I. General Description of Work
This contract is for vegetation work to be done at Pea Ridge National Military Park (PERI; the Park), a part of the National Park Service (NPS), located in northwest Arkansas at 15930 Highway 62, Garfield, AR 72732.
Tasks are related to revegetating areas disturbed by the obliteration of a decommissioned section of US Highway 62, redesign of parking lot at the Visitor Center, addressing drainage and parking in the Park’s administration area, obliteration of a portion of the Tour Road, and construction of new parking lot and comfort station at the Elkhorn Tavern area. Tasks include invasive species control, delivery and transplanting container plants, procurement and installation of buffalo grass sod, procurement and installation of 95 trees, collect GPS locations of trees, hand broadcast and sowing of native seed, mowing, watering outplantings, and photograph and written documentation of all work conducted.
Confidentiality: The information developed under this contract is the property of the U.S. Government and shall be kept in strict confidence.
Performance Period: The period of performance of this contract shall be from the time of award through November 30, 2025.
Contacts: The following individuals are to be contacted with any questions, concerns, and issues regarding this contract. No other individuals are authorized to make decisions regarding this contract during any portion of the work. Only the CO can make changes to the contract. By responding with a bid proposal, the contractor understands and agrees to these terms.
Contracting Officer (CO): L.J. Gravelle, LJ_gravelle@nps.gov, 720-415-1428 Contracting Officer’s Representative (COR): Stefanie Wacker, Stefanie_wacker@nps.gov, 720-670-2785 PERI Representative: Nolan Moore, Nolan_moore@nps.gov, 479-451-8122 x1225
II. Scope of Service Requirements
General: This contract is for non-native and invasive plant identification, survey, control treatment, revegetation of disturbed areas and consists of installation of live container plants, sod, and trees around the entrance, horse trailer parking lot, Visitor Center, administration building, and Elkhorn Tavern on about 30 acres of Pea Ridge National Military Park. The construction project is projected to conclude in fall of 2022, with invasive species control starting at the time of contract award, sod planting expected in October/November 2022. Installation of container plants needs to occur in mid-September 2022, so that seed from the plantings is dispersed in the Park. Trees will be planted in 2024. Mowing of seeded areas (seeding not part of this contract) will be completed in 2024 and 2025. An option to water trees and live container plants may be exercised if weather conditions have not been favorable to plant establishment. An option for broadcast seeding of small areas that do not have native plant establishment may also be exercised, if warranted.
Task 1. Invasive Species Treatment The Contractor shall submit a proposal to perform non-native and invasive plant surveillance and treatment of the target species listed below in Table 1 starting as early as the contract is awarded in 2022 and concluding November 30, 2025. The total survey and treatment area is 30 acres (see Appendix A for detailed maps of all the disturbance areas to be surveyed/treated). Treatment may consist of manual and/or herbicide methods but must result in the effective destruction of the invasive plant and proper removal of any of its propagative parts, while carefully avoiding impacts to native germinates and container plants (locations will be provided to contractor after installation). Treatments occurring in 2022 (pre-seeding) may use a tank mounted on an UTV or truck with hose and wand for targeted treatment. A boom sprayer will be allowed on the obliterated road sections only in 2022, prior to any native seeding or container planting. Only spot spraying using a mailto:LJ_gravelle@nps.gov mailto:Stefanie_wacker@nps.gov mailto:Nolan_moore@nps.gov
Pea Ridge National Military Park (PERI) Page 5 of 50 backpack sprayer or cut/daub method will be allowed post construction and after native seed has been sewn. A UTV with wand sprayer may be used in aeras adjacent to paved roads but must follow Park UTV Policy (Appendix C). UTVs may be used off pavement in the disturbance areas for 2022 only, prior to seeding and outplanting live plants and sod.
