About this file

This is a Request for Quote (RFQ) issued by the Bureau of Land Management (BLM) Arizona State Office for fencing materials needed to repair approximately 5.5 miles of fence damaged in the White Sage Fire. The solicitation number is 140L6426Q0006, issued on February 6, 2026, with quotes due by February 23, 2026 at 1700 hours MST. This is a 100% Total Small Business Set-Aside with a NAICS code of 332999 and a 750-employee size standard. The acquisition is for commercial items using FAR Part 12 and FAR Part 13 procedures, resulting in a firm-fixed price, single-award contract. Questions must be submitted by February 16, 2026 at 1700 hours MST to Contracting Specialist Pamela Davis at pydavis@blm.gov. Quotes must be emailed and are valid for a minimum of 60 days.

The required fencing materials include 66 rolls of 12.5-gauge 2-point barbed wire (Class 1 ASTM, 1,320 feet per roll), 22 rolls of 12.5-gauge twisted smooth wire (Class 1 ASTM), 2,600 each of 6-foot heavy duty T-posts with colored tips, 10,400 T-post fence clips, 5,200 each of 42-inch stays (Class 1), and 8 pounds of 2-barb 1.5-inch staples. Delivery must be completed by February 2026 to the BLM Brigham Yard in St. George, Utah. The offeror must arrange delivery logistics with Rachel Shively (719-428-9664) or Jace Lambeth (435-414-5702). Evaluation factors emphasize delivery timeline (soonest delivery) as the primary factor, followed by price, with delivery being significantly more important than price per FAR 15.304. All offerors must be actively registered in the System for Award Management (SAM) and maintain current representations and certifications. Payment will be processed electronically through the Invoice Processing Platform (IPP) and itemized invoices must include the contract number and company information registered in IPP.

Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and those identified as evaluation factors and sub-factors. If an offeror believes that requirements in these instructions contain an error, omission, or are otherwise flawed, the

Offeror shall immediately notify the Contracting Officer in writing (email is the preferred method) with supporting rationale by the due date provided. All concerns and questions shall be submitted to the Contracting Specialist, Pamela Davis (pydavis@blm.gov).

This RFQ does not commit the Government to any costs incurred in the preparation and submission of a quote or for any other costs incurred by any firm submitting a quote in response to this solicitation. Note specifically that the Offeror will not be participating in a sealed bid procurement process under this acquisition method. Issuance of this RFQ does not constitute an award commitment on the part of the Government.
