This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 140P2123R0056 is issued as a Request for Proposal (RFP) which constitutes the entire solicitation. Proposals with detailed breakdown are being requested. This acquisition will be conducted pursuant to FAR Part 13. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2023-04, effective June 2nd, 2023. This is a total small business set-aside. The North American Industry Classification System (NAICS) code is 334310, Audio and Video Equipment Manufacturing, and the related small business size standard is 750 Employees.

The Government anticipates award of one (1) best value, firm-fixed price contract.

REQUIREMENT: The contractor shall provide all labor, materials, tools, and services necessary to plan, design, develop, install, train staff, and provide one year warranty for an Audiovisual (AV) System for the existing theater, exhibit, and multipurpose room located at Blue Ridge Parkway’s Asheville visitor center.

National Park Service Blue Ridge Parkway, Asheville Visitor Center

Audio Visual Systems Repair/Upgrade

I. BACKGROUND AND PURPOSE

This project is located in Asheville, North Carolina at the Blue Ridge Parkway Visitor Center. The Visitor Center is located at Mile Post 384. The closest airport is Charlotte Douglas International Airport, 123 miles from Asheville, NC.

A Blue Ridge Parkway (BLRI), experience is unlike any other: a slow-paced and relaxing drive revealing stunning long-range vistas and close-up views of the rugged mountains and pastoral landscapes of the Appalachian Highlands. The Parkway meanders for 469 miles, protecting a diversity of plants and animals, and providing opportunities for enjoying all that makes this region of the country so special.

The parkway runs from the southern terminus of Shenandoah National Park's Skyline Drive in Virginia at Rockfish Gap to U.S. Route 441 (US 441) at Oconaluftee in the Great Smoky Mountains National Park near Cherokee, North Carolina. In terms of design, the parkway is an undivided two-lane expressway for most of its route; access to the parkway is controlled via interchanges with local roads and state/US highways. It crosses (but does not interchange with) several interstate highways along its route and is carried across streams, railway ravines and crossroads by 168 bridges and six viaducts. Frequent pull-offs, rest areas, and scenic overlooks line the sides of the road. As it is rarely the fastest or most convenient route for travelers, and it avoids population centers, the road and its vistas is designed to be the attraction itself, rather than a merely a means of efficient travel. The use of interchanges and grade separation at crossroads is designed to allow for freer flowing traffic and better vistas than frequent intersections and stoplights would allow for.

The parkway uses short side roads to connect to other highways, and there are no direct interchanges with Interstate Highways, making it possible to enjoy wildlife and other scenery without stopping for cross-traffic. Mileposts along the parkway start at zero at the northeast end in Virginia and count to 469 at the southern end in North Carolina. The mileposts can be found on the right-hand side of the road while traveling southbound on the parkway. Major towns and cities along the way include Waynesboro, Roanoke, and Galax in Virginia; and in North Carolina, Boone, and Asheville, where it runs across the property of the Biltmore Estate. The Blue Ridge Parkway tunnels were constructed through the rock—one in Virginia and 25 in North Carolina.

This project is phased in four parts:

1) VC theater AV system upgrade on the main level

2) Exhibits AV upgrade on the main level

II. SCOPE AND OBJECTIVES

The contractor shall provide all labor, materials, tools, and services necessary to plan, design, develop, install, train staff, and provide one year warranty for an Audiovisual (AV) Systems for the existing visitor center theater, exhibit, and multipurpose room in accordance with Attachment A entitled “National Park Service Standard Specifications for Audiovisual Presentation Systems and Equipment January 2022.” Attachment A also contains a list of acronyms used throughout this document.

Theater

A. The contractor shall remove all equipment in the existing theater. All equipment will be turned over to the park.

B. The Blu-ray player shall be reused and the current Crestron Pro3 processor will be temporarily used if a suitable replacement is on backorder due to the current chip shortage as of May 3, 2023.

C. The contractor shall procure, fabricate, and install equipment, cable, hardware, and other materials necessary to create the audiovisual system in the exhibit hall using new materials and equipment.

The contractor shall be responsible for any personnel/material handling equipment rental, such as ladders, scaffolding, or motorized lifts to enable the equipment installation in accordance with the specifications prescribed in this scope of work.

D. The contractor shall install a new projector in the same location as the existing projector in the projector lift above the front desk area.

E. The resulting systems shall provide audio and video playback for twelve programs on the digital media player, each with a corresponding synchronized Audio Description mp3 file, plus stop, on the digital media player. Files on the digital media player must be configured so that staff can swap out video and audio playback files by simple substitution on the memory card via BrightScript or equal. BrightAuthor is not acceptable.

F. The systems shall provide control of the existing lighting system (RS232).

G. The systems shall provide playback of audio and video programs from Blu-ray Discs, DVDs (Digital Video Discs), on a hardwire controlled Blu-ray player.

H. The system shall provide playback of audio and video programs via an HDMI (High-Definition Multimedia Interface) from an input plate located on the screen wall and a second location in the projection booth rack.

I. The systems shall include two wireless microphone systems. Each system shall include a handheld and lapel microphone.

J. The systems shall be operated by non-technical staff year-round. Two identical tablet touchscreens shall be provided. One tablet shall be mounted in a holder on the equipment rack that provides continuous power and allows it to be released. The second tablet shall be mounted on a tabletop holder that is movable, provides power to the tablet, and allows it to be released. The contractor shall configure the system to turn itself on and off daily, at times set by staff via the tablet touchscreens. All video, audio and lighting functions shall be controlled by the touchscreen tablets.

K. The systems shall include a control system with the following capabilities:

1. All user interactions shall be via the touchscreen tablets (Quantity 2)

2. Screens on touchscreen tablets shall include:

a. A home page with system power on and off and lighting control

b. A subpage to select auto or manual control of 12 video programs each with a corresponding synchronized Audio Description mp3 file. In auto mode, each show shall have a start time with light dimming that can be varied to reach a preset (fade down) to coincide with show start, credits start (partial fade up) and end of show (fade up.)

Resolution shall be one second

c. A subpage for manual mode that provide start and stop icons for each show

d. A subpage to select video source

e. A subpage to select and control the Blu-ray player, including Play, Pause, Stop, San

Back, Scan Forward, Skip Back, Skip Forward, Top Menu, Pop-Up Menu, Return, Options, home, Enter, and Up, Down, Left and Right Arrows

f. A subpage to provide projector controls including Power On, Power Off, Picture Mute On, Picture Mute Off

g. A subpage for manual control of each of twelve shows, that includes show selection, start, and stop with light dimming, identifies which show is currently playing, a counter with the elapsed time with feedback from the media player for light control cues, and pause functionality of the show which stops the timer.

h. A subpage with light dimmer control.

i. A subpage with PA volume controls. For each of two microphone systems, control shall include microphone volume and mute, overall program volume, volume default preset, and mute.

j. A subpage with show volume controls. For each of twelve programs, control shall include adjustable volume, with the last volume stored in memory.

k. A subpage or subpages to schedule each show to play at any time of day. Schedule shall be identical for every day of the week.

l. A subpage to set the system clock. Resolution shall be one second.

L. The contractor shall install new speakers in the theater. Left, right, and center speakers will be located behind the screen. The sub will be located beneath the screen.

Four surround speakers will be installed at pre-existing speaker locations.

M. The contractor shall install two RF transmitters, one for hearing assistance (HA) and one for audio description (AD). The AD transmitter shall get signal directly from the media player and the HA transmitter shall get signal from the audio DSP.

N. The contractor shall provide four RF receivers, two for hearing assistance (HA) and two for audio description (AD). These will be useable in the conference room as well.

O. The warranty will be one year from project acceptance and will include a warranty of all labor and materials.

P. The Contractor shall perform system adjustments in consultation with the COR. The adjustments shall take place after the systems are fully complete and operational in all aspects. During these adjustments there shall be no packing and loading of materials, equipment, and tools in the theater. The theater shall remain quiet during the procedures.

Exhibits

A. The Contractor shall remove all existing equipment. All equipment will be turned over to the park.

B. No existing equipment will be utilized again except the mounts for TVs.

C. The contractor shall procure, fabricate, and install equipment, cable, hardware, and other materials necessary to create the audiovisual system in the exhibit hall using new materials and equipment. The contractor shall be responsible for any personnel/material handling equipment rental, such as ladders, scaffolding, or motorized lifts to enable the equipment installation in accordance with the specifications prescribed in this scope of work.

D. Vertical Reader Boards:

1. Both reader boards will be replaced with a Samsung or equal 50” TV and reuse the existing mount and will need to fit inside the existing enclosure.

