GENERAL INFORMATION:

This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm-fixed price contract as a result of this combined synopsis/solicitation to the vendor whose offer provides the best value to the Government. This announcement constitutes the only solicitation issued as RequINest for Quotation (RFQ) 140P122Q0084. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2022-07 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

This acquisition is in support of Yellowstone National Park for the Installation of a Plow and Hitch Assembly on a 2010 Freightliner M2, in accordance with the Specifications herein.

This is a 100% Total Small Business Set Aside. The North American Industry Classification System (NAICS) code is 333120. The small business size standard is 1,250 employees.

SPECIFICATIONS:

Yellowstone National Park has a 2010 Freightliner M2 1FVACXDTXAHAS3580 that requires the installation of new plow and hitch assembly in accordance with the specifications below. The National Park Service has the option to transport the truck to and from the vendor or have the vendor provide transportation from and to Mammoth Hot Springs, Wyoming 82190.

The plow install shall be ready to use upon delivery

A 12-foot plow and hitch assembly are required as follows:

Contractor shall provide all the hydraulic plumbing and electrical components.

Plow installation shall include:

1. Plow portion hitch assembly

2. A frame mounting assembly

3. Running gear assembly

4. Push frame assembly

Moldboard Assembly minimum requirements:

• The overall moldboard length: 12 feet for a single axle truck

• Integral rubber snow shield to prevent snow from blowing over top of moldboard

• The right and left discharge ports shall not be flared

• 3/8 Polymer UHMW moldboard Construction.

• Moldboard contouring cylinders

• Single section trip edge

• Dual reversing cylinders

• Plow shall transform while in operation: right or left discharge, tall front push, or snow shield curl

• Swivel to follow the contour of the road

• Lever lift chain system

• Two each 3 ½ inch x 6-inch hydraulic moldboard cylinders

• The moldboard shall have hole punching according to AASHTO guidelines to compensate for (standard punch 5/8-inch plow bolts)

• There shall be two 3-foot orange plow markers provided one for each end of the moldboard.

• The Moldboard will have a mechanical float built in to help follow the contour of the road without the use of a hydraulic “float” option

• The moldboard shall have a mushroom type of shoe assembly

Heavy Duty Moldboard Trip Assembly:

The full mold board trip assembly shall be manufacturers standard construction using minimum (2) external compression spring. The trip assembly shall attach to the push frame assembly. All installs components shall be as per the manufacture required specifications.

Hydraulics:

The hydraulic operation shall be double acting, non-telescoping nitride reversing and lift hydraulic cylinders. The hydraulic reversing cylinders shall allow a full 35 degrees of reversing in each direction with the plow situated in either the up or lowered position.

Push Frame Assembly:

Push frame shall be a standard parallel lifting type able to provide a limited amount of cutting edge down pressure and maintain the same moldboard layback angle throughout the entire lift range.

Swivel Assembly:

Swivel assembly shall be designed to allow a minimum of 3° of oscillation and full pivot capability for reversing plow direction. Swivel assembly shall be attached to the push frame. The center pivot pin shall be a solid 3” replaceable pin with grease zerks.

Flat Plate Hitch (Plow Portion):

The back-plate portion is to be constructed of a minimum 5/8” steel plate. Each side of the plow hitch portion there shall be a replaceable 1” arched round bar stop to limit plow rotation past 35 degrees preventing stress and damage to hydraulic cylinders. When fully reversed these shall contact the greaseable 3” rollers on the push frame allowing free oscillation in the event of an impact.

Flat Plate Hitch (Truck Portion):

The truck portion flat plate hitch shall consist of minimum 5/8” thick flat plate, a mechanical assist locking pin lever assembly shall consist of a centrally mounted handle mechanism to allow the operator to secure the plow assembly to the truck. The truck portion flat plate hitch shall include (2) side plates fabricated from minimum 1/2” steel plate, braces, and gussets to securely fasten the hitch to the vertical frame rails of the truck.

Plow Storage:

This plow and plow portion of the hitch shall be stored in the “standing” position for easy single person attachment and removal. The lift cylinder shall have a manufactures standard locking mechanism to hold the cylinder in place and in the standing unloaded position.

Grease Zerk Manifold:

All grease zerks (except the two 3” rollers) shall be ran to a manifold or manifolds. Location of the manifold or manifolds shall be on plow portion of the hitch/push frame or both and shall be easily accessible to the operator.

Units shall be shipped pre-lubed.

Hydraulic plumbing:

All hydraulic lines and plumbing shall be of sufficient capacity so as not to create heat or turbulence within hydraulic system. Suction line between reservoir and pump shall be a minimum of 2 in. I.D. with a minimum SAE 100-R4 rating and shall be secured on both ends via heavy duty banding straps, radiator hose clamps unacceptable.

All pressure hoses, including signal sense to pump shall have swivel fittings on both ends and have a minimum SAE 100-R2 rating. Return lines and case drain shall have minimum SAE 100-R1 rating.

Hydraulic lines shall be routed to minimize interference with equipment and chassis components requiring periodic servicing. Support brackets, grommets, and tie wraps shall be provided where appropriate to protect lines from damage by abrasion, cutting or impact.

Hoses shall not be routed near exhaust manifolds pipes, bolts, sharp edges, and exhaust system to prevent wear, fatigue, or fire. Pipe fittings are not acceptable in any high-pressure line. Maximum distance between support clamps on all hydraulic lines shall be 24in.

No hoses shall be routed in the cab of the truck (electric over hydraulics)

Color:

Plow shall be primed and powder-coated or painted Safety Yellow or Omaha Orange

AWARD SELECTION PROCESS:

Award will be made in accordance with FAR Part 13 to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered (reference ‘Evaluation Factors for Award’, FAR 52.212-2 – Evaluation-Commercial Items’, as outlined below).

52.212-2 Evaluation – Commercial Items (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate offers:

(i) Technical capability of the item offered to meet the Government requirement. Provide a project narrative that demonstrates how the company will successfully meet the needs of the Scope of Work.

(ii) Prior Experience: Provide a factual documentation or narrative of a firm’s experience, qualifications, and capability, to meet the acceptability standard provide three examples of if similar size, scope and complexity.

(iii) Past Performance: Submit Past Performance information for the same projects submitted under Project Experience. Past performance will be evaluated to assess the relative risks associated with the offeror’s likelihood of success in performing the solicitation’s requirements as indicated by the offeror’s record of past performance. Evaluation of past performance will be based on consideration of all available relevant facts and circumstances. It will include an assessment of the offeror’s overall commitment to customer satisfaction and will include conclusions of informed judgment.

(iv) Price.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Quotes shall be in accordance with and in the order detailed in this section. Failure to submit quotes according to the instructions provided within the solicitation may result in the respondent’s quote not being considered for award.

All interested parties shall be registered in the System for Award Management or SAM at time an offer or quotation is submitted.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services.
