National Park Service – Harpers Ferry Center – Con Ops National Solicitation Number: 140P2124R0040 - Exhibit Planning, Design, Fabrication, and Installation Services for Saguaro National Park

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;

proposals are being requested and a written solicitation will not be issued. Solicitation Number 140P2124R0040 is issued as a Request for Proposal (RFP) constitutes the entire solicitation. Proposals and price quotations with detailed breakdown are being requested. This acquisition will be conducted pursuant to FAR Part 13. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2024-04, effective May 22, 2024.

This is set aside for small business concerns under the North American Industry Classification System (NAICS) 337212, Custom Architectural Woodwork and Millwork Manufacturing, and the related small business size standard of 500 employee.

The government anticipates award of one (1) best value, firm-fixed price contract.

REQUIREMENT: The contractor shall provide all services including labor, materials, facilities, and travel necessary to plan, design, fabricate, transport to site, and install all exhibit elements for the Red Hills Visitor Center at Saguaro National Park, in accordance with the specifications as detailed in this contract and its attachments.

The government contemplates award of one best value, firm-fixed price contract resulting from this solicitation.

Flash drives MUST be received by the date and time specified for proposals or it will be considered late and handled as such in accordance with FAR Policies and Procedures. Offerors are hereby notified that if your proposal is not received by the date/time and at the location specified in this announcement, that it will be considered late. 1.0 PROJECT BACKGROUND

Saguaro National Park, located to the east and west of the city of Tucson, Arizona, protects an area dense with iconic giant saguaro cactus, found only in a small portion of the American Southwest.

The Tucson Mountain District, also referred to as “Saguaro West,” consists of more than 25,000 acres of park land, and 43 miles of hiking trails. The TMD includes scrub and desert grassland, and a dense saguaro forest ecosystem. Saguaro National Park is responsible for the protection and preservation of the park’s cultural as well as natural resources. The Tucson Mountain District includes Signal Hill, a petroglyph site accessible to park visitors.

This project is for the planning, design, fabrication, and installation of new exhibits for both the interior and exterior of the Red Hills Visitor Center in the Tucson Mountain District (TMD) of the park.

New exhibits for the Red Hills Visitor Center will address the visitor need for orientation and information at all hours, and will improve visitor flow inside the visitor center. New exhibits will emphasize inclusive storytelling: while not fully bilingual, the exhibits will include content such as, but not limited to, titles and place names in the Tohono O’odham language.

2.0 GENERAL

The project shall be the planning, design, fabrication, and installation of new exhibits for the Red Hills visitor center at Saguaro National Park (SAGU) in Tucson, Arizona. The project includes coordination with the Contracting Officer (CO), Contracting Officer’s Representative (COR), and park staff. The park will seek input from stakeholders, including the Western National Parks Association, the Friends of Saguaro National Park, and the 14 tribal nations traditionally affiliated with the park.

The contractor shall provide all services including labor, materials, facilities, and travel necessary to plan, design, fabricate, transport to site, and install all exhibit elements for the Red Hills visitor center in accordance with the specifications as detailed in this contract and its attachments. Work shall include the planning, design, fabrication, and installation of all exhibit structures, graphic layouts, audiovisual elements, interactive elements, artwork, artifacts, historical vignettes, sculpted models, lighting design, and information desk. Work shall also include comprehensive research for obtaining all necessary reference information and materials to design, specify, and provide comprehensive reference material for all the models, props, and artwork required in this contract. Work requires coordination, through the Contracting Officer’s Representative (COR), with staff at the park to align the exhibit planning, design, fabrication, and installation effort with any necessary building infrastructure improvements dictated by the design of the exhibits. Work shall accommodate the participation of the park’s traditionally affiliated American Indian tribes in the exhibit planning and design process. The park is responsible for the removal of existing exhibits.

All work under this contract shall be performed in accordance with the terms herein, including all attachments. The government shall furnish, as appropriate, required data, materials, and access to project information necessary to perform the production of work as required.

2.1. Project Management

The contractor’s PM shall be the primary point of contact between the contractor and COR. The contractors PM shall have full authority to act for the contractor on all matters relating to the contract, and shall perform the following work:

a. Be available to take or respond to telephone calls or electronic mail messages during normal hours of operation (8:30 am–5:00 pm local time).

b. Establish office procedures to ensure that messages are relayed to the Project Manager when out of the office or because of time zone differences.

c. Respond to emergency messages from the COR on the same day they are received. All non-urgent messages from the COR shall be responded to in no more than two (2) business days.

2.2. Quality Control

The contractor shall provide quality control to ensure that all elements of project work meet the requirements of the contract specifications and that all modifications are implemented.

The Project Manager shall provide routine inspections of in-house and subcontracted work to ensure it meets contract specifications and shall oversee the quality of work produced and implemented at all phases of the project. Any work found not acceptable or compliant with the specifications shall be corrected prior to inspection or review by the COR.

2.3. Government-Furnished Property

If government-furnished material is provided during the course of the work, the contractor shall receive, inspect, and inventory all government-furnished materials, provide a report to the COR of the materials received, and ensure that this material is forwarded to the appropriate unit or person within the contractor’s organization for use in the project. The Project Manager shall notify, in writing via email, the COR within seven (7) days after receipt if government-furnished materials are not satisfactory for their intended purpose. The Project Manager shall notify the COR via email as soon as possible, but no later than three

(3) business days, if government-furnished materials are lost or damaged while in the contractor’s possession. The contractor shall be responsible for the security and protection of government-furnished property or materials in connection with this contract. Following acceptance of all work by the government, the contractor shall return all government-furnished property to the COR.

2.4. Schedule

The contractor shall schedule, coordinate, oversee, and manage work produced and installed under this contract. Track work progress to ensure that the project is completed according to the schedule.

Coordinate and confirm the dates for all submittals and meetings with the COR.

2.4.1 Status Reports

Provide a monthly status report to the COR that includes the status of the project, issues that affect the schedule and budget, and an updated schedule based on the information at hand.

2.4.2 Project Schedule

The contractor shall produce a detailed, complete project schedule listing all required submittals and their review times. The project schedule shall also include site visits, shop inspections, installation activities, and closeout submittals.

The contractor shall submit a preliminary project schedule to the COR for review and approval seven (7) working days prior to the post award meeting. The contractor shall update the approved schedule and resubmit to the COR three (3) working days prior to every project status meeting for the life of the project.

2.4.3 Installation Schedule

The contractor shall coordinate and confirm dates with the COR for shipment, delivery, and installation at the exhibit site. Peak visitor season is February through April, and installation during this period should be avoided.

2.5. Meetings, Travel, and Presentations

Meet with the CO, COR, and park staff as specified below. The contractor shall document all issues discussed and decisions made relative to the project. The contractor shall prepare and distribute to the COR a trip report or meeting minutes of all telephone conversations, site visits, in-person meetings, or other discussions related to the project.

2.6. Submittals

At any point in the exhibit planning and design process the COR may require informal submittals of the contractor’s work-in-progress to document the current status and level of production of the project.

The contractor shall coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements. Forward all submittals to the COR for review and acceptance. Receive all reviewed submittals and take appropriate action according to the acceptance or rejection by the COR, as follows:

2.6.1. Acceptance and Rejections

1. Accepted Submittals – The contractor shall ensure that all changes, revisions, or additions required by review comments are addressed and incorporated into future submittals.

2. Rejected Submittals - When submittals are rejected, the COR will notify the contractor, in writing, identifying the reasons for rejection. The contractor shall ensure that the submittal is completed and/or revised as required and resubmitted within the time scheduled by the COR.

Reasons for rejection include:

a. Incomplete Submittals – Acceptance of the submittal is delayed because required elements are missing. The contractor shall submit all missing elements.

b. Unacceptable Submittals – The submittal is rejected due to poor quality of work or work that does not otherwise meet the established project goals. The contractor shall submit new material.

2.6.2. Submittal Format

1. Three (3) printed copies and one (1) electronic PDF copy of each document submittal are required.

2. Two (2) copies of graphic prints and material samples are required.

3. One (1) physical sample of models, mock-ups, and prototypes is required.

4. Submittals shall be sent via overnight delivery service unless otherwise specified in the scope of work below.

5. Both printed and electronic submittals shall be delivered seven (7) calendar days prior to scheduled presentation of material.

6. Any Microsoft Office submittals shall be provided in an accessible 508-compliant format.

2.6.3. Transmittal Sheet

The contractor shall include a transmittal in the form of a printed letter, PDF document, e-mail, or fax cover sheet along with all samples, proofs, prints, reports, digital files, digital images, and multimedia files, sent from the contractor to the COR. This includes all copies sent to the park or other copied recipients.

The transmittal shall include the following minimum information:

2.7. Accessibility

Exhibits planned, designed, and fabricated for the National Park Service (NPS) shall follow the latest published version of Attachment 5, Programmatic Accessibility Guidelines for National Park Service Interpretive Media. These guidelines are a combination of best practices, NPS and Department of the Interior directives, and federal laws. Federal laws include the Architectural Barriers Act, Sections 504 and 508 of the Rehabilitation Act as amended, and the 21st Century Communications and Video Accessibility Act.

The contractor shall be aware of and pursue principles of universal design throughout all phases of the planning, design, fabrication, and installation process. Universally-designed exhibits can be accessed, understood, utilized, and appreciated to the greatest extent possible by all users regardless of ability.

Universal designs reflect not only accommodations to select groups but approaches that are broadly inclusive and integrated into a larger whole to the benefit of all users. The Principles of Universal Design are detailed in Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media. The contractor shall facilitate additional evaluations, design workshops, and reports to maximize accessibility.

Accessibility requirements for visitors with specific disabilities shall be addressed within the designed and built exhibits. If design decisions pose particular challenges to accessibility (such as artifacts or objects behind glass), additional attention shall be paid to a full description of the accessibility solutions. See Attachment 5, Programmatic Accessibility Guidelines for National Park Service Interpretive Media for requirements addressed under specific disabilities.

2.7.1. Audio Description for Exhibits

Every audio, silent video, and audiovisual program in every exhibit is required to provide descriptive audio, hearing assistance, captions, and/or navigation buttons, as follows:

2.7.1.1 Audio-only Programs

Audio-only programs require hearing assist for the hard of hearing and captions for the deaf.

The hearing assist requirement may be met using either sound wands with volume control and reset, or a FM transmitter and handheld receiver. Captions for the deaf are displayed on a monitor synched with the audio.

2.7.1.2 Silent Video Programs

Silent videos require descriptive audio for people who are blind or have low vision, and notification, via on-screen caption or label adjacent to the monitor, for the deaf or hard of hearing that the video is silent. Delivery of descriptive audio is provided in the exhibit through a headset jack, a sound wand, or via Wi-Fi streaming in conjunction with the Exhibit Audio Description Tour app. When descriptive audio is delivered via headset jack, a label with the raised AD symbol and headset icon is required.

2.7.1.3 Audiovisual Programs

Audiovisual programs in exhibits require descriptive audio for people who are blind or have low vision, hearing assist for the hard of hearing, and captions for the deaf. Any of the delivery methods for audio-only programs and silent video programs may be used to meet these requirements.

2.7.1.4 Navigation Buttons & Computer Interactives

Touch screen user interfaces require external control navigation buttons for people with limited mobility.