If invasives are not controlled before they reach a flowering or seeding stage, they shall have the reproductive parts removed and bagged in three mil or greater plastic, sealed to prevent seed dispersal, and legally disposed of off-site. Efforts must be made to ensure that seeds and/or vegetative propagule of invasive plants will be removed from clothing and equipment prior to leaving treatment sites.
If the Contractor determines herbicide control methods arethe most effective means of removing invasives the following requirements/protocols shall be implemented:
A minimum of one person in the application crew must possess a current state-issued Qualified Applicator’s license.
Utilize the following herbicides only: Cornerstone, PastureGard HL, and Plateau. Other chemicals may be considered but requires prior approval from the Park.
Adhere to herbicide label instructions, including recommendations on plant phenology.
Spray only when weather conditions are conducive to effective uptake of the herbicide by the targeted species
(e.g., sunny, dry, and when plants are actively growing) and when wind conditions are such thatherbicide drift is minimal and according to herbicide label.
Avoid non-targeted species during herbicide application.
All herbicides used on project must contain non-toxic tracking dyes.
Herbicide application signage shall be placed in all areas treated where the public is likely to come into contact with the herbicide (e.g., adjacent to parking lots, bathrooms, visitor center, park headquarters, along sidewalks/trails).
Do not store herbicide on PERI land without COR approval.
Select existing hardened surfaces or disturbed sites for staging/mixing areas. To reduce the potential for spills, impervious material, such as a bucket or plastic, shall be placed beneath mixing areas in such a manneras to contain any spills associated with mixing/refilling.
An Emergency Spill Response Plan and spill kit must be on-site when herbicide treatment methods occur. This Plan will include project safety planning, methods of clean-up of accidental spills, and information including a spill kit contents and location.
Herbicide use reporting logs shall be documented in a table format and provided to the COR yearly by October 31.
If the Contractor determines manual control methods arethe most effective means of removing non-native and invasives species the following requirements/protocols shall be implemented, and the methods of manual control must be approved by the COR prior to implementation:
Minimize impact to soil. Any excessive digging will need approval by the CO and reviewed by NPS Cultural Resources.
Removal efforts should be completed when soils are moist or dry, not overly wet.
Remove all above and below ground parts. All roots, root buds, and rhizomes capable of generating new plants must be removed.
Collect, bag, and haul offsite all reproductive parts of mechanically or manually removed plants.
Target manual removal efforts early in the growth period such that plants are remove when small to maximize efficacy and minimize soil disturbance.
Removal activities shall not damage germinants or newly established native plants. All the areas of post-construction disturbance will have been seeded in the fall of 2022 with native species so removal activities should be conducted in a sensitive manner to reduce impacts to newly germinated native plants.

Plant pick-up must be coordinated through the staff at Northwest Arkansas Community College. Contact information will be provided after contract is awarded.
Delivery date(s) must be the same as installation date(s). Dates will be based on weather conditions and agreed upon by the
CO and the contractor; do not plant in excessive heat or saturated soils.
Plants cannot be delivered to the site prior to the date of outplanting; the park has no storage area.
Plants must be kept in shaded area out of the wind and sun while at the site until the time of installation.
Coordinate with COR to schedule date for planting so parking spot in the parking lot can be identified and blocked off.
Blocking traffic on the road will not be allowed.
Pea Ridge National Military Park (PERI) Page 8 of 50
Task 2b. Outplant live, nursery grown native plants, water, and mulch.
The NPS expects the contractor to plant between 300-500 plants from various sized containers, but likely flats or tubes. The contractor will provide a price based on per plant cost. Actual number of plants will be known by date of award. The planting areas will be located near the Visitor Center, with explicit planting locations provided by maps, written description, and/or on-site by the COR at the time of planting. Planting must occur the same day as delivery, contractor must not deliver more plants than can be planted on that day. All staging areas must be approved prior to delivery.
Plants should be installed according to the Quality Standards listed in Section III.
All empty planting containers shall be returned to Northwest Arkansas Community College.
No additional soil can be brought into the park.
