GENERAL INFORMATION:
This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P1421Q0010. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2021-01 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

This requirement is set aside for total small business. The North American Industry Classification System (NAICS) code is 325120 and the small business size standard is 1000 employees.
The National Park Service (NPS) contemplates award of a Firm Fixed-price base contract plus four (4) option years, as a result of this combined synopsis/solicitation, to the offeror providing the best value to the Government. Because propane (LP) is a commodity that is refined from other commodities and is traded on a worldwide market, LP Gas prices can fluctuate greatly depending on unforeseen economic, political, climate and other factors, FAR clause 52.216-2 Economic Price Adjustment—Standard Supplies (JAN 1997) applies to this solicitation. Quotes will be evaluated in accordance with FAR 13.106-2.
PERIOD OF PERFORMANCE:
Base Year: 3/01/2021 - 2/28/2022 Option Year One: 3/1/2022 - 2/28/2023 Option Year Two: 3/1/2023 - 2/28/2024 Option Year Three: 3/1/2024 - 2/28/2025 Option Year Four: 3/1/2025 - 2/28/2026
REQUIREMENT SPECIFICATIONS
Glacier National Park requires Bulk Propane Delivered to tanks located at multiple locations on the east side of the park near St. Mary, MT 59417 and up to Goat Haunt, accessed via Waterton, Alberta Canada.
Contractor shall furnish all labor, materials and equipment necessary for the supply and delivery of propane gas estimated at an annual total of 10,600 gallons.
Delivery Requests Delivery requests will be a combination of scheduled/automatic fill and on-demand requests by email or verbal phone call from the contracting officer or designated ordering official. Deliveries shall NOT be made without proper authorization by the Contracting Officer or as delegated by the Contracting Officer through an assigned ordering official.

Delivery Requirements Delivery hours are Monday – Friday, 7:00 AM – 4:30 PM, excluding federal holidays. Delivery tickets are required and must be signed by the NPS receiving official. Contractor shall notify the park contact representative stated in the order 24 hours prior to delivery.
Delivery time shall be within 72 hours of individual delivery order request via phone call or email for All Locations.
Delivery Method:
Goat Haunt Delivery requires a passport for the truck driver, a truck insured for operation in Canada, and waiting part of the day while barge transfers propane up the lake.
Logan Pass Visitor center, first fill will be placed via phone once the Going-to-the-Sun road is open next expected delivery at the end of season (estimated October 2021)
18 Wheeler trucks are not acceptable methods of delivery within Glacier National Park. Tank Locations are in tight spots with limited turning radius.

Price Pricing will be determined based on utilizing the most current data published by U.S. Energy Information Administration https://www.eia.gov/opendata/qb.php?sdid=PET.W_EPLLPA_PRS_SMT_DPG.W and/or the U.S. Bureau of Labor Statistics (bls.gov) PPI industry data index for natural gas.
Propane deliveries shall be priced according to the most recently posted price plus the contractor’s add-on (markup), rounded to the nearest cent. This mark up is established as a firm fixed price and will not fluctuate during the contact. See attached Price Schedule for quoting a firm fixed price mark up rate.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.216-2 Economic Price Adjustment—Standard Supplies (JAN 1997)
(a) The Contractor warrants that the unit price stated in the Schedule for Line Items: 1030, 1040, 2050, 2060 is not in excess of the Contractor’s applicable established price in effect on the contract date for like quantities of the same item. The term “unit price” excludes any part of the price directly resulting from requirements for preservation, packaging, or packing beyond standard commercial practice. The term “established price” means a price that—
(1) Is an established catalog or market price for a commercial item sold in substantial quantities to the general public; and
(2) Is the net price after applying any standard trade discounts offered by the Contractor.
(b) The Contractor shall promptly notify the Contracting Officer of the amount and effective date of each decrease in any applicable established price. Each corresponding contract unit price shall be decreased by the same percentage that the established price is decreased. The decrease shall apply to those items delivered on and after the effective date of the decrease in the Contractor’s established price, and this contract shall be modified accordingly.
(c) If the Contractor’s applicable established price is increased after the contract date, the corresponding contract unit price shall be increased, upon the Contractor’s written request to the Contracting Officer, by the same percentage that the established price is increased, and the contract shall be modified accordingly, subject to the following limitations:
