Attachment 5, Section 3.2.H.
Multiple submissions may be required until approved by the COR.
v. Submit Conceptual Design Deliverables in accordance with Attachment 5, Section 4.3.A, for the following digital interactive programs: EP-04-01-500 (Mural Exploration Interactive), EP-04- 03-500 (Gettysburg Address Exploration Interactive), EP-04-03- 510 (Second Inaugural Exploration Interactive), EP-04-04-500 (Expressions Interactive), and EP-05-00-500 (Conclusion Balcony Interactive). The Conceptual Designs shall include an inventory of all proposed photos, video footage, audio recordings and/or other archival and stock assets to be used in each program, including the proposed sources for those assets. All Conceptual Designs shall be in accordance with program descriptions in Attachment C, LINC AV Treatments. Multiple submissions may be required until approved by the COR.
vi. All deliverables for Electronic Programs shall be submitted electronically for review and acceptance. Multiple submissions may be required until accepted by the COR.
a. Production.
i. Proposed Talent: All actors, reenactors, and voice talent used in the performance of work under this contract shall be historically accurate in terms of age, appearance, accent, and other physical characteristics. If historic reenactments are proposed, all actors and reenactors shall be appropriately and accurately costumed and equipped by the contractor. Contractor personnel shall not appear in any scenes of the production. The contractor shall conduct a casting session for all key roles identified in the approved Treatments and shall give the COR prior notification of the time and place of the casting session. Casting shall be accomplished at a city or location where there is sufficient supply of professional talent to provide at least three choices for each featured role. In addition to or in lieu of an in-person casting session, sample reels or recorded readings from excerpted scripts or text may be submitted if approved by the COR in advance.
ii. No later than 14 calendar days prior to the proposed start of filming for each shoot, the contractor shall provide a Shooting Script and Schedule to the COR for review and approval. This applies to all programs requiring original video footage, photography, and/or sound recording to be acquired by the contractor.
iii. Acquire principal photography and sound recordings for each program and submit all video footage, photos, sound recordings, and logs to the COR for review and approval.
Technical specifications for original production shall be in accordance with Attachment 5, Section 9 (for video and audio programs), Attachment 5, Section 10 (for digital interactive programs), and Attachment N, LINC Electronic Programs Specifications for Interim and Final Deliverables, with the following additions, revisions, and clarifications:
• All original video footage shall originate in Ultra-High-
Definition (4K UHD, 3840 x 2160 resolution) using a professional camera and lenses pre-approved by the COR. The camera shall have a minimum of 13 stops of dynamic range, a minimum sensor size of “Super 35” or 35mm Full Frame and shall record in camera raw file format. The frame rate shall be 23.97p unless shooting time-lapse or slow-motion.
• The use of the National Park Service Release Form is mandatory for all “Talent” (including actors, reenactors, interviewees, narrators, musicians, and music composers) appearing in or providing content for all programs produced. In accordance with Attachment P, NPS Individual Release Form, Attachment R, NPS Materials Release Form, Attachment P, NPS Individual Release Form, and Attachment Q, NPS Materials Release Form. The contractor shall provide PDF scans of all signed NPS Release Forms after each shoot.
• The contractor shall provide all source materials and field documentation submittals on hard drive to the COR for review and approval no later than 20 business days after completion of each shoot in accordance with Attachment N, LINC Electronic Program Specifications for Interim and Final Deliverables.
iv. Submit inventory of images for video programs that incorporate all required changes and substitutions from pre-production reviews to the COR for review and acceptance.
v. Submit proposed stock audio recordings for video and audio programs to the COR for review and acceptance.
Each recording shall identify the sound in the file name structure.
vi. Submit a Work-In-Progress Review 1 Package for all digital interactive programs (EP-04-01-500, EP-04-03-500, EP-04-03-510, EP-04-04-500, and EP-05-00-500) to the COR for review and acceptance in accordance with Attachment 5, Section 4.3.B. Multiple submissions may be required until accepted by the COR.
b. Post Production.
i. Submit Rough Cut Edits and edit scripts for all video and audio programs to the COR for review and acceptance.
Multiple rough cuts and edit scripts may be required until accepted by the COR. Each rough cut shall be submitted with a revised script that corresponds to the most current edited version of the program.
ii. If voiceover narration is used for any of the programs, submit voice samples from a minimum of six professional narrators (three female and three male) to the COR for review and acceptance.
iii. For all programs using music, submit samples from a minimum of three (3) professional film composers or library music sources to the COR for review and acceptance. All samples shall be appropriate to the tone, mood, style, and pacing of the program(s).
iv. Submit samples of the proposed font and design style for all on-screen text, lower third graphics, and Subtitles for the Deaf and Hard of Hearing (SDH) to the COR for review and acceptance.
v. Submit Fine Cut Edits and edit scripts for video and audio programs prior to the final online edits and sound mixes, to the COR for review and acceptance. Fine Cuts shall include a selection of accepted composer’s music, sound effects, best resolution images or footage, highest quality audio, and all on-screen text and graphics (excluding credits).
Multiple fine cuts and edit scripts may be required until accepted by the COR. Each fine cut shall be submitted with a revised script that corresponds to the most current edited version of the program. The Fine Cuts shall be revised until ready for the online edit.
vi. Submit a Work-In-Progress Review II Package for all digital interactive programs (EP-04-01-500, EP-04-03-500, EP-04-03-510, EP-04-04-500, and EP-05-00-500) to the COR for review and approval in accordance with Attachment 5, Section 4.3.C. Multiple submissions may be required until accepted by the COR.
vii. Rights Package: The contractor shall submit a narrative description or spreadsheet that accounts for the copyright sources of all audiovisual elements proposed for use in each program—including public domain materials, purchased stock materials, and government-furnished materials—before the final programs are mastered. For those materials that are restricted, license agreements shall be submitted. Use rights shall be negotiated in perpetuity or for the life of the project in accordance with Rights in Data
– Special Works (FAR 52.227-17, DEC 2007). Upon review and acceptance of the license agreements by the COR, any license that fails to meet the requirements shall be returned to the contractor for revisions. If the specified rights cannot be obtained, the contractor shall replace the element. The contractor shall submit scanned copies of all NPS Release Forms for talent, and scanned copies of all license agreements acquired by the contractor for copyrights and restricted materials being used in the production concurrent with the submission of Fine Cut Edits.
viii. Accessibility:
• Submit scripts for Audio Description (AD) and
Subtitles for the Deaf and Hard of Hearing (SDH) to the COR for review and acceptance.
• Submit a transcript describing each sound clip used in audio programs, for use by visitors who are Deaf or Hard of Hearing, to the COR for review and acceptance.
• For programs without audio, there shall be an icon or text indicating the program has no audio, placed either on-screen or in proximity to the program monitor.
Submit proposed icon or text to the COR for review and acceptance.
ix. Online Edit, Sound Design and Mix, and Color Correction:
The Contractor shall submit the final edited versions of all video and audio programs with final sound design, mix, and color correction, as required by program type, to the COR for review and acceptance.
x. The contractor shall submit the final Fully Executed Program for all digital interactive programs to the COR for review and approval.
xi. The contractor shall submit final versions of all programs with Audio Description and Subtitles for the Deaf and Hard of Hearing (SDH) using the approved scripts.
xii. Final Deliverables: Upon completion of the project, all elements shall be submitted to the COR in accordance with Attachment N, LINC Electronic Programs Specifications for Interim and Final Deliverables. The closeout package shall include:
• Two redundant hard drives containing Interim Deliverables in accordance with Attachment N, Section
II.2.
• Three redundant hard drives (or hard drive sets) containing all Final Deliverables listed in Attachment O, LINC Table of Final Deliverables for Electronic Programs.
