This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 140P2123R0047 is issued as a Request for Proposal (RFP) which constitutes the entire solicitation. Proposals with detailed breakdown are being requested. This acquisition will be conducted pursuant to FAR Part 13. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2023-04, effective June 2nd, 2023. This is a total small business set-aside. The North American Industry Classification System (NAICS) code is 334310, Audio and Video Equipment Manufacturing, and the related small business size standard is 750 Employees.
The Government anticipates award of one (1) best value, firm-fixed price contract.
REQUIREMENT: Harpers Ferry Center seeks to procure a contract to provide planning, design, development, and installation of complete and working AV systems in three venues located at Lowell National Historical Park.

Scope of Work Lowell National Historical Park
Design/Install Audiovisual Presentation System Visitor Center Theater, Boott Cotton Mill Events Center, and Boott Cotton Mill Theater
I. BACKGROUND & PURPOSE
Lowell National Historical Park (LOWE) established in 1978, was founded to present and interpret the American Industrial Revolution in the United States. The Park consists of many historical resources including the Boott Cotton Mill #6 that houses visitor services, Boott Cotton Mill Boarding House #7, Boott Cotton Mill Events Center and Museum, Mill Agent’s House, Eastern National Store, Weave Room Exhibit, educational classrooms, gallery, regional and park offices, Mogan Cultural Center, four major gatehouse and lock chamber complexes, and hydropower exhibits for a 5.7-mile engineered canal way system. There is also a separate Visitor Center.
The park is in the process of making a new UHD movie with 5.1 surround sound. The purpose of this project is to replace or augment three AV systems, so they can play the new movie in UHD with 5.1 surround.
System locations are the Visitor Center theater, the Boott Cotton Mill Events Center, and the Boott Cotton Mill Museum. The Events Center and Museum theaters are separate venues located in the same building.
The Visitor Center theater is located at 246 Market St, Lowell, MA. the Boott Cotton Mill Events Center and Boott Cotton Mill Museum theaters are located at 115 John St, Lowell, MA. The nearest large airport is Boston Logan International, approximately 35 miles southeast of the park.
II. SCOPE AND OBJECTIVES
The contractor shall provide all labor, materials, tools, and services necessary to plan, design, develop, and install complete and working AV systems for the two theaters and one events center in accordance with this document and Attachment A - Standard Specs for AV January 2022.
NOTE: “OR EQUAL” items can be submitted in proposals for all equipment replacements, subject to review and approval by the COR and Contracting Officer.
The contractor shall replace, rewire, and/or augment existing cables and equipment in the three venues for playback of UHD digital video and 5.1 audio.
The contractor shall replace, rewire, and/or augment existing cables and equipment in the three venues for use of microphone systems.
The contractor shall provide and install in-wall connections for presenter computers.
The contractor shall replace, rewire, and/or augment existing cables and equipment in the three venues for third-party presenters to connect to the audio system.
The contractor shall provide and install cables and equipment to a single connection point in the three venues for media producers so they may record all audio from the audio system.
Unused equipment and cables shall be removed from the system and returned to the Government.

The offeror and provided system shall adhere to the Standard Specifications for AV, Sections 1 thru 10 and the requirements provided in A. thru F.
A. Control The control systems in each of the three venues shall be replaced and shall provide the following functions and capabilities. No current program code is available. The contractor shall:
1. Provide, install, and configure a control system which utilizes relay outputs, serial outputs, IR, and a network interface to control all devices associated with the new audiovisual system. Crestron CP4N with associated modules or equal (quantity 3).
2. Provide and install movie start and stop push buttons in the rack and at the visitor information desks. Push buttons shall operate with and independently of the control system. Push buttons shall light when active.
3. Provide and install and audio monitor with volume control at the information desks.
4. Deliver a control system that provides the capabilities and programming to perform the following:
a. Provide, configure, and install two control panels for each venue, screen size 10.9” diagonal minimum. The contractor shall mount one each in the equipment rack and wall mount the second at the front of each theater.
Apple iPad or equal (quantity 6).
b. Include selection of one of three movies for scheduled play. The selected movie shall operate on a scheduled and unscheduled basis (auto/manual).
c. Allow the park staff to set movie intervals, set morning start time, and a last show start time. Initial settings for show start and last show will be determined by park staff during installation. Time intervals shall be adjustable in 10-minute increments.
d. Provide a scheduler capable of setting days of the week, hours, and minutes.
e. Enable the user to exclude from system turn on, a day or days singly or on a recurring basis.
f. Set lighting sequence of the movie shall be show starts-lights dim, roll credits-lights half, credits complete-lights medium full, equipment returns to a ready state. Lighting control shall include all-off and all-on functions.
