GENERAL INFORMATION:

This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P1422Q0004. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2021-07 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

This is a 100% Total Small Business Set Aside. The North American Industry Classification System (NAICS) code is 562212. The small business size standard is $41.5 in millions of dollars.

Award Selection Process:

Award will be made in accordance with FAR Part 13 to the offeror that provides the lowest price offer that meets the technical specifications and prior experience.

1. Price.

2. Technical: Provide a project narrative that demonstrates how the company will successfully meet the needs of the statement of work.

3. Prior experience: Prior experience is the factual documentation or narrative of a firm’s experience, qualifications, and capability, to meet the acceptability standard provide three examples of if similar size, scope and complexity.

Option Contract language:

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

REQUIREMENT: Dumpster Services for St. Mary Locations in Glacier National Park

DESCRIPTION OF SERVICES: This acquisition is in support of Glacier National Park and is for dumpster services for the east side of the park. The contractor shall provide one container for sludge collection for the Saint Mary Wastewater Treatment Plant and one container for Construction Debris for the St. Mary’s Bone Yard. The contractor shall provide transportation and disposal of materials in each dumpster according to the collection requirements listed below. St. Mary, MT is located in Glacier National Park, hereafter referred to as the Park. All collection and disposal shall be done in accordance with all applicable laws, regulations, standards, instructions, commercial practices with focus on safety, sanitation, and customer service. Disposal fees are the responsibility of the contractor.

1. CONSTRUCTION DUMPSTER: The contractor shall provide the services of One 30-yard dumpster with operating screen lid for construction debris. The dumpster will be required to be tipped a minimum of Eight

(8) times and a maximum of Ten (10) times during the period of performance.

2. APPLIANCE DUMPSTER: The contractor shall provide the services of One 30-yard dumpster for the disposal of appliances. The dumpster will be required to be tipped One (1) time during the period of performance.

3. SLUDGE DUMPSTER: The contractor shall provide the services of One 20 to 30 cubic yard covered container at the Saint Mary Wastewater Treatment Plant. The dumpster will be utilized to dispose of approximately 12 tons of sewer sludge between approximately May 1 and September 30. It is anticipated that the sludge dumpster will be tipped twice (2) times during the period of performance.

PERIOD OF PERFORMANCE: will be the Base Year plus Four Option Years:

Base: April 1, 2022 – March 31, 2023 Option Year One: April 1, 2023 – March 31, 2024 Option Year Two: April 1, 2024 – March 31, 2025 Option Year Three: April 1, 2025 – March 31, 2026 Option Year Four: April 1, 2026 – March 31, 2027

The contractor shall be responsible for immediately cleaning up any spills, debris, etc. after collecting sludge at the collection location. The contractor shall ensure that the gates of any fenced enclosure are closed or locked after each collection.

DISPOSAL: No in Park disposal will be available to the contractor. The contractor shall transport and dispose of all materials at a licensed off-Park site selected by the contractor. Disposal shall be in accordance with existing local, state, and federal regulations. The contractor shall be responsible for all permits or fees associated with the use of off-Park disposal locations.

WEIGHING OF VEHICLES: All vehicles utilized in the collection of sludge materials shall be weighed on state certified scales. Incoming and outgoing vehicle weights shall be recorded on weight tickets to determine the amount of sludge tonnage collected at the Park. Vehicle weights shall be recorded on machine printed weight tickets provided by the operator at the weigh station. Empty vehicle weights will be on record at disposal site and with the Contracting Officer. The contractor shall provide the Contracting Officer weight receipts bearing the name, address, and telephone number of the disposal facility for every load of materials disposed. The weight totals will be tallied in a report and submitted with the Contractor’s invoice.

CONTRACTOR FURNISHED DUMPSTER: Contractor furnished dumpsters shall be maintained to ensure the containers are reasonably clean. Containers must remain in good and workable condition. The contractor shall perform all cleaning, painting, repair, and other maintenance tasks off site in accordance with local, state and federal guidelines.

CONTRACTOR VEHICLES: Vehicles shall be maintained and cleaned to present a neat, professional appearance. All vehicles shall be registered, licensed, insured, and operated in accordance with the State of Montana by a licensed driver. All vehicles used in the performance of this contract shall be in operable condition and meet the local, state, and federal safety requirements. Vehicles found to be unsafe and unable to function as designed, shall be restricted from entering the Park. Vehicular repairs shall not be done in the Park. The Contracting Officer Representative may inspect the contractor’s vehicles at any time and direct the removal of any unsafe or objectionable vehicle from the Park.

HOURS OF OPERATION: The contractor shall perform the services required under this contract during the following hours: 8:00am to 5:00pm Monday through Friday.

COMPLIANCE WITH LAWS AND REGULATIONS: The contractor shall be knowledgeable of and comply with all applicable Federal, State, and local laws, regulations, and requirements regarding environmental protection.

In the event environmental laws/regulations/requirements change during the term of this contract, the contractor shall comply with such laws/regulations as changed.

CONTRACTOR POINT OF CONTACT (POC): The contractor shall establish and maintain an office through which the contract manager or alternate(s) can be contacted during collection hours. The contractor shall provide the Contracting Officer telephone number(s) where service calls and complaints can be reported.

The contractor will furnish services called for by this agreement if and when requested by the Contracting Officer or his/her authorized representative during a five (5) year period of performance.

Delivery Service Tickets All services under this agreement shall be accompanied by a delivery ticket that shall contain the following minimum information:

2. Contract number

3. Date of delivery

4. Description of service

5. Tonnage Report for Sludge Dumpster Only

INSTRUCTIONS TO OFFERORS:

Quotes must be in accordance with and in the order detailed in this section. Failure to submit quotes according to the instructions provided within the solicitation may result in the respondent’s quote not being considered for award.

All interested parties shall be registered in the System for Award Management or SAM at time an offer or quotation is submitted.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
