GENERAL INFORMATION:
This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P1422Q0075. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2022-06 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

The acquisition is in support of Grand Canyon National Park (GRCA) Trail Crew Mule Packing operations.
This is a 100% Total Small Business Set Aside.The North American Industry Classification System (NAICS) code is 112920. The small business size standard is $0.75 million.
Award Selection Process:
Award will be made in accordance with FAR Part 13 to the offeror(s) that provides the best value to the government.
Award may be made to different contractors in response to this solicitation for Two (2) to Five (5) Mules.
Per FAR Part 13.106-2(b) evaluation will be conducting by comparative evaluation of offerors. This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2)).
1. Price.
2. Technical: Technical is the factual documentation of the firm’s ability to meet the minimum requirement specifications.
3. Prior experiences: Prior experience is the factual documentation or narrative of a firm’s experience, qualifications, and capability, along with providing two examples of their firm’s most recent projects within the past five years of similar size and scope.
Required Specifications are on the attached Specifications document.
INSTRUCTIONS TO OFFERORS:
The government reserves the right to select a response that provides benefit to the government that exceeds the minimum but is not required to do so. Responses may exceed the requirement but the government is not requesting or accepting alternate offers; each response must respond to the solicitation requirement statement and specifications.
All interested parties shall be registered in the System for Award Management or SAM at time an offer or quotation is submitted.
The offerors shall submit a quote to the contracting specialist by email to Billie_thomas@nps.gov.
Offers shall submit the following information in its entirety:
a) Checklist for quote submittal includes minimum specification that will be used in comparative evaluation:
• Provide a project narrative that demonstrates how the company will successfully meet the needs of the statement of work and the minimum requirements for comparative evaluation ☐
• Completed Provisions (including 52.204-24, 52.204-26, and others as applicable) ☐
• Two prior experiences of projects in similar size and scope within the past five years to include:

• 1-year warranty that NPS Packers can call in exchange for another mule. NPS Packers shall determine an exchange based on reasons listed under Specifications: ☐
• List for Each mule quoted if it can be shod on all 4 hoofs. Each hoof must be trimmed and shod to demonstrate that the mule allows each foot to be handled and shod. ☐
• Are NPS packers allowed to ride and pack each mule and form a string with said animals to ensure they can safely be packed and can haul up to 160 pounds of weight for at least 7 miles. ☐
• Are NPS packers allowed to arrive to seller’s location and be allowed sufficient time to, catch, bridle and fully saddle each mule. This includes both packing tack and riding saddles. ☐
• List if Each mule is fully broke. ☐
• List Age of Each Mule offered under quote ☐
• List Number of miles from Seller address to delivery location for transportation logistics of mules.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(2) While not required, the Contractor may include in its subcontracts for commercial products and commercial services a minimal number of additional clauses necessary to satisfy its contractual obligations.
(a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the Government Accountability Office (GAO), shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from Billie_thomas@nps.gov
(b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO.
(c) A copy of the protest served on the Contracting Officer shall be simultaneously furnished by the protester to the Department of the Interior Assistant Solicitor, Acquisitions and Intellectual Property, 1849 C Street, NW, Room 6511, Washington, DC 20240.
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor.
To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
Invoice to be on company letterhead with stated contract number.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment.
The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
