The NPS contemplates award of an open market, FFP construction contract as a result of this solicitation.
Scope of Work Contract / Project Title: Bat Mitigation in Housing Unit 1037 Park: Grand Teton National Park Contract# / Contract #: TBD
Project Description / Summary:
The purpose of this project is to undertake critical remediation and restoration work at a historic Highlands cabin in Grand Teton National Park that has become a site of significant bat mailto:Sally_leitch@nps.gov activity. Unit 1037, recognized for its architectural and historical significance, requires immediate intervention to mitigate health risks and safeguard its integrity as a viable seasonal housing unit. The primary scope of this project involves deconstructing parts of the bathroom ceiling, walls and closet to help mitigate bat entrance points into the housing unit, seal off the areas to prevent further bat incursions, removing bat guano from affected attic, wall and interior spaces, and rebuilding damage to the unit’s interior. The area impacted in the cabin is less than 200 square feet, with the bathroom measuring approximately 3 feet by 6 feet by 7 feet, the closet at 3 feet by 3 feet by 7 feet, and the ceiling peak reaching about 12 feet. The project will also include the disposal of any contaminated materials associated with the bat activity.
Objectives:
The project encompasses several key objectives aimed at addressing the pressing issues related to bat incursions:
Mitigation of Bat Entrance Points:
• Conduct a comprehensive inspection of the cabin on the first day of work with the
COR present to identify all potential and active entry points used by bats. This includes examining the roof, eaves, vents, and any cracks or gaps in the exterior walls.
Additional inspections will be required once access to the interior attic and wall space is achieved.
• Utilize eco-friendly and historically sensitive materials to seal these entry points, ensuring that the methods employed do not compromise the structural integrity or aesthetic value of the cabin. The exterior of the cabin is historic and must remain unchanged, while the bathroom, added at a later date, lacks the same historical significance; however, any construction within the cabin should be replaced in kind, using matching finishes and textures to preserve the overall integrity of the structure.
Sealing Off Areas:
• Following the identification of entrances, further steps will be taken to seal off the affected areas comprehensively. This will involve:
• Installing exclusion devices that allow any existing bats to exit without re-entering.
• Sealing off any other vulnerable points to create a bat-proof environment within the cabin.
Guano Removal:
• The project will involve the safe and thorough removal of bat guano, which poses serious health risks due to the potential for histoplasmosis and other zoonotic diseases.
The removal process will be conducted by trained professionals using proper PPE.
• Protective measures will be employed to prevent contamination of the cabin and surrounding environment during the removal process such as drop clothes and plastic coverings.
Damage Repair:
• Assessing and addressing structural damage caused by bat activity is imperative to maintaining the cabin's historical integrity. This includes:
o Repairing and restoring the bathroom ceiling and walls, which have suffered from moisture and damage due to guano accumulation.
o Employing historically appropriate materials and techniques to ensure that renovations align with preservation standards, thus maintaining the cabin’s historical character and authenticity.
o Any wood salvaged from the project, including tongue and groove wall and ceiling boards, must be treated for mold and mildew prior to reinstallation.
Disposal of Contaminated Materials:
• All material removed from the premises, including bat guano and any contaminated construction materials, will be disposed of in compliance with local health and safety regulations. This may involve specialized disposal methods to ensure that health risks to workers and the environment are minimized. The local transfer station will accept bat guano provided it is securely bagged and free of any rips or tears in the packaging.
Timeline and Implementation:
• This project is time-sensitive, with all mitigation and repair efforts mandated to be completed while bats are not roosting in unit 1037.
• A detailed schedule will be developed outlining each phase of the project, from initial inspection and assessment through to the final disposal of contaminated materials.
Regular updates will be provided to the COR in the project to ensure transparency and maintain alignment with historical preservation goals.
Significance:
• The successful completion of this project will have several significant outcomes:
o Health and Safety Enhancement: By addressing the bat issue comprehensively, the project will protect the health of current and future tenants, eliminating potential exposure to harmful pathogens.
o Preservation of Historical Heritage: The careful restoration and maintenance of this historic cabin will ensure that it continues to serve as an essential housing unit for seasonal employees, supporting operational needs while respecting its historical value.
o Community Impact: Ensuring that the cabin remains habitable not only preserves a piece of history but also supports the community by providing housing essential for seasonal workforce continuity.
Background:
The historic 235 square foot cabin in question has been a vital resource for seasonal employees, providing shelter and comfort in a unique setting. However, in recent years, this housing unit has become increasingly plagued by significant bat activity, prompting serious concerns regarding tenant safety and the structural integrity of the cabin.
