The purpose of this amendment is to respond to questions, received by the date and time specified in the solicitation, in the attached Description of Amendment, consisting of eleven (11) pages.

THEREFORE:

The following questions were received in response to the above referenced solicitation. The government response is provided below each question in italics bold.

1. Re: 10.7.A.2 (p 43): "For the proposed AV Producer/Director, provide at least three (3) but no more than five (5) samples which shall be 5-minutes or less, which are representative of the breadth of work of the proposed key personnel, which demonstrate the offeror’s ability to plan, design, produce, and deploy interpretive audiovisual programs for visitors. More than one individual may be identified for audiovisual production work."

a. We expect to identify more than one individual for the AV Producer/Director role. Should we submit at least three (3) but no more than five (5) samples for each of the individuals that we identify for this role?

RESPONSE: This information is required for any Key Personnel proposed as part of your offer that has not been approved under the offeror’s base IDIQ contract. If the key personnel for the proposed role is already approved under the offeror’s base IDIQ contract, this information is not required for those key personnel.

b. Or should we submit a total of three (3) but no more than five (5) samples for the AV Producer/Director role?

RESPONSE: Please provide at least three (3) but no more than five (5) samples for each of the individuals identified for the role.

c. Additionally, should the total length of the three to five samples be 5 minutes or less? Or should the length of each individual sample be 5 minutes or less?

RESPONSE: Each individual sample shall be 5 minutes or less.

2. If we are to deliver our proposal response submittal on an Encrypted Flash Drive with

Password, can you please clarify what kind of Encryption NPS requires? We use standard flash drives with a regular password protection that did not seem to be accessible on previous submittals.

RESPONSE: The encryption needs to be Bitlocker to enable it to be opened on a PC.

3. Are the lighting and AV media and hardware firms that were involved in the design phase allowed to participate in the fabrication contract?

RESPONSE: Yes

Does the client prefer to use the AV/lighting team that was involved in the design portion of the project?

RESPONSE: The government will evaluate all teams presented in the proposals.

4. Should we include a design phase for the digital interactives, or are the samples provided considered final and approved design treatments?

RESPONSE: Final Design and deployment are required as the interactives are to be completed and made fully operational for visitor use. The digital interactive treatments provided in the design package represent the desired creative direction but will require additional development and scripting by the fabricator prior to production. Refer to Section

3.7.2.1.4 for pre-production requirements for electronic programs.

5. Will content need to be updated in the future? Should we include pricing for a content management system?

RESPONSE: Yes, please include pricing for a content management system for each digital interactive and include as part of the proposal and cost plan.

6. How finalized is the content for all of the pieces? In the submitted treatments, for each of the pieces there is sample content. Is it possible to detail how close to final each of the elements is or what interest there is in revisions?

RESPONSE: They are treatments and are not final. It is the offerors responsibility to provide the final.

7. For archival material, potential sources are listed in the sample content and in the treatments.

Since it is sample content, what is the estimate of material available through the government or is in the public domain (Library of Congress, National Archives ...)

RESPONSE: The government shall not furnish any content beyond what is provided in the production-ready graphics package. The contractor shall be responsible for acquiring and licensing all archival assets needed to produce the electronic programs.

8. Attachment E 00.00.01 MTL 1 Bronze States see Bldg. Spec MYL 1. .No Bldg. specs are provided .

RESPONSE: MTL-1 is a US4 satin bronze finish with an applied lacquer.

9. Please provide specs and manufacture of bronze base grille and better details

RESPONSE: No further details are available besides the provided attachments. The contractor shall propose their solution through shop drawings. The grille is CA100 by Coco Architectural with MTL-1.

10. Can the due date of the proposal be extended 2 weeks?

RESPONSE: We cannot extend the proposal due date as we are anticipating award of this requirement by the end of year. Due date and time of proposals remains unchanged.

11. EP-01-02-500 CONSTRUCTION OF THE LINCOLN MEMORIAL

Are images of the Lincoln Memorial construction held by NPS or other public repositories?

RESPONSE: The contractor shall conduct research for additional content as needed to accomplish the design intent indicated in the AV Treatments.

12. EP-03-00-500 IMMERSIVE FORUM THEATER SHOW

a. Should we consider the story/visual treatment final and approved?

RESPONSE: The Immersive Forum Theater Show treatment provided in the design package represents the desired creative direction but will require additional development and scripting by the offeror prior to production. Refer to Section 3.7.2.1.4 of the scope of work for pre-production requirements for electronic programs.

b. Is narration desired, or will it be composed entirely of archival audio/reenacted excerpts?