2.7.2 Accessibility Specialist Review

The contractor shall include an Accessibility Specialist on their team who shall have knowledge and experience in the review and evaluation of museum exhibits, knowledge and experience with Section 504 and 508 of the Rehabilitation Act of 1973 as amended, and the Architectural Barriers Act; and the ability to apply the Programmatic Accessibility Guidelines for National Park Service Interpretive Media to their review. The Accessibility Specialist shall conduct the following work:

2.7.2.1 Accessibility Narrative

The Accessibility Specialist shall inform the programmatic accessibility and Universal Design approaches detailed in any accessibility narratives.

2.7.2.2 Accessibility Review

The Accessibility Specialist shall consult on and review design approaches during Design Development phases to ensure a Universal Design approach, and shall make recommendations for increasing physical and programmatic accessibility. Recommendations shall be incorporated in Design Development 1 and 2 deliverables, and tested during Design Development 3.

2.7.2.3 Accessibility Workshop

The Accessibility Specialist shall attend a programmatic accessibility workshop during the presentation of Design Development 3 to test exhibit elements with user groups invited from the Arizona School for the Deaf and Blind.

2.7.2.4 Accessibility Report

Following the Accessibility Workshop, the Accessibility Specialist shall provide a written report of discussions, accessibility assessments, and solutions proposed during the accessibility workshop. The report shall include any recommendations for increasing physical and programmatic accessibility, and recommendations shall be incorporated into design refinements during Production Design.

2.8. Design Parameters

2.8.1 Design Criteria

1. Use of Native Language in Exhibits. While exhibits will not be bilingual, they shall incorporate the written Tohono O’odham language throughout, as part of the National Park Service initiative for inclusive storytelling. The park will work closely with tribes to provide content and language to the contractor. The contractor shall integrate the provided content into the exhibit design as well as use the provided content to inform the content development of the exhibits in English.

2. Climate. Exhibits designed for exterior use shall be designed and fabricated with materials appropriate for the desert climate of Tucson, AZ.

3. Facility Integration. The contractor shall conduct space studies in the visitor center and propose alterations to the building that would best accommodate new exhibit designs.

4. Collection Objects. The contractor shall consider the park’s museum collection, which includes both natural history and cultural history objects, as potential elements of the exhibit.

If included, the contractor shall plan, design, fabricate, and install casework appropriate for the display and protection of sensitive artifacts.

2.8.2 Space Allocation

The contractor shall comprehensively evaluate the Red Hills visitor center’s floorplan and pursue space alternatives with the following goals:

1. Improve visitor flow

2. Improve the interpretive experience

3. Improve and potentially separate the operational functions of the ranger desk and the sales desk

4. Capitalize on the visitor center’s views to the resource

5. Improve services available to visitors on the patios and plazas that surround the visitor center, providing 24/7 access to orientation, information, and interpretation.

The planning and design under this contract covers approximately 800 square feet of the visitor center’s interior space and approximately 1,800 square feet of the outdoor area. The distribution of the exhibit area and visitor services is not limited to its current configuration. The distribution of the exterior exhibit space is not limited to the patios and plazas and shall be explored during Pre-Design to determine which areas to include in design.

Specifically, the contractor shall plan and design the following areas in accordance with Attachment 14: SAGU Space Allocation Plan and as follows:

• Interior Exhibit Areas (approximately 800 sq. ft. within visitor center)

• Outdoor Exhibit Areas (approximately 1,800 sq. ft. of patios and plazas outside visitor center)

• Information Desk (National Park Service operations)

• Sales Desk (Western National Parks Association operations)

2.8.3 Themes

The contractor shall work in collaboration with the park to identify how to best meet the visitors’ needs with the interpretive media required under this contract. This work shall include conducting planning exercises with the park to explore how the park’s interpretive themes listed below (and described in Attachment 13: SAGU Foundation Document) shall be used to inform the content and design development of the exhibits. Consideration shall be given to how the park’s themes are represented in exhibits SAGU’s Rincon District, as well as the themes and topics covered in exhibits at the nearby Sonoran Desert Museum.

