The National Park Service in Yellowstone National Park requires 3/4" inch shoulder material for construction projects over the next three (3) years. Offerors shall provide pricing per ton for the NPS doing the hauling from the designated pit and pricing per ton delivered to each drop off pit listed in the delivery specifications.

Yellowstone National Park will require a minimum of 500 tons each year not to exceed 12,000 tons for the 2023, 2024 and 2025 construction seasons.

GENERAL INFORMATION:

This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor whose offer, conforming to this solicitation, is the best value to the Government. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P1423Q0046. A WRITTEN SOLICITATION WILL NOT BE ISSUED.

FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2023-02 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

PROJECT DESCRIPTION: 3/4 - inch shoulder material for construction projects.

TYPE OF CONTRACT: Single Award, Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for up to three years with Firm Fixed Priced (FFP) Task Orders.

LOCATION: Yellowstone National Park

SIZE STANDARD: 500 Employees

SET-ASIDE: Total Small Business Set-Aside

TYPE OF CONTRACT: Indefinite Delivery Indefinite Quantity (IDIQ) Contract.

SINGLE AWARD: The Government anticipates award of only one IDIQ contract to meet the needs of this requirement but reserves the right to make multiple awards (See 52.216-27).

ORDERS: Delivery Orders issued against the IDIQ shall be firm fixed price.

ORDERING PERIODS: Contract will include three ordering periods, for a total contract performance period not to exceed three year, as follow:

YEAR 1: June 1, 2023 – May 31, 2024 YEAR 2: June 1, 2024 – May 31, 2025 YEAR 3: June 1, 2024 – May 31, 2026

MAXIMUM CONTRACT VALUE: $500,000.00 (total of all orders issued against the awarded contract)

MINIMUM GUARANTEE: The minimum guarantee for the IDIQ Contract is $2,500.00. If awarded with the IDIQ, the Seed Project Pricing of Section B, “Price Schedule for Seed Project”, shall be applied to the delivery order and shall fulfill the minimum requirement for the IDIQ Contract.

AUTHORIZED CONTRACTING OFFICER: Any warranted Contracting Officer assigned under the NPS Regional Office Serving Interior Regions 6,7 & 8 may award delivery/task orders against this IDIQ contract.

ORDERING PROCEDURES FOR DELIVERY/TASK ORDERS: Delivery Orders will be issued within the terms and conditions of the contract based on the pre-priced contract line items in the awarded price schedule, and with the order limitations clause in the contract. The order will be signed by the Contracting officer and issued to the contractor utilizing an Optional Form 347, Order for Supplies or Services award form that contains the specifics of the delivery. The Delivery Order becomes binding when the Contracting Officer signs the Order.

AWARD SELECTION PROCESS:

Per FAR Part 13.106-2(b) evaluation will be conducting by comparative evaluation of offerors. This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2)).

EVALUATION FACTORS:

1. Price. Provide pricing (Attachment x) along with your quote. Ensure all labor categories are covered. The fixed hourly rates shall include all expenses (e.g., wages, overhead, general and administrative expenses, profit, etc.).

2. Technical. Describe what you will provide in response to the statement of work in terms of:

a. Company Qualities

c. Delivery

Limit response to this section to 10 pages or less.

3. References. Provide at least three references that are the most similar in scope and complexity to this solicitation.

References should be recent, preferably within the past five years. At a minimum include contact information and a brief description of services provided.

Quotes must be in accordance with and in the order detailed in this section. Failure to submit quotes according to the instructions provided within the solicitation may result in the respondent’s quote not being considered for award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(c) A delivery order or task order is considered "issued" when—

(1) If sent by mail (includes transmittal by U.S. mail or private delivery service), the Government deposits the order in the mail;

(2) If sent by fax, the Government transmits the order to the Contractor's fax number; or

(3) If sent electronically, the Government either—

(i) Posts a copy of the delivery order or task order to a Government document access system, and notice is sent to the Contractor; or

(ii) Distributes the delivery order or task order via email to the Contractor's email address.

(d) Orders may be issued by methods other than those enumerated in this clause only if authorized in the contract.