Water will be available in the park at no charge. Tanks, hoses, etc. must be provided by the contractor. No sprinklers or dust abatement trucks can be used, but tanks mounted on standard pickup trucks, water buffaloes (tank trailers) are permitted.
Procure certified weed-free rice straw from a park-approved source.
After nursery grown plants have been installed, a 3-inch layer of certified weed-free rice straw will be evenly distributed over the entire planting area to aid with moisture retention and to protect plants from wind damage.
Task 3. Procurement and installation of buffalo grass sod.
The contractor will procure, arrange delivery, and install 54,450 square feet of buffalo grass sod from a dealer near to PERI.
Contractor must submit a plan for staging area /drop-off locations of each roll of sod. Sod will be installed in areas near the Visitor Center (along sidewalk and around parking lot, parking lot islands) and at the horse trailer parking lot near the entrance of the park (see attached maps). Sod will be installed per the methods recommended by the landscaping industry and the grower. Soil site preparation is required.
Task 4. Procurement and installation of nursery grown trees.
The contractor shall procure and install 95 nursery grown native trees (Table 1) from an approved native plant nursery. Five additional trees were added per species to account for mortality. All planting areas are relatively flat. Vehicles can be driven on the old Highway 62 and Tour Road obliteration on designated paths only. Other planting areas are adjacent to road or parking lot. Blocking traffic or sidewalks is not allowed.

Trees should be installed according to the Quality Standards listed in Section III.
Trees must be protected during transport.
Trees must be planted the day they are delivered; only deliver as many trees as can be planted that day. Trees cannot be stored at the Park. Staging areas must be approved prior to delivery.
Trees must be planted in dormant season (October – February).
Task 5. Mowing invasive species along old Highway 62 and Tour Road obliteration areas.
To aid in the establishment of seeded grasses and to reduce pressure from invasive species, the contractor shall mow areas where old Highway 62 and Tour Road were obliterated using a side mounted disc mower or side mounted flail mower. The tractor shall utilize turf flotation tires to minimize compaction. Field reconnaissance will be required to determine mowing dates, but the contractor should expect at least 4 mowing trips per year.
Pea Ridge National Military Park (PERI) Page 9 of 50
When vegetation is no more than 10-12” in height identified areas shall be mowed to a height of 6-8”.
Avoid leaving a mulch layer that suffocates and prevents light to reach plants, kills plants, or significantly stunts them.
The first pass with mower should be around the perimeter of the area, with subsequent passes using the mower in the opposite direction; the intention is to drive the tractor on the area that has already been mowed.
Task 6. Reporting The contractor will maintain all records on application of herbicide and other invasive plants treatments, the procurement of trees, sod, and straw mulch. Following project completion contractor will provide a report with executive summary documenting the number of trees, plants, and sod rolls installed, method of installation, mowing dates, task outcomes, lessons learned, and other information useful to this project.
The treatment summary document for non-native and invasive plant treatments shall include the following information: total acres surveyed, total acres mechanically or manually treated by species, total acres treated chemically by species, and total active ingredient applied by trade name.
The treatment reporting logs shall be documented in table format. An example is provided in Appendix B. Each entry shall include the following information:
Date and time of treatment Weather, wind speed and direction Amount of herbicide concentrate applied, including adjuvants EPA registration number of herbicide concentrate Target species and estimated number of individuals treated Size of treated area in square feet or acres Name of applicator(s) Method of treatment (state “Mechanical” and describe the method, e.g., hand pull, shovel, hori hori)
The treatment location data can be reported in the treatment summary document by simply notating a list of all species found/treated in each weeding/planting unit (to be defined with NPS after award). If any of the species are high priority (denoted with 2 asterisks ** in Table 1) they must be mapped using GPS. GPS data may be collected as point or polygons. Polygons must be delivered as ESRI-compatible layer (e.g. Field Maps or Collector), or as an attributed XY coordinates file (e.g. comma delimited, or Excel). Data should be collected in UTM NAD 83, Zone 15. If a point file is chosen, area of infestation or treatment must be denoted by a buffer distance for each point. The attributes associated with all spatial data must include the following:
Date of treatment/survey Time of treatment/survey Treatment method (mechanical or chemical) Herbicide used (if applicable) Species Estimated cover (% foliar cover) Phenological stage (vegetative, bud, flowering, seed) Buffer distance (for points, if applicable)
The summary report for planting trees shall include the species, pot size, and location of all planted trees shall be recorded with a GPS.
Location information shall be provided to the park as X,Y coordinates in either a tabular or ESRI-compatible format and due at the time of report.
Final reports to be completed, electronically in MS Word, and distributed to the designated park staff and the COR within two weeks of work completion at the park.
Bid Option A. Maintenance watering.
The contractor will water all plants and trees that were planted in 2022 and 2024 if needed due to drought or periodic dry conditions.
Number of plants could be up to 500 and trees up to 95. Watering will only be needed if drought conditions exist, therefore request contractor to bid cost based on hourly rate to water 95 trees from a mobile water source (tank). If needed, this option would be developed at the time watering is required. Specific numbers of plants and trees and locations will be provided if this option is exercised. Water sources available at the park will be identified for contractor use.
Pea Ridge National Military Park (PERI) Page 10 of 50
Bid Option B. Broadcast seed where needed.
The contractor will hand broadcast and rake into the soil native seed in any areas where the hydroseeding (not part of this contract) failed to establish. Because the area needing seeding is unknown at this time, the contractor will bid cost based on hourly rate to prepare soil surface and spread seed using belly grinder. Seed will be provided by the Government. Seeding shall take place in the dormant season, October – February. Specific areas to seed will be identified if this option is exercised.
Seed can be applied using a belly grinder or by hand if applied evenly and without waste.
Seed-soil contact must be made by using a metal rake, or other tool, that will roughen soil surface. Seed shall not be buried greater than 5/8” deep.
Soil must be compacted over seeded area by walking on or using another compaction tool.
III. Quality Standard
Quality standards shall be in accordance with the base contract and as described below.
GENERAL REQUIREMENTS
The contractor will be responsible for its workers at all times. The NPS expects full compliance with National Park Service regulations and the quality standards listed in this task order. The contractor is to assume this responsibility. In most instances the contracting project manager is expected to be on site daily while the work is occurring.
All Contractor, Subcontractor and employees will attend Park orientation meetings presented by the NPS prior to beginning work.
Notify the CO 14 days prior to beginning work and 7 days before adding staff so orientations can be scheduled.
Contractor will notify the CO a minimum of 48 hours prior to the entry of vehicles and equipment.
All equipment shall be clean, free from soils and invasive species seeds. Includes all gloves, hand tools, tanks, hoses, and truck beds.
Vehicles and equipment may be inspected by Park staff or COR prior to entry to the work site. At no time will equipment cleaning be allowed within the park boundaries. Dirty vehicles will not be permitted into the park.
Confine all operations to work limits described in the task order. Take precautions to protect adjacent built and natural features and choose work methods and procedures that will mitigate the risk of damaging areas outside the scope of work. Do not break, crack, or damage the edge of pavement. If any damages occur, report this to CO. Contractor will repair damages in preference to replacement in kind. Contractor will proceed with restoration or replacement of damaged items only after direction is provided by CO. Prevent damage to natural surroundings. Repair or replace damaged trees and plants. Repair to architectural and landscape elements will be done at no additional expense to the Government. If damage occurs outside the work limits, revegetate, and repair or replace damaged trees and plants, using approved native seed and/or plants at no additional expense to the NPS.
The contractor will understand that its employees will be working alongside, near, and in some cases on the road. Proper safety protocols will be the responsibility of the contractor. Follow all pertinent safety standards for work zone safety and traffic control safety. During all operations, the contractor will be required to wear safety clothing or vests and provide bright orange traffic cones and signs per MUTCD standards. Both should be placed so that oncoming traffic has plenty of warning that work is being conducted ahead. Work will not be permitted at night and is restricted to 30 minutes after sunrise to 30 minutes prior to sunset.
