Statement of Work
1.0 Background
The National Park Service (NPS) Organic Act of 1916 mandates the NPS to, "conserve the scenery and the natural and historic objects and the wild life therein and to provide for the enjoyment of the same in such manner and by such means as will leave them unimpaired for the enjoyment of future generations." In addition, the Clean Air Act affords special air quality protections to certain national parks and wilderness areas, designating them as mandatory Class I federal areas, and assigns to the Federal Land Managers of those areas "the affirmative responsibility to protect the air quality related values (including visibility)" of Class I lands. The Clean Air Act also established "as a national goal the prevention of any future, and the remedying of any existing, impairment of visibility in mandatory Class I federal areas which impairment results from manmade air pollution." Within the National Park Service (NPS), 48 areas, totaling approximately 21 million acres of land, are designated Class I air quality areas. These areas are to be protected from air pollution impacts on air quality related values, including those of flora, fauna, culture, historic land and geologic resources, and atmospheric visibility. On behalf of the NPS, the Air Resources Division (ARD) has an Air Quality Monitoring Program to help carry out these responsibilities.
Visitor enjoyment of the national parks is often synonymous with the opportunity to clearly view the spectacular scenery. Visibility can be impaired when particles and gases in the atmosphere, resulting

Optical scattering measurements using open air nephelometers.
Scene Monitoring through digital photographs.
Speciated particle measurements through the Interagency Monitoring of Protect Visual
Environments (IMPROVE) Program (through a separate IDIQ contract).
Scene monitoring can document both a qualitative and semi-quantitative measure of visibility, while speciated particle measurements are related to visibility metrics through Mie theory and statistical relationships with the optical measurements.
The purpose of this solicitation is to obtain services to operate and maintain the Optical and Scene Monitoring Networks of the NPS. The current NPS networks includes 11 optical (open air nephelometers) and 20 scene (webcam) monitors (Table 1). All optical and scene monitors are covered in this solicitation. The webcam images are collected every 15 minutes and are displayed in near real time on the NPS ARD webcam website (https://www.nps.gov/subjects/air/webcams.htm).
Webcam images are displayed along with current air quality data collected using the nephelometers from this IDIQ contract, as well as air quality data collected from other networks. An example of these data are shown in Figure 1 for Great Smoky Mountains National Park. Nephelometer data are also used to estimate PM2.5 mass concentrations, and are displayed on the IMPROVE website (http://vista.cira.colostate.edu/Improve/near-real-time-pm2-5-estimates/). These estimates are used by parks to issues health alerts during periods of high aerosol mass, primarily due to wildfire smoke.

2.0 Objective/Purpose
The purpose of this IDIQ contract is to:
(1) Assist the NPS in deploying, operating, maintaining, and, when required, reconfiguring the Optical and Scene Monitoring Networks; and
(2) Reduce, validate, and report the data collected.
Under this IDIQ contract, the vendor will use established protocols for these tasks, based on existing Standard Operating Procedures (SOPs for the Optical Network are available at http://vista.cira.colostate.edu/Improve/optical-monitoring/; SOPs for the Scene Monitoring Network are available upon request). As new methods and quality assurance and control measures evolve, the contractor shall incorporate these new methods into the Optical and Scene Monitoring Networks and modify existing SOPs, as approved by the NPS Contracting Officer Representative (COR). At the direction of the COR, the contractor will also ensure that all pertinent information developed for routine operations are available to other organizations as needed.
In addition to operating the Optical and Scene Monitoring Networks, this IDIQ contract includes Site tasks which may be implemented during the lifetime of this IDIQ contract. These Site tasks are directly related to the goals of the Optical and Scene Monitoring Networks, and include activities linked to the larger NPS ARD Air Quality Monitoring Program.
3.0 Description of Services

