The preferred buffalo grass variety is Cody Buffalo grass, sourced from Bixby, Oklahoma. Tax exemption for material purchases will depend on applicable state and local laws. The related federal contract opportunity is solicitation number 140P2022Q0029 issued by the Department of the Interior National Park Service for invasive species control and revegetation services at Pea Ridge National Military Park.

PERI 152541 Pea Ridge Revegetation RFI’s
1. The cost of Buffalo grass sod/delivery can be upwards of $60,000 for just sod cost, not including the site prep and installation. That’s a lot of cost for a small business to carry, so can the sod company just invoice the NPS for this part of the project? Is there any other way to pay for the sod?
a. The contractor will be responsible for the purchase of the sod. The sod provider will be unable to invoice the NPS directly. The NPS will consider progress payments so contractors are able to recoup cost as work occurs.
2. Is there a specific variety of Buffalo grass ya'll are wanting to use? 609 Buffalo grass is out of Tulsa, OK; Sharps improved II BG is out of Maize, KS (Wichita, KS area); Cody Buffalo grass is out of Bixby, OK.
a. The NPS would prefer the Cody Buffalo grass sod, but other varieties are acceptable.
3. Would the purchase of sod or others including trees, etc. be tax exempt?
a. Please see FAR Part 29.303(b). This is determined by each respective state and local laws dependent upon where the purchase is taking place.
