This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation Number 140P2124R0042 is issued as a Request for Proposal (RFP) constitutes the entire solicitation. Proposals and price quotations with detailed breakdown are being requested. This acquisition will be conducted pursuant to FAR Part 13. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2024-04, effective May 1, 2024.
This is set aside for small business concerns under the North American Industry Classification System (NAICS) 339950, Sign Manufacturing Services with a related small business size standard of 500 employees.
The government anticipates award of one (1) best value, firm-fixed price contract.
REQUIREMENT: The contractor shall provide all services including labor, materials, equipment, facilities, and travel necessary to plan, design, fabricate and install wayside exhibit structures, graphic layouts, and artwork for Katahdin Woods and Waters National Monument (KAWW) in Penobscot County, Maine, in accordance with the specifications as detailed in this contract and its attachments.
Due to space limitations, the complete commercial item specifications are contained in Solicitation Number 140P2124R0042. Interested contractors should download this document. The National Park Service is not responsible for locating or securing any information that is not identified in the quotation. The government contemplates award of one best value, firm-fixed price contract resulting from this solicitation.

• Questions to the solicitation are due via email by 10:00 AM ED on May 20, 2024. Questions submitted using any other method will not be entertained. All questions concerning this request for proposal should be referred to Sheila Spring, Contracting Officer via email at sheila_spring@nps.gov. Offerors who contact anyone outside of the Office of Acquisition Management regarding this requirement may automatically be excluded from competition.
• Proposals are due via email by 10:00 AM ED on June 6, 2024. The address is included in the solicitation for mailing flash drives in the event files are over the threshold for submitting via email. Flash drives MUST be received by the date and time specified for proposals or it will be considered late and handled as such in accordance with FAR Policies and Procedures. Offerors are hereby notified that if your proposal is not received by the date/time and at the location specified in this announcement, that it will be considered late.

KATAHDIN WOODS AND WATERS NATIONAL MONUMENT
1. PROJECT BACKGROUND
Katahdin Woods and Waters National Monument protects the mountains, woods and waters where the East Branch of the Penobscot River and its tributaries, including the Wassataquoik Stream and the Seboeis River, run freely. This wild landscape in Maine's North Woods invites discovery of its rivers, streams, woods, flora, fauna, geology, and the night skies that have attracted humans for millennia.
Katahdin Woods and Waters National Monument is a recently designated unit of the National Park Service. Since becoming an official site in 2016, the area needs interpretive signage throughout to help illuminate stories of cultural, historic, and natural significance. Much of the terrain throughout the monument consists of little surface dirt with rocky terrain. All of the roads in the monument are unpaved and many are actively traveled logging routes.
2. SCOPE AND OBJECTIVES
The project shall be for the planning, design, fabrication, and installation of wayside exhibits for Katahdin Woods and Waters National Monument in Penobscot County, Maine. The project includes coordination with the Contracting Officer (CO), Contracting Officer’s Representative (COR), and park staff.
The contractor shall provide all services including labor, materials, equipment, facilities, and travel necessary to perform the work in accordance with the specifications as detailed in this contract and its attachments. Work shall include the planning, design, fabrication, and installation of all wayside exhibit structures, graphic layouts, and artwork. Work shall also include comprehensive research to obtain thorough reference material necessary to plan, design, fabricate, and install all items required in this contract.
2.1 General Requirements
2.1.1 Project Management
The Project Manager shall schedule, coordinate, oversee, and manage work produced under this contract.
The Project Manager shall be the single point of contact between the contractor and the COR. The Project Manager shall be in contact with the COR on no less than a monthly basis.
In addition, the Project Manager shall perform the following work:
1. Quality Control
Provide quality control to ensure that all elements of project work meet the requirements of the contract specifications and that all modifications are implemented. Provide routine inspections of in-house and subcontracted work. Ensure that all work not acceptable or compliant with the specifications is corrected prior to inspection or review by the COR.
2. Schedule
The contractor shall prepare an overall project schedule including milestone dates for all submittals, fabrication, and submit to the COR for approval. The contractor shall track all work progress to ensure that the project is completed according to the schedule. The contractor shall coordinate and confirm the dates for all work with the COR. The contractor shall notify the COR in advance, in writing when work shall not be completed by the dates in this contract and provide an updated schedule for completion. Consultation with federally recognized tribes shall be factored into the overall schedule and will require at least a 30-day review period to review materials.
3. Meetings
The project manager shall be present at all project meetings. The contractor shall coordinate with the COR to schedule the following meetings:

4. Submittals
Submittals and reviews are the key communication points between the contractor and the COR which document a project’s overall progress and any remedial actions necessary to produce complete and acceptable deliverables. For this contract, a submittal is defined as all physical samples and project and production documents and electronic files (i.e., drawings, schedules, facsimiles)—any and all material that together represents the level of development of work at a given time—provided by the contractor to the COR for review and approval. At any point in the planning, design, or fabrication process, the COR may require informal submittals of the contractor’s work-in-progress to document the status and level of development of the project.
Coordinate all contractor and subcontractor submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements prior to submitting to the COR. Forward all submittals to the COR for distribution, review, and approval. The review timeline shall begin on the date the COR receives both the electronic and hardcopy files.
The contractor will receive all reviewed submittals and take appropriate action according to the acceptance or rejection by the COR, as follows:
1) Accepted Submittals—The contractor shall ensure that all changes, revisions, or additions required by review comments are addressed and incorporated into future submittals, and shop drawings and instructions are revised, updated, and incorporated into future submittals.
Accepted with Revisions—At the discretion of the COR, the government may accept the overall submittal, and ask for resubmittal of individual elements or pages to be updated or corrected prior to moving to the subsequent deliverable or phase of work.
2) Rejected Submittals—When submittals are rejected, the COR shall notify the contractor, in writing, identifying the reasons for rejection. The contractor shall ensure that the submittal is completed and/or revised as required and resubmitted within the time scheduled by the COR. Reasons for rejection include:
1. Incomplete Submittals – Acceptance of the submittal is delayed because required elements are missing. The contractor shall submit all missing elements.
2. Unacceptable Submittals – The submittal is rejected due to poor quality of work or work that does not otherwise meet the established project goals. The contractor shall submit new material.
3. Submittal Format
a. Two (2) printed copies and one (1) electronic PDF copy of each document submittal are required.
b. Submittals shall be sent via overnight delivery service.
c. Both printed and electronic submittals shall be delivered seven (7) calendar days prior to scheduled presentations of the material.
d. The contractor shall provide copies of any Microsoft Office submittals in an accessible 508 compliant format.
4. Transmittal Sheet
The contractor shall include a transmittal in the form of a printed letter, PDF document, e-mail, or fax cover sheet along with all samples, proofs, prints, reports, digital files, digital images, and multimedia files, sent from the contractor to the COR. This includes all copies sent to the park or other copied recipients.
The transmittal shall include the following information:
• "From" (contractor's name and contact information);
• "To" (COR's name);
• Date submittal was shipped;
• Project name and park name;
• Itemized list of contents; and
• List of copied recipients who received the same submittals.
2.1.2 Accessibility
Wayside exhibits planned, designed, and fabricated for the National Park Service (NPS) shall follow the latest published version of Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media. These guidelines are a combination of best practices, NPS and Department of the Interior directives, and federal laws. Federal laws include the Architectural Barriers Act, Sections 504 and 508 of the Rehabilitation Act as amended, and the 21st Century Communications and Video Accessibility Act.
The contractor shall be aware of and pursue principles of universal design throughout all phases of the planning, design, and fabrication process. Universally designed wayside exhibits can be accessed, understood, utilized, and appreciated to the greatest extent possible by all users regardless of ability. Universal designs reflect not only accommodations to select groups but approaches that are broadly inclusive and integrated into a larger whole to the benefit of all users. Principles of universal design are detailed in Appendix C of Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media.
Accessibility requirements for visitors with specific disabilities shall be addressed within the designed wayside exhibits. If the site or criteria of the project do not address accessibility as defined in the attachments, or poses challenges to accessibility (e.g., inaccessible location of wayside exhibit), a full description of required corrective actions shall be provided to the COR for any proposed accessibility solutions. The government shall review proposed solutions and when deemed necessary, provide additional guidance to the contractor up to and including exceptions and/or modifications to the contract to address outstanding accessibility requirements. Refer to Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media for requirements addressed under specific disabilities.
