Supplemental Information:
1. This procurement is set aside as unrestricted under NAICS code 541410 “Interior Design Services” with a size standard of $8,000,000.00.
2. The price schedule (Blocks 19-24) applicable to this IDIQ is outlined in Item 6 below, Pricing Schedule.
3. The Government may award up to eight (8) Indefinite Delivery Indefinite Quantity (IDIQ) contract as a result of this solicitation. The government reserves the right to award more than eight if it so chooses.
4. The minimum contract value for all orders issued against this contract shall not be less than the minimum contract value stated in the following table. The maximum contract value for all orders issued against this contract shall not exceed the maximum quantity and contract value stated in the following table.

5. Submitted offers shall be valid for 120 calendar days from the date specified for receipt of offers.
6. PRICING SCHEDULE
The contractor shall furnish all personnel, facilities, equipment, material, supplies, and services (except as may be expressly set forth in this indefinite delivery, indefinite quantity (IDIQ) contract as furnished by the Government) and otherwise do all things necessary for work as described in this solicitation and attachments. Specific descriptions of individual projects will be provided by ordering agencies through Task Orders (TOs) awarded under this IDIQ contract.
Provide hourly rates for the work to be completed under this SOW for a five (5) year period. This is for the IDIQ rates; the Sample Task Order pricing shall be submitted separately using rates from this section.

7. MAXIMUM LABOR RATES
Fixed rates contained in this contract are the maximum allowable hourly labor rates permissible under this contract.
Offerors define the maximum allowable hourly labor rates permissible in the solicitation. The Service will incorporate these rates into a successful Offeror's contract upon award as the maximum allowable hourly labor rates under the contract to be used when proposing pricing on Task Order solicitations.
When proposing pricing on Task Order solicitations, offerors must not exceed the maximum allowable hourly labor rates contained in this contract. Offerors are permitted, and encouraged, to base Task Order proposal pricing on rates which are less than those contained in this contract.
In accordance with FAR 52.217-8 Option to Extend Service, the Government may choose to extend the ordering period up to six (6) months if continued performance is deemed in the best interest of the Government. Offerors shall provide rates to cover a potential six (6) month extension of work.
8. ORDER LIMITATIONS/CONTRACT CEILING
This IDIQ contract has five (5) ordering periods, each consisting of 12 months for a total of 60 months with a potential six (6) month extension IAW FAR 52.217-8, for a total ordering period of 66 months, if the option is exercised. There is no guarantee that the option will be exercised on any or all of the awarded contracts.
Task Orders will be placed in accordance with Procedures for Awarding Task Orders. Periods of performance for each TO will be set in the individual TO. The Government is under no obligation to issue any TOs against this contract.
THE MAXIMUM CONTRACT AMOUNT for the IDIQ contracts (sum of all TOs awarded under all IDIQ contracts awarded) is $25,000,000.00 ($25M) over a period of 66 months. This contract award pool ceiling will be applied to TOs on a first in, first awarded basis and will be shared by all contract holders.
9. MINIMUM GUARANTEE / TASK ORDER RFP PARTICIPATION
A. THE MINIMUM GUARANTEE ORDER(S) VALUE for the IDIQ contracts is $2,500.00 for each of the IDIQ contracts, provided that the contractor can demonstrate it has exercised due diligence and made its best efforts to secure at least one (1) TO.
B. The minimum guarantee will be issued via task order in conjunction with the main IDIQ contracts. Award of the first TO meeting or exceeding the minimum guarantee to individual contract awardees fulfills the minimum guarantee requirement. After the award of the first task order to an individual contract awardee, a modification will be issued to their minimum guarantee task order to administratively remove the funds and closeout the task order.
If the contractor is unsuccessful securing a task order during the five (5) year contract period and optional six (6) month extension, if exercised, the contractor can submit an invoice against the task order for the minimum guarantee.
C. Contractors shall submit an offer on all projects offered by submitting a quote/proposal to the Contracting Officer in accordance with requirements stated in the TO RFQ/RFP. In the event a contractor is unable to submit an offer in response to a TO RFQ/RFP, the contractor shall notify the TO contracting office via email of their intent to not compete by providing the Solicitation Number, Project Title, and the Reason for not submitting an offer.

Scope of Work **NOTE: This is not a FAR PART 36 requirement; no A&E work included in this IDIQ**
1.0 BACKGROUND
The mission of the U.S. Department of the Interior (DOI) is to protect and provide access to our Nation’s natural and cultural heritage and honor our trust responsibilities to Indian Tribes and our commitments to island communities. The responsibility of the National Park Service (NPS) is to plan, design, produce, and maintain interpretive media for the National Park Service’s over 400 sites.
Visitors at natural and historic sites, in visitor centers, museums, education centers, contact stations, historic structures, and park areas enjoy exhibits, multimedia, and publications.
Facilities in which museum exhibits are located include contemporary visitor centers, contact stations, and historic buildings of various types. Historic buildings that contain museum exhibits include homes, public buildings, forts, industrial buildings, and architectural monuments and memorials. The work of designing exhibits for these sites may involve traveling to the park areas to meet with park staff, partners, and subject matter experts; inspecting sites; assessing building construction or rehabilitation plans and/or scopes of work; preparing cost estimates for work; developing interpretive content, orientation, and wayfinding; and developing production-ready graphic design and 3D-design details of exhibits.
For the purposes of this contract, exhibits or exhibitions include, but are not limited to: graphics, display mounts, display cases, two- and three-dimensional displays, reproductions, lighting systems, audiovisual presentations, electronic interactive programs, photographs, illustrations, murals, display transparencies, scale models, full-size models, dimensional maps and displays, dioramas, mechanical interactive devices, signage, menu and bulletin boards, cabinets, information desks, storage units, seating, sales display fixtures, structural elements such as display walls, platforms, barriers, and other display support structures, and elements designed to enhance accessibility for individuals with physical, sensory, and cognitive impairments.
2.0 GENERAL
This Indefinite Delivery Indefinite Quantity (IDIQ) contract will provide parks with assistance in rehabilitating or replacing old and outdated exhibits or in designing new displays for parks. The contractor shall provide all services including labor, materials, equipment, facilities, and travel (except as otherwise specified in this contract) necessary to provide the NPS with museum interpretive exhibit planning and design. This contract responds to a need for planning and design of all types of exhibits ranging from small temporary displays to major museum exhibitions.
All work under this contract shall be performed in accordance with the terms of the IDIQ contract, including all attachments. The government shall furnish, as appropriate, required data, materials, and access to project information necessary to perform the planning and production of work as required.
2.1. Point of Contact
2.1.1 Base Contract
The contractor’s IDIQ Project Manager (PM) shall be the primary point of contact between the contractor and the National Park Service (NPS) Contracting Officer (CO) and Contracting Officer’s Representative (COR) for the IDIQ. The IDIQ PM shall perform the following work:
a. Notify the CO of any changes to the contractor’s business operations that affect work under this contract.
b. Communicate with the CO and IDIQ COR regarding major or broad issues affecting task orders (TO) written under this contract.

c. Prepare and submit an electronic status report every six (6) months which lists all active task orders by number and includes, at a minimum, the name of the park and/or client, type of work being performed and results achieved during the reporting period, identification of any current problems that may impede performance, the proposed corrective action, and the completion date.
2.1.2 Task Order
The contractor’s task order PM shall be the primary point of contact between the contractor and task order COR for individual task orders. The contractor’s task order PM shall have full authority to act for the contractor on all matters relating to a specific task order, and shall perform the following work:
a. Be available to take or respond to telephone calls or electronic mail messages during normal hours of operation (8:30 am–5:00 pm local time).
b. Establish office procedures to ensure that messages are relayed to the Project Manager when out of the office or because of time zone differences.
c. Respond to emergency messages from the COR on the same day they are received. All non-urgent messages from the COR shall be responded to in no more than two (2) business days.
2.2. Quality Control
The contractor shall provide quality control to ensure that all elements of project work meet the requirements of the contract specifications and that all modifications are implemented.
The Project Manager shall provide routine inspections of in-house and subcontracted work to ensure it meets contract specifications and shall oversee the quality of work produced and implemented at all phases of the project. Any work found not acceptable or compliant with the specifications shall be corrected prior to inspection or review by the COR. These inspections will be called out in individual task orders if deemed necessary.
2.3. Government Furnished Property
If government-furnished material is provided during the course of the work, the contractor shall receive, inspect, and inventory all government-furnished materials and ensure that this material is forwarded to the appropriate unit or person within the contractor’s organization for use in the project. The Project Manager shall notify, in writing via email, the COR within seven (7) days after receipt if government-furnished materials are not satisfactory for their intended purpose. The Project Manager shall notify the COR via email as soon as possible, but no later than three (3) business days, if government-furnished materials are lost or damaged while in the contractor’s possession. The contractor shall be responsible for the security and protection of government-furnished property or materials in connection with this contract. Following acceptance of all work by the government, the contractor shall return to the COR all government-furnished property.
2.4. Schedule
The schedules will be outlined at the task order level. The following actions shall be outlined in task orders when deemed necessary:
1. The contractor shall schedule, coordinate, oversee, and manage work planned and designed under this contract.
2. The contractor shall track work progress to ensure that the project is completed according to the schedule.
3. The contractor shall coordinate and confirm the dates for all submittals and meetings with the
COR.
4. The contractor shall provide a monthly status report to the task order COR that includes the status of the project, issues that affect the schedule and budget, and an updated schedule based on the information at hand.