The park’s interpretive themes are as follows:

a. Wilderness Stewardship in an Urban Area: The proximity of Saguaro National Park to metropolitan Tucson provides convenient opportunities for people from diverse backgrounds to enjoy natural areas and designated wilderness and to participate in park stewardship, but increasing demands for recreation couples with urban encroachment create challenges for management and preservation.

2. The Land and the People: Understanding the impacts and changes created by thousands of years of human interaction with the land has enormous potential for multicultural, historical, and scientific understanding that promotes protection and preservation of cultural and natural resources.

3. Saguaro Cacti: the saguaro cactus, known worldwide as the symbol of the American West, engages our imagination and scientific curiosity with its majestic size, shape, and age while intriguing us with its similarity to the human silhouette.

4. Adaptations and Environmental Change: The plants and animals of Saguaro National Park have developed a variety of fascinating physical features, physiological adaptations, and special behaviors to adapt and survive in the arid environment of the Sonoran Desert. The park serves as a living laboratory and benchmark allowing us to monitor and measure environmental change, the understanding of which may be critical to present and future generations.

5. Ecosystem Diversity: The diversity of Saguaro National Park provides opportunities to understand the ecology of Sonoran Desert scrub, Madrean woodlands, sky islands, and riparian areas, and how they influence the distribution, stability, and other characteristics of biological species and communities.

6. Geology: A variety of complex geological processes created the landforms of the park and the surrounding region and provides opportunities to explore how underlying geology influences the living world, including all of us.

2.8.4 Use Rights

The contractor shall acquire use rights and production quality copies of all third-party images and other intellectual property (IP) required to produce the graphic layouts in the exhibit as specified in Attachment 1, Exhibit Planning, Design, and Fabrication Specifications, Section 17. The contractor shall budget 3% of the planning and design budget for acquisition of use rights, production-quality images, and other IP used in the exhibits.

This will be a not-to-exceed (NTE) contract line item (CLIN) for the acquisition of images and usage rights, not including labor. All costs associated with this work will be reimbursed on an actual cost basis. Back up information will be required with invoices requesting payment for this work.

2.8.5 Production Budget

For this project, the contractor shall design to a Production Budget between $585,000 - $605,000.

1. The Production Budget shall include:

a. All costs for purchasing, fabricating, transporting, and installing all exhibit elements as specified in Attachment 1: Exhibit Planning, Design, and Fabrication Specifications and its references.

b. Related fabrication costs: project management, shop drawings, samples, packing, shipping, and project closeout.

c. Production of all original audiovisual and electronic interactive programs.

d. Acquisition and installation of all electronic equipment, including audiovisual equipment.

e. Acquisition and installation of all exhibit-specific lighting.

f. Production of original artwork: illustrations, maps, and photographs.

g. Production or acquisition of all custom elements: topographic maps, architectural models, custom electronic elements, exhibit lighting, mechanical and electromechanical devices.

h. Production of the Exhibit Audio Description program, including script development and hardware purchase and installation.

i. Production of Information and Sales Desks.

2. The Production Budget shall not include:

a. Demolition of current exhibits.

b. Purchase and installation of house and architectural lighting.

c. Related infrastructure improvements such as carpet, paint, and electrical wiring.

d. Non-interpretive elements in the Sales Area (sales fixtures).

3. Planning, Design, Fabrication, and Installation Services

3.1. General

The contractor shall provide all technical, professional, non-personal services, including all labor, materials, equipment, supplies, facilities, travel, management, and supervision necessary to provide SAGU with exhibit planning, design, fabrication, and installation services for the Red Hills visitor center. Work includes:

the development of Schematic Design 1 & 2; Design Development 1, 2, & 3; Production Design; Production Support; Pre-Fabrication and Fabrication; Shop Inspections; Building Preparation; Installation; Primary Installation, Punch List, and Audio Description; and Closeout.

