1.0 PROJECT BACKGROUND

Sand Island (Waabaabikaa-minis in Ojibwe) is an outstanding place to view the return of wild nature to lands that have experienced many complex and changing human uses. Second growth forests, old farm clearings, foundations, and existing structures all tell stories about the people who used and continue to use Sand Island. By 1918, Sand Island supported a population of more than 100 people. The majority of these were Norwegian immigrants who farmed and fished for a living. The stories of long time Sand Island residents offer interesting glimpses of life on the Apostle Islands.

Native Americans have occupied the islands and surrounding area for thousands of years.

According to their written and oral history, the Ojibwe were the original inhabitants of this area. In order to gain the materials they needed to survive, they traveled throughout the islands with their main village being on Madeline Island (Moningwunakauning). The Ojibwe once traveled throughout this area without boundaries until the 1800s when their lives began to change drastically. At that time the United States government negotiated a series of treaties with the Ojibwe which established reservations where many Ojibwe reside today. The treaties lessened the area where the Ojibwe could harvest, which in turn created hardships. Confined hunting and gathering depleted the resources the Ojibwe could rely upon.

The creation of the Apostle Islands National Lakeshore in 1970 greatly affected the natural and cultural resources of the area. The National Park Service is helping to preserve and restore some of the area that has been impacted over the years. The Ojibwe today are working hard to bring back the knowledge that is needed in order to survive on this land.

There are 21 islands in the national lakeshore archipelago, sea caves, lighthouses, 12 miles of mainland accessible by car, and wilderness to discover. The places to go to for recreation, solitude, reflection, and beauty are spread out over 720 square miles in the Apostle Islands of Lake Superior. Whether visitors are paddling a sea kayak, sailing through the islands, hiking a trail, or visiting a historical structure, there are many ways to experience the park. The islands are accessible by water only. Due to the distance between islands, it can be hard to see the entire park in one visit. Transportation to and from Sand Island will be provided by NPS-operated boats during the site visit. Inclement weather may impact the ability to safely travel between the mainland and Sand Island. NPS staff will make the determination if it is safe to travel.

2.0 GENERAL

The project shall be for the planning, design, and audio description of nine (9) wayside exhibits for Apostle Islands National Lakeshore in Bayfield, Wisconsin. The exhibits will be located on Sand Island along an accessible boardwalk between East Bay and Hansen Farm. Due to the seasonal threat of inclement weather creating unsafe travel conditions to Sand Island, a site visit must be conducted no later than September 3-5, 2024.

The Wayside Proposal provides the overall concept and direction for each wayside exhibit documenting everything from purpose to site conditions. It is critical to present clear direction and requirements for each wayside, to understand goals, purpose, and what is to come later in the design phase. A well-structured and clear proposal will also determine if the project is within schedule and budget and other specific parameters. 3.3.2 Wayside Proposal 2 (P2)

During this phase the contractor shall:

1) Develop and submit Wayside Proposal 2 that reflects approved changes, refinements, and selections from Wayside Proposal 1, including:

a. Updated production budget

b. Updated project schedule

c. Updated resource list, ordered by exhibit number, and including source, cost, status, and use rights.

2) Participate in a conference call to reconcile COR review comments. Provide written documentation of all decisions made.

3.4 Wayside Design Development

The Wayside Design Development phase develops the Wayside Proposal into the Wayside Design by drafting and revising wayside exhibit design layouts with graphics and content integrated for each wayside panel. The work in this phase is organized into three (3) sub-phases:

Design Development 1 (DD1), Design Development 2 (DD2), and Design Development 3 (DD3).

Each phase incorporates the work of the preceding phase and its review comments.

Design Development 1 builds on the work approved in the Wayside Proposal phase.