Lighting control shall include five lighting cues. Connections to lighting controllers are contact closures.
g. In auto mode the digital player shall play an attraction loop. The attraction loop shall be comprised of single photos, or a video furnished by the government. The capability shall exist for the photos to be replaced seasonally by the government. The photos shall be furnished during the assembly phase of the project.
h. Program the system to operate in either manual or automatic mode.
Automatic mode shall play the last movie selected; manual mode shall play the main park movie.
i. In manual mode the projector shall turn on, the lights shall dim, and the movie shall start. When the movie is over, the lights shall rise, and the projector shall turn off. Other AV systems shall remain on. Movie start shall be programmed with a delay sufficient to allow for projector startup.
j. In auto mode the button panels shall be disabled.
k. Provide audio level control of main audio and microphones and shall include set default and return to default options.
l. Provide automatic power startup and shutdown. Startup and shutdown times shall be user adjustable. The control system shall provide power control of all devices associated with the audiovisual system.
B. Accessibility Programmatic accessibility requirements include Assistive Listening for the deaf or hard of hearing and Audio Description for visitors who are blind or have low vision. To meet those requirements the NPS installs FM transmitters and provides receivers for AL and streaming audio over Wi-Fi and provides receivers for AD.
There are currently no AL or AD equipment installed in either of the three venues. Two Listen Technologies LT-803-72 will be government provided. The contractor shall provide a third transmitter for installation in the VC theater.
1. Additionally, the contractor shall:
a. For AL, install FM transmitters in all venues. All audio sources shall be routed to the transmitters.
b. For AL, provide FM receivers. Receivers shall be compatible with the government furnished FM transmitters. Listen Technologies LR-3200-072 or equal (quantity 12)
c. For AD, in each venue provide and install a two-channel Wi-Fi networkable audio distribution server and two receivers. Listen Technologies LWS-10 or equal (quantity 3).
d. For AD, in each venue provide and install network router to interface with the audio distribution server allowing visitors the ability to utilize their own smart devices for Audio Description. Linksys AC1200 or equal (quantity 3).
e. For each venue provide 50 disposable stereo earbuds. (quantity 150)
f. To enable visitors who possess hearing aids or implants that are induction loop capable, for each venue provide two neck loops. Listen Technologies LA-438 or equal (quantity 6).
C. Power
1. Conditioned power is instrumental in protecting equipment from voltage spikes, while an uninterruptable power supply provides protection during momentary brownouts common to most commercial providers. For each venue the contractor shall:
a. Provide and install in the rack a UPS power conditioner. Juice Goose KIN-
1000 or equal (quantity 3).
b. Major peripheral equipment, i.e. projectors and screens, shall be provided surge protection. Juice Goose RX 30 or equal.
c. Provide and install at minimum of two power strips in each of the equipment racks to provide power to the devices housed in the equipment rack. Device power shall be evenly distributed between the power strips, and power strips shall be plugged into different outlets on the UPS.
D. Visitor Center Theater The theater is a two-level space comprised of a 90 seat lower level and 40 seat overhanging balcony. The lower level is a rectangular shaped room, 21 feet wide and 40 feet deep, the balcony is a square shaped space 17 feet wide and 17 feet deep. The balcony has auditorium style seating while the lower-level seating is on a slightly sloped floor. The rack mounted AV equipment is located in a room to the rear of the theater. The equipment room is 5 feet 6 inches wide and 13 feet deep, and the equipment rack has 37 RU’s.
The contractor shall replace, rewire, and/or augment existing cables and equipment throughout to enable UHD video and 5.1 audio, microphones, and presenter options.
Unused equipment and cables shall be removed from the system and returned to the Government.
Video: Video for the VC theater shall be upgraded to include the following:
1. The current media player is an Alcorn McBride DVM8400. The contractor shall:
a. Replace the existing media player. Media Player shall be a UHD solid state player with video and audio output via HDMI, synchronized mp3 audio output via separate analog jack. RS-232 control input/output, IP control, and programmable. BrightSign XD1035 or equal, (quantity 1).
b. Provide, program, and install media on MicroSDHC memory cards. Media is government furnished and includes the main movie and an audio description file. Memory cards shall be a minimum of 32GB and rated for the selected player, (quantity 3).
