Evaluate and Prune Trees of Historic Fort Yellowstone
1.0 PROJECT DESCRIPTION / SUMMARY:
The National Historic Landmark (NHL) District of Fort Yellowstone comprises 47.6 acres and contains many mature trees, of mostly, Populus nigra, and Pinus flexilis. The primary work of this project includes, but is not limited to, evaluation of the approximately 30 trees and subsequent pruning of branches which are, or have the potential to, impact structures in the cultural landscape of this NHL District, while at the same time preserving the historic integrity of the trees, especially those on Officers’ Row. The pruning goals are to retain natural crown characteristics and improve health and longevity so that these trees continue to contribute to the cultural landscape.
2.0 OBJECTIVES:
This project is intended to reduce structural damage from falling branches, debris collection in gutters, and other potential hazards which have led, and could lead to further, structural damage of the historic buildings. To do this the trees will be evaluated for; general health, dead, diseased, weak or rotting branches, branches rubbing against each other, reduction of wind resistance, condition of existing mechanical support systems for functionality, and overall structural health.
The cottonwoods, in particular, with heavy branches growing at odd angles are prone to breaking in winds. This work will improve the lifespan of these trees and the historic buildings. The condition of some trees may require entire removal.
3.0 BACKGROUND:
Some structural damage to historic buildings has occurred due to backed-up gutters, which then allow for water to seep in between the outer and inner walls creating interior and exterior damage.
With regards to tree care, in brief, the park hired an arborist in 1989 to perform selective pruning of the Officers’ Row cottonwoods and that same year cuttings were taken to propagate replacement trees. In the mid 1990’s and 2005, Resource Managers took core samples to assess overall health of trees in the district, and in 2009 the Olmstead Center for Landscape Preservation assessed and created a report for Specimen Tree Stabilization. During this time the park’s own arborist, and more recently, Resource Management crews, have dealt with trees on a case-by-case basis, as predicated by wind events, structural concerns, and other hazards.
4.0 SPECIFIC WORK / TASKS:
a. The Awarded Contractor shall schedule a site visit with the CO/COR to assess the trees.
Take measurements, photographs, and other details as necessary to prepare recommendations for each tree.
b. The Government will review recommendations and safety plan. All materials must be approved by the CO before on-site work can take place.
c. Once submittals are approved the Contractor will work with the Government to schedule the work within the period of performance.
d. Final work will be inspected by the Government.

7.0 SPECIAL CONDITIONS / REQUIREMENTS:
a. Contractor is responsible for all safety precautions and procedures necessary and appropriate pertaining to both his/her own employees as well as occupants of the buildings, and visitors in the area. All applicable OSHA regulations will be followed for safe work conditions.
b. Limbs and slash shall be chipped and hauled from the park. Unless otherwise directed by
CO.
c. Provide all materials and equipment needed to complete the work
d. Precautions must be taken to protect property. Any damage to government or private property resulting from work is the responsibility of the contractor.
e. Contractor is responsible for preparation, and clean-up necessary to complete the work.
f. Contractor must notify CO if equipment is needed around buildings. Depending on surrounding vegetation and soil conditions, protection may be required, and is at the discretion of the CO. Staging of materials and equipment and repeated driving on lawns or native vegetation is not permitted.
g. Smoking is prohibited inside government buildings and in any hazardous area.
h. Any trash related to work activities must be removed from the park and properly recycled/disposed of to the greatest extent practical.
i. Food and coolers must be kept inside hard-sided vehicles at all times.
8.0 PERSONNEL REQUIREMENTS
8.1 SITE MANAGER
A “Certified Arborist” shall serve as the “site manager” and will be provided by the Contractor for not less than eight (8) hours a day whenever work is being performed – other than trash and debris pick-up. The Certified Arborist must have not less than three (3) years’ experience as a direct supervisor of a commercial tree maintenance operation that included pruning, tree removal and stump removal in industrial, commercial or public sites, and must be certified by International Society of Arboriculture (ISA). The Certified Arborist will ensure all pruning specifications are performed according to ANSI A300 standards for tree pruning. ISA certification document must be provided by the Contractor.
(a) Responsible for overall management of all on-site activities related to the contract.
(b) Instructs and assigns crew duties to foreman, tree trimmers, and ground personnel.
(c) Manages work schedule with the COR to ensure that all activities are performed in a non-intrusive manner with limited disruption to residents and visitors.