RESPONSE: To be determined based on the offeror’s Production Plan and Treatment.

c. Do you anticipate that new footage will be required of the memorial for the theater show?

RESPONSE: To be determined based on the offeror’s Production Plan and Treatment.

13. EP-04-01-500 MURAL EXPLORATION TOUCHSTATION

a. Does NPS have high-resolution photographs of the mural?

RESPONSE: Yes. They are available as part of the graphic production files.

b. Does NPS have related images such as images of its creation and conservation, or will the contractor need to acquire?

RESPONSE: NPS shall provide access to images in its collection, the contractor shall need to acquire additional images as needed. Refer to Section 3.7.2.1.4.b.vii, Rights Package.

14. EP-04-03-500 & EP-04-03-510 DISCOVER THE MEANING BEHIND THE WORDS

Will NPS provide interpretive material about the phrases in context and significance throughout history, or will this be developed in collaboration with the contractor?

RESPONSE: Sample content for this program is provided in Attachment C, LINC AV Treatments, Pages 76-87. The contractor shall further develop and refine this material in collaboration with the park interpretive staff.

15. EP-04-03-520 & EP-04-03-530 AUDIO STATIONS

Will these stations feature reenactments of entirety of both addresses, or excerpts? If excerpts, how many and what length?

RESPONSE: These stations shall feature audio reenactments of both addresses in their entirety.

16. EP-04-04-500 EXPRESSIONS INTERACTIVE

a. Have the events already been selected, or will they be selected in collaboration with the contractor?

RESPONSE: Sample content for this program is provided in Attachment C, LINC AV Treatments, Pages 88-96 of. The contractor shall further develop and refine this material in collaboration with the park interpretive staff.

b. Attachment C - LINC AV Treatments, Page 58. Please confirm that this program is in English only.

RESPONSE: Yes, this program shall be produced in English only.

c. Attachment C - LINC AV Treatments, Page 88-96. Should we assume there will be 20 to 25 events featured, and that vendor is responsible for writing the on-screen interpretive text and researching and licensing (if necessary) archival imagery to support the interpretive text?

RESPONSE: In accordance with Attachment C, LINC AV Treatments, Page 58, this interactive program shall feature 15-20 curated stories that demonstrate how the Lincoln Memorial has been used as a stage for expression. Sample content for this program is provided on Pages 88-96 of Attachment C. The contractor shall be responsible for writing all on-screen text and researching/acquiring/licensing all archival assets.

17. EP-05-00-500 CONCLUSION BALCONY

How many phrases, speech excerpts, and languages are desired?

RESPONSE: Sample content for this program is provided on Attachment C, LINC AV Treatments, Pages 60-68. Visitors can select one of four ideals, and each ideal shall contain 20-30 unique phrases. All content shall be available in English, Spanish, French, German, Mandarin, Korean, and Japanese.

21. EP-03-00-500

Immersive Theater. Is this a final script or is it expected to be reviewed with the possibility of creating a final script to organize the material slightly differently but using the parameters for visuals as outlined?

RESPONSE: The Immersive Forum Theater Show treatment provided in the design package represents the desired creative direction but will require additional development and scripting by the fabricator prior to production. Refer to Section 3.7.2.1.4 of the Task Order for pre-production requirements for electronic programs.

22. How much of the archival material is estimated to be in the public domain or from the government-- some sources are listed in the sample content section of the AV treatments brief.

RESPONSE: The contractor shall be responsible for researching, acquiring, and licensing all archival material used in each program, and for determining the percentage of archival assets that are in the public domain.

23. The solicitation (3.7.2.2) requires a mock-up of the theater. The documents show that RLMG did on-site testing. Is it expected that the mock-up will be on-site or at the AV producer's studio?

RESPONSE: The contractor shall propose a method to accomplish the mock up as suitable for testing.

24. How finalized is the content for all of the pieces? In the submitted treatments, for each of the pieces there is sample content. Is it possible to detail how close to final each of the elements is or what interest there is in revisions?

RESPONSE: They are treatments and are not final. It is the offerors responsibility to provide the final.

25. For archival material, potential sources are listed in the sample content and in the treatments.

26. What is the general contractor’s completion date?

RESPONSE: The general contractor’s schedule is unknown currently and not part of this solicitation. The exhibit installation by the awardee from this solicitation shall be completed on or before March 20, 2026

27. Can you provide Architectural drawings of the exhibit space.

RESPONSE: The Architectural drawings shall be provided to the awardee for this solicitation at the postaward as follows:

28. When will answers to bidders’ questions be provided?

RESPONSE: This amendment provides answers to all questions received prior to the date and time required in the solicitation.