Contractor is responsible for a clean worksite. Any debris or garbage generated on site is to be removed each day. Do not feed, approach, or disturb wildlife within the Park boundaries. Any mishandling of garbage, trash, food, and other potential wildlife attractants will result in the responsible person, or Contractor, receiving a citation subject to a fine. Remove from the project any person who receives more than one citation for food storage violations or any other violation within the Park.
Work will be completed in a manner that does not increase soil compaction and minimizes disturbance. Do not operate or park any vehicles or equipment off the paved roadway except in approved areas. Do not damage or otherwise impact any soils or vegetation other that the plants identified to be salvaged and removed as part of this contract.
Work hours are from dawn to dusk. Working on weekends will need approval by the COR.
Pea Ridge National Military Park (PERI) Page 11 of 50
NON-NATIVE AND INVASIVE PLANT TREATMENTS
If the Contractor has concerns regarding meeting any of the following quality standards, the COR must be notified in writing with an explanation and possible corrective actions at the earliest opportunity. A determinationof the most effective corrective action as mutually agreed upon will be made, which may result in a modification of this contract.
1. Species Identification: Crews must be knowledgeable of local plant species and able to identify native and non-native species in Table 1.
2. Knowledge of prairie restoration: Contractor must have knowledge of methods of prairie restoration related to invasive species control, including type and use of application equipment, knowledge of which species are the most threat to successful restoration, precise application of chemicals in areas seeded with native species, and timing of invasive species control.
3. Weed Prevention Protocol: Ensure all vehicles, gear, tools, equipment, personnel PPE, etc. involved with or otherwise used in non-native plant treatment arrive to the project sites clean and free of off-sitesoil and organic debris. Efforts shall be made to ensure that seeds and/or vegetative propagules of invasive plants will be removed from clothing and equipment prior to leaving treatment sites. All vehicles, equipment, and tools are subject to inspection by PERI staff prior to entry into PERI. It is the contractor’s responsibility to contact the park and arrange for vehicle and equipment inspection with the NPS before entering park lands.
4. Treatment Timing and Efficacy: Contractor to provide treatment protocol for each species for approval by COR.
Methods may include approved herbicides and manual removal. Conduct treatments at the appropriate time to eradicate plants and prevent further spread. Utilize proven, effective treatment methods.
5. Safety:
All crew members shall wear a high visivility vest at all times.
Contractor shall inform NPS/COR within 48 hours of planning to perform treatments.
All locations where herbicides are applied that have a likely potential for public entry (i.e. adjacent to parking lots, bathrooms, visitor center, park headquarters, along sidewalks/trails) must be posted with signs immediately prior to herbicide application. Signs shall remain in place for at least as long as required by the herbicide label. Signs will contain treatment date and time, target species, name of herbicide applied, restricted entry period if any, and a park contact number for any questions.
6. Herbicide Use Protocols:
All product labels will be read and followed by herbicide applicators. It is violation of Federal law to use a herbicide in a manner inconsistent with its label.
Herbicide application will account for meteorological factors such as wind speed, wind direction, inversions, humidity, and precipitation in relation to the presence of sensitive resources (native plants) near the treatment area and direction provided on labels.
Herbicides will only be applied with meteorological conditions at the treatment site to allow for complete and even coverage and will prevent drifting of spray onto non-target resources or areas used by humans.
Herbicides will be applied only during periods of suitable meteorological conditions. Herbicides should also not be applied during periods of dead calm (this could indicate an inversion) or when wind velocity and direction pose a risk of spray drift.
Herbicides will be applied using coarse sprays to minimize the potential for drift. Combinations of pressure and nozzle type that will result in fine particles (mist) will be avoided. Thickeners will be added if the product label permits.
