GENERAL INFORMATION:

This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice.

The National Park Service contemplates award of a firm fixed price single award IDIQ contract as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P321Q0014. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2021-04 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

The acquisition is in support of Yellowstone National Park.

This request is open to all Large and Small Businesses. The North American Industry Classification System (NAICS) code is 532412 - Construction machinery and equipment rental or leasing without operator The small business size standard is $35.0 M.

General Description of Requirement: The purpose of this contract is to rent dozers each year (mainly the spring season) for work required within Yellowstone National Park.

Type of Contract: Indefinite Delivery Indefinite Quantity (IDIQ) Contract.

Orders: Delivery Orders issued against the IDIQ shall be firm fixed price.

Single Award: The Government will award only one IDIQ contract to meet the needs of this requirement.

Base and Ordering Periods: Contract will include a five (5) year ordering period, for a total contract performance period not to exceed five years.

Maximum Contract Value: Not to exceed $240,000.00 (total of all orders issued against the awarded contract)

Minimum Guarantee: $30,000.00

Authorized Contracting Officer: Any warranted Contracting Officer assigned under the NPS Regional Office Serving Interior Regions 6,7 & 8 may award delivery orders against this IDIQ contract.

Ordering procedures for delivery orders:

Delivery orders (DO) will be issued within the terms and conditions of the contract based on the pre-priced line items in the awarded price schedule, and with the order limitations clause in the contract. The order will be signed by the Contracting Officer and issued to the Contractor utilizing an Optional Form 347, Order for Supplies or Services. Award form will contain the specifics of the delivery. The Delivery Order becomes binding when the Contracting Officer signs the Order.

If awarded with the IDIQ, the first-year shall be applied to the delivery order and shall fulfill the minimum guarantee requirement for the IDIQ.

Award Selection Process:

Award will be made in accordance with FAR Part 13 to the offeror that provides the lowest price offer that meets the technical specifications and past performance.

1. Price.

Price will be evaluated based upon the Annual Estimated requirement for each ordering period. Individual unit prices shall be binding. The Government may determine that an offer is unacceptable if individual line item prices are significantly unbalanced.

2. Technical:

Provide specifications of the dozers being offered to ensure they meet the specifications listed in the statement of work.

3. Past Performance:

Offeror shall provide at least three examples of past performance in - on time deliveries with previous customers and contact information for each customer. Past performance is a measure of the degree to which the contractor has satisfied its customers in the past.

INSTRUCTIONS TO OFFERORS:

Quotes must be in accordance with and in the order detailed in this section. Failure to submit quotes according to the instructions provided within the solicitation may result in the respondent’s quote not being considered for award.

All interested parties shall be registered in the System for Award Management or SAM at time an offer or quotation is submitted.

The offerors shall submit a quote to the Contracting Officer by email at linda_wheiles@nps.gov.

All Quotes Must be Received No Later Than March 9th, 2021 at 2:00 p.m. CT.

Pricing shall include a Weekly and Monthly Rates for each Ordering Year.

Yellowstone National will provide transportation of the Dozers from the pick-up site to the Park and return the dozers to the same site.

The pick-up point for the dozers shall be within 190 miles from the North Gate of Yellowstone Park which is located at Gardiner Montana. Contractor shall include delivery and pick outside this range. Any delivery and pick-up charges shall be included in pricing.

The following Estimated Annual Rental Period will be used for evaluation purposes only.

Annual Estimated requirement:

Dozer Size 1 – April 8, 2021 through June 8, 2021 Dozer Size 2 – March 18, 2021 through June 4, 2021

Total price for evaluation will be based upon the most cost efficient method of calculating total rental cost for each year and added for all five years.

The government does not guarantee any quantities other than those listed in the minimum guarantee which is $30,000.00 for Ordering Year One.

Statement of Work and Specifications

Dozer Requirements for Yellowstone National Park

Requirements:

The base year 2021 includes the rental of 1 each dozer size.

1 each: Dozer size one rental period starting: April 8, 2021 through June 8, 2021 1 each: Dozer size two rental period starting: March 18, 2021 through June 4, 2021.

1. Dozer size requirements will be designated as specification:

Size 1: John Deere 750L LGP (or equivalent) Size 2: John Deere 850L LGP (or equivalent) Due to ground pressure requirements meeting the specifications listed under each size is critical.

2. Yellowstone Park will provide transportation of the Dozers from the pick-up site to the Park and return of the dozer to the same site.

3. The pick-up point for the dozers shall be within 190 miles from the North Gate of Yellowstone Park which is located at Gardiner Montana. Contractor shall include delivery and pick outside this range. Any delivery and pick-up charges shall be included in pricing.

4. Dozers model year shall be no more than 2 model years old or newer with less than 2500 operating hours.

This information should be provided in your quote and will be confirmed before award.

Specifications:

Dozer Size 1) John Deere 750L LGP (or equivalent) SAE Net Rated Power shall be at least 175 HP @ 1,700 RPM Equipped with Power-Angle-tilt blade (6 way hydraulic operated) Equipped with Low Ground Pressure tracks (LGP) minimum grouser width of 34” Ground pressure shall be 5.0 PSI or less Minimum fuel capacity of 95 gallons Transmission: Automatic dual-path, hydrostatic drive. Equipped with load-sensing that automatically adjusts speed and power to changing load conditions.

Forward travel speed of up to at least 6 MPH Parking brake with feature to automatically engage brake whenever the engine stops, the decelerator is depressed to the end of its travel, or machine motion is detected while the transmission control is in neutral.

Steering shall be of single lever design to include steering, speed control and direction control.

Operator Station shall be fully enclosed meeting ROPS (ISO 347-2008) and FOPS (ISO 3449-2005)

Level II protection.

Damage/ Repair:

Damage resulting from misuse, accidents, etc. shall be repaired at the expense of the National Park Service.

Contractor shall address any repairs needed during rental period on site within 48 hrs. of being notified of an issue or provide equal replacement within same time frame. This shall be provided at no additional cost to Yellowstone National Park.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.