Increased Bat Activity:
Over the past two years, numerous reports of bats entering the unit have led to multiple emergency situations requiring the eviction of tenants for their safety. The tenant in 2024 had to receive post-exposure treatments, which is extremely costly and a traumatic experience. The presence of bats poses not only immediate hazards—such as potential bites or scratches—but also long-term health risks associated with bat guano, which can carry pathogens like histoplasmosis. Such risks make the cabin unsuitable for habitation, directly impacting the welfare of seasonal employees who rely on this housing.
Assessments and Findings:
In response to the escalating situation, Pest Management assessments were conducted, identifying a bat colony of Little Brown Bats residing in the attic and within the walls of the bathroom. These assessments revealed that the bats not only represented a nuisance but were also damaging the structure itself. The accumulation of bat guano has led to moisture-related issues, raising concerns about mold and structural decay.
Mitigation measures were initiated in the Fall of 2023 with the intent to eliminate the bat presence. Unfortunately, these actions were ineffective; by 2024, bats returned in greater numbers, indicating that the initial measures did not adequately address the root of the problem. The inability to successfully manage this bat infestation necessitated further evaluations by Historic Preservationist staff.
Expert Recommendations:
Upon review, the Historic Preservationist staff recognized that the most effective method of mitigation would involve removing the bathroom ceiling and south facing bathroom wall to gain access to the contaminated areas housing the bats. This approach is critical not only for a thorough clean-up but also for inspecting underlying structural elements that may need repair or reinforcement.
The need for this invasive method stems from the understanding that without direct intervention, the historic cabin risks becoming a permanent habitat for bats. Such a scenario would not only eliminate its ability to house seasonal employees but would also have broader implications for the surrounding community. Other housing units nearby would face similar risks, as bat colonies can expand and new colonies may establish in adjacent structures, creating a larger public health and safety issue.
Community and Historical Implications:
The historical significance of the cabin underscores the urgency of this project. Constructed in a period that reflects unique architectural styles and craftsmanship, the cabin has served as a tangible link to the past staff. Failing to act would not only jeopardize the structure's integrity but also diminish its role as an essential resource for seasonal employees.
Moreover, community members depend on the operational integrity of this housing unit, as it directly supports the seasonal workforce essential for maintaining the area's economic and residential stability. If the mitigation is not executed promptly and effectively, the lasting ramifications could threaten not only the preservation of this historic asset but also the broader community dynamics reliant on temporary housing.
This project, therefore, stands at the intersection of public health, historical preservation, and community support. Immediate action is essential to ensure the cabin can continue to fulfill its role as a housing unit while preserving its historical value for future generations.
Specific Work / Tasks:
• Remove Affected Ceiling and Walls
• Carefully take down the bathroom ceiling, any damaged wall sections to access underlying contaminated areas and any bathroom fixtures that are in the way.
• Assess Structural Integrity: Inspect for mold, moisture damage, or any signs of structural compromise and note any repairs needed.
• Site Inspection and Assessment:
o Comprehensive Inspection: Conduct a detailed visual assessment of the cabin, specifically the attic, bathroom, and exterior components, to identify bat entry points and assess the extent of damage.
Mitigation Implementation:
• Identify and Seal Entrance Points:
o Mark all previously identified entry points used by bats.
o Use appropriate exclusion techniques and eco-friendly sealants to close access points.
o Install Exclusion Devices: Implement bat exclusion devices that prevent re-entry while allowing bats to exit.
• Guano Removal o Prepare Work Area: Set up containment zones to prevent contamination of non-affected areas.
o Remove Bat Guano: Employ trained professionals to safely collect and remove bat guano from the attic and bathroom walls.
o Decontaminate Work Area: Treat and sanitize all surfaces affected by guano and moisture to eliminate health risks.
• Structural Repairs
• Conduct Repairs:
o Replace damaged ceiling materials with historically appropriate substitutes.
o Re-install all bathroom fixtures.
o Repair, caulk, seal and re-varnish bathroom walls to restore the space to original finish
• Disposal of Contaminated Materials o Identify Disposal Protocols: Work with local waste management to ensure proper disposal of contaminated materials in compliance with health regulations.
o Execute Safe Disposal: Safely transport and dispose of all contaminated materials, including bat guano and damaged construction elements.
• Final Inspection and Clean-up o Conduct Post-Mitigation Inspection: Perform a thorough review of all completed work to ensure compliance with project specifications and effectiveness of mitigation efforts.
o Final Clean-up: Remove all construction debris, dispose of protective gear, and ensure the cabin is left in a clean, sanitary, presentable condition.
