SOLICITATION 140P2120R0019
ATTACHMENT 2:
SAMPLE TASK ORDER 1
The National Park Service (NPS) conducts air quality related monitoring to better understand the condition of air resources in national parks. One of the key air resources monitored is visibility. The objective of this sample task order is to operate and maintain the Optical and Scene Monitoring aspects of the NPS visibility monitoring program. Cost proposals should be based on the current networks, which include 11 Optical and 20 Scene Monitors. The optical portion currently measures scattering with open-air nephelometers and the scene monitoring is through high resolution web cameras tied with air quality measurements. The NPS also requests pricing for several of the Individual Tasks outlined in the Optical and Scene Monitoring and Data Analysis RFP; these are listed as Tasks 2-6 below. Listed below the tasks are the deliverables and payment schedule. The Period of Performance is one year, estimated at July 11,2020-July 10, 2021.
TASKS
1) Optical and Scene Monitoring Network Operations (3.1) and Contract Support (3.2) The Contractor shall collect nephelometer data and acquire and distribute high-resolution images and associated air quality data via a Contractor-hosted FTP site to the NPS public webpage content management system using established protocols. The Contractor shall oversee and maintain, within the required SOPs, the Optical and Scene Monitoring Networks, which include all nephelometers, ambient temperature (AT) sensors, instrument temperature sensors, relative humidity (RH) sensors, high resolution digital cameras and peripheral components. The Contractor shall supply the data and reports outlined in the RFP on the schedule noted in the Deliverables table below. NPS personnel are responsible for routine operation of the sites; however, the Contractor shall be responsible for training personnel, providing technical support and maintaining instruments in operable condition. The Contractor is responsible for implementing quality control measures, data retrieval and transfer to the NPS on the schedules outlined in the RFP. The Contractor shall support both networks via technical support in all manners outlined in the RFP. All webcam images should have metadata that includes: title, park location, author (National Park Service), date, and time. High-resolution webcam images shall also include the image analysis parameters average blue, green, and red image contrasts, calculated by the Contractor, in the image metadata. This task order is for 12 months of Network Operation.
The number of Optical and Scene Monitoring sites may change during the Period of Performance of this contract. In providing cost estimates for this task, please provide information regarding how changes to the network would impact costs for Network Operations. Include incremental changes to cost on a per site basis, for up to 5 additional or 5 fewer, sites for both the Optical Network and the Scene Monitoring Network.
2) Site Maintenance and Calibration Visit: Full Site Visit (Individual Task 4.1) The Contractor shall conduct a Site Maintenance and Calibration Visit at one of the Optical Monitoring sites. As part of this work, the Contractor shall calibrate the nephelometers, verify that the physical structures are in good condition, calibrate AT/RH sensors, and verify operational integrity of all monitoring support systems. For purposes of the cost proposal, the Contractor should assume the site is at Acadia National Park.
3) Instrument Maintenance: Nephelometer (Individual Task 4.2) The Contractor shall conduct Instrument Maintenance: Nephelometer at one of the Optical Monitoring sites. For this task, the Contractor shall ship a fully calibrated replacement nephelometer to the site, with all necessary maintenance completed prior to shipment. The nephelometer shall be installed by the local site operator or other technician visiting the site. The contractor shall provide clear instructions on installing the fully calibrated nephelometer, provide phone/online support during installation, provide clear instructions for return shipment of the nephelometer that was replaced, and cover costs for shipment. For purposes of the cost proposal, the Contractor should assume the site is at Acadia National Park.
4) Webcam Service and Maintenance (Individual Task 4.4)
The Contractor shall conduct Webcam Service and Maintenance at one of the Scene Monitoring Sites. As part of this service, the Contractor shall refine image angle, focus, and view; upgrade components of the camera system (assume parts are provided by NPS and there is 2 hours of labor); clean the camera enclosure, and train the site operator on basic maintenance procedures. For purposes of the cost proposal, the Contractor should assume the site is at Acadia National Park, and should assume this task is completed on the same trip as the nephelometer maintenance (i.e. no additional flights).
5) New Instrument Testing (Individual Task 4.9) The Contractor shall test a potential replacement instrument (Individual Task 4.9) for the current nephelometer with a commercial instrument. In the technical proposal, the Offeror may recommend a specific instrument, but for the cost proposal assume that the instrument and all components are provided by the NPS. Testing shall include a side-by-side comparison of the new instrument to an existing nephelometer for one year, data processing, and a statistical comparison of the two instruments. For purposes of the cost proposal, assume that the comparison will take place at an existing Optical Network site (i.e. no additional costs for the existing nephelometer), and that there are no travel costs.
6) Special Studies (Individual Task 4.10) The Contractor shall participate in a Special Study aimed at better understanding sources of haze at a national park that does not have air quality monitoring. The Special Study will include deployment of a webcam, a nephelometer, and meteorological measurements for three (3) months. For purposes of the cost proposal, assume that there are no travel costs and all instruments/supplies are provided by the NPS. Include costs for setting up and breaking down the instruments and data processing but assume that a local site operator can help with daily operations during the study. The deliverables are the three processed datasets.
