GENERAL INFORMATION:
This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P1421Q0008. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2021-01 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

This requirement is set aside for total small business. The North American Industry Classification System (NAICS) code is 325120 and the small business size standard is 1000 employees.
The National Park Service (NPS) contemplates award of a Firm Fixed-price base contract plus four (4) option years, as a result of this combined synopsis/solicitation, to the offeror providing the best value to the Government. Because propane (LP) is a commodity that is refined from other commodities and is traded on a worldwide market, LP Gas prices can fluctuate greatly depending on unforeseen economic, political, climate and other factors, FAR clause 52.216-2 Economic Price Adjustment—Standard Supplies (JAN 1997) applies to this solicitation. Quotes will be evaluated in accordance with FAR 13.106-2.
PERIOD OF PERFORMANCE:
Base Year: 3/01/2021 - 2/28/2022 Option Year One: 3/1/2022 - 2/28/2023 Option Year Two: 3/1/2023 - 2/28/2024 Option Year Three: 3/1/2024 - 2/28/2025 Option Year Four: 3/1/2025 - 2/28/2026
REQUIREMENT SPECIFICATIONS
Glacier National Park requires Bulk Propane Delivered to tanks located at multiple locations on the west side of the park. Contractor shall furnish all labor, materials and equipment necessary for the supply and delivery of propane gas estimated at an annual total of 21,250 gallons.
Delivery Requests Delivery requests may be auto filled monthly at some locations or will be placed by email or verbal phone call from the contracting officer or designated ordering official. Deliveries shall NOT be made without proper authorization by the Contracting Officer or as delegated by the Contracting Officer through an assigned ordering official.

Delivery Requirements Delivery hours are Monday – Friday, 7:00 AM – 4:30 PM, excluding federal holidays. Delivery tickets are required and must be signed by the NPS receiving official. Contractor shall notify the park contact representative stated in the order 24 hours prior to delivery.
Delivery time shall be within 72 hours of individual delivery order request via phone call or email for All Locations.
Delivery Method:
18 Wheeler trucks are not acceptable methods of delivery within Glacier National Park. Tank Locations are in tight spots with limited turning radius.

Price Pricing will be determined based on utilizing the most current data published by U.S. Energy Information Administration https://www.eia.gov/opendata/qb.php?sdid=PET.W_EPLLPA_PRS_SMT_DPG.W Propane deliveries shall be priced according to the most recently posted price plus the contractor’s add-on (markup), rounded to the nearest cent. This mark up is established as a firm fixed price and will not fluctuate during the contact. See attached Price Schedule for quoting a firm fixed price mark up rate.

(a) A variation in the quantity of any item called for by this contract will not be accepted unless the variation has been caused by conditions of loading, shipping, or packing, or allowances in manufacturing processes, and then only to the extent, if any, specified in paragraph (b) of this clause.

52.216-2 Economic Price Adjustment—Standard Supplies (JAN 1997)
(a) The Contractor warrants that the unit price stated in the Schedule for Line Items: 1030, 1040, 2050, 2060 is not in excess of the Contractor’s applicable established price in effect on the contract date for like quantities of the same item. The term “unit price” excludes any part of the price directly resulting from requirements for preservation, packaging, or packing beyond standard commercial practice. The term “established price” means a price that—
(1) Is an established catalog or market price for a commercial item sold in substantial quantities to the general public; and
(2) Is the net price after applying any standard trade discounts offered by the Contractor.
(b) The Contractor shall promptly notify the Contracting Officer of the amount and effective date of each decrease in any applicable established price. Each corresponding contract unit price shall be decreased by the same percentage that the established price is decreased. The decrease shall apply to those items delivered on and after the effective date of the decrease in the Contractor’s established price, and this contract shall be modified accordingly.
(c) If the Contractor’s applicable established price is increased after the contract date, the corresponding contract unit price shall be increased, upon the Contractor’s written request to the Contracting Officer, by the same percentage that the established price is increased, and the contract shall be modified accordingly, subject to the following limitations:
(1) The aggregate of the increases in any contract unit price under this clause shall not exceed 10 percent of the original contract unit price.
(2) The increased contract unit price shall be effective—
(i) On the effective date of the increase in the applicable established price if the
Contracting Officer receives the Contractor’s written request within 10 days thereafter; or
(ii) If the written request is received later, on the date the Contracting Officer receives the request.
(3) The increased contract unit price shall not apply to quantities scheduled under the contract for delivery before the effective date of the increased contract unit price, unless failure to deliver before that date results from causes beyond the control and without the fault or negligence of the Contractor, within the meaning of the Default clause.
(4) No modification increasing a contract unit price shall be executed under this paragraph (c) until the Contracting Officer verifies the increase in the applicable established price.
(5) Within 30 days after receipt of the Contractor’s written request, the Contracting Officer may cancel, without liability to either party, any undelivered portion of the contract items affected by the requested increase.