29. Please provide clarification of the General Contractors’ scope of work.

RESPONSE: The General Contractors scope of work is not part of this solicitation. There is work to be coordinated with the building general contractor as outlined in the Scope of work Under Item 2, General Requirements.

30. Is the General Contractor providing the American Gothic White Ash wood wall planks?

RESPONSE: EX.01.01 refers to WD-1 at this location as N.I.C (Not in contract). This is incorrect and shall be changed to “provided and installed by the exhibit fabricator” this is to allow the exhibit fabricator control over the materials, including any printing required on the material prior to installation. WD-1 is also changed to be Species : White Oak S-48321, Grade : American Gothic. This is a solid flooring and paneling product sourced from Agricultural Deconstruction, available from Pioneer Millworks.

31. If not, is the American Gothic White Ash expected to be solid or engineered and with what type of stain and finish.

RESPONSE: WD-1 is changed to be Species : White Oak S-48321, Grade : American Gothic. This is a solid flooring and paneling product sourced from Agricultural Deconstruction, available from Pioneer Millworks.

32. Please define the exhibit fabricators’ scope of work in areas EX.01.30/WX.01.31.

RESPONSE: The drawing shows work to be performed by the exhibit fabricator. The drawing shows a built out light box, featuring glass faces, internal LED lighting and surface mounted features, such as a rail, and an AV enclosure mounted through the glass front. The base has a bronze grill installed. All work by the exhibit fabricators as indicated on EX.01.03

33. Clarification of the scope at EX.02.40 Mural Wall and EX.02.40 Quote Wall as well as

EX.08.10 Graphic Mural.

RESPONSE: Graphics printed/applied to a wall surface.

EX.08.10 refer to Attachment F, LINC Graphics Design Package page 77. Print to wooden slats. EX.02.40 is the LINC Cross Section Model – and not a mural wall, or a quote wall, which are different.

34. May a cast resin such as FRP be used in place of cast metal or a printed resin such as GFN?

RESPONSE: The offeror shall propose or recommend alternative approaches in their technical and cost proposals.

35. If GFN resin were acceptable would production ready 3-D digital files be provided.

RESPONSE: The contractor is responsible for creation of Final Production Ready files.

Files may be provided by the Government for reference but are not final production ready files.

36. Is there a workspace in the museum where the window film installer can layout horizontally three sequential consecutive sheets of glass for film installation purposes?

RESPONSE: This would need to be determined by the COR and Park after contract award.

37. Will the client provide Production Ready Art (PRA) files for this exhibit

RESPONSE: Yes, during the postaward meeting.

38. If there are any discrepancies between the Attachments define the hierarchy of order for the correct answer.

RESPONSE: Scope of Work, Contract documents, Specifications, Attachments, larger scale details take precedence. In the case of discrepancies, the contractor shall confer with the CO and COR to resolve discrepancies.

39. Are there any additional labels required other than those listed as in the attachments?

RESPONSE: No.

40. Is there either an allowance for labels not identified in Attachments?

RESPONSE: All labels are identified in the attachments.

41. Will all files have high resolution links to images with the links named the same in both the link and file?

RESPONSE: All Production Ready Graphics are Adobe Indesign with high resolution links, non High resolution links will be labelled FPO, if any are present.

42. Will all files have the correct colors assigned with the same nomenclature between both the link and the file?

RESPONSE: It is expected that most of the colors have the same nomenclature between the link and the file but that will need to be confirmed by the contractor upon receipt. The contractor shall be responsible for ensuring all files have the correct colors assigned with the same nomenclature between the link and the file.

43. Any file inspected and found to need correction will be returned to the National Park Service for those corrections RESPONSE: The contractor is responsible for all work in accordance with the IDIQ contract including attachments and this scope of work.

44. Is digital scanning required, if so, is there an estimate of how many scans will be needed?

RESPONSE: The offeror shall refer to the Graphic Production schedules

45. Are any custom illustrations required? Design style, size of final output.

RESPONSE: The offeror shall refer to the Graphic Production schedules

46. Will the supplied files be production ready with all text content flowing in and image links supplied.

RESPONSE: It is expected that generally, the government-furnished files will be production ready with all text content flowing in and image links supplied. For files that are not, the contractor is responsible for ensuring all files have text content flowing in and image links supplied.

47. Please confirm that by production ready files have been assembled and fabricator is not building files from designer provided templates, flowing in text and other design production type work other than preparing files for final print production.

RESPONSE: It is expected that generally, the government-furnished files will be production ready. For files that are not, the contractor is responsible for preparing files for final print production. Production Ready Files shall be provided at the Post Award meeting and shall be reviewed timely by the contractor.

48. Text should be live not outlined or embedded.

RESPONSE: The purpose behind this statement is unclear as it is not a question.

49. Confirm format of files (Adobe Illustrator, InDesign, PhotoShop, etc.)

RESPONSE: Adobe InDesign for production files, may include Illustrator Artwork, and other formats.

50. Do files have low resolution FPO correlated to linked images showing any final cropping.

RESPONSE: No

51. Will any supplied linked images require retouching or any other type of graphic production, if so, is there an estimate for the extent of this work?

RESPONSE: It is expected to be minimal. The contractor is responsible for all work in accordance with the IDIQ contract including attachments and this scope of work.

52. Is a full-size set of content samples for each graphic line item required for this project?

RESPONSE: Yes, Proof review is required as outlined in the SOW.

53. How many reduced size samples, 12 X 12s, are required for this project?

RESPONSE: Information is provided in the SOW for all materials samples and finishes samples.

54. Are all colors specified as PMS or are there CMYK custom color builds?

RESPONSE: It may vary based on the source. Colors may be spot, RGB, and or CMYK.

Refer to Attachment 1, Exhibit Planning, Design, and Fabrication Specifications.

55. Provide a PMS equivalent for each CMYK custom color build RESPONSE: This is the responsibility of the contractor.

56. How many CMYK custom color builds are required in this package?

RESPONSE: The contractor shall review the Graphic Production Schedules. The contractor is responsible for timely review of all files after receipt.

57. Any additional time or expense required by the Exhibitor to correct delivered artwork will be charged back to the Park Service as a modification to the contract.

RESPONSE: This is a firm-fixed-price contract which shall include all associated costs which may be required to correct artwork, if required.

58. 60. The description for Fixture Type TC states 10” long Threaded rod Mounted LED Framing Projector with four blade shutter system, and interchangeable lens barrels. Please confirm this is not required.

RESPONSE: This is required.

61. Fixture Type GC: Per the manufacturer’s rep, the GE Power Grid product has been discontinued and they do not have a direct replacement. Please specify an alternate product.

RESPONSE: Alternatives to discontinued equipment is addressed in the scope of work.

Alternate/Replacement items shall be proposed by the contractor in their proposal and cost plan for review and approval.

62. Control Note #8 on the Lighting Control Riser page mentions servicing the automated fixtures.

Is this just for the duration of the install and programming or is the expectation to provide a service contract? And if so, for how long?

RESPONSE: No service contract is required under this contract. Installation method, and approach must accommodate the ability to service the fixtures and provide reasonable access to service staff.

63. Would we be able to have access to a complete set of Exhibit drawings, so we can see how many fixtures we may need for the wayfinding signs?

RESPONSE: Exhibit drawings have been provided as attachments to this solicitation. We highly recommend reviewing all attachments prior to proposing on this project.

64. If complete a set of Exhibit drawings is not available, can we be provided with access to the architectural drawings?

RESPONSE: Exhibit drawings have been provided as attachments in this solicitation.

Architectural drawings will be provided at the postaward meeting.

65. For Type CM Single & Double Mounts for Moving Lights:

a. What is the Steel Base Plate thickness?

RESPONSE: The offeror is responsible for obtaining this information in the provided Attachments.

b. Which type of concrete anchors will be utilized/preferred?

RESPONSE: As deemed appropriate for the site, and as acceptable to the building engineer.

c. What is the final finish required on the pipes/baseplate?

RESPONSE: The final finish and color have not been determined. The goal is to use a color which will “blend” in with the surrounding environment which has not been specified. The contractor shall propose to the government for review and approval.

d. In our opinion, there are more effective, efficient, and cost-effective ways of welding these pipes together. Is the design shown on LT-01.05 purely conceptual and are minor design changes amenable?

RESPONSE: Offerors may propose any alternatives for review and approval.

e. According to the drawings we received, there appears to be (2) Single Mount units, and (4) Double Mount Units. Are these total quantities, correct?

RESPONSE: This information is provided in the Attachments.

f. In the absence of architectural drawings, is there a verified pathway for these oversize stands to access their installed positions?

RESPONSE: Yes, there is a verified pathway. Architectural drawings will be provided to the awardee during postaward.