3.1Optical and Scene Monitoring Network Operations The Contractor shall oversee and maintain the Optical and Scene Monitoring Network operations. The current network of 11 nephelometers and 20 web cameras (Table 1) is the default configuration for which technical and cost proposals should be written. Network configuration must support integration of data and images from air quality webcam systems at additional sites currently at Hawaii Volcanoes National Park (HAVO) and GRSM Clingmans Dome, which are funded outside of this IDIQ contract. The required tasks for operating the network are described in sub-sections C.3.1.1, C.3.1.2, C.3.1.3. The Contractor must also provide the deliverables outlined in Table 2 and described in Section C.3.2. The Contractor shall also attend the IMPROVE Steering Committee Meeting (typically in October; domestic location changes each year) and report on the status of the Optical and Scene Monitoring Networks annually.
3.1.1 Network Management
The Contractor shall oversee and maintain, within the required SOPs, the Optical and Scene Monitoring Networks, which include all nephelometers, ambient temperature (AT) sensors, instrument temperature sensors, relative humidity (RH) sensors, high resolution digital cameras (Table 1), and peripheral components (e.g. dataloggers, cabling, etc.). On-site NPS personnel are responsible for routine operation of the sites.
The Contractor's responsibilities include, but are not limited to:
Training NPS personnel to support routine site operations.
Maintaining the instruments and cameras in operable condition.
Providing technical support to site operators, as needed.
Providing routine service of instruments as prescribed in the Site tasks.
Maintaining procedures to help ensure collection of high quality data (e.g., timely repair of equipment, communication with site operators, notification of site operator problems to the COR).
Additional responsibilities are outlined in the Site tasks and may be ordered under this
IDIQ.
Backup Systems
To maintain a high level of data collection, the Contractor shall keep a fully operational optical monitoring system (nephelometer, datalogger, and peripheral components) available for replacing broken instrumentation in the field. When a nephelometer or datalogger fail in the field, the Contractor shall exchange that instrument with a fully calibrated backup unit; the Contractor is responsible for delivering the functioning unit to the field. The site operator will replace the unit and return the defective unit to the Contractor for repair. Similar procedures shall be implemented for digital cameras. All instrumentation is provided by, and is the property of, the NPS.
3.1.2 Optical (Nephelometer) Network

Nephelometer data shall be collected continuously, and the instruments shall be calibrated regularly, including zero air and span calibrations, as outlined in the SOPs (http://vista.cira.colostate.edu/Improve/optical-monitoring/). Nephelometer data shall be collected and stored as hourly averages including aerosol scattering (bscat), standard deviation (), ambient temperature, internal instrument temperature, relative humidity, and instrument operating codes.
Quality Assurance and Quality Control
The Contractor shall be responsible for implementing a quality assurance program.
Quality control procedures are contained in the SOPs noted above. Changes to any IDIQ Optical Network SOPs must be approved by the CO and COR.
Data Retrieval
The Contractor shall implement procedures for regular retrieval of nephelometer data utilizing methods such as those outlined in Table 1 (e.g. DSL, cell, satellite). Data retrieval for the nephelometers must occur at least once per day, given the limited storage space on some dataloggers. Where possible, nephelometer data should be uploaded more frequently (as frequently as hourly). Frequent uploads facilitate the Contractor’s ability to calculate and display near-real time visibility estimates on the individual webcam websites (Figure 1). The Contractor is responsible for all costs related to retrieving nephelometer data.
Availability of Electronic Files and Instrument Records
The Contractor shall maintain records of nephelometer calibrations, accuracy, sensitivity and instrument problems for the duration of the IDIQ contract. Data delivery is outlined in Section 3.2.
3.1.3 Scene Monitoring (WebCam) Network
Webcam Data Collection The Contractor shall provide technical support to operate digital cameras at identified air quality monitoring sites (Table 1). In addition, the Contractor shall acquire and distribute high-resolution images and associated air quality data via a Contractor-hosted File Transfer Protocol (FTP) site to the NPS public webpage content management system (CMS) using established protocols. Images are provided in 3 sizes for use on publicly accessible NPS live webcam (https://www.nps.gov/subjects/air/webcams.htm) and archive image (https://npgallery.nps.gov/AirWebCams/) web pages. The Contractor shall support the Scene Monitoring Network image collection in the following capacities.
Provide site operator telephone/e-mail technical support.
Evaluate and repair system hardware components as appropriate.
Procure expendable hardware components as needed.
Maintain system software and provide upgrades when available.
Verify digital camera system and website operation daily.
Pay all ISP and satellite communications billings, where needed.