2. The current backup player is a Sony BDP-S-380 Blu-ray player. The contractor shall replace the current player with a UHD Blu-ray player with HDMI output and an external control port. Tascam BD-MP4K or equal, (quantity 1).
3. There is not an auxiliary input at the front of house for computers. The contractor shall:
a. Provide and install an HDMI input at the front of house near the stage to accommodate either a PC or Mac.
b. Provide and install HDMI extenders.
c. Wall plate shall include a LAN port cabled to the equipment room.
d. Wall plate shall include a USB charging port.
4. Currently, audio and video source selection are accomplished using a Crestron PSPHD. The contractor shall:
a. Provide and install a UHD surround receiver to manage source and audio selection for all sources. The receiver shall have a minimum of seven HDMI inputs, two HDMI outputs, Dolby Digital Surround, and balanced and unbalanced preamplifier line outputs. Marantz SR5015 or equal, (quantity 1).
b. Customize the receiver output display to readily identify which display source is selected.
5. The current video projector is a Christie DWU670-E. The projector is housed in the equipment room, and is ceiling mounted. Throw distance from the projector to the screen is 40 feet. The current screen has an aspect ratio of 4:3. The contractor shall:
a. Provide and install A UHD, lamp-less, 6,000 lumen projector. Epson EB-
PU1006W or equal, (quantity 1).
b. Provide and install a ceiling mount for the projector an appropriate distance to the screen to fill screen, Chief KITPB003 or equal (quantity 1).
6. Remove existing screen and provide and install a UHD, 16:9, 150-inch diagonal, seamless, white fabric screen with a black matte frame. Da-Lite or equal, (quantity 1).
Audio: Audio for the theater shall be upgraded to include the following:
1. There is currently a Shure UR4d+ installed in the equipment rack utilized for wireless microphones. The contractor shall provide and install a microphone system with a minimum of six total wireless microphones. The microphone system shall consist of four handheld microphones, two lapel microphones, and associated receiver(s). Shure GLX-D+ Dual Band or equal (quantity 1).
2. Audio processing is currently processed by a Peavey nion nx. The contractor shall provide and install a signal processor with a minimum of eight inputs and eight outputs. BSS BLU-120 or equal (quantity 1).
3. The current audio system utilizes seven speakers on the lower level, two speakers in the balcony, and a subwoofer at the front of house to supply surround audio to the theater. There are currently two Lab Gruppen C Series amplifiers for signal amplification. The contractor shall:
a. Provide and install a 5.1 surround capable amplifier. Peavy Crest Ci20x8 or equal (quantity 1).
b. Integrate the current speakers into the new system.
c. Adjust audio levels to provide audible sound to all seats within the auditorium and adjust surround levels to create an immersive visitor experience.
4. The system requires the capability for outside entities to use the location for performances. To accomplish this a single input at the front of the house will be necessary. The contractor shall:
a. Install a balanced line input from the front of the theater (XLR) to the equipment rack.
b. Configure an input on the audio processor to accept signal input from live audio equipment (user supplied mixer).
c. Ensure audio input is limited via software to protect downstream equipment from overdriven audio.
5. The system requires the capability for outside entities such as news outlets to have access to the audio feed. The contractor shall:
a. Install a balanced audio line out from the equipment rack to front of the theater (XLR).
b. Create an access point in the main theater area for news outlets to connect a user supplied break out box for distribution (location to be determined during walkthrough with park and contractor).
The current equipment rack in the theater shall be reused to house all equipment. The equipment rack was manufactured by Middle Atlantic. The rack has 37 RUs, and the rails are threaded.
E. Boott Cotton Mill Museum Events Center The Events Center, located on the second floor of the Boott Cotton Mill Museum is a 1,466 sqft space that accommodates 80 seats. This is a multi-use space that can be utilized for panel discussions, plays, and showing movies. The rack mounted AV equipment is located in a 15 RU wheeled rack at the front of house stage left. The stage area has a wood floor, and the seating area is tiered and carpeted.
The contractor shall replace, rewire, and/or augment existing cables and equipment throughout to enable UHD video and 5.1 audio, microphones, and presenter options.
Unused equipment and cables shall be removed from the system and returned to the Government.
Video: Video for the VC theater shall be upgraded to include the following:
1. There is no digital media player in this location. The contractor shall:
a. Provide and install a digital media player. Media Player shall be a UHD solid state player with video and audio output via HDMI, synchronized mp3 audio output via separate analog jack. RS-232 control input/output, IP control, and programmable. BrightSign XD1035 or equal, (quantity 1).
b. Provide, program, and install media on MicroSDHC memory cards. Media is government furnished and includes the main movie and an audio description file. Memory cards shall be a minimum of 32GB, and rated for the selected player, (quantity 3).
2. The current content player is a LG BP350 Blu-ray player. The contractor shall replace current player with a UHD Blu-ray player with HDMI output and external control port. Tascam BD-MP4K or equal, (quantity 1).
3. There is not an auxiliary input at the front of house for computers. The contractor shall:
a. Provide and install an HDMI input at the front of house near the stage to allow for a PC, Mac, or any other digital output device connectivity.
b. Provide and install HDMI extenders.
c. Wall plate shall include a LAN port cabled to the equipment room.
d. Wall plate shall include a USB charging port.
4. Currently, audio and video source selection are accomplished using an Extron DVS 605. The contractor shall:
a. Provide and install a UHD surround receiver to manage source and audio selection for all sources. The receiver shall have a minimum of seven HDMI inputs, two HDMI outputs, Dolby Digital Surround, and balanced and unbalanced preamplifier line outputs. Marantz SR5015 or equal,
b. Customize the receiver output display to readily identify which display source is selected.
5. The current video projector is an InFocus IN5102. The projector is ceiling mounted. Throw distance from the projector to the screen is 28 feet. The current screen has an aspect ratio of 9:16 and up/down controlled by a switch at front of house stage left. The contractor shall:
a. Provide and install a UHD, lamp-less, 6,000 lumen projector. Epson EB-
PU1006W or equal, (quantity 1).
b. Provide and install ceiling mount for projector an appropriate distance to the screen to fill screen with video, Chief KITPB003 or equal (quantity 1).
c. Remove existing screen and provide and install a UHD, 16:9, 150-inch diagonal, motorized, seamless, tensioned, retractable, white fabric screen with a black matte frame. Screen up/down control shall be via touchscreen and manual push button. Push button location shall be determined during the post award site visit. Da-Lite or equal, (quantity 1).
Audio: Audio for the theater shall be upgraded to include the following:
1. There is currently an Audio-Technica ATW-R3100 installed in the equipment rack utilized for wireless microphones. The contractor shall provide and install a microphone system with a minimum of six total wireless microphones. The microphone system shall consist of four handheld microphones, two lapel microphones, and associated receiver(s). Shure GLX-D+ Dual Band or equal (quantity 1).
2. There is currently no audio processing equipment used in this space. The contractor shall provide and install a signal processor with a minimum of eight inputs and eight outputs. BSS BLU-120 or equal (quantity 1).
3. There is currently a Yorkville CA12 for signal amplification. The contractor shall:
a. Provide and install a 5.1 surround capable amplifier. Peavy Crest Ci20x8 or equal (quantity 1).
b. Adjust audio levels to provide audible sound to all seats within the auditorium and adjust surround levels to create an immersive visitor experience.
c. The current audio system utilizes seven speakers and a subwoofer at the front of house to supply surround audio to the theater. The contractor shall integrate current speakers into the equipment stated in this solicitation.
4. The system requires the capability for outside entities to use the location for performances. To accomplish this a single input at the front of the house will be necessary. The contractor shall:
a. Install a balanced line input from the front of the theater (XLR) to the equipment rack.
b. Configure an input on the audio processor to accept signal input from live audio equipment (user supplied mixer).
c. Ensure audio input is limited via software to protect downstream equipment from overdriven audio.
5. The system requires the capability for outside entities such as news outlets to have access to the audio feed. The contractor shall:
a. Install a balanced audio line out from the equipment rack to front of the theater (XLR).
b. Create an access point in the main theater area for news outlets to connect a user supplied break out box for distribution (location to be determined during walkthrough with park and contractor).
Equipment Rack: The current equipment rack is not large enough to house all necessary equipment and provide for future expansion. The contractor shall:
a. Provide and install a 40RU AV equipment rack. Middle Atlantic ERK- 4028 or equal (quantity 1).
b. Ensure the AV equipment rack is fully secure from unauthorized personnel access.
c. Front door shall have a plexi front and shall be modified to allow users to access the Blu-Ray player for loading and unloading of disk media.