Herbicides will be applied at the appropriate time based on the herbicide’s mode of action.
Herbicides will be applied according to application rates specified on the product label.
Safety protocols for storing, mixing, transporting, handling spills, and disposing of unused herbicides and containers are included in the plan will be followed at all times.
Equipment must be maintained and calibrated on a regular basis, and at minimum of each season. Calibration must occur prior to an applicator operating new equipment or after equipment is repaired, or parts replaced, that would affect the application rate.
Pea Ridge National Military Park (PERI) Page 12 of 50
During all applications, droplet size will be controlled to decrease the risk of herbicide drift to non-target species.
7. Document All Treatments: All herbicide treatment locations and a listing of weed species identified shall be defined by the weeding/planting unit (to be defined with NPS after award). GIS and other attribute data will only be required for located high priority invasive species (as defined in Table 1). Allweed documentation shall be provided to the COR by October 31.
CONTAINER PLANT DELIVERY
Contractor shall return planting tubes and support trays, with tubes placed back into the support trays, to the NWACC nursery at a location specified by the NWACC staff.
1. Delivery Timing: The Contractor shall work in conjunction with the COR and park staff to ensure that the delivery date/timing is agreeable to all parties.
2. Conformance with State Law: The Contractor shall follow state plant transfer laws and assure safe, legal, and prompt delivery of the container plants to Pea Ridge National Military Park.
3. Transport Vehicle: Vehicles and equipment used to transport the container plants shall be clean (i.e., free of soil, plant parts, and pests) prior to loading plants to prevent the spread of disease/pathogens and non-native plants. The transport vehicles shall also provide protection for the plants to prevent any damage or dehydration.
4. Transport Handling: During transport from the nursery to the planting site the containers will be handled carefully, not dropped, tossed, or otherwise roughly handled. Do not stack plants on top of other plants. No debris shall be left on the roadway at any time.
5. Temporary Staging: The Contractor shall ensure that plants are temporarily placed in approved staging areas protected from wind and full sun and that container soil is thoroughly moistened. Plants should not be delivered to site prior to day of planting. Plants cannot be returned to nursery once removed.
CONTAINER PLANT INSTALLATION
NPS will provide plant layout before the contractor places plants in the ground.
Weed Prevention Protocol: Ensure all vehicles, gear, tools, equipment, personnel (e.g., clothing, boots, laces) Personal Protective Equipment, etc. involved with or otherwise used in project installation arrive to the project site clean and free of off-site soil and organic debris.
Planting Specifications: All container plants shall be planted in accordance with the following specifications:
1. Plants shall not be planted during periods of excessive heat or forecasted weather that will harm plants (e.g. hail).
Immediately prior to planting plants shall have thoroughly moistened soil. When watering be careful not to drag hoses crushing surrounding plants.
All planting holes shall have vertical sides with roughened surfaces and be a minimum of one and one-half (1.5) times the diameter and a minimum of 3 inches deeper than the depth of the plant’s container.
Damage to surrounding native plants shall be minimized. Excessive digging, trampling, and piling soil removed from planting holes is not allowed.
Any roots wrapped around the sides of the containers shall be pulled loose from the root balls. Plants shall be planted with the roots untangled and laid out in the planting holes to promote good root growth and prevent the plants from becoming root bound.
Roots shall be adequately protected from the sun and/or drying winds. Plants shall not be removed from their containers until immediately before planting. The container shall be removed in a manner that does not damage the root ball or plant.
After excavation and before planting, the planting holes shall be filled with water. Holes shall be allowed to drain thoroughly before planting to reduce settling.
Pea Ridge National Military Park (PERI) Page 13 of 50
Plants shall be set in the thoroughly drained planting holes so that the crowns of the root balls are 0.5 inch above finished grade when backfilled with soil. The soil around the planting shall be tamped down sufficiently to eliminate any air pockets in the soil. The crowns of the plants shall not be depressed.
