About this file

This is a Request for Quote (RFQ) for commercial services issued by the National Park Service (NPS) Denver Service Center Contracting Services Division for the removal and disposal of a floating dock facility at Hyde Street Pier in San Francisco Maritime National Historical Park.

The solicitation (140P2026Q0004, SAFR 319315) is a firm fixed-price contract set aside 100% for small business concerns under NAICS code 238910 with a size standard of $19 million. Quotes are due by 2:00 PM Mountain Time on March 19, 2026, submitted electronically to shellie_murphy@nps.gov. The scope of work requires complete removal and off-site recycling or disposal of a 109-foot-long floating dock system comprising a concrete main dock, four wooden finger docks, a wooden shed, handrails, conduit, wiring, pipes, and two aluminum gangways. Utilities (water and electric) must be properly disconnected and capped, with no piling removal required. The contractor is responsible for obtaining all necessary permits and regulatory compliance. Work must commence within 10 days of award and be completed within 60 calendar days. All staging, removal, and material transport must be conducted by barge due to poor pier structural conditions that prohibit vehicle and heavy equipment access. The contractor is responsible for site safety and preventing unauthorized access to the work area. The pricing structure is a single lump-sum line item. Quoters are strongly encouraged to conduct site visits by appointment at least 10 days before the quote deadline. FAR provisions 52.212-1, 52.212-3, 52.212-4, and 52.212-5 apply. Award will be made to the quoter submitting the lowest fair and reasonable price that conforms to solicitation requirements, with consideration given to HUBZone small business price evaluation preferences under FAR clause 52.219-04.

SCOPE OF SERVICES (SOS)

REMOVE AND DISPOSE OF FLOATING DOCKS

AT

HYDE STREET PIER

SAN FRANCISCO MARITIME NATIONAL HISTORICAL PARK (SAFR)

Project Description The project is to remove and dispose of the entire small boat dock facility at Hyde Street Pier, including: the long dock, the finger docks, the shed, the handrails, conduit, wires, pipes, and two aluminum gangways. The contractor will be responsible for off-site recycling and off-site disposal of non-recyclable materials. Utilities (water and electric) are to be properly disconnected and capped. No pilings will be removed. See attached Exhibit A which illustrates the small boat dock facility to be removed.

Facility Description The “Small Boat Dock” is comprised of a 109-foot-long x 10-foot-wide floating dock (the “long dock”) made of concrete buoyancy boxes with wooden walking decks with three 40-foot-long x 8-foot-wide wooden docks (the “finger docks”) and one (1) 20-foot-long x 8-foot-wide finger dock that floats on plastic buoyancy boxes. The finger docks are attached perpendicular to the long dock.

The long dock is secured around six (6) concrete pilings in the sea floor. The dock surrounds the pilings through cutout openings in the edge of the dock and there is lightweight steel roller hardware inside the cutouts that guide vertical motion and reduce friction against the piles. The cutouts are closed at the outer side with wood material. There is a small lightly built wooden lean to shed on the long dock. There are water pipes and electrical conduits on the edge of the long dock closest to the Hyde Street Pier. There are four (4) concrete ballast blocks on the long dock that act as counterweights to the uneven buoyancy caused by the finger docks.

The finger docks attach with metal hinge hardware to the long dock and surround single metal pilings at the outer ends.

The are two aluminum gangways that create access from the main Hyde Street Pier. One gangway has a built-in legged bolster: the other gangway slides on the one with the bolster.

There are assorted lightweight handrails throughout the facility.

Project Identification Project Location: San Francisco Maritime National Historical Park (SAFR) Project Management Information System (PMIS) Number: 319315A Project Title: Remove and Dispose of Floating Docks

All project correspondence shall reference “SAFR 319315A” in the subject line.

Place Of Performance All field work will be performed at San Francisco Maritime National Historical Park (SAFR), on and around Hyde Street Pier located at 2905 Hyde Street, San Francisco, CA 94109. All on-site field work shall be coordinated with NPS staff, with a minimum of two weeks advance notice.

Access to the pier shall be provided by NPS.

Site Limitations & Safety All staging of equipment, removals, and transport of materials shall be conducted by barge from the water. Hyde Street Pier is in poor condition. A structural evaluation of the pier determined allowable loading on the pier deck should be severely restricted. This eliminates access on the pier for vehicles, cranes, and most heavy equipment.

During removal activities, the contractor will be responsible for site safety and ensuring recreational (especially swimmers) and commercial users of Aquatic Cove cannot inadvertently enter the work area.

Site Review The contractor is strongly encouraged to conduct a site visit to review and understand the proposed scope of work and site limitations before submitting a price proposal. The contract will be firm fixed fee.

The pier is closed to public access. The contractor must coordinate with the NPS to establish access.

Performance Period The work of this contract is to commence as soon as possible upon contract award. The contractor will have 60 calendar days to complete the work.

Regulatory Requirements Work performed shall comply with applicable laws and regulations. The contractor is responsible for determining all regulatory agencies with jurisdiction that apply to the project, notifying agencies that require such, and procuring all necessary permits for the removal and disposal of the small boat dock facility.