3.1.1. Specifications

The contractor shall perform all services required hereunder in accordance with this Statement of Work (SOW) and all attachments.

3.1.2. Design Considerations

In planning, designing, and fabricating exhibits for the Red Hills visitor center, the contractor shall take into account as essential design considerations the following:

• life safety;

• barrier-free design;

• accessibility/universal and programmatically accessible design;

• sustainability;

• energy conservation;

• artifact conservation including daylight modulation from skylights, windows, and doors , if applicable;

• control of sound-spill from AV programs;

• security provisions,

• integration and compliance with existing architecture where relevant;

• functionality, maintenance, durability, and other lifecycle requirements; and

• exhibit lighting which shall:

o address artifact and energy conservation o address sustainability and maintenance;

o meet the functional needs of visitors in the exhibits space; and o be by default LED track lighting unless otherwise indicated by design or functional requirements and approved by the COR.

3.1.3. Codes and Standards

All exhibits shall be designed in accordance with applicable codes, standards, design parameters or regulations noted in this or other sections of this contract, and in the location in which the exhibit shall be installed. In case of conflict between codes, standards, or regulations, the most stringent requirement shall apply.

1. Reference to standard specifications of any technical society, organization, or association, or to codes, manuals, or regulations of Federal or local authorities shall mean the latest standard, code manual, regulation, specification, or tentative specification adopted and published at least thirty (30) days prior to submittal of proposals, unless specifically stated otherwise.

2. Any code, standard, regulation, or specification listed below, in the attachments or otherwise referenced herein, that references the “authority having jurisdiction”, “local authority”, or “governmental authority” shall be interpreted to refer to the Contracting Officer as being this authority for purposes of interpreting/clarifying codes, standards, regulations, and specifications.

3.1.4. Post-award Conference Call

Upon award, the contractor shall participate in a project kick-off conference call to review contracting requirements and procedures with the project CO and COR.

3.2. Pre-Design

In Pre-design, the contractor shall gain a clear understanding of the project’s history, the park’s resources, and the roles of other project team members and stakeholders. Work in this phase focuses on preparing a solid foundation for all work that follows, ensuring that the project is logically structured, and its goals are understood and realistically attainable within the budget, schedule, and other specified parameters.

The contractor shall:

1. Review government furnished materials (all contract attachments).

2. The Project Manager, Exhibit Developer, and Exhibit Designer shall travel to SAGU Red Hills visitor center, in Tucson, AZ, for the post-award meeting and exhibit planning workshop. The meeting shall consist of two (2) 8-hour days and one (1) 4-hour day and the contractor shall complete the following work:

a. Orient to park experience

b. Review and document media and object resources at park

c. Orient to and document architectural spaces, including exterior patio and adjacent areas to determine what exterior areas shall be included in design.

d. Conduct Exhibit Planning Workshop, including:

• Analyze space and propose recommendations

• Review existing planning documents

• Review and/or develop design criteria

e. Review and/or develop themes, goals, and objectives, including:

• Define target audience

• Define the desired visitor experience

• Document results of workshop

3. Identify sources for existing media resources and develop Resource Package Abstract.

4. Develop Project Brief, including:

a. Current overview of project, including updated information and understandings

b. Interpretive themes and objectives

c. Identification and analysis of all project goals in terms of their effect on the development and successful completion of the exhibit

d. Analysis of the project budget, including review and/or development of a Class C Production

Estimate

e. Analysis of the project schedule, and all other known parameters on the development and successful completion of the project.

f. Approach and solutions to programmatic accessibility including barrier-free design, as well as physical, experience-based, and content-based accessibility that are specific to the needs of this project.

3.3. Schematic Design

Work in this phase is organized into two (2) sub-phases: Schematic 1 (SD1) and Schematic 2 (SD2).

Schematic 1 includes development of several alternative schemes for organizing both the interpretive content and physical layout of the exhibits. Schematic 2 includes development of a preferred alternative.

Major stories, exhibit elements, and presentation techniques are illustrated and described.