Maintain secure satellite ISP access for webcam sites without cellular or network connections.
Provide technical support to resolve ISP problems and set up new ISPs if required.
Webcam images are collected on a Contractor hosted FTP site, processed by the contractor (re-sized, re-named, metadata), and uploaded to the NPS CMS servers four times per hour. The Contractor shall:
Maintain an FTP site for upload of images.
Verify operation of data integration software on FTP server daily.
Maintain security and NPS ARD accessibility on FTP site.
Acquire and process image and associated air quality data files in an automated fashion.
Update JSON files and image files to NPS CMS servers every 15 minutes.
Maintain image acquisition software and provide upgrades when available.
Provide portable hard drives to site operators for original (high resolution) image retrieval.
Provide technical support to site operators during image retrieval, as needed.
Compile network wide archive of original images semiannually and transfer to
ARD.
Data Retrieval Digital images are collected every 15 minutes. Image retrieval for the digital cameras shall occur shortly after the digital images are taken, to allow for near-real time display of the images on the NPS ARD webcam webpage.
Webcam metadata files All webcam images should have metadata that includes: title, park location, author (National Park Service), date, and time. High-resolution webcam images shall also include the image analysis parameters average blue, green, and red image contrasts, calculated by the Contractor, in the image metadata.
Webcam Website Support Images from the Scene Monitoring Network are displayed on NPS hosted public websites including an index page and dedicated webcam websites:

The NPS ARD is responsible for website design and for providing the Contractor with specifications. The NPS air quality webcam websites are part of the NPS CMS and rely on content delivered by contractor-developed content generation software. The software only affects the dynamic components of the web pages. Changes to the NPS CMS or web page design may require changes to the software. The contractor is responsible for timely development, maintenance, and deployment of the content generation software.
In addition, several visitor center exhibits in parks (e.g., Denali National Park and Preserve) use the same real-time images and air quality data displayed on the dedicated NPS CMS webcam webpages. The Contractor shall be responsible for supporting the incorporation of current data and webcam images on these exhibits by hosting dedicated webpages and/or providing FTP access to the data as needed.
In supporting the NPS CMS webcam webpages, the Contractor shall:
Coordinate with NPS ARD to resolve website display problems.
Provide maintenance, support, bug fixes, and minor changes to assure continuous and reliable operation critical for high availability and usability of the website.
Modify the dynamic content of existing websites (e.g., by adding/removing features) as directed by the COR.
Facilitate archive image acquisition and delivery.
Maintain the software configuration specifying data source(s), FTP site links, and other site specific parameters.
Maintain, support, fix, and upgrade the content generation software. This software:
o Automates the acquisition, local collection, and FTP upload of images from park-based webcam systems.
o Continuously scans the FTP site for images and data files uploaded from individual camera sites.
o Obtains current air quality and meteorological data from local data sources, NPS databases, EPA AirNow, NOAA, and other internet sites as needed.