2.5. Meetings, Travel, and Presentations
Meet with the CO, COR, and others as specified in individual task orders. For on-site meetings and presentations, the task order will specify location, the contractor personnel required on site, number of full and partial contractor workdays on site, and any other project-specific requirements. For virtual meetings and presentations, the task order will specify acceptable electronic meeting method(s) (phone/videoconference/web). The contractor shall document all issues discussed and decisions made relative to the project. The contractor shall prepare and distribute to the COR a trip report or meeting minutes of all telephone conversations, site visits, in-person meetings, or other discussions related to the project.
2.6. Submittals
Submittals and reviews are the key communication points between the contractor and the COR which document a project’s overall progress and any remedial actions necessary to produce complete and acceptable deliverables. For the purpose of this contract, a submittal is defined as all samples, documents (i.e., drawings, schedules, facsimiles), electronic files, and other materials that together represent the level of development of work at a given time, and shall be provided by the contractor to the COR for review and approval. At any point in the exhibit design process the COR may require informal submittals of the contractor’s work-in-progress to document the current status and level of development of the project.
The contractor shall coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements. Forward all submittals to the COR for review and approval. Receive all reviewed submittals and take appropriate action according to the approval or rejection by the COR, as follows:
2.6.1. Approvals and Rejections
1. Approved Submittals – The contractor shall ensure that all changes, revisions, or additions required by review comments are addressed and incorporated into future submittals.
2. Rejected Submittals - When submittals are rejected, the COR will notify the contractor, in writing, identifying the reasons for rejection. The contractor shall ensure that the submittal is completed and/or revised as required and resubmitted within the time scheduled by the COR. Reasons for rejection include:
a. Incomplete Submittals – Approval of the submittal is delayed because required elements are missing. The contractor shall submit all missing elements.
b. Unacceptable Submittals – The submittal is rejected due to poor quality of work or work that does not otherwise meet the established project goals. The contractor shall submit new material.
2.6.2. Submittal Format
1. Three (3) printed copies and one (1) electronic PDF copy of each document submittal are required unless otherwise specified in the task order.
2. Submittals shall be delivered to the location noted in the task order via overnight delivery service unless otherwise specified in the task order.
3. Both printed and electronic submittals shall be delivered seven (7) calendar days prior to scheduled presentations of the material unless otherwise specified in the task order.
4. The contractor shall provide copies of any Microsoft Office submittals in an accessible
508 compliant format.

2.6.3. Transmittal Sheet
The contractor shall include a transmittal in the form of a printed letter, PDF document, e-mail, or fax cover sheet along with all samples, proofs, prints, reports, digital files, digital images, and multimedia files, sent from the contractor to the COR. This includes all copies sent to the park or other copied recipients. The transmittal shall include the following minimum information:
"From" (contractor's name and contact information);
"To" (COR's name);
Date submittal was shipped;
Project name and park name;
Itemized list of contents; and List of copied recipients who received the same submittals.
2.7. Accessibility
Exhibits designed for the National Park Service shall follow the latest published version of Attachment 5, Programmatic Accessibility Guidelines for National Park Service Interpretive Media.
These Guidelines are a combination of best practices, NPS and Department of the Interior directives, and federal laws. Federal laws include the Architectural Barriers Act, Sections 504 and 508 of the Rehabilitation Act as amended, and the 21st Century Communications and Video Accessibility Act.
Accessibility requirements for visitors with specific disabilities shall be addressed. If the site or criteria of the project pose challenges to accessibility, additional attention shall be paid to a full description of the accessibility solutions. See the Programmatic Guidelines for National Park Service Interpretive Media for requirements addressed under specific disabilities.
2.7.1. Audiovisual Accessibility for Exhibits
Every audio, silent video, and audiovisual program in every exhibit is required to provide descriptive audio, hearing assistance, captions, and/or navigation buttons, as follows:
2.7.1.1. Audio-only Programs
Audio-only programs require hearing assist for the hard of hearing and captions for the deaf.
The hearing assist requirement may be met using either sound wands with volume control and reset, or a FM transmitter and handheld receiver. Captions for the deaf are displayed on a monitor synched with the audio.
2.7.1.2. Silent Video Programs
Silent videos require descriptive audio for people who are blind or have low vision, and notification, via on-screen caption or label adjacent to the monitor, for the deaf or hard of hearing that the video is silent. Delivery of descriptive audio is provided in the exhibit through a headset jack, a sound wand, or via Wi-Fi streaming in conjunction with the Exhibit Audio Description Tour app. When descriptive audio is delivered via headset jack, a label with the raised AD symbol and headset icon is required.
2.7.1.3. Audiovisual Programs
Audiovisual programs in exhibits require descriptive audio for people who are blind or have low vision, hearing assist for the hard of hearing, and captions for the deaf. Any of the delivery methods for audio-only programs and silent video programs may be used to meet these requirements.
2.7.1.4. Navigation Buttons
Touch screen user interfaces require external control navigation buttons for people with limited mobility.

3. DESCRIPTION OF SERVICES
3.1. Planning and Design Services
The contractor shall provide all technical, professional, non-personal services, including all labor, materials, equipment, supplies, facilities, travel, management, and supervision necessary to provide the National Park Service with exhibit planning and design services as set forth in the individual task orders awarded hereunder. Task orders awarded hereunder may include, but not be limited to the following types of work: Planning and Design of exhibits (including Schematic Design 1 & 2, Design Development 1, 2, & 3, and Production Design 1 & 2) which may include but is not limited to, story development, content research, organization of content, text writing, and other tasks associated with the interpretive content of an exhibit; and, development of the physical organization of the exhibit space, integration of all exhibit elements into a cohesive presentation, functional characteristics and visual appearance of exhibit elements, and development of design intent and technical details for fabrication. These tasks establish the primary creative direction and media approach for the project. Not all tasks set forth in this section will be required for every task order issued under this contract. Each task order scope of work and specifications will indicate the general and specific tasks required for a given design project.
3.2. Specifications
The contractor shall perform all services required hereunder in accordance with Attachment 1, Exhibit Planning, Design, and Fabrication Specifications, as well as in accordance with all applicable attachments set forth in Part C, Contract Documents, Exhibits and Attachments and the terms and conditions set forth herein.
3.3. Design Considerations
In designing exhibitions hereunder, the contractor shall take into account as essential design considerations life safety, barrier-free design, accessibility/universal design, sustainability, energy conservation, artifact conservation including daylight modulation from skylights and windows, if applicable, control of sound-spill from AV programs, security provisions, integration with existing architecture where relevant, lamping, functionality, maintenance, conservation, and durability restrictions.
Exhibit lighting design shall prioritize artifact conservation, energy conservation, sustainability, and maintenance, and shall be appropriate to the exhibition space. LED track lighting shall be the default standard. Other lighting systems may be used where indicated by design or functional requirements and as approved by the COR.
3.4. Codes and Standards
All exhibitions shall be designed to be produced and installed in accordance with applicable codes, standards, parameters or regulations noted in this or other sections of this contract, and in the location in which the exhibit shall be installed. In case of conflict between codes, standards, or regulations, the most stringent requirement shall apply.
3.4.1. Reference to standard specifications of any technical society, organization, or association, or to codes, manuals, or regulations of Federal or local authorities shall mean the latest standard, code manual, regulation, specification, or tentative specification adopted and published at least thirty (30) days prior to submittal of proposals, unless specifically stated otherwise.
3.4.2. Any code, standard, regulation, or specification listed below, in the attachments in Part C, Contract Documents, Exhibits and Attachments or otherwise referenced herein, that references the “authority having jurisdiction”, “local authority”, or “governmental authority” shall be interpreted to refer to the Contracting Officer as being this authority for purposes of interpreting/clarifying codes, standards, regulations, and specifications.