2. Left Reader Board (closest to entrance) shall display via a USB interface from the interpretation office (located behind wall) and the Right Reader Board (closest to theater entrance) shall display via a media player.

3. Media player shall be installed on the back of the TV. Both TVs shall be controlled via RS232 to power on and off.

4. Files on the digital media player must be configured so that staff can swap out video and audio playback files by simple substitution on the memory card via BrightScript or equal. BrightAuthor is not acceptable.

5. Media player will automatically find video files on micro-SD card and play them in a continuous loop.

6. Naming convention shall be irrelevant for video files.

7. Right Reader Board shall display via USB extender located in the interpretation office, through the wall behind the monitor. A USB wall plate shall be installed in the interpretation office for the USB extension to the monitor for a finished appearance.

E. Island Exhibits:

1. All three TVs shall be removed and replaced by 50” Samsung or equal.

2. If possible, existing mounts shall be reused.

3. Media players shall be installed on the back of the TVs. TVs shall be controlled via RS232 to power on and off.

4. Files on the digital media player must be configured so that staff can swap out video and audio playback files by simple substitution on the memory card via BrightScript or equal. BrightAuthor is not acceptable.

5. Media players will automatically find video files on micro-SD card and play them in a continuous loop.

6. Naming convention shall be irrelevant for video files.

F. Map:

1. The contractor shall install 4 new 32” Samsung or equal TVs.

2. Media players shall be installed located in the exhibit rack in the theater closet.

3. The map backing shall be reinforced by the contractor so that the TVs are mounted on or above the current map, depending on the stability of the current backing. The Background shall be seamless and is not to extend 2” above the newly installed TV to disrupt the window view as little as possible.

4. The TVs shall be mounted on tilting mounts so that the TVs can be adjusted for viewing angles.

5. Media players will automatically find image or video files on micro-SD card and play them in a continuous loop.

6. Naming convention shall be irrelevant for video files.

G. Audio Exhibits:

1. All three Dakota Audio speakers will be replaced with identical speakers.

2. Motion sensors shall be replaced with same or equal motion sensors.

3. Media players shall be installed located in the exhibit rack in the theater closet.

4. Files on the digital media player must be configured so that staff can swap out video and audio playback files by simple substitution on the memory card via BrightScript or equal. BrightAuthor is not acceptable.

5. Motion sensors will trigger media player to play audio file located on micro- SD card once.

6. Media players will automatically find audio file on card

7. Naming convention shall be irrelevant for audio file.

H. Exhibits shall be controlled by the theater control system with automated power on and off, of all exhibits.

I. The system shall include a control system with the following capabilities:

1. All user interaction shall be via the touchscreen tablet

2. Screens on touchscreen tablets shall include:

a. A subpage for power control of each exhibit individually with feedback

J. All media players will be networked through the theater control network (no internet connection) and shall be accessible to park staff for reprogramming.

K. The warranty will be one year from project acceptance and will include a warranty of all labor and materials.

Conference Room

A. The Contractor shall remove all equipment except the screen. All equipment will be turned over to the park.

B. The Blu-ray player and screen will be reused, the DMPS3-200-C Crestron processor shall also remain in use.

C. The contractor shall procure, fabricate, and install equipment, cable, hardware, and other materials necessary to create the audiovisual system in the conference room using new materials and equipment.

D. The contractor shall install a new projector in the same location as the existing projector with new mount.

E. The contractor shall install a new confidence TV in the rear of the room in the same location as the existing TV with a new full-motion mount. TV shall display the same image as projector and have the option to switch to USB input for rotating through images and videos when not displaying HDMI input.

F. The resulting system shall provide audio and video playback of computer presentations and act as backup for the main theater.

G. The system shall provide playback of audio and video programs from Blu-ray Discs, DVDs (Digital Video Discs), on a hardwire controlled Blu-ray player.

H. The system shall provide playback of audio and video programs via an HDMI (High- Definition Multimedia Interface) from an input cable located at the desk adjacent to the screen.

I. The system shall include two wireless microphone systems, one handheld and one lapel per system.

j. A subpage or subpages to schedule each show to play at any time of day, programmable to the second. Schedule shall be identical for every day of the week.

k. A subpage to set the system clock. Resolution shall be one second.

B. The contractor shall install new speakers in the Conference Room. Left and right speakers will be located to the sides of the screen. 6 lay-in tile speakers will be installed at pre-existing locations of cut-in tile speakers.

C. The contractor shall install two RF transmitters, one for hearing assistance (HA) and one for audio description (AD). The AD transmitter shall get signal directly from the media player and the HA transmitter shall get signal from the audio DSP.

D. The warranty will be one year from project acceptance and will include a warranty of all labor and materials.

Exhibit Hall PA System

A. The Contractor shall remove all existing equipment. All equipment will be turned over to the park.

B. No existing equipment will be utilized again.

C. The contractor shall procure, fabricate, and install equipment, cable, hardware, and other materials necessary to create the PA system in the exhibit hall and gift shop area using new materials and equipment.

D. The contractor shall install a BrightSign player for automatic announcement audio file playback set to specific times determined by the park.

1. Files on the digital media player must be configured so that staff can swap out audio playback files by simple substitution on the memory card via BrightScript or equal. BrightAuthor is not acceptable.

2. Media players will find audio files on micro-SD card and play them at specified times.

3. Naming convention shall be irrelevant for video files.

E. The contractor shall install two pair of speakers in the gift shop area in the ceiling, to blend into the surroundings as best as possible.

F. The contractor shall install three pair of speakers in the exhibit hall area in the ceiling, to blend into the surroundings as best as possible.

G. The contractor shall install the amplifier in the VC desk area so that the volume can be controlled by staff.

H. The system shall be operated by non-technical staff year-round.

III. TESTING AND TRAINING

After the systems are operational, provide one day (eight hours from 9 AM to 5 PM) of observation to assure the systems are operating correctly. If there are any anomalies, they shall be corrected, and provide an additional day for each day where anomalies occur. After one day of successful operation as accepted by the COR, provide a thorough two-hour training of four

(4) Park staff in operation and simple trouble shooting of each system.

IV. AUDIOVISUAL PLANNING AND DESIGN

The Project Manager or Lead Installation Technician shall attend a required one-day (8 hour) post award site visit that covers the theater, exhibit, and multipurpose room. Contractor shall provide COR with a written report that includes any questions or anomalies that may impact the project. The Contractor’s staff involved with this project shall be thoroughly familiar with and equipped with this document and any accompanying drawings prior to performing the work.

V. SUBMITTALS AND REVIEWS

1. Within three weeks of the post award site visit, provide pdf drawings via email attachment, for COR review and approval, complete shop drawings and equipment data sheets for all products proposed for use in the systems. Include all new equipment and devices. All drawings shall be a minimum of 11 inches x 17 inches. Text on the drawings shall be no smaller than 3/32-inch height in the smallest printed version. Shop drawings shall include details for all connections including cable types and locations of equipment and devices. Termination details shall be shown at devices and equipment on the drawings.

2. Provide pdf as-built drawings for review and approval by the COR after completion of the installation portion of the project and acceptance of the installations. The as-built drawings shall depict the actual results of the installations based on notes, marks, and other amendments to the shop drawings.

3. Provide operation manuals in .docx format for review and approval that includes:

a. Quick Start Section

b. Component Overview- describe each component with a photograph

c. Theater Rack system- photograph of rack with components labeled

d. AV System procedure- Instructions on how to navigate the control system user interface

e. Troubleshooting section

VI. MEDIA PRODUCTION AND PLAYBACK

1. Theater-Video files of all existing programs shall be furnished to the Contractor electronically via file transfer protocol (ftp) by the Government within 90 calendar days of the post award meeting.

2. Theater-Separate .mp3 audio description files of all programs that have audio description shall be furnished to the Contractor via ftp by the Government within 90 calendar days of the post award meeting.

3. Exhibit-Separate .mp3 audio description files of all audio exhibit programs shall be furnished to the Contractor via ftp by the Government within 90 calendar days of the post award meeting.

4. Exhibit Hall PA System- There are currently no .mp3 files created for the announcement playback system.

VII. INSTALLATION

Equipment – Removal of Government Furnished Equipment

“Brand name or equal/equivalent” items may be accepted as substitute of all the items listed throughout this SOW. To be considered as an equal item, the item must meet the minimum, salient characteristic(s) as specified in this document. Any brand name item used in this document is only included as an example of an item that meets the listed salient characteristics and an equivalent item as determined by the government through a comparison to the required salient characteristics may be used in its place.

