About this file
This is a Request for Quotation (RFQ) for janitorial services at Paria River District recreation sites in Kane County, Utah and Coconino County, Arizona. The solicitation number is 140L5726Q0015, issued by the Bureau of Land Management (BLM) Utah State Office on March 20, 2026. This is a Veteran Owned Small Business (VOSB) set-aside under NAICS code 561720 (Janitorial Services) with a $22.0 million size standard. The contract type is Firm Fixed Price (FFP). Questions are due by 12:00 PM MST on March 30, 2026, and quotations must be submitted by 12:00 PM MST on April 3, 2026, with delivery required by April 30, 2027. The contract includes a five-year base period (May 1, 2026 to April 30, 2031) with four one-year option periods. BLM strongly recommends site visits to the recreation areas, which are open sunrise to sunset.
Evaluation will be conducted on three factors: (1) Technical Approach (Pass/Fail) addressing hiring and retention plans, quality control procedures, and equipment/supplies to be used; (2) Past Performance based on at least three similar projects completed within the last five years; and (3) Price, with award made to the responsible vendor offering best value using the trade-off method where past performance is approximately equal to price. Quotations are limited to 10 pages excluding cover pages and executive summaries. The bid schedule must include unit prices for each site covering all labor, materials, supplies, equipment, and mileage. FAR clause 52.217-8 (Option to Extend Services) is included; the government will evaluate six months of Option Year 4 pricing as part of the total evaluated price but will not include this in the awarded contract value. All standard federal contract terms and conditions apply, including provisions regarding minimum wages ($15.00/hour under Executive Order 14026), Service Contract Labor Standards, equal opportunity, and various certifications and representations required by FAR 52.212-3.

Award will be made to the responsible vendor whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate quotes:
1. Technical Approach (Pass/Fail)
This factor will be assessed on a pass/fail basis based on the vendor's Technical
Approach to:
• Provide a sound hiring and retention plan for local staffing that identifies the anticipated number of personnel required, the estimated hours necessary to perform the work and a contingency approach for staff turnover.
• Provide a sound quality control plan that explains how work will be completed to meet
PWS Part C.III – Cleaning Tasks

3. Price
PROJECT DESCRIPTION: Paria River District Recreation Site Janitorial Services
• Provide a complete Bid Schedule. Enter unit prices for each site. The total proposed price must include all labor, materials, supplies, equipment, mileage, overhead, etc.
• The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. To account for the option period possible under FAR clause 52.217-8 Options to Extend Services
(maximum of six months), the Government will evaluate the option by adding six months of the offeror's Option Year 4 price to the offeror's total price. This amount will be the total evaluated price.
• The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced or if the total proposed price is unaffordable.
• Pricing will be evaluated for fairness and reasonableness.
• It is anticipated that price reasonableness will be established through competition, comparison with the IGE, and recent historical prices. Evaluation of options shall not obligate the Government to exercise the option(s).
The Government will evaluate quotations in accordance with the factors above. All quotations will be evaluated on a Pass/Fail basis under Factor 1 Technical Approach. Quotations that
"Fail" Factor 1 will not be further evaluated or considered for award. Quotations that "Pass"
Factor 1 will continue to be evaluated under Factor 2 Past Performance and Factor 3 Price. The
Government will make a best value award using the trade-off method, where past performance is approximately equal to price.