3.5. Post Award Conference Call
Upon award of the individual task order, the contractor shall participate in a project kick-off conference call to review contracting requirements and procedures with the task order CO and
COR.
3.6. Pre-Design
In Pre-design, the contractor shall gain a clear understanding of the project’s history, the park’s resources, and the roles of other project team members and stakeholders. Work in this phase focuses on preparing a solid foundation for all work that follows, ensuring that the project is logically structured, and its goals are understood and realistically attainable within the budget, schedule, and other specified parameters.
The contractor shall:
1. Review Government furnished materials.
2. Travel to Site in accordance with the task order, and as follows:
a. Orientation to park experience.
b. Identify and document media and object resources at park
c. Orientation to and documentation of architectural space.
d. Conduct Exhibit Planning Workshop.
(i) Analyze space and propose recommendations.
(ii) Review existing planning documents.
(iii) Review and/or develop design criteria.
e. Review and/or develop themes, goals, and objectives.
(i) Define target audience.
(ii) Define the desired visitor experience.
(iii) Document results of workshop.
3. Identify sources for existing media resources and develop Resource Package Abstract.
4. Develop Project Brief including:
a. Current overview of project, including updated information and understandings.
b. Interpretive themes and objectives.
c. Identification and analysis of all project goals in terms of their effect on the development and successful completion of the exhibit.
d. Analysis of the project budget, including review and/or development of a Class C Production
Estimate.
e. Analysis of the project schedule, and all other known parameters on the development and successful completion of the project.
5. When required in the individual task order, conduct front-end evaluation.
3.7. Schematic Design
Work in this phase is organized into two sub-phases: Schematic Design 1 (SD1) and Schematic Design 2 (SD2). Schematic Design 1 includes development of several alternative schemes for organizing both the interpretive content and physical layout of the exhibits. Schematic Design 2 includes development of a preferred alternative. Major stories, exhibit elements, and presentation techniques are illustrated and described.

3.7.1 Schematic Design 1
During this phase the contractor shall:
1. Conduct Content Research, including:
a. Survey repositories of relevant resources.
b. Develop Resource Package Level 1
2. Conduct Charette.
3. Develop Schematic Design 1 – unless otherwise specified in task order, develop three
(3) design alternatives, each including:
a. Bubble diagrams that identify themes and concepts, placed in relationship to each other and to the physical space.
b. At a minimum, one Preliminary sketch for each alternative that communicates the overall design intent.
c. A title for each alternative, with written descriptions of how each scheme accomplishes the established project goals, including working titles and narrative of all exhibit scenes.
d. A narrative addressing preliminary Universal Design and accessibility approaches, including proposed approach for audio description.
e. Class B Production Cost Estimate and life-cycle cost estimates for each alternative.
f. Present Schematic 1.
4. When required in the individual task order, participate in NPS Value Analysis process.
5. Participate in a conference call to reconcile COR review comments and provide written documentation of all decisions made.
3.7.2 Schematic Design 2
During this phase the contractor shall:
1. Develop and submit Schematic Design 2 with Preferred Design Alternative including:
a. Written exhibit walkthrough.
b. Overall design approach including:
(i) Media style and appearance.
(ii) Universal design/accessibility approach.
(iii) Audio description narrative approach and Production Plan.
(iv) Floor plan with individual exhibit Scenes, Content Groups, and major elements identified.
(v) Overview of Electronic Programs.
(vi) Perspective view renderings that communicate design intent of each scene
(vii) When required in the Individual Task Order, provide an animated walkthrough or physical scale model of the exhibition.
c. Resource Package Level 2, with its content integrated into exhibit walkthrough description.
d. Class B Production Cost Estimate and revised life-cycle cost estimates for preferred alternative.

