NATIONAL PARK SERVICE

CONTRACTING OPERATIONS - CENTRAL

Justification for Brand Name Products

Date: 4/15/2026

Project: GRCA AED Replacement

1. Identifications

a. Agency: National Park Service

b. Contracting Office: AZ Major Acquisition Buying Office

2. Description of the action being approved:

The National Park Service (NPS) shall be soliciting for an external defibrillator interoperable with Grand Canyon National Parks current cardiac monitor. The documents included with the solicitation call for specific brand name products that are peculiar to one manufacturer. This written justification provides approval for limiting competition to the listed brand name products as authorized by the Federal Acquisition Regulations (FAR).

3. Description of supplies and services:

Automated External Defibrillator (AED) replacement for Grand Canyon National Park. 65 Physio-Control CR2 AEDs purchased to include 60 CR+ AED trade-in.

4. Authority:

a. 41 U.S.C. 253(c)(1): Only one responsible source and no other supplies or services will satisfy agency requirements.

b. FAR Part 11.105: The Brand Name products are essential to the Government’s requirements, and market research indicates other companies’ similar products do not meet and cannot be modified to meet the agency’s needs.

c. FAR 6.302-1(c): The use of the name brand products are essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company.

5. The description of the product’s unique qualifications or the unique nature of the acquisition:

The LifePak CR 2 External Defibrillator allows interoperability with Grand Canyon Cardiac Monitors that are kept on all ambulances. Once an ambulance arrives on scene switching the patient from an AED to Cardiac monitor/defibrillator is quick and seamless with the LifePak CR 2. These are also the standard AEDs kept at 35 sites throughout the park and in 30 patrol vehicles.

6. Efforts to obtain competition:

a. Efforts to ensure offers are solicited from as many potential sources as is practicable:

For acquisitions over $25,000 the solicitation will be issued on the Government’s Point of Entry and/or SAM.gov.

b. Presolicitation notice per FAR 5.2:

For acquisitions over $25,000 a presolicitation notice shall be posted on the Government’s Point of Entry and/or SAM.gov unless the exception noted at FAR Part 5.202(a)(13) applies.

7. Determination that costs will be fair & reasonable:

There are multiple vendors for this brand and multiple quotes are expected. Prices will be proven fair and reasonable based on comparison with competitive quotes received. Also, these prices for these items are published online which can be used for price fair and reasonable determination. Lastly, there was another purchase for AED replacement in 2023 so historical pricing/cost can be used to determine price fair and reasonable.

8. Description of the market research conducted:

Three cardiac monitor manufactures were researched. Phillips and Zoll Medical products are not compatible with our current cardiac monitors. The remaining LifePak monitor by Physio-control is the requisitioned model. This brand name is compatible with our like-pak monitors, if a different model of AED’s were purchased, we would have to replace $25k machines already in use throughout the park.

9. Other facts supporting other than full & open competition:

a. Reason why documents suitable for full & open competition have not been developed:

Other devices that meet the needs of our service would require additional training for all EMS providers, protocol/procedure updates and additional accessories to be purchased.

b. Data, estimated costs or other rationale as to the extent or harm to the Government:

Pursuing other devices would incur a two fold increase in cost to the government with their required accessories over the life of the device.

10. Interested Sources:

There are multiple vendors that sell these products. During market research, the park reached out to 3 vendors who provided quotes and showed interest and capability to meet the requirement. The product is also available on GSA e-buy from one vendor, but they do not offer the trade in value on their schedule. The vendors who have shown interest and capability are; Cardio Partners, Inc, Caro Medical LLC, and Life Assist.

11. Actions to remove barriers to competition in the future for similar acquisitions:

In the future, market research will be done to determine if there have been changes in the market and or products that would allow other brands to be compatible with the current system.

12. Certifications:

Technical / Requirements Certification:

I certify that any supporting data is the responsibility of technical or requirements personnel (i.e. verifying the Government’s minimum needs or schedule requirements or other rationale for other than full and open competition) and which form a basis for the justification have been certified as complete and accurate:
