AWARD SELECTION PROCESS

Award will be made in accordance with FAR Part 12 to the Offeror that provides the best value to the government based on price, technical, and prior experience. Per FAR 12.203(c)(2) evaluation will be conducted by comparative evaluation of offerors. This solicitation is not stating nor required to state the importance assigned to each evaluation factor and/or sub factor (FAR 12.203(c)(2)).

1. Price: A price evaluation will be performed to determine the reasonableness of the proposed price. Reasonableness will be determined considering other competitive prices received and comparison to the independent Government estimate. If multiple contract line items are included in the price schedule, prices will also be evaluated to determine whether any line items are unbalanced. Offerors are cautioned to distribute costs appropriately.

2. Technical: Written confirmation that company specializes in, or has sufficient documented direct experience in, providing all labor, material, tools, supervision and travel necessary to perform the service outlined, and in accordance with, the attached Statement of Work (SOW). Complete the technical questionnaire or a capability statement/project narrative – please see “TO SUBMIT AN OFFER” section for details on which to submit for this requirement.

3. Prior Experience: Complete Prior Experience references as described in “TO SUBMIT AN OFFER” section, that can confirm your company has successfully completed similar tasks outlined in the Statement of Work.

Quotes will receive a preliminary review to determine whether the quote contains sufficient information, as required by the solicitation, to allow the government to perform a meaningful evaluation. If the results of this preliminary review indicate that the quote lacks sufficient information to allow a meaningful evaluation to be conducted, the Contract Specialist/Contracting Officer may eliminate the quote from further evaluation and consideration for an award.

The government will evaluate quotes in groups of three (3), starting with the lowest priced quotes, proceeding upward, incrementally in price, until an awardee is selected. At that point, the evaluation process stops, and award will be made to the selected Offeror.

52.237-1 Site Visit (Apr 1984)

The Hanging Gardens gravel roadway and associated parking area have experienced surface degradation due to weathering, traffic loading, and loss of aggregate cohesion. The purpose of this project is to restore surface integrity, improve dust control, enhance durability, and extend service life through the application of a double chip seal surface treatment system designed for low-volume park roads.

1.2 Work Covered by the Contract Documents:

Project Location:

Hanging Gardens access road and associated parking area within National Park Service jurisdiction in Glen Canyon National Recreation Area (GLCA). Located just outside of Page Arizona, along US Hwy 89, this is a portion of Chains Road (exact limits to be field verified and coordinated with COR). Please see attached Appendix.

Grid Coordinates: 36.933923, -111.475120

Work consists of:

• Preparation of existing gravel roadway measuring approximately 1,600 linear feet by 30 feet wide (48,000 SF).

• Preparation of adjacent parking area measuring approximately 80 feet by 100 feet

(8,000 SF).

• Surface preparation including grading, shaping, moisture conditioning, and compaction of existing aggregate base.

• Application of double chip seal system consisting of:

o First application of MC-3000 binder.

o Placement of first course of aggregate chips.

o Rolling and seating of aggregate.

o Second application of MC-3000 binder.

o Placement of second course of aggregate chips.

o Final rolling and curing.

• Sweeping and removal of excess loose aggregate.

• Dust control and stabilization measures during construction.

• Protection of surrounding natural and cultural resources.

• Final surface inspection and acceptance.

Total Treatment Area: Approximately 56,000 SF

Exclusions:

Work does NOT include traffic control or pavement markings.

All work shall be performed under a single contract.

Period of Performance:

• Limit disturbance strictly to roadway and parking footprint.

• No widening of roadway or disturbance beyond 5 feet from edge unless approved.

• Maintain emergency access at all times.

• Most of the area to be paved is behind an access gate. Area will be closed to the public during performance of the contract. It is the Contractors responsibility to repair any damage cause to the gate during performance of this contract.