Mock Task Order 2 Optical and Scene Monitoring Network RFP Individual Tasks The National Park Service (NPS) conducts air quality related monitoring to better understand the condition of air resources in national parks. One of the key air resources monitored is visibility. The objective of this mock task order is to exercise some of the Individual Tasks related to the NPS visibility monitoring program. Cost proposals should be based on the tasks as described below. Listed below the tasks are the deliverables and payment schedule. The Period of Performance for this Mock Task Order is July 11, 2020 – July 10, 2021.
TASKS
7) The contractor shall upgrade the nephelometer at Rocky Mountain National Park (ROMO) with a new instrument (Individual Task 4.3. Configuration Enhancement: Nephelometer Upgrades). The contractor should assume that the instrument and all hardware have already been purchased and tested. For the cost estimate, do not include travel costs to and from the site. This task will include:
· Replace the nephelometers with a modern instrument.
· Ensure there is real time communication with the new instrument, so that data can be retrieved remotely.
· Implement a regular calibration procedure that can be automated (i.e. does not require a site operator).
· Conduct any initial tests to ensure proper operation.
8) The contactor shall decommission the nephelometer at Grand Teton National Park (GRTE; Individual Task 4.5. Decommissioning Systems). For the cost estimate, do not include travel costs to and from the site. To fully decommission the nephelometer, the contractor shall:
· Stop data collection at the site.
· Remove instrumentation and related equipment from the site, and move equipment to storage until future deployment is needed.
· Discontinue power and communications at the site.
· Fully document the changes at the site and include in Technical Reports.
9) The contactor shall test a new nephelometer as a potential replacement instrument for the existing instruments (Individual Task 4.9. Instrument testing). For this task, the contractor should outline relevant tests and the estimated effort. The contractor should assume that it is a commercial instrument that collects light scattering, temperature and relative humidity data, and that the instrument is in working order upon receipt. The contractor should include developing methods for data processing and quality assurance.
10) The contractor shall help support a Special Study (Individual Task 4.10. Special Studies) in Mount Rainier National Park (MORA). For the cost estimate, assume that all instruments are provided by NPS. For the cost estimate, do not include travel costs to and from the site. For this Special Study, the contractor will deploy a nephelometer, a PurpleAir sensor to measure real-time PM2.5 mass concentrations, an ebam to measure real-time PM2.5 mass concentrations, and a met station. For this work, the contractor shall:
· Install all instruments at the site.
· Complete all data collection and data processing.
· Deliver the processed data to the COR at the end of the study.
· Decommission the site at the end of the study, returning all instruments to storage.
11) The contractor shall update the current WinHaze software (Individual Task 4.15. Data Analysis and Modeling; http://vista.cira.colostate.edu/Improve/winhaze/). The upgrade will be focused on adding additional scenes developed using Terragen (https://planetside.co.uk/) software. For this task, the contractor should assume 4 hours of effort to create each new scene, and that 10 scenes will be added to the existing database.
DELIVERABLES AND PAYMENT SCHEDULE. The contractor shall submit a monthly report (~1 page) to the COR outlining the tasks completed the previous month, referencing the tasks outlined in this task order. After approval by the COR, the contractor shall submit an invoice for payment. Monthly invoicing shall be as follows.

Contract Type The NPS anticipates awarding a firm fixed price task order. Due to the fact that payments are needed prior to the end of the period of performance, task based payments will be issued for pre-priced tasks upon completion.
Contract Period of Performance The NPS anticipates awarding a task order lasting twelve (12) months from the award date.
Desired Delivery Schedule Monthly report will be delivered monthly to the COR for approval, prior to submission of monthly invoice.
All Individual tasks described (1-5 above) shall be completed during the base year. The Contractor is responsible for coordinating all tasks to ensure the work is completed in a timely and efficient manner. An expected schedule of visits should be reviewed with the COR. The COR will notify the Contractor if there are any changes to be made in planned travel. The Contractor is responsible for notifying the appropriate park personnel and the COR of pending trips to parks at least two weeks in advance.
DELIVERABLES AND PAYMENT SCHEDULE. The contractor shall submit a one-page monthly report to the COR outlining the tasks completed the previous month, referencing the tasks outlined in this task order. After approval by the COR, the contractor shall submit an invoice for payment. Monthly invoicing shall be as follows.

ADDITIONAL DELIVERABLES, NOT TO BE USED AS MILESTONES FOR PAYMENT
Mid-year technical report: This report includes a listing of sites, metadata, and equipment, data submitted, site visits, major activities, network issues and expenditures.
Annual data report: Similar to mid-year report but also includes a summary of data processed and QA statistics. The annual data report demonstrates completion of the data collection task for the option year.
Database and Transfers: Optical data from the network should be maintained in ASCII file format; formatted valid data should be transferred to the IMPROVE/FED database, or other database as directed by the COR. Original webcam images should be transferred to the NPS ARD.
Safety and Disaster Plans: Changes to the Safety and Disaster plans submitted as part of the Contractor proposal, if any, shall be submitted to the COR.