• Documentation and Reporting:
o Document Work Performed: Keep accurate records of the work completed, including photos, materials used, and entry points sealed.
o Prepare Final Report: Compile a report summarizing the project’s outcomes, including before-and-after photos, and provide recommendations for future monitoring.
• Optional Work / Tasks: None
• Government Furnished Equipment / Materials / Other: None
• Special Conditions / Requirements:
o Contractor shall ensure compliance with federal, state, and local regulations regarding wildlife. Bats are often protected species, and certain practices may require adherence to specific provisions, especially if they are found to be endangered or threatened.
o Planning must consider local bat breeding seasons, as mitigation efforts should ideally occur outside these times to avoid disrupting roosting and breeding activities. Local bat populations usually migrate out in mid-September.
o These are seasonal cabins and as such there may be no facilities available such as power, water or bathrooms.
o Plan interventions to avoid extreme weather conditions (e.g., heavy rain, snow), which could impact construction and safety protocols. Fall is often affected with early in the year snowfall and limited road access.
o Monitor air quality during and after remediation work, especially during guano removal. Utilize air filtration systems if there is a risk of airborne spores or particles.
o Ensure that all repair work adheres to local historic preservation guidelines and standards. Use historically accurate materials and techniques to maintain the building's integrity and historical value.

EVALUATION PROCESS:
All eligible Quotes shall be evaluated in accordance with the factors described herein. The evaluation factors used in this RFQ are technical and price. Award will be made to the quoter who is determined to be the overall best value to the Government by using comparative evaluation. A comparative evaluation is where each quote will be compared side-by-side with other quotes to determine the overall best value to the Government.
Quoters are reminded to include their best technical and price terms in their initial quote and not to automatically assume they will have an opportunity to participate in discussions or be asked to submit a revised quote.
The contracting officer will review all quotes submitted to ensure all aspects of the submission requirements have been submitted. If any documentation is missing, cannot be located or simply copies the SOW provided the quote shall be considered incomplete and not considered for award.
The contracting officer shall conduct the price evaluation, and the technical evaluators will evaluate the technical portion of the quotes and make a recommendation of award to the contracting officer. If all quotes are determined to be technically equal, the award will be made to the lowest priced quote. Additional details on the evaluation process are detailed below.
Information recorded in SAM will be used to determine a contractor’s responsibility.
The following factors shall be used to evaluate quotes for technical acceptability:
Factor 1: Technical Capability
Technical Capability will be initially rated by the technical evaluator(s) as either “Acceptable” or “Unacceptable.” An “Unacceptable” rating shall deem the quoter ineligible for award.
Acceptable Information provided demonstrates the quoter has the technical capability of all contractual requirements of the solicitation, portrays a clear and technical understanding of the project requirements, and has provided all the submission requirements.
Unacceptable Information provided does not demonstrate that the quoter has the technical capability of all contractual requirements of the solicitation, does not portray a clear and technical understanding of the project, and did not provide all the required submission requirements.
The technical evaluators will take the remaining technically acceptable quotes and compare them to one another to determine what quote is the overall best value to the government and make their technical recommendation for award based on this side-by-side evaluation based on the established requirement and information provided in the quoters quote. If all remaining quotes are determined to be technically equal, the award will be made to the quoter with the lowest priced quote upon the contractors fair and reasonable price determination.
Quoter shall provide the following:
Technical Criteria Documentation designating the Project Superintendent including information that clearly demonstrates three (3)-years of relevant experience in bat mitigation services.
Construction schedule that meets the period of performance and requirements specified in the SOW.
Provide at minimum 3 past experiences in Bat Mitigation Services of the same size and scope to this project that includes: Company Name, POC, Email, description of work, and associated cost.
List of any required construction permits (if applicable).
Organizational Chart that lists at minimum:
o Key personnel – Contractor shall not substitute key personnel or key subcontractors after award without the CO approval.
o Subcontractors
Warranty Information
Factor 2: Price
For all line items Pricing must be a firm fixed-price, valid for a minimum of 180 days, and with every item listed, priced, including labor, materials, other direct costs, and total cost of all work.
Quoters shall submit their proposed pricing using the Price Schedule found in the checklist above and attach a detailed breakdown for all line-items. Failure to submit pricing and a breakdown for all items will deem the quoter ineligible for award.
The Contracting Office will review the pricing for fair and reasonableness. For price to be reasonable, it shall represent a price to the Government that a prudent person would pay in the conduct of competitive business.