o Automates ARD public webpage updates for air quality webcam and visitor center exhibit websites by transferring content files to the NPS CMS FTP and web servers.
For the websites running on the NPS CMS servers, any problems related to NPS server settings, limitation, or failures will require action by NPS staff.
Proposals may define their own methods, operation, maintenance, and support of the webcams and related air quality webcam websites and visitor center exhibits. Refer to the ARD webcam webpages for current functionality and aesthetic requirements.
3.2 IDIQ Contract Support
3.2.1 Data Files
All data from these networks are to be made publicly available. Data from the Optical Network will be delivered to the IMPROVE website (http://vista.cira.colostate.edu/improve/) manager and Federal Land Manager Environmental Database (FED; http://views.cira.colostate.edu/fed/) website manager.
The FED Database serves as the primary interface for making data from the Optical Network available to the public. The Scene Monitoring data will be delivered to the NPS ARD, so that the high-resolution images can be put online (Figure 1) and archived.
Nephelometers
Electronic files of hourly averages of aerosol scattering (bscat), standard deviation (), ambient temperature (AT), internal instrument temperature, relative humidity (RH), and instrument operating codes shall be made available on a seasonal basis via electronic means such as FTP transfer. Files should be made available as delimited ASCII text files, or other format as directed by the COR. Data shall be made available on a quarterly basis and be accessible no later than three (3) months after the end of the calendar quarter that is being reported. Quality assurance/quality control measures shall be implemented prior to making the data available.
Webcams
Electronic image files in .jpg format shall be made available every 15 minutes via FTP transfer to NPS CMS servers. Delivered images shall be processed into two defined sizes (640 × 426 and 1600 x 1067), named according to established convention for use in webcam websites, and include required metadata.

The contractor shall additionally coordinate the collection of original high-resolution images from network locations and make these available to NPS ARD on a quarterly basis. This is accomplished by exchange of external storage media (thumb drives or external hard drives) with webcam site operators. High-resolution images shall be accessible to NPS ARD no later than six (6) months after the end of the calendar quarter that is being reported. Quality assurance/quality control measures including collection completeness evaluation, implementation of naming conventions, and the creation of image metadata shall be completed prior to making the data available.
3.2.2 Configuration Documentation
The Contractor shall maintain up-to-date records of the system configuration of the NPS Optical and Scene Monitoring Networks and of the computer software used for data retrieval, editing, reduction, validation, and reporting. The Contractor shall be responsible for regular review, maintenance, and revision of the SOP database. The Contractor shall notify the COR and obtain concurrence in writing of any changes in system configuration, operational procedures, or data editing/reduction algorithms before the change occurs. The configuration control should include both field and laboratory documentation of network changes and changes in computer software. The Contractor shall provide revised SOPs to the COR, and the IMPROVE web site manager. The Contractor shall also provide the FED and IMPROVE web site managers with all site photographs and annotated maps for any new or modified monitoring site.
SOPs shall be delivered as they are updated, and the configuration information shall be delivered via the following documents.
3.2.3 Monthly Progress Report
A monthly progress report must be submitted to and approved by the COR prior to submitting an invoice. The report should include a brief (1-2 page) summary of the work completed and issues faced across the networks the previous month.

3.2.4 Mid-Year Technical Progress Report
A mid-year Technical Progress Report shall be provided to the COR within 15 calendar days after the end of the first six months of each ordering period. An electronic copy of this report shall be delivered to the COR. This report should include a list of sites, metadata and equipment. The report should also document data submitted, site visits, major activities, serious network issues and expenditures or other information related to the Optical and Scene Monitoring Networks.
3.2.5 Annual Data Summary
An annual data summary shall be provided to the COR within 120 calendar days of the end of the IDIQ contract ordering period. An electronic copy of this summary shall be delivered to the COR. In addition to the information included in the mid-year report, the annual report should include a summary of data processed and quality assurance/quality control (QA/QC) information and should also list changes to the network throughout the year.
3.2.6 Disaster Plan
The contractor shall provide plans aimed at retaining data in case of a disaster.
3.2.7 Safety Plan
The contractor shall provide a safety plan for contractor personnel visiting the sites for installations, calibration and maintenance. The contractor shall also provide guidance on safety for NPS personnel responsible for routine operation of the instruments during training.
4.0 Site tasks

The following tasks may be needed at any time during the Period of Performance on the Indefinite Delivery Indefinite Quantity (IDIQ) base award and will be issued as individual, stand-alone task orders. The task orders may include any combination of the Site tasks below at various levels of effort.
4.1 Site Maintenance and Calibration Visits: Full Site Visit
The Contractor will be expected to keep instrumentation in working order. To this end, the Contractor may be required to conduct site maintenance and calibration visits. As a minimum, the following elements will be included in these site visits:
Check alignment of cameras or webcam systems.
Provide routine maintenance and calibrate nephelometer and peripheral components or replace with a fully calibrated system.
Verify that physical structures are in good condition.
Calibrate AT/RH sensors.
Verify operational integrity of all monitoring support systems.
Train site operators.
The Contractor will be responsible for notifying the appropriate park personnel and the COR of pending trips to parks at least two weeks in advance. An annual expected schedule of visits should be reviewed with the COR under this IDIQ.
4.2 Instrument Maintenance: Nephelometer
A Full Site Visit (Site task 4.1) may not be possible, or desirable, at every nephelometer site throughout the entire life of the IDIQ contract. As an alternative to a Full Site Visit, the Contractor may be required to ship a replacement nephelometer to the site, to be installed by the local site operator or other technician visiting the site. As a minimum, the Contractor will:
Ship a fully calibrated nephelometer, with all necessary maintenance completed prior to shipment, and cover costs for this shipment.
Provide onsite operators/technicians with clear instructions on installing the fully calibrated nephelometer.
Provide phone/online support to the site operators/technicians during installation.
Provide clear instructions for return shipment of the nephelometer that was replaced, and cover costs for this shipment.
4.3 Configuration Enhancement: Nephelometer Upgrades
The contractor may be required to either upgrade the components of the existing nephelometers or to replace the existing nephelometers with new instruments, with the goal of ensuring reliable measurements for years to come. In addition, the Contractor may be required to operate and perform extensive testing and reconfiguration of nephelometers. The following requirements for this Site task may be included in Individual Task Orders in whole or in part:

Replace the nephelometers with a modern instrument.
Upgrade components of the nephelometer to better suit measurement needs.
Upgrade data loggers to modern models, compatible with existing nephelometers.
Upgrade communications for improved data access.
Establish the accuracy and precision of the nephelometer for measuring atmospheric scattering.
Expand and further develop calibration procedures.
Conduct tests to refine SOPs.
Upgrade the existing code used for processing nephelometer data, with the intent of creating a more automated data processing product.
Any changes to the Optical Network must be fully documented and reported.
4.4 Webcam Service and Maintenance
The contractor may be required to perform routine maintenance, service and repair of webcams, or update the systems, as directed by the COR. Where possible, service should occur during the nephelometer site visits. The following requirements for this Site task may be included in Site task Orders in whole or in part:
Replace the camera.
Refine image angle, focus, and view.
Upgrade components of the camera system.
Refurbish or replace camera enclosures.
Upgrade communications for improved data access.
Assess continued suitability of existing webcam locations.
Train site operators.
4.5 Decommissioning Systems
The contractor may be required to decommission instrumentation at one or more sites. If implemented, the contractor shall:
Stop data collection at the site.
Remove instrumentation and related equipment from the site and move equipment to storage until future deployment is needed.
For webcams, work with ARD staff to update webpages linked to the measurements.
Discontinue power and communications at the site, as appropriate.
Fully document the changes at the site and include in Technical Reports.
4.6 Installing Systems
The contractor may be required to install instrumentation at a new site. The following requirements for this Site task may be included in Site task Orders in whole or in part:
Recommend monitoring site at new location consistent with enclosure and instrument power requirements for COR approval.
Review measurement system to be installed.