F. Boott Cotton Mill Museum Theater The theater, located on the second floor of the Boott Cotton Mill Museum at 115 John St, Lowell, MA, is a 1043 sqft space that accommodates 76 seats. This is a multi-use space that can be utilized for panel discussions, plays, and showing movies. The rack mounted AV equipment is located in a 15 RU wheeled rack in a 105 sqft control room at the rear of the theater.
The contractor shall replace, rewire, and/or augment existing cables and equipment throughout to enable UHD video and 5.1 audio, microphones, and presenter options.
Unused equipment and cables shall be removed from the system and returned to the Government.
Video: Video for the VC theater shall be upgraded to include the following:
1. There is no digital media player in this location. The contractor shall:
a. Provide and install a digital media player. Media Player shall be a UHD solid state player with video and audio output via HDMI, synchronized mp3 audio output via separate analog jack. RS-232 control input/output, IP control, and programmable. BrightSign XD1035 or equal, (quantity 1).
b. Provide, program, and install media on MicroSDHC memory cards. Media is government furnished and includes the main movie and an audio description file. Memory cards shall be a minimum of 32GB, and rated for the selected player, (quantity 3).
2. There is no back-up media player in this location. The contractor shall provide and install a UHD Blu-ray player with HDMI output and external control port. Tascam BD-MP4K or equal, (quantity 1).
3. There is not an auxiliary input at the front of house for computer. The contractor shall:
a. Provide and install an HDMI input at the front of house near the stage to allow for a PC, Mac, or any other digital output device connectivity.
b. Provide and install HDMI extenders.
c. Wall plate shall include a LAN port cabled to the equipment room.
d. Wall plate shall include a USB charging port.
4. Currently, audio and video source selection does not exist in this location. The contractor shall:
a. Provide and install a UHD surround receiver to manage source and audio selection for all sources. The receiver shall have a minimum of seven HDMI inputs, two HDMI outputs, Dolby Digital Surround, and balanced and unbalanced preamplifier line outputs. Marantz SR5015 or equal, (quantity 1).
b. Customize the receiver output display to readily identify which display source is selected.
5. The current video projector is a Panasonic PT-DW6300. The projector is shelf mounted. Throw distance from the projector to the screen is 25 feet. The current screen is 10.6 x 7 and has an aspect ratio of 16:9. The contractor shall:
a. Provide and install a UHD, lamp-less, 6,000 lumen projector. Epson EB-
PU1006W or equal, (quantity 1).
b. Provide and install ceiling mount for projector an appropriate distance to the screen to fill screen with video, Chief KITPB003 or equal (quantity 1).
c. Remove existing screen and provide and wall mount a UHD, 16:9, 150-inch diagonal, seamless, white fabric screen with a black matte frame. Da- Lite or equal, (quantity 1).
Audio: Audio for the theater shall be upgraded to include the following:
1. There is currently no system for voice amplification. The contractor shall provide and install a microphone system with a minimum of six total wireless microphones.
The microphone system shall consist of four handheld microphones, two lapel microphones, and associated receiver(s). Shure GLX-D+ Dual Band or equal (quantity 1).
2. Audio processing is not currently utilized in this space. The contractor shall provide and install a signal processor with a minimum of eight inputs and eight outputs. BSS BLU-120 or equal (quantity 1).
3. There are currently two Carver PM-300 amplifiers for signal amplification. The contractor shall:
a. Provide and install a 5.1 surround capable amplifier. Peavy Crest Ci20x8 or equal (quantity 1).
b. Adjust audio levels to provide audible sound to all seats within the auditorium and adjust surround levels to create an immersive visitor experience.
4. The current audio system utilizes two speakers at the front of house for stereo audio and one subwoofer at the rear of house. The contractor shall:
a. Provide and install two speakers for front left and front right audio. JBL
Control 28 or equal (quantity 2).
b. Provide and install one speaker for front center audio. JBL Control 28 or equal (quantity 1).
c. Provide and install four speakers for surround audio. Dayton Audio IO525 or equal (quantity 4).
d. Provide and install one subwoofer for bass audio. KSI 121CS or equal
5. The system requires the capability for outside entities to use the location for performances. To accomplish this a single input at the front of the house will be necessary. The contractor shall:
a. Install a balanced line input from the front of the theater (XLR) to the equipment rack.
b. Configure an input on the audio processor to accept signal input from live audio equipment (user supplied mixer).

II. PERIOD OF PERFORMANCE
The NPS anticipates a period of performance of 365 days after contract award.
III. REVIEW AND APPROVAL
The COR shall notify the contractor, in writing, of approval or rejection of each deliverable within 15 calendar days. Any additions or corrections shall be completed and returned to the government within 15 calendar days.
In the event the government delays comments beyond the period specified, the contractor shall be entitled to a day-for-day extension in the final completion.
IV. CONTRACT TYPE
The NPS anticipates awarding a firm fixed price contract.
V. TRAVEL
In accordance with Public Law 99-234, "Federal Civilian Employee and Contractor Travel Expense Act of 1985", travel-related expenditures for Contractor's personnel are restricted to the limits established for federal employees. This includes mileage for company-owned vehicles.
The Contractor shall travel as required to support program tasks. All travel arrangements are to be made by the Contractor. Payment for transportation, per diem, mileage, parking, and other fair and reasonable travel expenses will be paid in accordance with the effective Federal Travel Regulations as amended and supplemented by the Department of the Interior travel regulations where applicable. No Federal travel authorizations are to be issued. The Contractor shall make every effort to keep travel costs to a minimum. No reimbursement will be made for parking at a Contractor's normal place of work. No overhead, profit or G&A shall be allowed on travel costs.
Travel costs shall be reimbursed in accordance with the Federal Travel Regulations. Travel is only funded to the extent specified within the travel CLIN. The contractor shall not incur any travel costs in excess of the amount funded within the travel CLIN. The Government shall not be liable for any travel related costs incurred by the contractor which are in excess of the total amount funded within the travel CLIN.
If the contractor has reason to believe they may exceed the amount funded on the travel CLIN, they shall notify the Government Contracting Office immediately. Additional funding may only be added to the travel CLIN through a formal signed modification issued by a Government Contracting Officer. Profit, fee, G&A or overhead may not be incurred on travel costs
VI. DELIVERABLES AND DESTINATION POINT
All deliverables shall be shipped Free On Board (FOB) Destination, within Consignee’s premises, with all shipping and transportation costs prepaid. Deliverables shall be shipped by either registered or certified mail to ensure that shipments can be traced, if lost.
The contractor shall perform all work in accordance with Attachment A - Standard Specs for AV and furnish the following deliverables:
A. COR Deliverables:
1. Post award trip report.
2. Drawings.
3. Audiovisual equipment submittals.
4. Photographs of installation.
5. Operations manuals.
6. Equipment manuals.
7. Closeout package and return of government-furnished reference materials.

VIII. CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM
A. FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
B. The past performance evaluation process is a totally paperless process using CPARS.
CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
C. We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
D. When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
E. Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a. Contractor Representatives may then provide comments in response to the evaluation or return the evaluation without comment.
b. Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.

c. All information provided should be reviewed for accuracy prior to submission.
d. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
e. Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.
f. If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
F. The following guidelines apply concerning your use of the past performance evaluation:
a. Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
b. Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
c. Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.
G. If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.
H. A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.

IX. ADDITIONAL WORK
Any additional work not detailed in this contract shall be approved, in writing, by the Contracting Officer via a bilateral modification.
X. LOSS OR DAMAGE
The contractor shall be liable for any loss or damage to any government property caused by negligence, theft, or willful misconduct of the contractor, his agents, servants, and employees, and shall indemnify and save the government harmless against all actions, proceedings, claims, demands, costs, damages, and expenses, including attorney’s fees, by reason of any suit or action brought for any actual or alleged injury to or resulting from the performance of this contract. The contractor shall submit a full written report to the Contracting Officer within 24 hours following the occurrence of such damage, loss, or injury.
If due to fault, neglect, dishonesty of the contractor, his agency or employees, loss or damage to government property is incurred during the performance of this contract, the contractor shall be responsible for same. The government, at its option, may in lieu of repayment, require the contractor to replace at his own expense, all such property as directed by the Contracting Officer. Until the equipment is repaired or replaced, the contractor shall furnish similar, adequate replacement property and/or equipment at no charge to the government, within two working days of the date the equipment has been lost, stolen, or damaged.