1) Audio Description for Wayside Exhibits
Every wayside exhibit shall have audio description for people who are blind or have low vision. Audio Description will be delivered through the park’s mobile app. Audio description shall be based on provided video of wayside site showing the immediate and surrounding area.
2) Transcript of the Narrated Content
Wayside exhibits that include audio shall have transcript of its narrated content made available either on site, or other location determined appropriate.
2.1.3 Design Parameters
The contractor shall plan and design wayside exhibits, in close consultation with the COR and project subject-matter experts.
• Use Rights
The contractor shall acquire use rights and production-quality copies of all third-party images and other intellectual property required to produce the graphic layouts in the exhibit as specified in Attachment A, National Park Service Wayside Exhibit Planning, Design, Fabrication, and Installation Specifications. All images shall be able to be displayed by the government in other media to promote or display the wayside exhibit.
3. PLANNING AND DESIGN SERVICES
Work shall include planning and designing wayside exhibits services including audio description of all fabricated wayside exhibit elements. See Attachment A, National Park Service Wayside Exhibit Planning, Design, Fabrication, and Installation Specifications.
3.1. Wayside Exhibit Proposal – See Attachment C, Sample Wayside Proposal
Update and finalize Attachment M, Starter Proposal, for up to twenty-eight (28) wayside interpretive exhibits. In addition to a standard proposal, include the following:
- One map o Locations of proposed exhibits
- Illustrations References
3.2 Wayside Exhibit Plan – See Attachment H, Sample Plan
Create production-ready InDesign files for up to twenty-eight (28) wayside interpretive exhibits.
The plan shall incorporate text and graphics. Contractor to acquire and document all use rights information.
3.3 Text
Contractor shall research and create all text following NPS standards found in Attachment I, Typographic Standards and Attachment K, HFC Editorial Style Guide. The use of Penobscot glyphs and characters may be necessary for wayside exhibits. Government to furnish typeface.
3.4 Graphics
Contractor shall research and obtain use rights (outside of stock photography or government furnished materials) for up to thirty (30) images that allows for an image or PDF of the wayside exhibit to be displayed by the government in other media to promote or display the wayside exhibit.
Existing images and/or illustrations to be provided by the government upon request.
3.5 Maps
Create the following maps according to Attachment F, Wayside Exhibit Map Standards.
3.5.1 Modify one (1) existing park overview map to make usable for wayside exhibit.
Government to furnish most recent Adobe Illustrator file. Each instance of map shall include a unique “You Are Here.”
3.5.2 Create up to twelve (12) 2D, area-specific trail maps including unique “You Are Here” and access data. Access data includes surface, tread width, grade, and cross slope
3.6 Audio Description
Create audio description scripts for all wayside exhibits. Audio description content shall describe each wayside element, images/items within the wayside element, tactile elements, all text within the wayside element, and what the sighted visitor sees in the surrounding vistas related to subject being interpreted. Audio description should comply with Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media.
3.7 Illustrations
Create the following three (3) full size and color illustrations.
Create new artwork to depict the history of the Penobscot River, its significance to the Penobscot and Wabanaki people, and the logging industry throughout time.
Create new artwork to educate visitors on the rich biodiversity of Lynx Pond/Deasey Ponds. Both aquatic and plant life to be featured above and below the water.
Create new artwork to depict the significance of the Wassataquoik, and how it was originally a fishing destination for the Wabanaki people.
4. FABRICATION
Work shall include the creation of illustrations, fabrication of panels, bases, and shipping of all fabricated elements.
4.1 Illustrations – Create up to three (3) new illustrations as determined in final proposal.
4.2 Panels
Fabricate the following double-sided aluminum panels for outdoor use.
• Up to Nineteen (19) – 36” width x 48” height
• Up to Four (4) – 36” width x 24” height
• Up to Two (2) – 42” width x 24” height
4.3 Magnetic Bulletin Board Case Panels
Fabricate the following magnetic bulletin cases for outdoor use.
• Up to Three (3) – Exact sizing to be determined at the site visit.
4.4 Base Hardware
Fabricate the following painted aluminum bases with cane strike bars in accordance with Attachment G, VIS Hardware Manual as determined in the final proposal. Types of bases may include low profile, double-inline upright, triple-inline upright, wall-mounted frames, bulletin cases, accessory bars with brochure holders. Paint color shall be NPS Dark Brown, spatter coat.
All bases shall have a 10-year warranty against structural failure.

5. INSTALLATION
All items shall be packaged, shipped to the park, unpackaged, assembled, and installed according to approved fabrication/shop drawings. Contractor is responsible for removing and recycle shipping containers and packing materials. The general installation site shall remain open to visitors during the installation period. The immediate area where the work is occurring shall be closed off by contractors’ stanchions, caution tape, and “Do Not Enter” signs. Contractor shall provide all equipment and hardware necessary to install all items fabricated. Contractor shall not use Government equipment. Any damage to paint on base structures shall be touched up. All wayside exhibit structures shall be thoroughly cleaned to remove dirt, prints, and smears from all surface areas.
6. PACKAGING AND DELIVERY
All deliverables shall be shipped Free On Board (FOB) destination, within consignee’s premises, with all shipping and transportation costs prepaid, unless otherwise specified below. Deliverables shall be shipped by either registered or certified mail to ensure that shipments can be traced, if lost.
No loading dock is available at park—ensure lift gate is included with delivery vehicle for unloading. Park must be notified no less than three (3) days prior to final delivery of panels, bases, and tactile element. Delivery will only be accepted Monday through Thursday.

7. WARRANTY
The contractor shall guarantee the workmanship against defects in work and material that might appear under extremely high visitor use and variable weather and climate conditions for a minimum of ten (10) years warranty for wayside exhibit graphic panels and a minimum of ten (10) years warranty for wayside exhibit bases, structures, and hardware. Bronze tactile elements shall have a minimum of ten (10) years warranty. Non-bronze tactile elements shall have a minimum of five (5) years warranty. Electronic components shall have a minimum of one (1) year warranty. The warranty period shall commence with final acceptance of work. This shall include all labor and parts at no additional cost to the government.
Wayside exhibit graphic panels shall have a minimum of ten (10) years warranty against fading, cracking, warping, and delaminating. Wayside exhibit bases, structures, and hardware shall have a minimum of ten (10) years warranty against structural failure including complete rusting through of weathering steel, welds, or complete corrosion of aluminum, as applicable. Exhibit base paint shall have a minimum of one (1) year warranty against fading, chipping, and cracking. Warranties shall exclude coverage for intentional vandalism, accidents, or force majeure.
If during this warranty period, defective workmanship, materials, or equipment are identified by the government, the contractor will be notified, in writing, as to liability and responsibility for corrective action at no cost to the government.
Action may include but is not limited to:
A. Placing all work into satisfactory condition;
B. Making good all damages to equipment, the site, the building, or contents thereof, that have resulted from such unsatisfactory work; and
C. Making good any work, materials, or equipment that are disturbed in fulfilling the guarantee including any work, materials, or equipment that may have been guaranteed under another contract.
Should the contractor fail to proceed with work in accordance with the guarantee within seven calendar days from the notice of corrective action(s), the government will have such work performed at the expense of the contractor.
In no event will the government be responsible for any extension or delays in the scheduled deliverables or periods of performance under this contract as a result of the contractor’s obligations to correct defects, nor shall there be any adjustment of the delivery schedule or period of performance as a result of the correction of defects unless provided by a supplemental agreement with adequate consideration.
If the government returns any work to the contractor for correction or replacement under this contract, the contractor shall be liable for transportation charges up to an amount equal to the cost of transportation by the usual commercial method of shipment from the place of delivery specified in the contract (irrespective of the F.O.B. point or the point of acceptance) to the contractor’s plant and return to the place of delivery specified in the contract. The contractor shall also bear the responsibility for the work while in transit.
The contractor shall be liable for the reasonable costs, including travel of personnel, and disassembly and reassembly of larger items when it is necessary to remove the work to be inspected and returned for correction or replacement.
8. PERIOD OF PERFORMANCE
All work, including review and approval, shall be completed on or before August 31, 2026.
9. REVIEW AND APPROVAL
Review and approval of the deliverables shall be completed within 45 calendar days. The COR shall notify the Contractor, in writing, of approval or rejection of the work.
10. PAYMENT SCHEDULE

