GENERAL INFORMATION
This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P2125Q0035. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2025-03 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

Award Selection Process:
Per FAR Part 13.106-2(b) evaluation will be conducting by comparative evaluation to select the contractor that is best suited and provides the best value considering the evaluation factors in this solicitation. This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2)).
1. Price.
- The Offeror must provide a firm-fixed price quote that takes into the timeline to completed in the assignment as described in the Statement of Work (SOW) or otherwise provide an alternative timeline with justification.
2. Technical: Technical is the factual documentation of the firm’s ability to meet the specifications.
a. Licensing & Credentials I. State Certification - The Offeror, i.e. the contractor making the proposal, must hold a current Certified General Appraiser license in the State of New Mexico, or have the ability to obtain a temporary practice permit from the State of New Mexico prior to site inspection. A copy of the Offeror’s valid State Certified General Appraiser license must be included in the proposal. If the appraiser is licensed in another state and applying for a license in the subject jurisdiction, they must provide a copy of the Certified General Appraiser license from the state that they’re currently licensed.
II. Professional Designations/Licensed Appraisal Instructors - A designation from a recognized professional appraisal organization, or an offeror that is a licensed appraisal instructor will be considered but is not required. If the offeror is a member of a professional organization or licensed appraisal instructor, this should be identified in their Appraiser Statement of Qualifications with the name of the organization, and the level, type, or category of such membership/licensure.
III. Licensed Associate Appraiser Requirements: Sub-contracting of this assignment is not permissible. Employees of the contracted Offeror that are state licensed appraisers may provide assistance to the awarded Offeror. The proposal must outline the roles and responsibilities of each identified Licensed Associate Appraiser. Licensed Associate Appraiser qualifications must be included with the proposal along with a copy of their state appraiser license. No other associates may work on the award without prior written authorization from the National Park Service. If Licensed Associate Appraisers contribute to the development and/or report writing of the appraisal, their assistance must be detailed in the scope of work and certification of the appraisal report. If the Offeror does not list anyone else as providing assistance in the proposal, it is expected that Offeror is doing 100 percent of the research, verifications, property inspections, valuation analyses and appraisal writing.
III. Geographic competency will be considered based on the information provided in the Offeror’s Appraiser Statement of Qualifications and the list of appraisal assignments provided in the proposal. If the Offeror has experience with similar assignment types, intended use, and applicable standards, but not in the local geographic market, then the Offeror may identify this in the proposal, and describe how they propose to gain geographic competency in the property’s market.
IV. The quote shall include comparable sale summary sheets for similar assignment types that demonstrate the Offeror’s typical reporting levels.
Comparable sale summary sheets in compliance with UASFLA are preferred.
V. The appraiser must provide a copy of a certificate of completion of their most recent UASFLA course. Completion certificates dated within the past 5 years are preferred.
b. Offeror shall provide a full schedule of activities that takes into consideration all project deadlines as outlined in the statement of work. If an offeror cannot meet the timeline in the statement of work the offeror must provide an alternate timeline and address why the timeline in the statement of work is not adequate.
c. Key personnel experience and qualifications.
I. Experience will be rated based on the Offeror’s experience relevant to the property’s assignment type and characteristics. The Offeror shall provide a list of 5 comparable assignments completed in the past 5 years as outlined below.
The amount of experience and complexity of assignment will be considered.
II. A list of five appraisal assignments completed within the past 5 years including the following information:

3. Past Performance: Past Performance is the factual documentation or narrative of a firm’s experience, qualifications, and capability, along with providing three examples of their firm’s most recent projects within the past five years of similar size scope and location to this project. NOTE: The evaluator may contact any of the client contacts provided in the list of appraisal assignments for past performance.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
INSTRUCTIONS TO OFFERORS:
Quotes must be in accordance with and in the order detailed in this section. Failure to submit quotes according to the instructions provided within the solicitation may result in the respondent’s quote not being considered for award.
All interested parties shall be registered in the System for Award Management or SAM at time an offer or quotation is submitted.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services. 52.232-40 Providing Accelerated Payments to Small Business Subcontractors (Mar 2023) (a)
(1) In accordance with 31 U.S.C. 3903 and 10 U.S.C. 3801, within 15 days after receipt of accelerated payments from the Government, the Contractor shall make accelerated payments to its small business subcontractors under this contract, to the maximum extent practicable and prior to when such payment is otherwise required under the applicable contract or subcontract, after receipt of a proper invoice and all other required documentation from the small business subcontractor.
(2) The Contractor agrees to make such payments to its small business subcontractors without any further consideration from or fees charged to the subcontractor.
(b) The acceleration of payments under this clause does not provide any new rights under the Prompt Payment Act.
(c) Include the substance of this clause, including this paragraph (c), in all subcontracts with small business concerns, including subcontracts with small business concerns for the acquisition of commercial products or commercial services.

Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP) (Feb 2021)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor.
To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Products and Commercial Services included in commercial item contracts.