XI. CONTRACT ADMINISTRATION
The National Park Service, Contract Specialist / Contracting Officer address is: National Park Service, Harpers Ferry Center, Office of Acquisition Management, P.O. Box 50, 67 Mather Place, Harpers Ferry, West Virginia 25425-0050.
A. The contractor shall use the Contracting Officer as a point of contact on all business and administrative matters concerning this contract. All correspondence, other than that of a technical nature, shall be addressed to the Contracting Officer, with information copies of the basic correspondence to the COR.
B. The National Park Service, COR address is: National Park Service, Harpers Ferry Center, Attention: COR, P.O. Box 50, Harpers Ferry, West Virginia 25425-0050.
The contractor shall use the COR as the point of contact for all technical matters under the contract. Technical correspondence shall be addressed to the NPS COR, with an information copy of the basic correspondence to the Contracting Officer.
XII. FACILITY SECURITY POLICY
Contractors attending meetings or accomplishing work within the buildings or real property of the National Park Service shall adhere to the security policy of each office. It shall be the responsibility of the contractor to contact the office before work begins for a briefing on security policies.
XIII. WARRANTY
The contractor shall guarantee the workmanship against defects in work and material that might appear under extremely high visitor use and variable weather and climate conditions for a minimum of one year. The warranty period shall commence with final acceptance of work. This shall include all labor and parts at no additional cost to the government.
If during this warranty period, defective workmanship, materials, or equipment are identified by the government, the contractor will be notified, in writing, as to liability and responsibility for corrective action at no cost to the government.
Action may include but is not limited to:
A. Placing all work into satisfactory condition.
B. Making good all damages to equipment, the site, the building, or contents thereof, that have resulted from such unsatisfactory work; and
C. Making good any work, materials, or equipment that are disturbed in fulfilling the guarantee including any work, materials, or equipment that may have been guaranteed under another contract.
Should the contractor fail to proceed with work in accordance with the guarantee within seven calendar days from the notice of corrective action(s), the government will have such work performed at the expense of the contractor.
In no event will the government be responsible for any extension or delays in the scheduled deliverables or periods of performance under this contract as a result of the contractor’s obligations to correct defects, nor shall there be any adjustment of the delivery schedule or period of performance as a result of the correction of defects unless provided by a supplemental agreement with adequate consideration.
If the government returns any work to the contractor for correction or replacement under this contract, the contractor shall be liable for transportation charges up to an amount equal to the cost of transportation by the usual commercial method of shipment from the place of delivery specified in the contract (irrespective of the F.O.B. point or the point of acceptance) to the contractor’s plant and return to the place of delivery specified in the contract. The contractor shall also bear the responsibility for the work while in transit.
The contractor shall be liable for the reasonable costs, including travel of personnel, and disassembly and reassembly of larger items when it is necessary to remove the work to be inspected and returned for correction or replacement.
XIV. INQUIRIES
Inquiries and all correspondence concerning this solicitation document shall be submitted via e-mail to tavis_salas@nps.gov. A response shall not be furnished on questions received after the cutoff date and time. Oral communication/telephone communication is unacceptable. All questions submitted shall reference specific parts of the solicitation including page numbers.
XV. TECHNICAL DATA CONFIDENTIALITY
The quote submitted in response to this Request for Quote may contain technical data that the offeror or his subcontractor (s) does not want used or disclosed for any purpose other than for evaluation of the quote. The use and disclosure of any such technical data may be restricted, provided that the offeror marks the cover sheet of the quote with the following legend:
“Technical data contained in pages _______ of this quote shall not be used or disclosed, except for evaluation purposes.”
If a contract is awarded as a result of or in connection with the submission of this quote, the government shall have the right to use or disclose this technical data to the extent provided in the contract. This restriction does not limit the government’s right to use or disclose technical data obtained from another source without restrictions. The government assumes no liability for disclosure or use of unmarked technical data and may use or disclose the data for any purpose and may consider that the quote was not submitted in confidence and therefore releasable under the Freedom of Information Act
(5 USC 552).

XVIII. INSTRUCTIONS FOR THE PREPARATION OF QUOTES
The technical portion of your quote will be the most important single factor in the evaluation of offers, price and other factors are considered.
Unnecessarily elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired and may be construed as an indication of the offerors lack of cost consciousness. Elaborate presentation aids are neither necessary nor wanted.