12. TRAVEL
In accordance with Public Law 99-234, "Federal Civilian Employee and Contractor Travel Expense Act of 1985", travel-related expenditures for contractor's personnel are restricted to the limits established for federal employees. This includes mileage for company-owned vehicles.
The contractor shall travel as required to support program tasks. All travel arrangements are to be made by the contractor. Payment for transportation, per diem, mileage, parking, and other fair and reasonable travel expenses will be paid in accordance with the effective Federal Travel Regulations as amended and supplemented by the Department of the Interior travel regulations where applicable. No Federal travel authorizations are to be issued. The contractor shall make every effort to keep travel costs to a minimum. No reimbursement will be made for parking at a contractor's normal place of work. No overhead, profit or G&A shall be allowed on travel costs.
Travel costs shall be reimbursed in accordance with the Federal Travel Regulations. Travel is only funded to the extent specified within the travel CLIN. The contractor shall not incur any travel costs in excess of the amount funded within the travel CLIN. The government shall not be liable for any travel related costs incurred by the contractor which are in excess of the total amount funded within the travel CLIN.
If the contractor has reason to believe they may exceed the amount funded on the travel CLIN, they shall notify the government Contracting Office immediately. Additional funding may only be added to the travel CLIN through a formal signed modification issued by a government Contracting Officer. Profit, fee, G&A or overhead may not be incurred on travel costs.
13. Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP)
(February 2021)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice
Invoice to be on company letterhead with stated contract number.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can https://www.ipp.gov/ be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

14. ADDITIONAL WORK
Any additional work not detailed in this contract shall be approved, in writing, by the Contracting Officer via a bilateral modification.
15. LOSS OR DAMAGE
The contractor shall be liable for any loss or damage to any government property caused by negligence, theft, or willful misconduct of the contractor, his agents, servants, and employees, and shall indemnify and save the government harmless against all actions, proceedings, claims, demands, costs, damages, and expenses, including attorney’s fees, by reason of any suit or action brought for any actual or alleged injury to or resulting from the performance of this contract. The contractor shall submit a full written report to the Contracting Officer within 24 hours following the occurrence of such damage, loss, or injury.
If due to fault, neglect, dishonesty of the contractor, his agency or employees, loss or damage to government property is incurred during the performance of this contract, the contractor shall be responsible for same. The government, at its option, may in lieu of repayment, require the contractor to replace at his own expense, all such property as directed by the Contracting Officer.
Until the equipment is repaired or replaced, the contractor shall furnish similar, adequate replacement property and/or equipment at no charge to the government, within two business days of the date the equipment has been lost, stolen, or damaged.
16. CONTRACT ADMINISTRATION
A. The National Park Service, Contract Specialist / Contracting Officer address is: National
Park Service, Harpers Ferry Center, Office of Acquisition Management, P.O. Box 50, 67 Mather Place, Harpers Ferry, West Virginia 25425-0050.
The contractor shall use the Contracting Officer as a point of contact on all business and administrative matters concerning this contract. All correspondence, other than that of a technical nature, shall be addressed to the Contracting Officer, with information copies of the basic correspondence to the COR.
B. The National Park Service, COR address is: National Park Service, Harpers Ferry Center, Attention: COR, P.O. Box 50, Harpers Ferry, West Virginia 25425-0050.
The contractor shall use the COR as the point of contact for all technical matters under the contract. Technical correspondence shall be addressed to the NPS COR, with an information copy of the basic correspondence to the Contracting Officer.
17. DIAR 1452.201-70 AUTHORITIES AND DELEGATIONS (SEPT 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum.
The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

18. CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM
NOTICE TO CONTRACTORS
Contractor Performance Assessment Reporting System (December 2015)
A. FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
B. The past performance evaluation process is a totally paperless process using CPARS.
CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
C. We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
D. When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
E. Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a. Contractor Representatives may then provide comments in response to the evaluation or return the evaluation without comment.
b. Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
c. All information provided should be reviewed for accuracy prior to submission.
d. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
e. Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.

f. If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
F. The following guidelines apply concerning your use of the past performance evaluation:
a. Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
b. Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
c. Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.
G. If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.
H. A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.

19. FACILITY SECURITY POLICY
Contractors attending meetings or accomplishing work within the buildings or real property of the National Park Service shall adhere to the security policy of each office. It shall be the responsibility of the contractor to contact the office before work begins for a briefing on security policies.