The contractor shall remove all existing AV equipment shown on the drawings in Attachment B.pdf, with the exception of items listed in:

1. Section II., Theater, B

2. Section II., Conference Room, B.

3. Section II., Exhibit Hall, B

Equipment – Theater AV System

The contractor shall install:

a. Media player: UHD solid state player with video and audio output via HDMI, synchronized mp3 audio output via separate analog jack. RS- 232 control, IP control, programmable. BrightSign HD1024 or equal.

No later than 21 calendar days prior to delivery, the contractor shall contact the COR with a detailed status report of exact date, arrival time, and arrangements for delivery of the equipment and materials and installation.

K. PERIOD OF PERFORMANCE

The period of performance of this contract shall be 365 days from award.

L. GOVERNMENT-FURNISHED PROPERTY

All government-furnished equipment is currently installed. Video and audio files for all media shall be furnished 30 calendar days after award of contract.

XIV. TRAVEL

In accordance with Public Law 99-234, "Federal Civilian Employee and Contractor Travel Expense Act of 1985", travel-related expenditures for Contractor's personnel are restricted to the limits established for federal employees. This includes mileage for company-owned vehicles.

The contractor shall travel as required to support program tasks. All travel arrangements are to be made by the contractor. Payment for transportation, per diem, mileage, parking, and other fair and reasonable travel expenses will be paid in accordance with the effective Federal Travel

Regulations as amended and supplemented by the Department of the Interior travel regulations where applicable. No Federal travel authorizations are to be issued. The contractor shall make every effort to keep travel costs to a minimum. No reimbursement will be made for parking at a contractor's normal place of work. No overhead, profit or G&A shall be allowed on travel costs.

Travel costs shall be reimbursed in accordance with the Federal Travel Regulations. Travel is only funded to the extent specified within the travel CLIN. The contractor shall not incur any travel costs in excess of the amount funded within the travel CLIN. The government shall not be liable for any travel related costs incurred by the contractor which are in excess of the total amount funded within the travel CLIN.

If the contractor has reason to believe they may exceed the amount funded on the travel CLIN, they shall notify the government Contracting Office immediately. Additional funding may only be added to the travel CLIN through a formal signed modification issued by a government Contracting Officer. Profit, fee, G&A or overhead may not be incurred on travel costs.

XV. ADDITIONAL WORK

Any additional work not detailed in this contract shall be approved, in writing, by the Contracting Officer via a bilateral modification.

XVI. LOSS OR DAMAGE

The contractor shall be liable for any loss or damage to any government property caused by negligence, theft, or willful misconduct of the contractor, his agents, servants, and employees, and shall indemnify and save the government harmless against all actions, proceedings, claims, demands, costs, damages, and expenses, including attorney’s fees, by reason of any suit or action brought for any actual or alleged injury to or resulting from the performance of this contract. The contractor shall submit a full written report to the Contracting Officer within 24 hours following the occurrence of such damage, loss, or injury.

XVII. INVOICING

Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (May 2016)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The contractor shall submit an Invoice Package, including copies of the following documents, to the Contracting Officer’s Representative a minimum of 5 working days prior to submittal of the formal Invoice through IPP. Within 5 working days of receipt, the COR shall provide an acceptability recommendation to both the NPS Contracting Officer and the contractor. If the COR recommends acceptance, the contractor shall submit the invoice through IPP.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. XVIII. AUTHORITIES AND DELEGATIONS

(DIAR 1452.201-70, SEP 2011)

The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

(a) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.

(b) The COR is not authorized to perform, formally or informally, any of the following actions:

(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;

(2) Waive or agree to modification of the delivery schedule;

(3) Make any final decision on any contract matter subject to the Disputes Clause;

(4) Terminate, for any reason, the Contractor's right to proceed;

(5) Obligate in any way, the payment of money by the Government.

(c) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum.

The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.

(d) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.

(e) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.

(f) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

XIX. CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM NOTICE TO

CONTRACTORS (CPAR, DEC 2015)

A. FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.

B. The past performance evaluation process is a totally paperless process using CPARS.

CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.

C. We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.

D. When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.

E. Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.

a. Contractor Representatives may then provide comments in response to the evaluation or return the evaluation without comment.

b. Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.

c. All information provided should be reviewed for accuracy prior to submission.

d. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.

e. Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without…
