Description of Amendment Exhibit Planning, Design, Fabrication and
Installation Services for Saguaro National Park
The purpose of this amendment is to respond to questions received by the date and time specified in Solicitation Number 140P2124R0040 – Exhibit Planning, Design, Fabrication and Installation Services for Saguaro National Park. The government response is provided below each question.
1. Can NPS identify the range of stakeholders and content specialists the Contractor will have access to during the process to inform the development of content for the project?
Response: As stated in Section 2 of the solicitation, “The park will seek input from stakeholders, including the Western National Parks Association, the Friends of Saguaro National Park, and the 14 tribal nations traditionally affiliated with the park.”
Additionally, the Native Interpretation Content Development Group (NICDG) will be actively involved throughout the entire process and will assist in the development of themes and content. The park will facilitate the process of coordinating with the NICDG. Official Tribal Consultation will also be happening in parallel, with key meetings (see response to Question #2, below).
As well, the park staff includes experts in ecology, geology, and cultural history (in consultation with the NICDG) who will be available to contribute to the planning and design process.
2. Does NPS have any expectations with regard to the process and depth of stakeholder consultations for the project?
Response: As stated in Section 5.3 of the solicitation, “The government anticipates consulting with the park’s affiliated American Indian tribes during three phases of Planning & Design.
During these phases, which shall be finalized during the Pre-Design meeting, review and approval shall be completed within 45 calendar days.”
Tribes will be invited to attend meetings; however, the government does not have information at this time on how many tribes will accept these invitations. Other stakeholders may be consulted more frequently, as needed throughout the project.

3. Is NPS is responsible for providing archival/existing photos and artworks, or do these need to be sourced by the contractor team?
Response: As stated in Section 2.8.4 of the solicitation, “The contractor shall acquire use rights and production quality copies of all third-party images and other intellectual property (IP) required to produce the graphic layouts in the exhibit as specified in Attachment 1, Exhibit Planning, Design, and Fabrication Specifications, Section 17. The contractor shall budget 3% of the planning and design budget for acquisition of use rights, production-quality images, and other IP used in the exhibits.”
The NPS will provide a limited number of existing photos, both historic and contemporary. The contractor shall also anticipate sourcing existing images from other sources as needed, and potentially commissioning artwork, if called for by the design. New photography and illustration will be included in the production budget, while use-rights and permissions to use existing, non- NPS imagery is part of the planning and design budget.