(d) Supervises and assists in pruning, tree removal, operation of boom trucks, loaders, brush chippers, chainsaws, stump grinders, and trucks.
(e) Defines the staging area and safe zones by placing proper barriers and signage in visible locations throughout the defined areas of work.
8.2 FOREMAN
(a) Must have a thorough knowledge of principles and practices of tree pruning and removal along with a good knowledge of all safety precautions that are associated with this type of work.
(b) Must be proficient in the use of equipment of the trade, including power saws and brush chippers.
(c) Must have the ability to safely climb trees and work in high places along with the ability to plan and supervise the work of others.
8.3 TREE CLIMBER
(a) Performs all required ground, climbing, and aerial lift duties as directed by the foreman.
(b) Assists in the performance of specialized pruning and removal operations.
(c) Safely operates all necessary equipment (chainsaw, chipper, stump grinder, trucks, hand tools).
(d) Demonstrates and performs proper climbing and removal techniques and procedures, pruning skills, and application of approved climbing knots.
8.4 GROUNDS PERSON
(a) Must be able to lift heavy branches and have the dexterity to manipulate/move heavy tools.
(b) Must be able to operate chainsaws, brush chippers, stump grinder, trucks and other equipment necessary to perform tree pruning and removal services.
9.0 PERFORMANCE
The Contractor shall complete all pruning / removal services within a period of sixty (60) working days from start to finish (without exception). All services described in the Statement of Work, including technical specifications, schedules, addenda, clauses, terms and conditions of the contract shall form the complete scope of work.
9.1 TREE PRUNING, REMOVAL /STUMP GRINDING
(a) Pruning and removal of all trees shall be accomplished under the direction and guidance of an ISA (International Society of Arboriculture) Certified Arborist provided by the Contractor. All pruning will be performed according to the ‘Tree Pruning Guidelines’ developed by the ISA and the ‘Tree Maintenance and Safety Standards ‘(ANSI Z133.1 & ANSI A300) developed by the American National Standards Institute. These standards are the accepted standards of the tree care industry.
(b) Pruning will consist of crown cleaning /deadwood pruning which includes the removal of all dead, dying, diseased or broken branches 1/2” in diameter or larger throughout the tree.
Pruning will also include the removal of crossing / rubbing, weak branches that may compromise the structural integrity of the tree. Pruning will include removal of branches that interfere with historic structures, and overhang gutters.
(c) All wood chip particles and debris from the tree removal shall be cleaned up thoroughly and removed daily. Chips may be hauled to the park’s Swan Lake Pit before Nov. 2. After that date, chips will need to be hauled from the park.
(d) All stumps shall be removed using stump-grinding equipment with the stump grinder making repeated passes over the stump. The stump shall be ground to at least 4” below the soil surface. All stump grindings shall be removed. Depending on equipment used and the location, the contractor may be limited by adjacent features like walkways, foundations and porches.
(e) The Contractor shall be responsible for repair and or replacement to any damaged turf or other property.
(f) The Contractor shall take every precaution to prevent any falling branches or trees from damaging structures, and adjacent plant material.
(g) The Contractor is responsible to ensure that all pruning cuts shall be made just outside the collar or shoulder ring (branch bark ridge/swollen trunk collar) close to parent stem so that healing can readily start under normal conditions.
(h) The Contractor is responsible to ensure that when reducing the tree height and spread, he/she shall retain the natural shape of the tree by removing the entire lateral branches back to their point of origin.
(i) The Contractor is responsible to ensure that all limbs one inch in diameter or over must be undercut to prevent tearing of the bark. All branches 3 1/2" in diameter or larger shall be lowered to the ground using proper lowering devices such as ropes.
(j) The Contractor is responsible to ensure that all trees shall be pruned to retain the tree’s natural crown characteristics and growth patterns.
(k) The Contractor is responsible to ensure that all trees shall have branches removed to permit the sufficient penetration of sunlight and circulation of air through the canopy in conjunction to the aesthetic appearance, natural crown characteristics and growth patterns of the tree.
This process is also known as thinning.
(l) The Contractor is responsible to ensure care when removing living and/or dead crossing or rubbing branches, where practicable, so the removal will not leave large holes in the canopy of the tree natural crown characteristics and growth patterns of the tree.
(m) The Contractor is responsible to ensure that, when pruning trees known to be diseased or susceptible to diseases, tools are disinfected with alcohol after each cut and between trees, where there is known to be danger of transmitting the disease on the tools.