3.3.1. Schematic Design 1

During this phase, the contractor shall:

1. Conduct Content Research, including:

a. Survey repositories of relevant resources

b. Develop Resource Package Level 1

2. Develop Schematic Design 1, including three (3) schematic design exhibit alternatives:

a. Bubble diagrams that identify themes and concepts, placed in relationship to each other and to the physical space

b. One (1) preliminary sketch for each alternative that communicates the overall design intent

c. A title for each alternative, with written descriptions of how each scheme accomplishes the established project goals, including working titles and narrative of all exhibit scenes

d. A project-specific narrative describing proposed preliminary Universal Design and programmatic accessibility approaches, including barrier-free design, as well as physical, experience-based, and content-based accessibility, and proposed approach for audio description.

e. Class B Production Cost Estimate and life-cycle cost estimates for each alternative.

3. Present Schematic Design 1 / Conduct Design Charette and Value Analysis:

a. The Project Manager, Exhibit Developer, Exhibit Designer, and Certified Value Specialist shall travel to SAGU Red Hills visitor center, in Tucson, AZ.

b. The meeting shall consist of three (3), 8-hour days. The Project Manager, Exhibit Developer and Exhibit Designer, shall attend all three (3) days of the meeting; the Certified Value Specialist shall attend a minimum of two (2) days of the meeting.

c. The Contractor shall prepare and present supporting materials for Value Analysis.

d. The Certified Value Specialist shall facilitate the Value Analysis process to select a

Preferred Alternative.

e. The design, distribution, and adjacencies of functional spaces within the visitor center, as well as on the patios and plazas shall be a primary evaluation criteria of exhibit alternatives during the Choosing by Advantages exercise of the Value Analysis

4. Provide a Draft Value Analysis Report

3.3.2. Schematic Design 2

During this phase the contractor shall:

1. Participate in a conference call to reconcile COR review comments on Schematic Design 1, and provide written documentation of all decisions made.

2. Develop and submit Schematic Design 2 with Preferred Design Alternative including:

a. Written exhibit walkthrough

b. Overall design approach, including:

i. Media style and appearance.

ii. Universal design, and programmatic accessibility approach.

iii. Audio description narrative approach and Production Plan.

iv. Floor plan with individual exhibit Scenes, Content Groups, and major elements identified.

v. Overview of Electronic Programs.

vi. Perspective view renderings that communicate design intent of each scene

vii. Functional lighting plan and narrative approach which includes coordination with building controls, and infrastructure improvements.

c. Resource Package Level 2, with its content integrated into exhibit walkthrough description

d. Class B Production Estimate and revised life-cycle cost estimates for preferred alternative.

e. Final Value Analysis Report.

3. Present Schematic Design 2, including a walkthrough or digital white-model of the exhibit, as follows:

a. The contractor shall facilitate a 2-hour virtual meeting and conference call with screen-sharing capacity to present the Schematic Design 2.

b. The Project Manager, Exhibit Developer, and Exhibit Designer shall attend.

c. The contractor shall be responsible for purchasing the licenses required to host the online meeting.

3.4. Design Development

Work in this phase is organized into three (3) sub-phases: Design Development 1 (DD1), Design Development 2 (DD2), and Design Development 3 (DD3). Design Development 1 builds on the plan approved in the Schematic Design phase. Its emphasis is on confirming all major elements of the design and includes continued content planning. Design Development 2 focuses on the two-dimensional exhibit content, including the first full drafts of graphic layouts and all exhibit text. Design Development 3 focuses

3.4.1. Design Development 1

During this phase the contractor shall:

1. Participate in a conference call to reconcile COR review comments on Schematic Design 2 and provide written documentation of all decisions made.