A watering basin 3-5 inches in diameter shall be constructed around each plant in a manner that causes the least amount of disturbance to the surrounding seeded area.
Each plant shall be individually watered at the time of planting with sufficient water to reach the lower roots. Special care must be taken to prevent the soil from washing away from the roots and the root crown from being buried with soil.
SOD INSTALLATION
Sod shall be installed following methods recommended by the landscaping industry and the grower
In areas to be sodded, soil must be decompacted to ensure rooting from sod. Decompaction will be done for majority of sodding area prior to installation, however, there may be small areas that need decompacting for sod to install correctly.
The soil in the area for sod placement must be watered before installation of sod. Soil must not be overly saturated or pooling before sod is installed.
Sod must be installed on a smooth surface, free of rocks and dirt clods greater than 2” diameter.
Ensure no wrinkles or air pockets under sod.
All matching edges must be flush with the next piece of sod, no gaps between pieces, edges of curbs, sidewalks, road, etc.
Sod must be cut from the root side only.
Roll the sod to ensure smooth installation.
Sod must be thoroughly watered, but not overly saturated as to cause excessive runoff from planted sod, immediately following installation.
TREE PLANTING
Provide healthy trees of quality stock and comply with recommendations and requirements of ANSI Z60.1 “American
Standard for Nursery Stock.” Provide healthy, vigorous stock, grown in recognized nursery, free of disease, insects, eggs, larvae, and defects. The COR will inspect the plants either at the nursery or at the park prior to installation. Take care to select trees that have a healthy stem/bole diameter to height ratio; do not select tall, lanky trees that are susceptible to wind damage.
All baskets, burlap, containers must be removed for final planting.
Trees must be planted using methods that protect newly seeded areas. If using a Bobcat or other small, tracked equipment, plywood must be placed to protect the plants/soils from damage from equipment. Care must be taken to minimize compaction
Replace deficient non-government supplied trees during a 12-month period.
All trees must be kept cool and roots moist while out of the ground. From delivery to installation keep trees moist and protected from temperature extremes.
Plant each tree so roots are straight, do not “J-root” or “L-root” (i.e., planted too shallow such that the roots are J or L shaped in the planting hole).
Do not leave any holes open overnight.
Holes shall be 3 times wider that the container or root ball. The depth of the planting hole should be such that the base of the root flare should be at, or slightly above, the established soil height surrounding the hole.
Roughen the sides and bottom of the hole to allow for root penetration, particularly when using a mechanical tree spade or auger.
Trees shall be planted such that they are vertical.
Fill in the hole and around root ball with soil. Do not return any rocks, rubble, sod, or other plant material into the hole.
Gently pack the soil around the root ball until the hole is 2/3 fill to remove air pockets. Fill the remaining space with water to settle the soil and allow the hole to drain. After water has drained, fill remaining space with soil.
Build a small ridge of soil around the root ball to direct water towards the roots.
Place weed-free mulch over the area of the root ball or drip line (whichever is larger), to reduce growth of weeds, grass and to retain soil moisture. Do not place mulch against the truck of the tree.
Do not mound soil or mulch up against the trunk or around the truck flare.
Water can be transported by tank mounted in standard pick-up truck or water buffalo (trailered water tank). Water with low pressure only. Dust abatement water trucks are not permitted. When watering be careful not to drag hoses crushing surrounding plants.
Label each tree with securely attached waterproof tag bearing legible designation of botanical name.
Pea Ridge National Military Park (PERI) Page 14 of 50
Planting locations shall be marked with stakes or flags for approval by the COR prior to planting. Planting locations will be based on NPS provided maps.
WATERING
Damage Control: The Contractor shall ensure that watering shall not damage or destroy native vegetation, nor create/lead to erosion impacts in either the planting or surrounding areas including any areas that have recently been seeded.
Methods: If the Contractor wishes to deviate from the watering plan, the changes must be submitted in writing to the COR for approval. Note: Water will be available at no cost.