Design, specify, and develop hardware, software, and electronic systems to allow digital images to be combined with real-time air quality and visibility data for web-based or onsite interpretive displays.
Design and fabricate custom camera enclosures to meet site requirements.
Design, test, and deploy webcam systems to meet site power, communication, and accessibility requirements.
Design shelter requirements of instrumentation configuration, as appropriate.
Install and calibrate instruments.
Establish data collection, editing, and reduction procedures.
4.7Configuration Enhancement: Station Visits for Non-Routine Service The contactor may be required to provide maintenance, repair, modification or replacement of new equipment at monitoring sites that fall outside of routine maintenance. If an adjustment to the annual schedule of visits is needed, prior approval must be obtained from the CO. When an extra station visit is required, the contractor must submit a cost proposal and work plan for incorporation into the existing or new task order.
4.8Supply, Acceptance Testing and Deployment of New Instruments Some number of new analyzers, cameras, instruments, or associated measurement equipment may need to be replaced. The Contractor may be required to supply equipment to replace or augment existing capabilities for the network, to do acceptance testing, to do setup and any instrument revisions needed before network installation, and to move the equipment into network use.
4.9New Instrument Testing Current instruments may be replaced with new instruments that may differ from the current network configuration. These new instruments may include existing measurements or other parameters related to visibility and air quality monitoring. The Contractor may be required to test new instruments in the field. The following requirements for this Site task may be included in Site task Orders in whole or in part:
Deploying one or more new instruments at a suitable monitoring location.
Collecting and retrieving data from the new instruments.
Processing the data from the new instruments.
Providing all collected data to the COR.
Comparing the collected data with data from other instruments, such as the existing nephelometers or the IMPROVE calculated metrics.
4.10 Special Studies
NPS participates in Special Studies where a variety of scene, optical, aerosol, and meteorological monitoring systems are used at multiple sites. The Contractor may be required to help with installations, data collection and/or data processing. Installations may include nephelometers, digital cameras, other visibility instruments and meteorological sensors. In addition to these standard measurements, installations may include supporting measurements that aid with understanding aerosol and gas sources to the study region. The following requirements for this Site task may be included in Individual Task Orders in whole or in part:

Deployment of relevant instrumentation, as designated by the COR.
Data collection and processing.
Data analysis from the Special Study measurements.
Delivery of processed data.
Summary of the measurements in the form of a written report.
4.11 Configuration Enhancement: Meteorological Measurements
The Contractor may be required to deploy surface meteorological monitoring equipment, including wind direction, wind speed, air temperature, and relative humidity. The Contractor will be responsible for the following tasks:
Assisting in selection of the monitoring site.
Installing and calibrating instruments.
Establishing data retrieval, data editing and data reduction procedures.
Delivery of processed data.
4.12 Transmissometer Monitoring
The contractor may be required to re-deploy one or more transmissometers, which are currently decommissioned. If implemented, the Contractor will be responsible for the following tasks:
Recommending instrument configuration.
Completing any necessary maintenance/upgrades of transmissometer.
Installing and calibrating instruments.
Establish data retrieval, data editing and data reduction procedures.
Delivery of processed data.
4.13 IMPROVE Steering Committee Support
The Contractor may be required to work with the IMPROVE Steering Committee Chairman to plan and organize the annual meeting, plus attend and report on the IMPROVE Steering Committee Meeting. The Contractor may be required to compile the minutes of the meeting, which will be provided to the COR, Steering Committee Chair, and IMPROVE web site manager.
4.14 Outreach Efforts
The Contractor may be required to perform outreach efforts aimed at recognizing the contributions of site operators and partners across the NPS Air Quality Monitoring Program and at better communicating data to relevant stakeholders and the public. This may include preparing summaries of data collected as part of the NPS Air Quality Monitoring Program, related analyses, pertinent visibility news, or results from Special Studies.
4.15 Data Analysis and Modeling
The contractor may be required to perform data analysis on measurements collected in the Optical and Scene Monitoring Networks, or on measurements collected during NPS Special Studies that support these networks. The Contractor may be required to do radiative transfer, Document Title Optical and Scene Monitoring Indefinite Delivery Indefinite Quantity (IDIQ) Contract visual air quality or related atmospheric chemistry modeling to support a better understanding of network measurements, and to aid in communicating results from the measurements to relevant stakeholders and the public. The IDIQ Contractor shall have, or have access to via sub-contract:
Familiarity with visual air quality simulation models and procedures.
Familiarity with radiative transfer models and procedures.
Familiarity with atmospheric chemistry models and procedures.
Familiarity with procedures for calculating relative and calibrated vista radiance field, contrast and advanced color indices from digital images.
The following requirements for this Site task may be included in Individual Task Orders in whole or in part:
Data analysis of measurements collected as part of this IDIQ contract.
Modeling parameters that impact air quality at network sites.
Preparing and adding images to the Visual Air Quality Modeling software, WinHaze, which is currently available on the IMPROVE website:

Modifying WinHaze to allow for upload of new images and masks by NPS personnel and researchers working with IMPROVE.
Modifying existing websites or developing new websites that communicate results from these networks and NPS Special Studies.
4.16 Real-time Visibility Display and Visitor Center Interpretive Exhibit Support The Contractor may be required to provide technical support for real-time air quality exhibits at NPS designated sites. These exhibits display park and project specific information that present NPS air quality information including live data and webcam images to park visitors. The following requirements for this Site task may be included in Individual Task Orders in whole or in part:
Technical support and data processing.
Development coordination with NPS ARD and park staff to add new products or modify existing products.
Programming to implement display of available real-time NPS ARD webcam images and air quality data.
Troubleshooting and maintenance as needed.
Supporting the development of new in-park air quality displays.
NPS personnel are responsible for equipment and on-site exhibit operations.
4.17 Webpage Support
The Contractor may be required to provide technical support and expertise in developing NPS webpages supplying air quality data and webcam images to the public. The following requirements for this Site task may be included in Individual Task Orders in whole or in part:
Design, development, and implementation of new web-based products.
Modification or update of existing web products.

Programming to implement display of available real-time NPS ARD webcam images and air quality data through web products.
Technical support and data processing.
Troubleshooting and maintenance as needed.
5.0Government Furnished Property The following sections describe the government furnished property that makes up the primary instrumentation used in the Optical and Scene Monitoring Networks. A complete list of available government furnished property for use in the Optical and Scene Monitoring Networks is given in Attachment 4.
5.1Nephelometers In total, eleven (11) nephelometers are currently operating in the NPS network (see Table 1).
NPS has a total of thirty (30) Optec nephelometers plus three on loan from USDA-FS. These three (3) borrowed nephelometers are operated and supported under this NPS IDIQ contract.
Nephelometers not in the field are stored by the Contractor and used when replacing nephelometers in the field or for spare parts. NPS also provides all peripheral components.
5.2Webcams NPS currently operates 22 webcams, as listed in Table 1. The webcam sites consist of a digital SLR camera in a weatherproof housing, a laptop PC or similar device for data collection and transfer, and communication equipment to transfer images every 15 minutes. The Contractor handles the hardware and software to manage the images and the communication costs.
Laptops, cameras, software, and other equipment at the site are government property.
5.3Transmissometers Thirty-two (32) Optec transmissometers are owned by the NPS, but none are currently being operated by the NPS. One instrument is on loan to the USFS, one instrument remains on site at GRCA, three are maintained as network spares, twenty are in long-term storage, two are designated as reference instruments, one is used as a tracking instrument during transmissometer calibrations, two have been modified for research purposes, one is being used, unmodified, for research, and one has been removed from service. Although these instruments are not currently in use in the Optical and Scene Monitoring Networks, the Contractor shall provide long-term storage of these units.
6.0Transition Phase An incumbent contractor is currently providing the services described in this Statement of Work under an IDIQ contract. Upon IDIQ contract completion or termination, the incumbent contractor shall work to ensure a smooth and coordinated transition to the successful offeror by making staff and resources available to ensure timely transfer of existing inventories to the new contractor.
The incumbent contractor shall also make available to the new contractor any data collected through the previous contract.