2. Develop and submit the following:

a. Overview with narrative description, including interpretive purpose statements and objective, for each exhibit Scene and Content Group.

b. Perspective view renderings that communicate design intent of each Scene and Content

Group.

c. Exhibit Design Drawings.

d. Sample graphic layouts/graphic approach/typography.

e. Text Level 1.

f. Preliminary material, finish, and color selections.

g. AV Concept Treatment, and proposed program type and display format for each proposed

Electronic Program.

h. Revised Audio Description Production Plan, to include proposed audio description trigger types, trigger locations, and Table of Contents main menu selections.

i. Preliminary Content Management Database including entries for the following:

• AO - accessioned objects

• CE - custom elements, including any non-accessioned objects

• EE and EP - audiovisual and digital interactive elements

• IM - images

j. Accessibility Narrative detailing opportunities for Universal Design, and physical and programmatic accessibility. This narrative shall be informed by and contain recommendations from the contractor’s Accessibility Specialist.

k. Updated Class B Production Cost Estimate and life-cycle cost estimate.

l. Fabricator-provided preliminary Constructability Report indexed to the Class B Production

Cost Estimate, consisting of a narrative description of the exhibit design that:

• Evaluates the durability and feasibility of proposed/anticipated fabrication techniques and material selections.

• Identifies any improvements to the physical design that may reduce construction costs

(ie, value engineering)

• Identifies any maintenance issues

• Identifies any overly complex designs that may require complex exhibit production and installation requirements.

3. Provide recommendations for any alterations that are needed to the facility to accommodate the new exhibition design (i.e., floor and wall treatments/colors). In order to coordinate with any exhibit area electrical upgrades, the contractor shall provide an electrical plan with the locations for electrical, conduit, and other building coordination needs; and, information regarding the electrical loads for all exhibit spaces to inform, and be coordinated with, the building renovation work.

4. Present Design Development 1 as follows:

a. The Project Manager, Exhibit Developer, Exhibit Designer shall travel to SAGU Red Hills visitor center, in Tucson, AZ.

b. The meeting shall consist of two (2), 8-hour days. The Project Manager, Exhibit Developer, and Exhibit Designer shall attend.

3.4.2. Design Development 2

Design Development 2 is an iterative phase that steps back from physical design decisions and focuses heavily on developing graphic treatments and interpretive content. During this phase the contractor shall:

1. Participate in a conference call to reconcile COR review comments on Design Development 1, and provide written documentation of all decisions made. During, or immediately following this reconciliation call, the contractor shall confirm with the COR which exhibit elements shall be included in Item 2d, below.

2. Develop and submit the following:

a. Full draft of all graphic layouts.

b. Text Level 2.

c. A first draft of the AV Program Production Treatment for each Electronic Program.

d. Selected Exhibit Design Drawing sheets, as required to show major design changes requested at Design Development 1. The contractor shall coordinate with the COR and confirm which elements shall require additional Exhibit Design details at this phase.

3. Present Design Development 2 as follows:

a. The contractor shall facilitate a 3-hour virtual meeting and conference call with screen-sharing capacity to present Design Development 2.

b. The Project Manager, Exhibit Designer, and Exhibit Developer shall attend.

c. The contractor shall be responsible for purchasing the licenses required to host the online meeting.

3.4.3. Design Development 3

During this phase the contractor shall:

1. Participate in a conference call to reconcile COR review comments on Design Development 2, and provide written documentation of all decisions made.

2. Develop and submit the following:

a. Graphic Layouts Package, organized according to exhibit Scenes, to include:

• Overview with narrative description, including interpretive purpose statements and objective, for each exhibit Scene and Content Group.

• Perspective view renderings that accurately show the placement of graphic layouts within the three-dimensional exhibits.

• Complete graphic layouts, showing full layouts as well as enlarged sections with text and image at legible size for review.

• Text Level 3.

b. Exhibit Design Drawings, to include:

• Floorplans and elevations of site and existing conditions.

• Plan and elevation views of each Scene/Content Group, showing exhibit structures and all interpretive content with Content Management identification key numbers, and proposed…