(n) The Contractor is responsible for reporting to the COR all of the following conditions: when old scars are not healing properly; where callus growth is not already established; visible girdling roots, and when there are any structural weaknesses; decayed trunk or branches; and split crotches, or branch exists.
(o) The following methods of pruning are NOT acceptable; therefore, the Contractor is responsible for ensuring that these methods are never performed: topping, stubbing, de-horning, and pollarding. Equipment that may damage the tree bark or cambium layer should not be used on or in the tree. Contractor is not permitted to use climbing spikes or spurs to climb any live tree scheduled for pruning.
(p) The Contractor is responsible to ensure that in lifting the bottom branches of the trees for under clearance, care shall be given to symmetrical appearance, aesthetic appearance, natural crown characteristics and growth patterns of the trees.
(q) In general, the Contractor shall ensure when reducing the size of a tree and with respect to retaining the tree’s natural crown characteristics and patterns, not more than 1/4 of the total area shall be reduced at a single operation.
9.2 UTILITY LINES COMPLIANCE
Where pruning conflicts with existing utility service lines (above or below ground), the Contractor shall notify the CO so the appropriate utility can be contacted to avoid any damage or liability.
9.3 SAFETY
All equipment to be used and work to be performed will be in full compliance with the most current revision of the American National Standards Institute Z-133.1-2000 and A300-1995.
These guidelines provide safety standards for workers engaged in pruning, repairing, maintaining or removing trees. Tree care personnel will not position equipment that blocks any roads or walkways unless prior arrangements have been made with the COR. Tree care personnel will provide barricades, flag person, signs and or warning devices during the performance of tree work.
9.4 DEBRIS and WASTE REMOVAL
Removal of debris and waste away from the historic district shall be the responsibility of the Contractor. At the end of each day, the Contractor will remove all tree limbs, dead branches, and other debris from the site resulting from the work. The Contractor shall ensure at all times that debris and waste generated by the Contractor is kept clear of vehicular and pedestrian traffic throughout the site. Contractor will need to haul chips out of the park unless otherwise directed by CO. NOTE: The Government will not provide receptacle(s) for disposal of debris related to this contract.
9.5 COMMUNICATION and COORDINATION of WORK with COR
Contractor shall participate in any scheduled meetings with Government personnel to coordinate contract work schedules and contract related issues. Administration of the contract will require maximum coordination between the Government and the Contractor. The Government shall provide, at the time of contract award, a list of Government personnel authorized to act as Contracting Officer’s Representatives.
9.5.1 Meetings
(a) Unless otherwise agreed, the Contractor shall meet with the COR at the end of each day to determine the work accomplished and to coordinate the following day’s schedule. Daily meetings are an opportunity to communicate and ask questions.
(b) It is preferred that face masks be worn for any indoor meetings or meetings where 6 ft social distancing cannot be achieved.
9.6 WORK ENVIRONMENT
(a) All work under this service contract will be performed primarily outdoors and personnel performing the services will be exposed to wind, sun, cold, dampness, frost, fog and rain.
These conditions, may, at times, be extreme and dangerous.
(b) The Contractor shall take all necessary precautions to protect its employees from the elements to the maximum practicable extent.
(c) In the event climate or weather conditions become unsuitable for work, the work shall resume as soon as conditions permit.
10.0 STANDARDS OF EMPLOYEE CONDUCT
Contractor and contractor personnel shall adhere to the following standards of dress and conduct while performing work in the Fort Yellowstone District.
(a) Shall be fully clothed at all times, to include long slacks or pants and shirt, buttoned up from neck to waist. Clothing shall be clean each day. Any soiled clothing should be T-shirts and/or tank tops as outer garments are prohibited. Shoes/boots will have no holes or loose soles. Steel-toed shoes will be required in accordance with OSHA. Contractor employees will maintain personal hygiene.
(b) Shall not engage in loud or boisterous behavior or use profane or abusive language.
(c) Shall not eat or drink beverages except water or non-alcoholic drinks while in the work area.
Use of intoxicating beverages and/or drugs is strictly prohibited.
(d) SMOKING is not permitted in any buildings within Fort Yellowstone District. This restriction includes offices, restrooms, stairwells, entrances, exits or any other public area.

This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor. Award Selection Process:
Per FAR Part 13.106-2(b) evaluation will be conducting by comparative evaluation of offerors. This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2)).