3.8. Design Development
Work in this phase is organized into three (3) sub-phases: Design Development 1 (DD1), Design Development 2 (DD2), and Design Development 3 (DD3). Design Development 1 builds on the plan approved in the Schematic Design phase. Its emphasis is on confirming all major elements of the design and includes continued content planning. Design Development 2 focuses on the two-dimensional exhibit content, including the first full drafts of graphic layouts and all exhibit text.
Design Development 3 focuses heavily on developing all interpretive content in detail, with continued design refinement to ensure effective presentation of the content within the exhibit.
3.8.1 Design Development 1
During this phase the contractor shall:
1. Develop and submit the following:
a. Overview with narrative description, including interpretive purpose statements and objective, for each exhibit Scene and Content Group.
b. Perspective view renderings that communicate design intent of each Scene and
Content Group.
c. Exhibit Design Drawings that shall serve as the basis for Production Design drawings in later phases.
d. Sample graphic layouts/graphic approach/typography.
e. Text Level 1.
f. Preliminary material, finish, and color selections.
g. AV Concept Treatment, and proposed program type and display format for each proposed Electronic Program.
h. Revised Audio Description Production Plan, to include proposed audio description trigger types, trigger locations, and Table of Contents main menu selections.
i. Preliminary Content Management Database including entries for the following:
(i) AO - accessioned objects
(ii) CE - custom elements, including any non-accessioned objects
(iii) EE and EP - audiovisual and digital interactive elements
(iv) IM - images
(v) LA - text labels
j. Updated Class B Production Cost Estimate and life-cycle cost estimate.
2. Present Design Development 1.
3. When required in the individual task order, conduct formative evaluation.
4. Participate in a conference call to reconcile COR review comments and provide written documentation of all decisions made.

3.8.2 Design Development 2
During this phase the contractor shall:

d. Selected Exhibit Design Drawing sheets, as required to show major design changes requested at Design Development 1.

4. Participate in a conference call to reconcile COR review comments and provide written documentation of all decisions made.
3.8.3 Design Development 3
During this phase the contractor shall:
1. Develop and submit the following:
a. Graphic Layouts Package, organized according to exhibit Scenes, to include:
(i) Overview with narrative description, including interpretive purpose statements and objective, for each exhibit Scene and Content Group.
(ii) Perspective view renderings that accurately show the placement of graphic layouts within the three-dimensional exhibits.
(iii) Complete graphic layouts, showing full layouts as well as enlarged sections with text and image at legible size for review.
(iv) Text Level 3.
b. Exhibit Design Drawings, to include:
(i) Floorplans and elevations of site and existing conditions.
(ii) Plan and elevation views of each Scene/Content Group, showing exhibit structures and all interpretive content with Content Management identification key numbers, and proposed colors, materials, and finishes.
(iii) Proposed fabrication details, methods, or performance specifications for unusual exhibit structures.
(iv) Reflected ceiling plan and proposed lighting plan.
(v) Data and electrical wiring plan, including locations of floor and wall outlets, junction boxes, switches, controls, and associated electronic elements.
c. Content Management Database to include the following reports:
(i) Comprehensive Exhibit Plan
(ii) AO - Accessioned Objects Schedules
(iii) AO - Accessioned Objects Facsimile Sheets
(iv) CE - Custom Elements Schedules

g. Updated Class B Production Cost Estimate and life- cycle cost estimate.

3.9 Production Design
Work in this phase is organized into two (2) sub-phases: Production Design 1 (PD1) and Production Design 2 (PD2). Production Design 1 includes preparation of all documents needed for exhibit fabricators to understand and price the project. Production Design 2 includes completion of all other outstanding design and content development tasks.
3.9.1 Production Design 1
During this phase the contractor shall:
1. Develop and submit the following:
a. Graphic Layouts Package, organized according to exhibit Scenes, to include:
(i) Overview with narrative description, including interpretive purpose statements and objective, for each exhibit Scene and Content Group.
(ii) Perspective view renderings that accurately show the placement of graphic layouts within the three-dimensional exhibits.
(iii) Complete graphic layouts, showing full layouts as well as enlarged sections with text and image at legible size for review.
(iv) Text Level 4.

3.9.2 Production Design 2
At Production Design 2, all exhibit firm logos and other firm-identification shall be removed from Production Design 2 submittals. Production-ready files shall be provided to the COR and shall become government property. During this phase the contractor shall:
1. Develop and submit the following:
a. Graphic Layouts Package, organized according to exhibit Scenes, to include:
(i) Complete graphic layouts, showing full layouts as well as enlarged sections with text and image at legible size for review.
(ii) Text Level 4 corrections.
(iii) Production-ready graphic files.
b. Exhibit Design Drawings, that are technical in nature and communicate all design intentions to the fabricator with enough detail and clarity that the fabricator may properly execute production, to include:
(i) Relevant drawing details that impact performance and aesthetic qualities of a particular scene, group, or component
(ii) Proposed approach to operation and/or access
(iii) Dimensions for all physical construction and relevant aesthetic details
(iv) Material and finish specifications
(v) Proposed mounting and fabrication methods that are critical to performance or aesthetic details
(vi) Proposed hardware that is critical to performance or aesthetic details
(vii) Include annotations, with performance specifications, for any specific items or detailing that the fabricator will resolve
(viii) Include dimensions, call-outs, and use of standard architectural conventions and symbols.
c. Content Management Database final reports.
d. Electronic Programs Report including:
(i) Final Concept and Production Treatments for AV programs, and Digital
Interactive Programs.
(ii) Flow charts for Electromechanical Programs.
(iii) Updated detailed technical specifications, cut sheets, and wiring diagrams, for all audiovisual, digital interactive, and electromechanical programs and equipment.
(iv) Updated Audio Description Production Plan
e. Content Specialties Reference Package.
f. Use-rights documents package, with signed original content licenses.
2. Present Production Design 2 Following the PD2 presentation, the contractor shall provide all corrections to Production Design 2 submittal, as provided by the COR. The contractor shall prepare and organize all exhibit material and submit to the COR. The exhibit materials provided at the end of Production Design 2 shall be considered as the project closeout. All final, corrected, and production-ready files shall become government property.

3.10 Production Support
When required in the individual task order, the contractor shall provide production support. Work in this phase shall include creative and technical support during fabrication of the project. Planning and Design task orders shall specify follow-ons to complete development of specific exhibit elements, Fabrication/Installation Support to ensure adherence to the project’s design intent, and may include Summative/Remedial Evaluation to review and evaluate the project.
3.11 Labor Categories Required and Minimum Qualifications for Each The following are the labor categories needed for exhibit planning and design services awarded hereunder. The requirements listed below are the minimum requirements for the contract. The National Park Service anticipates that each of the personnel categories listed will be used but makes no guarantee that such will occur. More than one individual may be identified for each labor category. The minimum qualification for each labor category listed below is a minimum of three (3) years of full-time work directly related to its associated key personnel position.
1. Audio Describer: Provides and installs audio description script and equipment for all exhibit elements.
2. Audio Visual System Developer: Provides designs and specifies systems and hardware for delivering audiovisual programs.
3. Certified Value Specialist (VA Facilitator): Provides facilitation value analysis studies and prepares value analysis reports.
4. Exhibit Designer: Provides the lead with three-dimensional design tasks (for example, designing exhibit structures).
5. Exhibit Detailer: Produces and integrates exhibit design in production-ready exhibit drawings using CAD or similar software.
6. Exhibit Developer: Takes the lead with content development tasks (for example, preparing content outlines, planning and organizing stories and interpretive themes, and researching, gathering, and organizing resources such as images and information regarding artifacts)
7. Exhibit Evaluator: Conducts research with visitors and potential audiences and prepares evaluation reports.
8. Graphic Designer: Takes the lead with two-dimensional design tasks (for example, preparing graphic layouts).
9. Illustrator: Creates original artwork and illustrations for exhibition environments on a variety of subject matter.
10. Lighting Designer: Designs and specifies exhibit lighting, including preparing system designs and specifying accompanying fixtures.
11. Project Manager:
a. Project Manager, IDIQ Contract: Serves as the primary point of contact between the contractor and NPS Contracting Officer and the COR for the IDIQ Contract; ensures that scheduling, coordination, oversight, and communication is effectively accomplished for all work produced under the IDIQ; performs duties as described in Attachment 1, Exhibit Planning, Design, and Fabrication Specifications; Section 2, Project Management
